DECLARATION

No. II(2)/PWD/79(f-1)/2021.

Whereas it appears to the Government that a total of 0.29.0 hectare of land is required in the Pirancheri Village in Cheranmahadevi Taluk in Tirunelveli District for public purpose, namely, Inter linking of Tamirabarani- Nambiyaru - Karumeniyar rivers for the Flood Carrier Canal Project. Now, therefore a declaration is made hereby that a piece of land measuring 0.29.0 hectare is under acquisition for the above said project in the Pirancheri Village in CheranmahadeviTaluk in Triunelveli District whose detailed description is as follows:

[ 1 ]2 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY This declaration is made after hearing of objections of persons interested and due enquiry as provided under section 15 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013). The number of families likely to be resettled due to land acquisition is Nil. Mines of coal, iron-stone, slate or other minerals lying under the said land or any particular portion of the said land, except such parts of the mines and minerals which may be required to be dug or removed or used during the construction phase of the project for the purpose of which the land is being acquired, are not needed. A plan of the land may be inspected in the offi ce of the Land Acquisition Offi cer, i.e Offi ce of the Special Tahsildar (L.A), River Linking Project, Unit I, Ambasamudram @ Cheranmahadevi and Offi ce of the Executive Engineer, Water Resources Department, Special Project Division, Valliyur on any working day.

விளம்புகை

பொதுத்தேவைக்காக, அதாவது, தாமிரபரணி- நம்பியாறு - கருமேனியாறு நதிகள் இணைப்புத்திட்டத்திற்காக வெள்ளநீர்க்கால்வாய் அமைக்க திருநெல்வேலி மாவட்டத்தில் சேரன்மகாதேவி வட்டத்தில் உள்ள பிரான்சேரி கிராமத்தில் இருக்கும் மொத்த பரப்பளவான 0.29.0 ஹெக்டேர் நிலம் தேவைப்படுகிறது என அரசு கருதுவதால் திருநெல்வேலி மாவட்டத்தில் சேரன்மகாதேவி வட்டத்தில் பிரான்சேரி கிராமத்தில் மேற்சொன்ன அரசுத் திட்டத்திற்காக கையகப்படுத்தும் 0.29.0 ஹெக்டேர் நிலம் குறித்து விளம்புகை செய்வது குறித்தான விவரங்கள் பின்வருமாறு:

2013- ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மை, மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச்சட்டத்தின் (மத்தியச் சட்டம் 30/2013) 15- ஆம் பிரிவின் கீழ் வகை செய்யப்பட்டவாறு பற்றுள்ள நபரின் மறுப்புரைகளை கேட்ட பின்னரும் உரிய விசாரணைக்குப் பின்னரும் இந்த விளம்புகை தயாரிக்கப்பட்டுள்ளது. நிலம் கையகப்படுத்துவதன் காரணமாக மறுகுடியமர்வுக்கு வாய்ப்பான குடும்பங்களின் எண்ணிக்கை ஏதுமில்லை.

கையகப்படுத்தப்பட்டுள்ள நிலத்தில் மேற்சொன்ன திட்டத்தின் நோக்கத்திற்காக கட்டுமான நிலையின் போது அத்தகைய நிலப்பரப்பை தோண்டும் போது (அ) அகற்றும் போது அல்லது பயன்படுத்த கூடிய சுரங்கங்கள் (அ) கனிமங்கள் நீங்கலாக, மேற்சொன்ன நிலப்பகுதியில் படிந்துள்ள நிலக்கரி, இரும்பு (அ) ஏனைய கனிமங்கள் கையகப்படுத்தும் தேவை இந்நில எடுப்பில் எழவில்லை.

யாதொரு வேலை நாட்களிலும் நிலம் கையகப்படுத்தும் அலுவலரின் அதாவது அம்பாசமுத்திரம் (இ) சேரன்மகாதேவி அலகு-1 நதிநீர் இணைப்புத் திட்ட தனிவட்டாட்சியர் (நி.எ) அலுவலகத்தில் மற்றும் வள்ளியூர், நீர்வள ஆதாரத்துறை சிறப்புத்திட்டக்கோட்ட செயற்பொறியாளர் அலுவலகத்தில் திட்ட வரைபடத்தை பார்வையிடலாம்.

விளம்புகை

பொதுத்தேவைக்காக, அதாவது தாமிரபரணி- நம்பியாறு - கருமேனியாறு நதிகள் இணைப்புத் திட்டத்திற்காக வெள்ளநீர்க்கால்வாய் அமைக்க திருநெல்வேலி மாவட்டத்தில் பாளையங்கோட்டை வட்டத்தில் உள்ள இட்டேரி கிராமத்தில் இருக்கும் மொத்த பரப்பளவான 0.22.0 ஹெக்டேர் நிலம் தேவைப்படுகிறது என அரசு கருதுவதால் திருநெல்வேலி மாவட்டத்தில் பாளையங்கோட்டை வட்டத்தில் இட்டேரி கிராமத்தில் மேற்சொன்ன அரசுத் திட்டத்திற்காக கையகப்படுத்தும் 0.22.0 ஹெக்டேர் நிலம் குறித்து விளம்புகை செய்வது குறித்ததான விவரங்கள் பின்வருமாறு:-

2013 ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவுமறைவின்மை, மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டத்தின் (மத்தியச் சட்டம் 30/2013) 15 - ஆம் பிரிவின் கீழ் வகை செய்யப்பட்டவாறு பற்றுள்ள நபரின் மறுப்புரைகளைக் கேட்ட பின்னரும் உரிய விசாரணைக்குப் பின்னரும் இந்த விளம்புகை தயாரிக்கப்பட்டுள்ளது. நிலம் கையகப்படுத்துவதன் காரணமாக மறுகுடியமர்வுக்கு வாய்ப்பான குடும்பங்களின் எண்ணிக்கை ஏதுமில்லை.

கையகப்படுத்தப்பட்டுள்ள நிலத்தில் மேற்சொன்ன திட்டத்தின் நோக்கத்திற்காக கட்டுமான நிலையின் போது அத்தகைய நிலப்பரப்பை தோண்டும் போது (அ) அகற்றும் போது அல்லது பயன்படுத்த கூடிய சுரங்கங்கள் (அ) கனிமங்கள் நீங்கலாக, மேற்சொன்ன நிலப்பகுதியில் படிந்துள்ள நிலக்கரி, இரும்பு (அ) ஏனைய கனிமங்கள் கையகப்படுத்தும் தேவை இந்நில எடுப்பில் எழவில்லை.

யாதொரு வேலை நாட்களிலும் நிலம் கையகப்படுத்தும் அலுவலரின் அதாவது பாளையங்கோட்டை, நதிநீர் இணைப்புத்திட்டம், அலகு-3, தனிவட்டாட்சியர் (நி.எ) அலுவலகத்தில் மற்றும் திருநெல்வேலி, நீர்வள ஆதாரத்துறை சிறப்புத்திட்டக்கோட்ட செயற்பொறியாளர் அலுவலகத்தில் திட்ட வரைபடத்தை பார்வையிடலாம்.
