STATEMENT OF OBJECTS AND REASONS

The Tamil Nadu clinical Establishments (Regulation) Act, 1997 (Tamil Nadu Act 4 of 1997) was brought into force on 01.06.2018. As per the first proviso to sub-section (1) of section 3 of the said Act, every clinical establishment in existence on the date of the commencement of the Tamil Nadu Private clinical Establishments (Regulation) Amendment Act, 2018 (Tamil Nadu Act 19 of 2018) shall apply for registration within nine months from the notified date (i.e. 01.06.2018). Further, according to the second proviso to the said sub-section, every clinical establishment in existence on the notified date (i.e. 01.06.2018) shall cease to carry on its business on the expiry of twelve months from the notified date (i.e. on 31.05.2019), unless such clinical establishment has applied for registration and is so registered or till such application is disposed of, whichever is earlier. Representations have been received from the existing clinical establishments to extend the period for registration of clinical establishments. The Government have therefore decided to extend the period for registration of existing clinical establishments for a further period of six months.

Further, the clinical establishments run by State, central and Quasi Government are rendering medical care facilities to the poor at free of cost.
