In exercise of the powers conferred by Section 181 read with Section 50 of the Electricity Act, 2003 (Central Act 36 of 2003) and all other powers enabling it in this behalf, the Tamil Nadu Electricity Regulatory Commission hereby makes the following amendment to the Tamil Nadu Electricity Supply Code, 2004, the draft of the same having been previously published as required by sub section (3) of section 181 of the said Act.

It shall come into force on the date of publication in the Tamil Nadu Government Gazette.

In the said Tamil Nadu Electricity Supply Code, after Regulation 14, the following Regulation shall be inserted, namely :-

"14A Notice to consumers under automated meter reading system –

Notwithstanding anything contained in regulations 5, 8, 13, 14 and 16 of this Code or any provision in the Distribution Code, wherever the Licensee implements automated meter reading system through Automatic Meter Reading (AMR) Technology / Advanced Metering Infrastructure (AMI) Technology using smart meters / any other modern technology using smart meter, the bill- ing details such as, Electricity Consumption, Consumption charges for electricity, the due date of payment, demand for additional Security Deposit, any other demand/information, etc., shall be communicated through email or SMS or Mobile App or any other electronic mode adopted by the TANGEDCO with prior intimation to the Commission and such communication shall be deemed to be the notice issued for such purposes."

As per the provisions of the TNERC supply code, 2004, in the case of LT/HT services after taking the meter reading, the particulars of Meter readings, Energy consumption and charges payable will have to be incorporated in the Consumer Meter card.

2. Consequent on the implementation of automated meter reading system (AMR/AMI technology) by the Licensee for LT/ HT service connections, the consumption details are fed into the Licensee's server automatically without any physical visit of the offi cials of the Licensee and hence the incorporation of the billing details such as, Electricity Consumption, Consumption charges for electricity, the due date of payment, demand for additional Security Deposit, any other demand/information, etc.,in the white meter card would cause duplication of work load. However, in order to intimate the above consumption details to the consumers, it is proposed to provide the same to the consumers through email or SMS or Mobile App or any other electronic mode. The present amendment seeks to achieve the said objective.

2003-ஆம் ஆண்டு மின்சாரச் சட்டத்தின் (மத்தியச்சட்டம் 36-2003) 50-ஆம் சட்டப்பிரிவுடன் சேர்த்துபடிக்கப்படும் 181 ஆம் சட்டப்பிரிவினால் வழங்கப்பட்ட அதிகாரங்களையும் மற்றும் இதன் பொருட்டு அதனை இயல்விக்கும் அனைத்து பிற அதிகாரங்களையும் செலுத்தி, தமிழ்நாடு மின்சார ஒழுங்குமுறை ஆணையம், 2004-ஆம் ஆண்டு தமிழ்நாடு மின்வழங்கல் விதித் தொகுப்பிற்கு பின்வரும் திருத்தங்களை இதனால் செய்கிறது. மேற்சொன்ன சட்டத்தின் 181 ஆம் சட்டப் பிரிவின் (3) ஆம் உட்பிரிவினால் வேண்டுறுத்தப்பட்டவாறு அதன் வரைவு முன்னதாக வெளியிடப்பட்டுள்ளது.

இந்த திருத்தம் தமிழ்நாடு அரசிதழிலதமிழ்நாடு அரசிதழில் ் வெளியிடப்பட்ட நாளிலிருந்து நடைமுறைக்கு வருதல் வேண்டும்.

திருத்தம்திருத்தம்

மேற்சொன்ன தமிழ்நாடு மின்வழங்கல் விதித்தொகுப்பில், 14ஆம் ஒழுங்குமுறை விதிக்கு பின்னர், பின்வரும் ஒழுங்குமுறைவிதி உட்புகுத்தப்படுதல் வேண்டும், அவையாவன:-

"14A தானியங்கி மின் பயனீட்டுக் கணக்கீட்டு அமைப்புமுறையின் கீழ் நுகர்வோருக்கான அறிவிப்பு&&

இந்த விதித்தொகுப்பின் 5,8,13,14 மற்றும் 16 ஆம் ஒழுங்குமுறை விதிகளில் அல்லது மின்பகிர்மான விதித் தொகுப்பின் ஏதாவது வகைமுறைகளில் எது எவ்வாறு இருப்பினும், தானியங்கி மின் பயனீட்டுக் கணக்கீடு (AMR) தொழில்நுட்பவியல் %லமான தானியங்கி மின் பயனீட்டுக் கணக்கீட்டு அமைப்புமுறை / வினைத்திறமிக்க மின்னளவிகளைப் பயன்படுத்தி மேம்பட்ட மின்னளவியிடல் கட்டமைப்பு (AMI) தொழில்நுட்பவியல் / வினைத்திறமிக்க மின்னளவியைப் பயன்படுத்தும் ஏதாவது பிறமாதிரி தொழில்நுட்பவியல் ஆகியவைகளை உரிமதாரர் எங்கெல்லாம் செயற்படுத்துகிறாரோ அங்கெல்லாம் பட்டியலிடல் விவரங்களான மின்நுகர்வு, மின்நுகர்வுக்கான கட்டணங்கள், கட்டணம் செலுத்துவதற்கான உரிய நாள் $டுதல் பிணைவைப்புத் தொகைக்கான கேட்பு, ஏதாவது பிற கேட்பு / தகவல், முதலியன, மின்னQ்சல் / குறுQ்செய்தி / கைப்பேசிபயன்பாடு / ஆணையத்திற்கு தகவல் அளித்துவிட்டு பின்னர் தமிழ்நாடு மின்உற்பத்தி மற்றும் பகிர்மான கழகத்தால் பின்பற்றக் $டிய ஏதாவது பிற மின்னணு முறைமை ஆகியவற்றின் %லமாக தெரியப்படுத்தப்படுதல் வேண்டும் மற்றும் அத்தகைய செய்தியளிப்பானது நேர்வுக்கேற்ப அத்தகைய நோக்கத்திற்காக வெளியிடப்பட்ட அறிவிப்பாகக் கருதப்படுதல் வேண்டும்.

2004-ஆம் ஆண்டு தமிழ்நாடு மின்வழங்கல் விதித் தொகுப்பின் வகைமுறைகளின்படி, தாழ்வழுத்த / உயரழுத்த மின்னினைப்புகளை பொருத்தமட்டில் மின் பயனீட்டுக் கணக்கீட்டுக்கு பின்னர், மின் பயனீட்டுக் கணக்கீடுகள், மின் நுகர்வு மற்றும் செலுத்தப்படவேண்டியுள்ள கட்டணங்கள் போன்றவற்றின் விவரங்கள் நுகர்வோர் மின்னளவி அட்டையில் பதிவு செய்யப்பட வேண்டும்,

2. தாழ்வழுத்த / உயரழுத்த மின்னிணைப்புகளுக்கு உரிமதாரரால் தானியங்கி மின் பயனீட்டுக் கணக்கீடு தொழில்நுட்பவியல் நடைமுறைப்படுத்தப்பட்டதைத் தொடர்ந்து, உரிமதாரரின் அலுவலர்களின் நேரடிப் பார்வையிடல் இல்லாமல், மின்நுகர்வு விவரங்கள் உரிமதாரரின் பரிமாற்றகத்தில் (Server) தானாகவே ஊட்டப்படுகிறது மற்றும் எனவே பட்டியலிடல் விவரங்களான மின்நுகர்வு, மின் நுகர்வுக் கட்டணங்கள், கட்டணம் செலுத்துவதற்கான உரியநாள், $டுதல் பிணைவைப்புத் தொகைக்கான கேட்பு, ஏதாவது பிற கேட்பு / தகவல், முதலியனவற்றை வெள்ளை மின்னளவி அட்டையில் பதிவு செய்வது பணிச்சுமையை இரட்டிப்பாக்கும். எனினும் மேற்சொன்ன மின் நுகர்வு விவரங்களை நுகர்வோர்களுக்கு தெரியப்படுத்துவதற்காக அவைகளை மின்னQ்சல் அல்லது குறுQ்செய்தி அல்லது கைப்பேசி பயன்பாடு அல்லது ஏதாவது பிற மாதிரி தொழில்நுட்பவியல் %லமாக கொடுப்பதற்கு உத்தேசிக்கப்பட்டுள்ளது. எனவே இந்த திருத்தம் மேற்சொன்ன நோக்கத்தினை நிறைவேற்றுவதற்கு முற்படும்.
