WHEREAS, it has become expedient to notify the list of additional free symbols for use in the local body elections, where the number of contesting candidates exceeds 30.

NOW, THEREFORE, in exercise of the powers conferred by paragraphs 4 and 6 of the Tamil Nadu Local Bodies Election Symbols (Reservation and Allotment) Order, 2019 and in continuation of the Statutory Order No.16/2019/ TNSEC/EG1, dated 30th September 2019 as published under Gazette No.377 at page, 1 to 16 of Part VI—Section 2 in No.VI(2)/94(a)/2019 of the Tamil Nadu Government Gazette Extraordinary of 3rd October, 2019, cited, the Commission hereby notifi es a list of additional free symbols common for all local body elections.

The list of additional free symbols for the use in the election of Members/

Presidents of Village Panchayats and Members of Panchayat Unions/District

Panchayats/Members of Town Panchayats/Third Grade Municipalities and

Councillors of Municipalities/Corporations.

In exercise of the powers conferred by clause 4 of the Tamil Nadu Local Bodies Election Symbols (Reservation and Allotment) Order, 2019 and also other powers enabling it in this behalf, the Tamil Nadu State Election Commission hereby makes the following amendments to S.O.No.16/2019/TNSEC/EG1, dated 30.9.2019 published vide Notifi cation No.377, published at pages 1 to 16 of Part VI—Section 2 of the Tamil Nadu Government Gazette Extraordinary, dated 3-10-2019, and as amended :-

[ELECTIONS - PANCHAYATS, TOWN PANCHAYATS, MUNICIPALITIES AND CORPORATIONS - CONDUCT OF - PERSONATION OF ELECTORS - PREVENTION - DOCUMENTARY EVIDENCES - NOTIFICATION OF.] (S.O.No.100/2019/TNSEC/EG-2, dated the 11th December 2019)

In exercise of the powers conferred under rule 48-A of the Tamil Nadu Panchayats (Elections) Rules, 1995 and sub-rule (5) of rule 45 of the Tamil Nadu Town Panchayats, Municipalities and Corporations (Elections) Rules, 2006 and in supersession of the State Election Commission's earlier Notifi cation, the State Election Commission hereby directs that all electors shall produce any one of the documents specifi ed by this Commission for establishing their identity in order to exercise their franchise, when they come to the polling stations for voting. The Commission specifi es the following documents for establishing the identity of such electors:-

(i) Electoral Photo Identity Card (EPIC) provided under the authority of the Election Commission of India;

(ii) Passport;

(iii) Driving License;

(iv) Service Identity Cards with Photograph issued to its employees by State / Central Government, Public Sector Undertakings, Local Bodies or Public Limited Companies;

(v) Passbooks with photograph issued by Public Sector Banks / Post Offi ce;

(vi) PAN Card;

(vii) Smart Card issued by RGI under NPR;

(viii) Job Cards under MGNREGA Scheme with Photograph;

(ix) Health Insurance Scheme Smart Cards with Photograph issued by the State or Central Government authorities.

(x) Pension Documents with Photograph, such as Ex-servicemen's Pension Book/Pension Payment Order / Ex-servicemen's Widow / Dependent Certifi cates;

(xi) Offi cial Identity Cards issued to MPs/MLAs/MLCs; and

(xii) Aadhaar Card.

2. It is clarifi ed that any document, as enumerated above, which is available only for the Head of family, shall be allowed for the purpose of identifi cation of other members of the family.

Provided the other members of the family can be identifi ed on the basis of such document.

3. The State Election Commission makes it clear that failure or refusal on the part of the electors to produce any one of the said documents may result in the denial of supply of a ballot paper to them in Rural Local bodies and / or denial of allowing to cast their votes through Electronic Voting Machines in the case of Rural / Urban Local bodies.
