[Fisheries–Pradhan Mantri Matsya Sampada Yojana (PMMSY)–Constitution of State Level Approval and Monitoring 4. The Government after careful examination of the proposal of the Director of Fisheries and as per the Guidelines issued by the Government of India have decided to accept it. Accordingly, the Government constitute the State Level Approval and Monitoring Committee at State Level and District Level Committee at District Level comprising of the following members and roles / responsibilities & Terms of References:

I. COMPOSITION OF STATE LEVEL APPROVAL AND MONITORING COMMITTEE

development of fi sheries sector in India" at a total investment of Rs.20,050 crore for its implementation for a period of 5 (fi ve) years from FY 2020-21 to FY 2024-25 in all the States and Union Territories (UTs) for smooth implementation of Pradhan Mantri Matsya Sampada Yojana.

2. The Government of India has also requested to constitute a State Level Approval and Monitoring Committee in each State and District Level Committee at the District Level for smooth implementation of the Pradhan Mantri Matsya Sampada Yojana (PMMSY) including its supervision and monitoring.

3. The Director of Fisheries has sent the proposal to constitute State Level Approval and Monitoring Committee & District Level Committee and requested the Government to issue necessary notifi cation for constitution of State Level Approval and Monitoring Committee and District Level Committee with Terms of References for the The Chairperson may nominate additional State level officials as felt necessary and may also nominate a maximum of one or two non-offi cial eminent persons of the State preferably having knowledge of or associated with fi sheries sector.

Roles and Responsibilities of State Level Approval and Monitoring Committee & Terms of References (ToRs) The State Level Approval and Monitoring Committee (SLAMC) shall be responsible for consolidation of District Annual Fisheries Plans and preparation and approval of the State Annual Fisheries Plan and recommending to the Department of Fisheries, Government of India/National Fisheries Development Board (NFDB), Hyderabad.

(a) The State Level Approval and Monitoring Committee shall be responsible for implementation of the Pradhan Mantri Matsya Sampada Yojana at the State Level including its supervision and monitoring.

(b) The State Level Approval and Monitoring Committee would be assisted by the State Programme Unit (SPU) for Pradhan Mantri Matsya Sampada Yojana.

(c) The State Level Approval and Monitoring Committee shall undertake convergence of activities under Pradhan Mantri Matsya Sampada Yojana with activities/ interventions other Schemes and programmes at the State level.

(d) The State Level Approval and Monitoring Committee shall facilitate fostering of linkages with Banks/Financial Institutions for smooth implementation of benefi ciary orientated Sub-components/activities under Pradhan Mantri Matsya Sampada Yojana.

(c) The District Level Committee will be responsible for approval of benefi ciaries for Benefi ciaries oriented individual/group activities of Pradhan Mantri Matsya Sampada Yojana.

(d) The District Level Committee would be assisted by the District Programme Unit (DPU) in such districts wherever created by Government of India, Department of Fisheries.

(e) The District Level Committee shall undertake convergence of activities under Pradhan Mantri Matsya Sampada Yojana with activities/interventions other Schemes and programmes at the District level.

(f) The District Level Committee will facilitate fostering

(a) The District Level Committee shall be responsible for preparation and approval of the Annual District Fisheries Plan and recommending to the State Level Approval and Monitoring Committee.

(b) The District Level Committee shall be responsible for implementation of the Pradhan Mantri Matsya Sampada Yojana at the District Level including its supervision and monitoring.

S.K. PRABAKAR, Additional Chief Secretary to Government. live near Patlur Parisalthurai, Eraiyamangalam, Namakkal District, Tamil Nadu. He immediately informed the Station Offi cer Sh. P.Sivakumar and without caring to risk to his life, jumped into the river which had 150 metre depth with water current around 1500 cubic feet per second He swam 200 metres in the river in order to save the boy and his father. Fireman C.Durairaj, Leading Fireman Sh. A.Govindasamy and Fireman Driver Sh. Satishkumar under the command and control of Station Offi cer Sh.Sivakumar Pandiyarajan reached at the spot and they also jumped into the river without caring to risk to their lives to help Fireman Sh.S.Mohan in the rescue operation. After a long struggle in the high current they rescued the boy and father in unconscious condition. Immediately the crew performed Cardiopulmonary Resuscitiation and Seved their lives.

4. Station Offi cer Sh. Sivakumar Pandiyarajan, Fireman Sh. Mohan Sekar, Leading Fireman Sh. Govindasamy Appavu, Fireman Driver Sh. Satishkumar Palanisamy and Fireman Sh.Durairaj Chinnusamy thus displayed conspicuous gallantry, exemplary courage, leadership, professional expertise and devotion to duty of a very high order.
