NOTIFICATION OF MANDATING THE USE OF AADHAAR TO IDENTIFY BENEFICIARY OF SCHEMES IMPLEMENTED BY GOVERNMENT DEPARTMENTS IN PURSUANCE OF SECTION 7 OF THE AADHAAR (TARGETED DELIVERY OF FINANCIAL AND OTHER SUBSIDIES, BENEFITS AND SERVICES) ACT, 2016.

Whereas, the use of Aadhaar as an identity document for delivery of services or benefi ts or subsidies simplifi es the Government delivery processes, brings in transparency and effi ciency, and enables benefi ciaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas, the Department of Animal Husbandry, Dairying, Fisheries and Fishermen Welfare (hereinafter referred to as the Department), is providing fi nancial assistance in the form of reliefs or allowances (hereinafter referred to as benefi ts) to fi shermen and fi sherwomen and children of fi shermen/ fi sherwomen (hereinafter referred to as benefi ciaries), through the Commissionerate / Directorate of Fisheries and Fishermen Welfare (hereinafter referred to as implementing agency) as per the extant Scheme guidelines under the following schemes and services (hereinafter referred to as Schemes/Services):

(1) Relief assistance to marine fi shermen families during fi shing ban period

(2) Special allowance to marine fi shermen families during lean fi shing season

(3) Savings-cum-Relief scheme for marine fi sherwomen

(4) Savings-cum-Relief scheme for marine fi shermen

(5) Supply of sales tax exempted High Speed Diesel to fi shing crafts

(6) Supply of subsidized industrial kerosene to the traditional fi shing crafts

(7) Daily relief to marine fi shermen apprehended by other countries while engaged in fi shing

(8) Daily relief to the families of missing fi shermen while engaged in fi shing

And whereas, the aforesaid Schemes and Services in Sl.No.1 to 15 involves recurring expenditure incurred from the Consolidated Fund of the State of Tamil Nadu and Sl.No.16 to 21 involves recurring expenditure incurred from the Consolidated Fund of India;

Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefi ts and Services) Act, 2016 (18 of 2016) (hereinafter referred to the said Act), the Government of Tamil Nadu hereby notifi es the following, namely:–

1. (1) An eligible individual desirous of availing the benefi ts under the Schemes offered through the implementing Agency shall furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(2) An individual desirous of availing the benefi t under the Schemes, who does not possess an Aadhaar number or has not yet enrolled for Aadhaar shall be required to make application for Aadhaar enrolment before registering for the scheme provided that, he or she is entitled to obtain Aadhaar as per section 3 of the said Act and such individuals shall visit any Aadhaar enrolment centre (list available at Unique Identifi cation Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department, through its implementing agency is required to offer Aadhaar enrolment facilities for the benefi ciaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department, through its implementing agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identifi cation Authority of India or by becoming UIDAI registrar themselves:

Provided that till the time Aadhaar is assigned to the benefi ciaries, benefi ts under the Schemes shall be given to such benefi ciaries subject to the production of the following documents, namely:–

(a) if she/he has enrolled, her/his Aadhaar Enrolment Identifi cation slip; and

(b) any one of the following documents, namely:-

(i) Bank or Post offi ce Passbook with photograph; or

(ii) Permanent Account Number (PAN) Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter identity card; or

(vi) MGNREGA card; or

(vii) Kisan Photo passbook; or

(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or3 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY (ix) Certifi cate of identity having photo of such person issued by a Gazetted Offi cer or a Tehsildar on an offi cial letter head; or

(x) any other documents as specifi ed by the Department:

Provided that till the time, Aadhaar is assigned to the child, the benefi t under the Scheme shall be given to such children subject to production of the following documents, namely:-

(a) if the child has been enrolled after attaining the age of fi ve years (with biometrics collection), his Aadhaar Enrolment Identifi cation Slip, or of bio-metric update identifi cation slip; and

(b) any one of the following documents, namely:-

(i) Birth certifi cate; or Record of birth issued by the appropriate authority; or

(ii) School identity card, duly signed by the Principal of the school, containing parents, names; and (c) any one of the following documents as proof of relationship of the benefi ciary with the parent or legal guardian as per the extant Scheme guidelines, namely;

(i) Birth Certifi cate; or Record of birth issued by the appropriate authority; or

(ii) Ration Card, or

(iii) Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees State Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or (iv) Pension Card; or

(v) Army Canteen Card; or

(vi) Any Government Family Entitlement Card; or

(vii) Any other document as specifi ed by the Department:

Provided further that the above documents shall be checked by an offi cer specifi cally designated by the Department for that purpose.

2. In order to provide benefi ts to the benefi ciaries under the Schemes conveniently, the Department through its implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the benefi ciaries to make them aware of the said requirement.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the benefi ciaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-

(a) in case of poor fi ngerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with fi nger-print authentication for delivery of benefi ts in seamless manner;

(b) in case the biometric authentication through fi ngerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;

(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time password authentication is not possible, benefi ts under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verifi ed through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

4. In case, where benefi ts is given to the child on the basis of such other document in clauses (b) and (c) of second proviso to sub-paragaraph (3) of paragraph 1, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Department through its Implementing Agency.

5. In addition to the above, in order to ensure that no bonafi de benefi ciary under the Scheme is deprived of his/her due benefi ts, the Department through its Implementing Agency shall follow the exception handing mechanism as outlined in the Offi ce Memorandum of DBT Mission, Cabinet Secretariat, Government of India, dated 19th December 2017.

6. This notifi cation shall come into effect from the date of its publication in the Offi cial Gazette.

சேவைகள் அல்லது திட்டங்களின் பயன்கள் அல்லது மானியங்களை வழங்குவதற்கான அடையாள ஆவணமாக ஆதாரைப் பயன்படுத்துவதென்பது, அரசின் திட்டங்களுக்கான செயல்முறைகளை எளிதாக்குதல், வெளிப்படைத்தன்மை உறுதிசெய்தல் மற்றும் செயல்திறனைக் கூட்டுவதுடன், பயனாளிகள் தங்களின் உரிமைகளை அவர்களுக்கு வசதியான மற்றும் தடையற்ற முறையில் நேரடியாகப் பெறுவதற்கு உதவுகிறது. மேலும், ஒருவரின் அடையாளத்தை நிரூபிக்க பல்வேறு ஆவணங்களை அளிக்க வேண்டியதன் அவசியத்தினையும் தவிர்க்கிறது.

தமிழக அரசின் கால்நடை பராமரிப்பு, பால்வளம், மீன்வளம் மற்றும் மீனவர் நலத்துறை (இனிமேல் துறை என குறிப்பிடப்படும்), மீனவர்கள் மற்றும் மீனவ மகளிருக்கு (இனிமேல் பயனாளிகள் என குறிப்பிடப்படும்) நிவாரணம் அல்லது சலுகைகள் (இனிமேல் திட்டப்பயன்கள் என குறிப்பிடப்படும்) வடிவில், பின்வரும் திட்டங்கள் மற்றும் சேவைகளின் (இனிமேல் திட்டங்கள்/ சேவைகள் என குறிப்பிடப்படும்) கீழ், தற்போதுள்ள திட்ட வழிகாட்டுதல்களின்படி, மீன்வளம் மற்றும் மீனவர் நலத்துறை மூலம் (இனிமேல் செயல்படுத்தும்துறை என குறிப்பிடப்படும்) நிதியுதவி அளித்து வருகிறது.

(1) மீன்பிடி தடைக்காலத்தில் கடல் மீனவர் குடும்பங்களுக்கு நிவாரண உதவித் தொகை வழங்குதல்

(2) மீன்பிடிப்பு குறைந்த பருவமழைக் காலங்களில் கடல் மீனவர் குடும்பங்களுக்கு சிறப்பு நிவாரணம் வழங்குதல் (3) கடல் மீனவ மகளிருக்கான சேமிப்பு மற்றும் நிவாரணத்திட்டம்

(4) கடல் மீனவர்களுக்கு சேமிப்பு மற்றும் நிவாரணத் திட்டம்

(5) மீன்பிடி படகுகளுக்கு விற்பனைவரி விலக்கு அளிக்கப்பட்ட டீசல் வழங்குதல்

(6) பாரம்பரிய மீன்பிடி படகுகளுக்கு மானிய விலையில் தொழிலக மண்ணெண்ணெய் வழங்குதல்

(7) மீன்பிடிப்பில் ஈடுபட்டிருக்கும் போது பிறநாட்டினரால் கைது செய்யப்படும் மீனவர்களுக்கு நிவாரணம் வழங்குதல் (8) மீன்பிடிப்பில் ஈடுபட்டிருக்கும் போது காணாமல் போகும் மீனவர்களின் குடும்பங்களுக்கு நிவாரணம் வழங்குதல் (9) இலங்கை கடற்படை மற்றும் பிறநாட்டினரின் துப்பாக்கிச்சூடு சம்பவங்களில் இறக்கும் / காயமடையும் மீனவர்களின் குடும்பங்களுக்கு நிவாரணம் வழங்குதல்

(10) மீன்பிடிக்கும்போது துப்பாக்கிச் சூட்டில் சிக்கி இறக்கும்/ காணாமல் போகும் மீனவர்களின் குழந்தைகள் உயர்கல்வியைத் தொடர்வதற்கு சுழல் நிதியிலிருந்து நிதி உதவி வழங்குதல்

(11) புதிய செவுள் வலை மற்றும் தூண்டில் முறை சூரை மீன் பிடிப்படகுகள் வாங்க மீனவர்களுக்கு 50% மானியம் வழங்குதல்.

(12) பாரம்பரிய மீன்பிடிப்படகுகளை இயந்திரமயமாக்குவதற்கு மானிய உதவி

(13) 'கஜா' புயல் புனரமைப்பு, மறுவாழ்வு மற்றும் புத்துயிர் திட்டத்தின் கீழ் பயனாளிகள் சார்ந்த திட்டங்கள் (14) மாவட்ட மீன் வளர்ப்போர் மேம்பாட்டு முகமையின் (DFFDA) கீழ் மீன் பண்ணைகள்/மீன் குஞ்சு பொரிப்பகங்கள் பதிவு செய்தல்

(15) தமிழ்நாடு மீனவர் நல வாரியத்தில் உறுப்பினர் சேர்க்கை

16) பாக் வளைகுடா மாவட்டங்களில் இழுவலை மீன்பிடி படகுகளை ஆழ்கடல் மீன்பிடிப்பிற்கு மாற்றிட மானிய உதவி (17) இயந்திரமயமாக்கப்பட்ட மீன்பிடிபடகுகளில் "டிரான்ஸ்பாண்டர்கள்" நிறுவுதல்

(18) தமிழகத்தின் ஆழ்கடல் மீன்பிடி படகுகளுக்கு செயற்கைக்கோள் தொலைபேசிகள் வழங்குதல்

(19) தேசிய வேளாண்மை அபிவிருத்தி திட்டம் (NADP)

(20) கடலோர/உவர்நீர் வாழ் உயிரினவளர்ப்பு பண்ணைகளின் பதிவு

(21) கற்றறிந்த திறன்களை அங்கீகாரம் செய்தல் (RPL)

மேலும், வ.எண்.1 முதல் 15 வரை உள்ள மேற்கூறிய திட்டங்கள் மற்றும் சேவைகள், மாநிலத்தின் ஒருங்கிணைந்த நிதியிலிருந்து மேற்கொள்ளப்படும் தொடர் செலவினங்களை கொண்டதாகவும், மற்றும் வ.எண்.16 முதல் 21 வரையிலான திட்டங்கள் மத்திய அரசின் ஒருங்கிணைந்த நிதியில் இருந்து மேற்கொள்ளப்படும் தொடர் செலவினங்களை கொண்டதாகவும் உள்ளது.

எனவே, ஆதார் (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (இனி 'சட்டம்' என குறிப்பிடப்படும்) பிரிவு 7 இன் விதிகளின்படி, தமிழ்நாடு அரசு இதன் மூலம் பின்வருவனவற்றை அறிவிக்கிறது, அதாவது:

1. (1) செயல்படுத்தும் துறை மூலம் வழங்கப்படும் திட்டங்களின் கீழ் பலன்களைப் பெறவிரும்பும் தகுதியுள்ள தனிநபர் ஆதார் எண் சமர்ப்பிக்க வேண்டும் அல்லது ஆதார் அங்கீகாரத்திற்கு உட்பட வேண்டும்.

(2) திட்டங்களின் கீழ் பயன்பெற விரும்பும் ஆதார் பெறாத அல்லது இன்னும் ஆதாருக்குப் பதிவு செய்யாத தனிநபர், மேலே கூறப்பட்ட சட்டத்தின் பிரிவு 3-ன் கீழ், ஆதார் பெறுவதற்கு தகுதியுடையவராக இருக்கும் பட்சத்தில், எந்தவொரு ஆதார் பதிவு5 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY மையத்தையும் (இந்திய தனித்துவ அடையாள ஆணையத்தின் (UIDAI) இணையதளத்தில் (www.uidai.gov.in) பதிவு மையங்களின் பட்டியல் உள்ளது) அணுகி ஆதார் பதிவுக்கு விண்ணப்பிக்கலாம்.

(3) தனிநபரை ஆதார் வழங்குவதற்கு கோரும் அமைச்சகம், ஆதார் (பதிவு செய்தல் மற்றும் புதுப்பித்தல்) ஒழுங்குமுறைகள், 2016-ன் ஒழுங்குமுறை விதி 12-இன்படி, அதன் செயல்படுத்தும் முகவர் மூலமாக, இதுவரை பதிவு செய்யப்படாத பயனாளிகளுக்கு, ஆதார் பதிவு செய்வதற்கான வசதிகளை வழங்க வேண்டும். சம்பந்தப்பட்ட வட்டம் அல்லது தாலுக்காவில் ஆதார் பதிவு மையம் இல்லையெனில், அமைச்சகம், அதன் செயல்படுத்தும் முகவர் மூலம், இந்திய தனித்துவ அடையாள ஆணையத்தின் (UIDAI) பதிவாளர்களுடன் ஒருங்கிணைந்தோ அல்லது இந்திய தனித்துவ அடையாள ஆணையத்தின் (UIDAI) மூலமாகவோ, வசதியான இடங்க- ளில் ஆதார் பதிவு வசதிகளை வழங்க வேண்டும்.

அவ்வாறாக, விண்ணப்பிக்கும் பயனாளிகளுக்கு ஆதார் எண் ஒதுக்கீடு செய்யப்படும் வரை, பின்வரும் அடையாள ஆவணங்களை சமர்ப்பிக்கும் பட்சத்தில், திட்டங்களின் கீழ் பயன்களை வழங்கலாம். அவையாவன:

(a) தனியர் ஆதார் பதிவு செய்திருந்தால், ஆதார் பதிவு அடையாளச்சீட்டு; மற்றும்

(b) பின்வரும் ஆவணங்களில் ஏதேனும் ஒன்று:-

(i) புகைப்படத்துடன் கூடிய வங்கி அல்லது தபால் அலுவலக கணக்கு புத்தகம்; அல்லது

(ii) நிரந்தர கணக்கு எண் (PAN) அட்டை; அல்லது

(iii) கடவுச்சீட்டு; அல்லது

(iv) குடும்ப அட்டை; அல்லது

(v) வாக்காளர் அடையாள அட்டை; அல்லது

(vi) MGNREGA அட்டை; அல்லது

(vii) புகைப்படத்துடன் கூடிய கிசான் கணக்கு புத்தகம்; அல்லது

(viii) மோட்டார் வாகனச் சட்டம், 1988 (1988 இன் பிரிவு 59) இன் கீழ் உரிமம் வழங்கும் அலுவலரால் வழங்கப்பட்ட ஓட்டுநர் உரிமம்; அல்லது

(ix) அரசிதழ் அதிகாரி அல்லது வட்டாட்சியரின் அதிகாரப்பூர்வ கடிதத்தில் வழங்கப்பட்ட அத்தகைய நபரின் புகைப்படத்துடன்கூடிய அடையாளச் சான்றிதழ்; அல்லது

(x) துறையால் குறிப்பிடப்பட்ட வேறு ஏதேனும் ஆவணங்கள்:

குழந்தைகளுக்கு ஆதார் ஒதுக்கப்படும் வரை, பின்வரும் ஆவணங்களைச் சமர்ப்பிக்கும் பட்சத்தில், திட்டத்தின் கீழ் பயன்கள் அத்தகைய குழந்தைகளுக்கு வழங்கப்படும், அவையாவன:-

(அ) குழந்தை ஐந்து வயதை அடைந்த பிறகு ஆதார் பெறுவதற்கு (உயிரிப்புள்ளியியல் (Biometric) சேகரிப்புடன்) பதிவு செய்யப்பட்டிருந்தால், அவரது ஆதார் பதிவு அடையாள சீட்டு அல்லது உயிரிப்புள்ளியியல் பதிவு செய்யப்பட்டதற்கான அடையாள சீட்டு; மற்றும்

(ஆ) பின்வரும் ஆவணங்களில் ஏதேனும் ஒன்று, அதாவது:-

(i) பிறப்புச் சான்றிதழ்; அல்லது உரிய அதிகாரியால் வழங்கப்பட்ட பிறப்புப் பதிவு சான்று; அல்லது

(ii) பள்ளியின் முதல்வரால் முறையாக கையொப்பமிடப்பட்ட பெற்றோர்கள் பெயர்கள் கொண்ட பள்ளி அடையாள அட்டை; மற்றும் (இ) திட்ட வழிகாட்டுதல்களின்படி, பெற்றோர் அல்லது சட்டப்பூர்வ பாதுகாவலருடன் பயனாளியின் உறவிற்கு சான்றாக பின்வரும் ஆவணங்களில் ஏதேனும் ஒன்று;

(i) பிறப்புச் சான்றிதழ்; அல்லது உரிய அதிகாரியால் வழங்கப்பட்ட பிறப்புப் பதிவு சான்று; அல்லது

(ii) குடும்ப அட்டை, அல்லது

(iii) முன்னாள் படைவீரர் பங்களிப்பு சுகாதாரத் திட்ட (ECHS) அட்டை; அல்லது பணியாளர்கள் மாநில காப்பீட்டுக் கழக (ESIC) அட்டை; அல்லது மத்திய அரசின் சுகாதாரத் திட்ட (CGHS) அட்டை; அல்லது

(iv) ஓய்வூதிய அட்டை; அல்லது

(v) இராணுவ உணவு சரக்கறை (Canteen) அட்டை; அல்லது

(vi) ஏதேனும் அரசு குடும்ப உரிமை அட்டை; அல்லது

(vii) துறையால் குறிப்பிடப்பட்ட வேறு ஏதேனும் ஆவணம்.

மேலும், மேற்கூறிய ஆவணங்களை சரிபார்த்திட துறையினால் பிரத்தியோகமாக நியமிக்கப்பட்ட அதிகாரியால், இவை சரிபார்க்கப்பட வேண்டும்.

2. திட்டங்களின் கீழ் பயனாளிகள் பயன்களை எளிதாக பெறுவதற்கு ஏதுவாக, அவசியம் ஆதார் வழங்க வேண்டியதன் தேவை குறித்து பயனாளிகளுக்கு நன்கு தெரியப்படுத்திட, ஊடகங்கள் வாயிலாக செயல்படுத்தும் துறை மூலம் பரவலான விளம்பரம் செய்யப்படுவதை உறுதி செய்திட தேவையான அனைத்து ஏற்பாடுகளையும் துறை மேற்கொள்ளும்.

3. பயனாளிகளின் தெளிவில்லாத உயிரிப் புள்ளியியல் (Biometric) காரணமாகவோ அல்லது வேறு ஏதேனும் காரணத்தினாலோ ஆதார் அங்கீகாரம் தோல்வியுறும் சந்தர்ப்பங்களில், பின்வரும் வழிமுறைகள் பின்பற்றப்படும்:-

(a) கைரேகை தெளிவில்லாமல் இருந்தால், கருவிழியின் ஸ்கேன் அல்லது முக அங்கீகாரத்தினை தனியரது அங்கீகாரமாக ஏற்றுக்கொள்ள வேண்டும். எனவே, தடையற்ற முறையில் திட்ட பயன்களை வழங்குவதற்காக, கைரேகை அங்கீகாரத்துடன் கருவிழியின் ஸ்கேன் அல்லது முக அங்கீகாரத்தினை மேற்கொள்ளுவதற்கான ஏற்பாடுகளை துறையானது அதனது செயல்படுத்தும் துறை மூலமாக மேற்கொள்ள வேண்டும்.

(b) கைரேகைகள் அல்லது கருவிழிஸ்கேன் அல்லது முக அங்கீகாரம் மூலம் உயிரிப் புள்ளியியல் அங்கீகாரம் செய்ய இயலவில்லை என்றால், சாத்தியமெனில் ஆதார் அடிப்படையிலான ஒருமுறை மட்டும் பயன்படுத்தும் கடவுச்சொல் அல்லது குறிப்பிட்டகால அளவுமட்டும் செல்லுபடியாகும் ஒருமுறை கடவுச்சொல் மூலம் அங்கீகாரம் வழங்கலாம்.

(c) உயிரிப்புள்ளியியல் அல்லது ஆதார் அடிப்படையிலான ஒரு முறை மட்டும் பயன்படுத்தும் கடவுச்சொல் அல்லது குறிப்பிட்ட கால அளவு மட்டும் செல்லுபடியாகும் ஒருமுறை கடவுச்சொல் மூலம் அங்கீகாரம் செய்ய சாத்தியமில்லாத மற்ற எல்லா நிகழ்வுகளிலும், ஆதார் கடிதத்தின் அடிப்படையில் திட்டத்தின் கீழான பலன்கள் வழங்கப்படலாம். அக்கடிதத்தின் நம்பகத்தன்மையை QR குறியீடு மூலம் சரிபார்க்கலாம். ஆதார் கடிதத்தில் அச்சிடப்பட்ட QR குறியீட்டினை சரிபார்ப்பதற்கான QR குறியீடு சரிபார்க்கும் சாதனங்களை தேவையான இடங்களில் செயல்படுத்தும் துறை மூலம் துறையால் ஏற்பாடு செய்யப்படும்.

4. பத்தி 1 இன் துணைப் பத்தி (3) ன் இரண்டாவது விதியின் உட்பிரிவுகள் (ஆ) மற்றும் (இ) ல் குறிப்பிடப்பட்ட பிற ஆவணங்களின் அடிப்படையில் குழந்தைகளுக்கு பயன்கள் வழங்கப்பட்டால், அவற்றை பதிவு செய்ய ஒரு தனிப் பதிவேடு பராமரிக்கப்படும். அப்பதிவேடு துறையால் அவ்வப்போது அதன் செயல்படுத்தும் துறை மூலம் ஆய்வு செய்யப்பட்டு தணிக்கை செய்யப்படும்.

5. திட்டங்களின் கீழ் எந்த ஒரு தகுதியுள்ள பயனாளியும் தனக்குரிய பயன்களை இழக்காமல் இருப்பதை உறுதி செய்வதற்காக, துறையானது தனது செயல்படுத்தும் துறையின் மூலமாக, மேற்கூறிய நிகழ்வுகள் தவிர ஏனைய நிகழ்வுகளில் , ஒன்றிய அரசின், அமைச்சரவை செயலகத்தின் DBT மிஷன் அலுவலகத்தின் 2017 ஆம் ஆண்டின் டிசம்பர் 19 தேதியிட்ட குறிப்பாணையில் குறிப்பிட்டு காட்டப்பட்டுள்ள விதிவிலக்கு நெறிமுறைகளைப் பின்பற்ற வேண்டும்.

6. இந்த அறிவிப்பு அதிகாரப்பூர்வ அரசிதழில் வெளியிடப்பட்ட தேதியிலிருந்து நடைமுறைக்கு வரும்.
