(i) நோக்கம்:- --

இந்திய விடுதலைப் போராட்ட வீரர், கப்பலோட்டிய தமிழன் திரு. வ.உ. சிதம்பரனார் அவர்களின் 150வது பிறந்தநாள் நடப்பாண்டில் வருகின்ற காரணத்தினால், அதனை அரசு விழாவாகக் கொண்டாடும் வகையில், அவர் முதல் உள்நாட்டு இந்திய சுதேசி கப்பல் நிறுவனத்தை தொடங்கி நடத்தி செய்த தியாகங்களை நினைவு கூறும் வகையில், "கப்பலோட்டிய தமிழன் வ.உ.சி. விருது" என்ற விருது கப்பல் கட்டுமானம், தொழில்நுட்பம், போக்குவரத்து ஆகிய கப்பல் தொடர்பான துறைகளில் ஈடுபட்டு சிறந்த பங்காற்றிவரும் தமிழர் ஒருவருக்கு ஆண்டுதோறும் வழங்கப்படும்.

(ii) கப்பலோட்டிய தமிழன் வ.உ.சி. விருதுத்தொகை:-

கப்பலோட்டிய தமிழன் வ.உ.சி விருதுத் தொகை, ஆண்டுதோறும் அரசு விழாவாகக் கொண்டாடப்படவுள்ள வ.உ.சிதம்பரனார் அவர்களின் பிறந்தநாள் விழாவில் வழங்கப்படும் 'கப்பலோட்டிய தமிழன் வ.உ.சி விருது 'தொகை ரூ.5 இலட்சம் மற்றும் பாராட்டு சான்றிதழ், தமிழ்நாடு கடல்சார் வாரியத்தின் சொந்த நிதியிலிருந்து வழங்கப்படும். ஆண்டொன்றுக்கு இவ்விருது ஒருவருக்கு மட்டும் வழங்கப்படும். ஏற்கனவே இவ்விருதினை பெற்றவருக்கு மீண்டும் இவ்விருது வழங்கப்பட மாட்டாது. இந்த விருது இந்த ஆண்டு முதல் வழங்கப்படும்.

(iii) தகுதி மற்றும் தேர்வு செய்வதற்கான வரையறைகள்:-

(அ) கப்பல் கட்டுமானம், தொழில்நுட்பம், போக்குவரத்து ஆகிய வணிக கப்பல் (Merchant Ship) தொடர்பான துறைகளான கப்பல் கட்டுமானம் (Ship Building/ Ship Architect) (அல்லது) கப்பல் தொழில்நுட்பம் (Ship Technology) (அல்லது) கப்பல் போக்குவரத்து (Ship Navigation / Engineering) (அல்லது) கப்பல் உரிமையாளர் (Ship Owner) (அல்லது) கப்பல் சார்ந்த கல்வி / பயிற்சியாளர் (Ship related Trainer) ஆகிய துறைகளில் ஈடுபட்டு சிறந்த பங்காற்றி வருபவராக இருக்க வேண்டும்.

(ஆ) தமிழராக இருத்தல் வேண்டும்.

(iv) அரசினால் இதற்காக ஏற்படுத்தப்பட்ட தேர்வுக் குழுவின் மூலம் பரிந்துரைக்கப்பட்டு அரசின் ஒப்புதல் பெறப்பட வேண்டும்.

(v) தேர்வுக் குழுவில் கீழ்க்கண்ட அலுவலர்கள் இடம் பெறுவர்

இவ்விருதிற்கு தகுதியானவர்களிடமிருந்து, தமிழ்நாடு -செய்தித்தாள் விளம்பரம் கடல்சார் வாரியத்தால் - மூலம் விண்ணப்பங்கள் பெறப்பட்டு, தேர்வுக்குழுவின் பரிசீலனைக்கு வைக்கப்பட வேண்டும். அவற்றிலிருந்து தகுதியான நபரை தேர்வுக்குழு "கப்பலோட்டிய தமிழன் வ.உ.சி விருது"க்காக அரசுக்கு பரிந்துரை செய்யலாம் அல்லது தேர்வுக்குழுவினர் மேற்படி துறைகளில் தகுதியான நபரை நேரடியாகக் கண்டறிந்தும் அரசுக்கு பரிந்துரை செய்யலாம்.

(vii) தேர்வு குழுவின் அதிகாரங்கள்:-&

இவ்விருதிற்கான தேர்வுக் குழுவினருக்கு தகுதியானவர்களிடமிருந்து பெறப்படும் விண்ணப்பங்க்ள் மற்றும் செய்தித்தாள் விளம்பரங்கள் குறித்து முடிவெடுத்திடவும் மற்றும் தகுதியான நபர்களைக் கண்டறியத் தேவைப்படும் மதிப்பீட்டு வழிமுறைகளை வரையறுப்பதற்கும், மாற்றியமைப்பதற்கும் குழுவிற்கு முழு அதிகாரம் வழங்கப்பட வேண்டும்.

3. எனவே, துணைத் தலைவர் மற்றும் தலைமை செயல் அலுவலர், தமிழ்நாடு கடல்சார் வாரியம் அவர்கள் கப்பல் கட்டுமானம், தொழில்நுட்பம், போக்குவரத்து ஆகிய வணிக கப்பல் தொடர்பான துறைகளில் ஈடுபட்டு சிறந்த பங்காற்றி வரும் தமிழர் ஒருவருக்கு 'கப்பலோட்டிய தமிழன் வ.உ.சி விருது' வழங்குவது தொடர்பாக, மேற்கூறிய தகுதி மற்றும் தேர்ச்சி செய்வதற்கான வரையறைகள், விருதுத் தேர்வுக்குழு அமைத்தல், தேர்வுக்குழுவின் அதிகாரங்கள், தமிழ்நாடு கடல்சார் வாரியத்தால் செய்தித்தாள் விளம்பரம் மூலம் விண்ணப்பங்கள் பெறுதல் மற்றும் தமிழ்நாடு கடல்சார் வாரியத்தின் சொந்த நிதியிலிருந்து, ரூ. 5 இலட்சம் மற்றும் பாராட்டுச் சான்றிதழ் அளித்திட அரசின் ஆணைகளை கோரியுள்ளார்.

4. துணைத் தலைவர் மற்றும் தலைமை செயல் அலுவலர், தமிழ்நாடு கடல்சார் வாரியம் அவர்களின் கருத்துருவினை அரசு கவனமாக பரிசீலித்து, அதனை ஏற்று இந்திய விடுதலைப் போராட்ட வீரர் கப்பலோட்டிய தமிழன் திரு. வ.உ.சிதம்பரனார் அவர்களின் 150வது பிறந்த நாள் விழாவினை சிறப்பிக்கும் வகையில் கப்பல் கட்டுமானம், தொழில்நுட்பம், போக்குவரத்து ஆகிய வணிக கப்பல் தொடர்பான துறைகளில் ஈடுபட்டு சிறந்த பங்காற்றி வரும் தமிழர் ஒருவருக்கு விருது வழங்க ஏதுவாக 'கப்பலோட்டிய தமிழன் வ.உ.சி. விருது' என்ற பெயரில் மாநில அரசு விருது ஒன்றினை தோற்றுவித்து ஆணை வெளியிடுகிறது. அவ்விருதினை ஆண்டுதோறும் வ.உ.சிதம்பரனார் அவர்களின் பிறந்தநாள் விழாவில் வழங்கவும் மேலே பத்தி 2-ல் உள்ளவாறு விருதிற்கான தகுதி மற்றும் தேர்ச்சி செய்வதற்கான வரையறைகள், விருது தேர்வுக்குழு அமைத்தல், தேர்வுக்குழுவின் அதிகாரங்கள், தமிழ்நாடு கடல்சார் வாரியத்தால் செய்தித்தாள் விளம்பரம் மூலம் உரிய விண்ணப்பங்கள் பெறுதல் ஆகியவற்றிற்கு ஒப்புதல் அளிப்பதுடன் தமிழ்நாடு கடல்சார் வாரியத்தின் சொந்த நிதியிலிருந்து, விருதுத் தொகை ரூபாய் ஐந்து இலட்சம் மற்றும் பாராட்டுச் சான்றிதழ் அளித்திடவும் ஒப்புதல் அளித்து ஆணையிடுகிறது.

5. மேலும், இவ்வாண்டு முதல் ஒவ்வொரு ஆண்டும் இவ்விருதிற்கு தகுதியானவர்களிடமிருந்து விண்ணப்பங்கள் பெற்று அல்லது தேர்வுக் குழுவினரால் தகுதியான நபரை நேரடியாக தேர்வு செய்யப்படும் நிலையில் தேர்ந்தெடுக்கப்பட்ட விருதாளருக்கு வ.உ.சிதம்பரனார் அவர்களின் பிறந்த நாள் விழாவில் விருது வழங்கும் வகையில் விருதுத் தொகை ரூபாய் ஐந்து இலட்சம் மற்றும் பாராட்டுச் சான்றிதழ் ஆகியவற்றை தேர்வுக் குழுவின் உறுப்பினர் செயலர் அனுப்பி வைக்க வேண்டும் என்று அரசு அறிவுறுத்துகிறது.

ORDER: No.194, Home (Police XIX), 20th April 2022.

WHEREAS, complaints have been received from number of depositors that M/s.Velusamy Thulasiyammal Chits Private Limited, Coimbatore, a fi nancial establishment, has defaulted the return of deposits made by the depositors after maturity;

AND WHEREAS, the said fi nancial establishment was incorporated and registered its name as M/s. Velusamy Thulasiyammal Chits Private Limited, Coimbatore, on 26.12.2008 with Registration No. U65992TZ2009 PTC015011.

AND WHEREAS, the Government are satisfi ed that the said fi nancial establishment is not likely to return the deposits to the depositors and hence, the Government have to protect the interests of such depositors;

AND WHEREAS, it is reported that the Proprietor / Partner of the said Financial establishment is believed to have acquired the immovable property specifi ed in Sl. No. 3 of the Schedule to this Order was procured from and out of the deposit collected by the Financial Establishment.

AND WHEREAS, since, the immovable property specifi ed above is not suffi cient to repay the deposits to the depositors, it is proposed to attach other properties of the proprietor/ partner of the said fi nancial establishment specifi ed in Sl. Nos. 1, 2 and 4 of the Schedule, which were purchased prior to the commencement of said business.

NOW, THEREFORE, in exercise of the powers conferred by section 3 of the Tamil Nadu Protection of Interests of Depositors (in Financial Establishments) Act, 1997 (Tamil Nadu Act 44 of 1997), the Governor of Tamil Nadu hereby makes an ad-interim order attaching the immovable properties of Velusamy Thulasiyammal Chits Private Limited standing in the name of Thiru. A. Velusamy (Managing Director), Thiru. A. Ganesan, and Thiru. V. Shanmugam (Partners), as specifi ed in the Schedule to this order and transfers the control over the said immovable properties to the Competent Authority, namely, the Competent Authority and District Revenue Offi cer, Coimbatore District appointed under the said Act.

(2) The Competent Authority and District Revenue Offi cer, Coimbatore District is requested to pursue further action in accordance with the procedures laid down in sub-sections (3) and (4) of Section 4 of the said Act and also the other required procedures prescribed in the Tamil Nadu Protection of Interests of Depositors (in Finacial Establishments) Act, 1997.

BOUNDARIES.

North.- The boundary starts from the tri-junction point of Survey Numbers 671/2, 671/1 and 670 of No.8 Poolathur village and runs towards east along the southern boundary of Survey Number 670 of No.8 Poolathur village to a distance of 68.1 metres and reaches the junction point of Survey Numbers 670 and 671/2 of No.8 Poolathur village.

East.- Thence, the boundary runs towards south over a distance of 12.8 metres and reaches the junction point of Survey Numbers 680 and 671/2 of No.8 Pollathur village.
