Ad hoc Rules Relating to the Post of College Librarian in Government Polytechnic Colleges
in Tamil Nadu Educational Service.

Ms. No. 258, Higher Education (B1), 24th October 2018, ஐப்பசி 07, விளம்பி, திருவள்ளுவர் ஆண்டு-2049.] No. SRO B-95/2018.—In exercise of the powers conferred by the proviso to Article 309 of the constitution of India and in supersession of the rules issued with the Education Department Notification No. SRO B-46/89, published at page 32 of Part III Section 1(b) of the Tamil Nadu Government Gazette, dated the 22nd February 1989, the Governor of Tamil Nadu hereby makes the following Rules:-
Rules
The provisions contained in the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) and the Special Rules applicable to the holders of the permanent posts in Class V of the Tamil Nadu Educational Service, shall apply to the holders of the temporary post of college Librarian in the Government Polytechnic colleges in the Department of Technical Education subject to the modifications specified in the following rules.-
2. Constitution:–The post shall constitute a distinct category in the said class of the said service.
3. Appointment:–Appointment to the post shall be made by direct recruitment through the Tamil Nadu Public Service commission.
4. Appointing Authority:– The appointing authority for the post shall be the Government.
5. Age:–No person shall be eligible for appointment to the post by direct recruitment, if he has completed or will complete 57 years of age on the first day of July of the year in which the vacancy is notified.
6. Qualification:–No person shall be eligible for appointment to the post unless he possesses the following qualifications, namely:
(a) A Master's Degree in Library Science or Information Science or Documentation Science or an equivalent professional Degree with at least Fifty five percentage of marks or an equivalent grade of 'B' in the University Grants commission seven point scale with a consistently good academic record with knowledge on computerisation of Library:
Provided that candidates belonging to Scheduled Caste or Scheduled Tribe or Differently-abled categories (Physically and visually differently abled) shall possess not less than Fifty percentage of marks:
Provided further that the holders of Ph.D Degree in Library Science, who have passed their Master's Degree in Library Science or Information Science of Documentation Science prior to 19th September 1991, shall possess not less than fifty percentage of marks in Master's Degree.
(b) A pass in the National Eligibility Test (NET) or other accredited test like State Level Eligibility Test (SLET) in Library Science conducted for the purpose by the University Grants commission or any other agency approved by the University Grants commission.
"Provided that a person who is or has been awarded a Ph.D. Degree through a process of admission, registration, course work and external evaluation as laid down in the University Grants commission (Minimum Standards and Procedure for award of Ph.D. Degree), Regulation 2009, is exempted from passing in NET/SLET tests."
7. Probation:– Every person appointed to the post by direct recruitment shall, from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years.
8. Reservation of Appointments:– The Provisions contained in section 27 of Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) shall apply for appointment to the post by direct recruitment.
9. Transfers and Postings:–Transfers and Postings to the post shall be made by the Director of Technical Education.
10. Savings:– Nothing contained in these rules, shall adversely affect the persons holding the post on the date of issue of these rules.
11. Pay:– The holders of the post shall be paid a monthly pay calculated in the Pay Band of Rs.15600-39100+Academic Grade Pay of Rs.6000.
