NOTIFICATION BY THE ELECTION COMMISSION OF INDIA
NOTIFICATION FOR EXTENDING THE TIME LIMIT FOR SENDING REQUEST FORM IN RESPECT OF INTENTION TO VOTE FOR THE PRESIDENTIAL ELECTION, 2022

The following Notification of the Election Commission of India, New Delhi, dated 11th July 2022 (20 Ashadha, 1944 (Saka) is republished:
No. 479/2022(1): - Whereas, the Election Commission of India, in connection with conduct of Presidential Election, 2022, has notified under Rule 7 of the Presidential and Vice-Presidential Elections Rules, 1974 vide its Notification No. 479/2022(1) dated 15th June, 2022, the Place of polling and Group of electors who will be entitled to vote at those places of poll; and Whereas, in the Note to the said Notification, a limit of 10 days before the date of poll has been fixed, before which any Member of Parliament/Member of Legislative Assembly, on account of exigency for special circumstances, has to intimate if he/she desires to vote at place of polling other than the one notified for his/her group, by directly applying to the Election Commission of India in the prescribed format; and
Whereas, the Commission has decided to liberalise the above said stipulation of 10 days' prior intimation in case of extreme urgent situation;
Now, therefore, the Commission has decided that the requests for the aforesaid purpose, received in the Commission, even after 10 days before the date of poll, if any, may be considered by the Commission based upon the circumstances of individual case and allow such Member of Parliament/Member of Legislative Assembly to cast vote at place of polling other than the one notified for his/her group, if there is sufficient time available for making necessary arrangements in this regard.

எண்.479/2022(1):- இந்தியத் தேர்தல் ஆணையம், 2022ஆம் ஆண்டு குடியரசுத் தலைவருக்கான தேர்தல் நடத்துதல் தொடர்பாக, வாக்குப்பதிவு நடைபெறும் இடங்களையும் அத்தகைய வாக்குப்பதிவு நடைபெறும் இடங்களில் வாக்களிப்பதற்கு உரிமையுடைய வாக்காளர் குழுவையும், 1974ஆம் ஆண்டு குடியரசுத் தலைவர் மற்றும் துணைக் குடியரசுத் தலைவருக்கான தேர்தல்கள் விதிகளைச் சேர்ந்த 7ஆம் விதியின் கீழ் அறிவித்துள்ளதாலும், (காண்க 15.06.2022ஆம் நாளிட்ட 479/2022(1) ஆம் எண்ணுள்ள அதனுடைய அறிவிக்கை);
மேற்சொன்ன அறிவிக்கைக்கான குறிப்பில், யாதொரு நாடாளுமன்ற உறுப்பினர் / சட்டமன்ற உறுப்பினர், சிறப்புச் சூழ்நிலைகளில் அவசரத் தேவையின் காரணமாக, அவரது குழுவிற்காக அறிவிக்கப்பட்ட வாக்குப்பதிவு இடத்தில் அல்லாமல், வேறு இடத்தில் வாக்களிக்க விரும்பும் நேர்வில், வரையறுக்கப்பட்ட படிவத்தில், இந்தியத் தேர்தல் ஆணையத்திற்கு நேரடியாக விண்ணப்பிப்பதன் மூலம் தகவல் தெரிவிப்பதற்கான கால வரையறை, வாக்குப்பதிவு நாளிற்கு 10 நாட்கள் முன்னர் என்று நிர்ணயிக்கப்பட்டுள்ளதாலும்,
மிகுந்த அவசர நிலையில், மேற்சொன்ன 10 நாட்களுக்கு முன்னர் தகவல் தெரிவிக்கப்படவேண்டும் என்ற வரையறையைத் தளர்த்த ஆணையம் முடிவெடுத்துள்ளதாலும்;
எனவே, தற்போது, மேற்சொன்ன நோக்கத்திற்கான கோரிக்கைகள், வாக்குப்பதிவு நாளிற்கு முன்னர் 10 நாட்கள் என்று வரையறுக்கப்பட்ட நாளுக்குப் பின்னரும் ஆணையத்திற்குக் கிடைக்கப்பெற்றாலும் கூட, தனிப்பட்ட நேர்வின் சூழ்நிலைகளின் அடிப்படையில், ஆணையத்தால் பரிசீலனைக்கு எடுத்துக்கொள்ளப்பட்டு, இது தொடர்பாக, தேவையான ஏற்பாடுகளை மேற்கொள்ளுவதற்குப் போதிய கால அவகாசம் இருக்கும் நேர்வில், அத்தகைய நாடாளுமன்ற உறுப்பினரை / சட்டமன்ற உறுப்பினரை, அவரது குழுவிற்காக அறிவிக்கப்பட்ட வாக்குப்பதிவு இடத்தில் அல்லாமல் வேறு இடத்தில் வாக்களிக்க அனுமதிக்கலாம் என்று ஆணையம் தீர்மானித்துள்ளது.
