Adhoc Rules Relating to the Temporary Posts of Console Operator, Junior Draughting Officer, Driver and Jeep Driver

in Environment Department in Tamil Nadu General Subordinate Service.

No. SRO B-92/2018.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu makes the following Adhoc Rules:-

2. (i) The Rules hereby made for the temporary posts of console operator, Junior Draughting Officer and Driver shall be deemed to have come into force on the 13th October, 1995.

(ii) The Rules hereby made for the temporary post of Jeep Driver shall be deemed to have come into force on the 7th May, 1997.

Rules

The Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) and the Special Rules applicable to the holders of the permanent posts in the Tamil Nadu Forest Subordinate Service shall apply to the holders of temporary posts of Console Operator, Junior Draughting Officer, Driver and Jeep Driver in the Environment Department, subject to the modifications specified in the following rules.

2. Constitution:- The posts shall constitute as separate categories in a distinct class of the said service.

3. Appointment:- Appointment to the posts specified in Column (1) of the Table below shall be made by the methods specified in the corresponding entries in Column (2) thereof.

2. Junior Draughting Officer (i) By direct recruitment;

(ii) By recruitment by transfer from any other service.

3. Driver

(i) By direct recruitment;

and

(ii) By recruitment by transfer from any other service.

4. Jeep Driver

(i) By direct recruitment;

and

(ii) By recruitment by transfer from any other service.

Provided that the appointment shall be made in the ratio of 1:2 between the direct recruitment and recruitment by transfer from any other service.

4. Reservation of Appointment:- The reservation of appointments as provided in section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply to appointments by direct recruitment.

5. Appointing Authority:- The appointing authority for the said posts shall be the Director of Environment.

6. Qualification:- (a) Age:- No person shall be eligible for appointment to the post by direct recruitment, if he has completed or will complete the age of thirty years on the first day of July of the year in which the selection for appointment is made.

(b) Other Qualifications:- No person shall be eligible for appointment to the posts specified in column (1) of the Table below by the methods of appointment specified in column (2), unless he possesses the qualification specified in the corresponding entries in column (3) thereof:-

1. Console Operator. (i) By direct recruitment. Must possess a Degree In Computer Science or a Degree In computer Application obtained from any University recognized by University Grants Commission.

or

Must possess a Degree obtained from any university recognized by University Grants Commission and Post Graduate Diploma in Computer Application recognized by the Government of Tamil Nadu.

or

Diploma in Electrical, Electronics or Mechanical Engineering or Diploma in Computer Science awarded by the State Board of Technical Education of Tamil Nadu and Post Graduate Diploma in Computer Application recognized by the Government of Tamil Nadu;

(ii) By recruitment by transfer Must have experience for a period of not less than two from any other service. years through work and involvement in one or more facts of analysis, accounting operation, testing information systems or data processing.

2. Junior Draughting (i) By direct recruitment. Must possess a Diploma in Civil Engineering or Diploma in Officer. Civil and Rural Engineering awarded by the State Board of Technical Education of Tamil Nadu.

(ii) By recruitment by Must be working in the same category. transfer from any other service.

3. Driver. (i) By direct recruitment. Must have passed VIII std from a school recognized by

the Government of Tamil Nadu and must possess a valid driving licence to drive vehicle, issued by a competent authority under the Motor Vehicles Act, 1988. Must have experience in driving for not less than two years.

4. Jeep Driver. (i) By direct recruitment. Must have passed VIII std from a school recognized by

the Government of Tamil Nadu and must possess a valid driving licence to drive vehicle, issued by a competent authority under the Motor Vehicles Act, 1988. Must have experience in driving for not less than two years. and knowledge of auto mechanism.

(ii) By recruitment by Must be working in the same category. transfer from any other service.

7. Probation:- Every person appointed to the posts by direct recruitment, shall from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years:

Provided that every person appointed to the post by recruitment by transfer, shall from the date on which he joins duty, be on probation for a total period of one year on duty within a continuous period of two years.

8. Preparation of annual list of approved candidates:- The list of approved candidates for appointment to the posts by recruitment by transfer, shall be prepared annually and the crucial date on which the candidates should have acquired the prescribed qualification, shall be 1st December of every year.

9. Pay:- There shall be paid to the holder of the posts specified in column (1) of the table below, a monthly pay calculated in the scale of pay specified in column(2) thereof:-
