புதுக்கோட்டை மாவட்டம், குளத்தூர் வட்டம், மாத்தூர் கிராமத்தில் அமைந்துள்ள 17.34.35 ஹெக்டேர் நஞ்சை, புஞ்சை மற்றும் மானவாரி நிலங்கள் காவேரி-வைகை-குண்டாறு கால்வாய் திட்டம் எனப்படும் பொதுநல பயன்பாட்டிற்காக தேவைப்படுவதாக 2013-ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டத்தின் பிரிவு-11(1)-இன் கீழ் முதல் நிலை அறிவிக்கை 03.01.2022 நாளிட்ட 1ஆம் எண் அரசிதழில் (புதுக்கோட்டை மாவட்ட ஆட்சித்தலைவர் அவர்களின் ந.க.164/2021 (கா.வை.கு)/அ2 நாள் 31.12.2021-ன்படி)ஒப்புதல் செய்யப்பட்டு விளம்பரப்படுத்தப்பட்டுள்ளதை தொடர்ந்து நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டம்-2013 பிரிவு 16(2) மற்றும் தமிழ்நாடு நிலம் கையகப்படுத்துதல் விதிகள் 2017விதி 15(2)ஆகியவற்றில் குறிப்பிட்டுள்ள விதிமுறைகளின் படி கீழே சொல்லப்பட்டுள்ள அடிப்படைக் கூறுகளை / விபரங்களை (Basis for Scheme) கொண்டதாகவும், மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைகளுக்கான பட்டியல் மற்றும் மேற்கொள்ளப்படவேண்டிய பொது பயன்பாட்டு பணிகள் பட்டியல் கொண்டதாகவும் மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டவரைவு கீழ்க்கண்டவாறு மூன்று பகுதிகளை கொண்டதாக வெளியிடப்படுகிறது.

பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமை கூறுகள் அட்டவணை பகுதி-II பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமை கூறுகள் அட்டவணை (இரண்டாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு) ( Entitlements )Entitlements ) (இரண்டாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு)

இந்நில எடுப்பினால் வாழ்வாதாரம் பாதிக்க கூடியமற்றும் இடமாற்றம் செய்யப்படவேண்டிய குடும்பங்கள் ஏதும் இல்லை பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்வுக்கான உரிமை கூறுகள்

பகுதி-III மறுவாழ்வு மற்றும் மறு குடியமர்வு-பொது பயன்பாட்டுக்கான பணிகள் (மூன்றாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு)

இந்நில எடுப்பினால் குடும்பங்கள் ஏதும் இடமாற்றம் செய்யப்படவில்லை. எனவே மறுகுடியமர்வு பகுதி புதியதாக அமைக்கப்படவில்லை என்பதால் மூன்றாவது அட்டவணையின்படி மறுகுடியமர்வு பகுதியில் மேற்கொள்ள வேண்டிய பணிகள் ஏதுமில்லை.

இருப்பினும் நிலமெடுப்பு பகுதியில் கீழ்க்கண்டவாறு பொதுப் பயன்பாட்டுப் பணிகள் மேற்கொள்ள வேண்டியுள்ளது.

கருத்துக்கேட்பு கூட்டம்

இத்திட்ட வரைவு குறித்து பொதுமக்கள் கருத்து கேட்பதற்கான கூட்டம் கீரனூர் தேவிபாலா திருமணமண்டபத்தில்கீரனூர் தேவிபாலா திருமணமண்டபத்தில் 11.10.202211.10.2022 அன்று முற்பகல் 10.30 மணிக்கு நிர்வாகி மறுவாழ்வு மற்றும் மறுகுடியமர்வு பணிகள் மற்றும் கோட்டாட்சியர் இலுப்பூர் அவர்களால் நடத்தப்படும். இந்நில எடுப்பினால் பாதிப்படைவதாக கருதப்பெறும் குடும்பங்களை சோ;ந்தவர்கள் தங்களது கோரிக்கைகள்/மறுப்புரைகளை எழுத்து மூலமாகவோ, வாய்மொழியாகவோ தெரிவிக்கலாம்.

காலஅளவு:

புதிய நிலஎடுப்பு திட்டம் பிரிவு-30-இன் கீழ் தீர்வம் பிறப்பிக்கப்பட்டதிலிருந்து 6 மாத காலத்திற்குள் புதிய நிலஎடுப்பு சட்டத்தின் இரண்டாவது அட்டவணையில் குறிப்பிட்டுள்ளவாறு மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டத்தின் கீழ் வழங்கப்பட வேண்டிய உரிமைகள் வழங்கப்படவேண்டும்.

புதுக்கோட்டை மாவட்டம், குளத்தூர் வட்டம், மண்டையூர் கிராமத்தில் அமைந்துள்ள 23.05.05 ஹெக்டேர் நஞ்சை, புஞ்சை மற்றும் மானவாரி நிலங்கள் காவேரி-வைகை-குண்டாறுகால்வாய் திட்டம் எனப்படும் பொதுநல பயன்பாட்டிற்காக தேவைப்படுவதாக 2013-ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டத்தின் பிரிவு-11(1)-இன் கீழ் முதல் நிலை அறிக்கை 13.04.2022 நாளிட்ட4 11ஆம் எண் அரசிதழில் (புதுக்கோட்டை மாவட்ட ஆட்சித்தலைவர் அவர்களின் ந.க.167/2022 (கா.வை.கு)/அ2, நாள் 09.04.2022-ன்படி) விளம்பரப்படுத்தப்பட்டுள்ளதை தொடர்ந்து நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு மற்றும் ஒளிவு மறைவின்மை மறுவாழ்வு மற்றும் மறுகுடியமர்வு உரிமைச்சட்டம் 2013 பிரிவு 16(2) மற்றும் தமிழ்நாடு நிலம் கையகப்படுத்துதல் விதிகள் 2017 விதி15(2) ஆகியவற்றில் குறிப்பிட்டுள்ள விதிமுறைகளின்படி கீழே சொல்லப்பட்டுள்ள அடிப்படைக்கூறுகளை/ விபரங்களை (Basis for Scheme) கொண்டதாகவும், மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைகளுக்கான பட்டியல் மற்றும் மேற்கொள்ளப்பட வேண்டிய பொதுப் பயன்பாட்டுப் பணிகள் பட்டியல் கொண்டதாகவும் மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டவரைவு கீழ்க்கண்டவாறு மூன்று பகுதிகளை கொண்டதாக வெளியிடப்படுகிறது.

பகுதி-I திட்ட அடிப்படை கூறுகள் /விபரங்கள்:

பகுதி-II பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமை கூறுகள் அட்டவணை (Entitlements) மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டத்திற்கான கணக்கெடுப்பு மற்றும் ஆய்வுகளின் அடிப்படையில் புதிய நிலமெடுப்பு சட்டம்-2013 பிரிவு 16(2) மற்றும் இரண்டாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ள விதிமுறைகளின் அடிப்படையில் பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைக் கூறுகள் அட்டவணை புலஎண்கள் வாரியாக கீழ்கண்டவாறு தயார் செய்யப்பட்டுள்ளது.

லோகாம்பாள் என்பவர் குடியிருந்துவரும் வீடானது நிலஎடுப்பு பகுதிகளுக்குள் வருவதால் நிலஎடுப்பின் காரணமாக அவரது குடும்பம் இடமாற்றம் செய்யப்பட வேண்டியுள்ளது. எனவே, இப்புல எண்ணில் நிலஎடுப்பு தொடர்பாக மறுவாழ்வு மற்றும் மறுகுடியமர்வு அட்டவணை-2இல் குறிப்பிட்டுள்ளவாறு பின்வருமாறு உரிமைக் கூறுகள் வழங்கப்பட வேண்டும். மேலும் நிலஉரிமைக்கான ஆவணங்கள் நில உரிமையாளரால் தாக்கல் செய்வதன் அடிப்படையில் பின்வரும் உரிமைக் கூறுகள் மறுவாழ்வு (ம) மறுகுடியமர்வுக்கான தீர்ப்பாணையில் இறுதிசெய்யப்பட்டு அதன்படி வழங்கப்படும்.

பகுதி-III மறுவாழ்வு மற்றும் மறு குடியமர்வு - பொதுப்பயன்பாட்டுக்கான பணிகள் (மூன்றாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு) இந்நிலஎடுப்பினால் ஒரு குடும்பம் மட்டும் இடமாற்றம் செய்யப்படவேண்டிய நிலை உள்ளது. எனவே மறுகுடியமர்வு பகுதி புதியதாகஅமைக்கப்படவில்லை என்பதால் மூன்றாவது அட்டவணையின்படி மறுகுடியமர்வு பகுதியில் மேற்கொள்ளவேண்டியபணிகள் ஏதுமில்லை.

இருப்பினும் நிலமெடுப்புபகுதியில் கீழ்க்கண்டவாறு பொதுப்பயன்பாட்டுப் பணிகள் மேற்கொள்ளவேண்டியுள்ளது. இருப்பினும் நிலமெடுப்புபகுதியில் கீழ்க்கண்டவாறு பொதுப்பயன்பாட்டுப் பணிகள் மேற்கொள்ளவேண்டியுள்ளது.

கருத்துக்கேட்பு கூட்டம்

இத்திட்ட வரைவு குறித்து பொதுமக்கள் கருத்து கேட்பதற்கான கூட்டம் கீரனூர் தேவிபாலா திருமண மண்டபத்தில் 11.10.2022 அன்று நன்பகல் 12.00 மணிக்கு நிர்வாகி மறுவாழ்வு மற்றும் மறுகுடியமர்வு பணிகள் மற்றும் கோட்டாட்சியர் இலுப்பூர் அவர்களால் நடத்தப்படும். இந்நில எடுப்பினால் பாதிப்படைவதாக கருதப்பெறும் குடும்பங்களை சேர்ந்தவர்கள் தங்களது கோரிக்கைகள்/மறுப்புரைகளை எழுத்து மூலமாகவோ, வாய்மொழியாகவோ தெரிவிக்கலாம்.

புதுக்கோட்டை மாவட்டம், குளத்தூர் வட்டம், சிங்கத்தாகுறிச்சி கிராமத்தில் அமைந்துள்ள 19.33.47 ஹெக்டேர் நஞ்சை, புஞ்சை மற்றும் மானவாரி நிலங்கள் காவேரி-வைகை-குண்டாறு கால்வாய் திட்டம் எனப்படும் பொதுநலப் பயன்பாட்டிற்காக தேவைப்படுவதாக 2013-ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவுமறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டத்தின்பிரிவு-11(1)-இன்கீழ் 04.03.2022 நாளிட்ட 6ஆம் எண் அரசிதழில் (புதுக்கோட்டைமாவட்டஆட்சித்தலைவர் அவர்களின் ந.க.35/2022 (கா.வை.கு)/அ2 நாள் 25.02.2022ன்படி) முதல்நிலை அறிவிக்கை ஒப்புதல் செய்யப்பட்டு விளம்பரப்படுத்தப்பட்டுள்ளதை தொடர்ந்து நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவுமறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டம்- 2013பிரிவு 16(2) மற்றும் தமிழ்நாடு நிலம் கையகப்படுத்துதல் விதிகள் 2017 விதி 15(2) ஆகியவற்றில் குறிப்பிட்டுள்ள விதிமுறைகளின்படி கீழே சொல்லப்பட்டுள்ள அடிப்படைக்கூறுகளை/விபரங்களை (Basis for Scheme) கொண்டதாகவும், மறுவாழ்வுமற்றும் மறுகுடியமர்விற்கானஉரிமைகளுக்கானபட்டியல் மற்றும் மேற்கொள்ளப்படவேண்டிய பொதுப் பயன்பாட்டுப் பணிகள் பட்டியல் கொண்டதாகவும் மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டவரைவு கீழ்க்கண்டவாறு மூன்று பகுதிகளை கொண்டதாக வெளியிடப்படுகிறது.

பகுதி-I திட்ட அடிப்படை கூறுகள்/விபரங்கள்:

பகுதி-IIபகுதி-II பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமை கூறுகள் அட்டவணை (இரண்டாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு) (Entitlements)

இந்நில எடுப்பினால் வாழ்வாதாரம் பாதிக்க கூடிய மற்றும் இடமாற்றம் செய்யப்பட வேண்டிய குடும்பங்கள் ஏதும் இல்லை.

பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வுமற்றும் மறுகுடியமர்வுக்கான உரிமை கூறுகள்

பகுதி-III மறுவாழ்வு மற்றும் மறு குடியமர்வு- பொதுப் பயன்பாட்டுக்கான பணிகள் (மூன்றாவது அட்டவணையில குறிப்பிடப்பட்டுள்ளவாறு) இந்நிலஎடுப்பினால் குடும்பங்கள் ஏதும் இடமாற்றம் செய்யப்படவில்லை. எனவே மறுகுடியமர்வு பகுதி புதியதாக அமைக்கப்படவில்லை என்பதால் மூன்றாவது அட்டவணையின்படி மறுகுடியமர்வு பகுதியில் மேற்கொள்ள வேண்டியபணிகள் ஏதுமில்லை.

இருப்பினும் நிலமெடுப்புப்பகுதியில் கீழ்க்கண்டவாறு பொதுப்பயன்பாட்டுப் பணிகள் மேற்கொள்ளவேண்டியுள்ளது.

கருத்துக்கேட்பு கூட்டம்

இத்திட்ட வரைவு குறித்து பொதுமக்கள் கருத்து கேட்பதற்கான கூட்டம் கீரனூர் தேவிபாலா திருமண மண்டபத்தில் 11.10.2022 அன்று முற்பகல் 9.00 மணிக்கு நிர்வாகி மறுவாழ்வு மற்றும் மறுகுடியமர்வு பணிகள் மற்றும் கோட்டாட்சியர் இலுப்பூர் அவர்களால் நடத்தப்படும். இந்நிலஎடுப்பினால் பாதிப்படைவதாக கருதப்பெறும் குடும்பங்களை சேர்ந்தவர்கள் தங்களது கோரிக்கைகள்/மறுப்புரைகளை எழுத்து மூலமாகவோ, வாய்மொழியாகவோ தெரிவிக்கலாம்.

காலஅளவு:

புதிய நிலஎடுப்பு திட்டம் பிரிவு 30-இன் கீழ் தீர்வம் பிறப்பிக்கப்பட்டதிலிருந்து 6 மாத காலத்திற்குள்; புதிய நிலஎடுப்பு சட்டத்தின் இரண்டாவது அட்டவணையில் குறிப்பிட்டுள்ளவாறு மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டத்தின் கீழ் வழங்கப்பட வேண்டிய உரிமைகள் வழங்கப்பட வேண்டும்.

புதுக்கோட்டை மாவட்டம், குளத்தூர் வட்டம், வாலியம்பட்டி கிராமத்தில் அமைந்துள்ள 23.38.73 ஹெக்டேர் நஞ்சை, புஞ்சை மற்றும் மானவாரி நிலங்கள் காவேரி-வைகை-குண்டாறு இணைப்புக் கால்வாய் திட்டம் எனப்படும் பொதுநலப் பயன்பாட்டிற்காக தேவைப்படுவதாக 2013-ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டத்தின்பிரிவு-11(1)- கீழ் முதல்நிலை அறிவிக்கை 03.01.2022 நாளிட்ட 1 ஆம் எண் புதுக்கோட்டை மாவட்ட அரசிதழில் (புதுக்கோட்டை மாவட்ட ஆட்சித்தலைவர் அவர்களின் ந.க.187/அ2/கா.வை.கு/2021- நாள்:31.12.2021) விளம்பரப்படுத்தப்பட்டுள்ளதை தொடர்ந்து நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டம்-2013 பிரிவு 16(2) மற்றும் தமிழ்நாடு நிலம் கையகப்படுத்துதல் விதிகள் 2017-இல் விதி 15(2) ஆகியவற்றில் குறிப்பிட்டுள்ள விதிமுறைகளின்படி கீழே சொல்லப்பட்டுள்ள அடிப்படைக் கூறுகளை/விபரங்களை (Basis for Scheme) கொண்டதாகவும், மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமை கூறுகளுக்கான பட்டியல் மற்றும் மேற்கொள்ளப் படவேண்டிய பொதுப் பயன்பாட்டுப் பணிகள் பட்டியல் கொண்டதாகவும் மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டவரைவு கீழ்க்கண்டவாறு மூன்று பகுதிகளை கொண்டதாக வெளியிடப்படுகிறது.

மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டத்திற்கான கணக்கெடுப்பு மற்றும் ஆய்வுகளின் அடிப்படையில் புதிய நிலமெடுப்புசட்டம்-2013 பிரிவு 16(2) மற்றும் இரண்டாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ள விதிமுறைகளின் அடிப்படையில் பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமை கூறுகள் அட்டவணை புல எண்கள் வாரியாக பின்வருமாறு தயார் செய்யப்பட்டுள்ளது. இந்நில எடுப்பினால் பாதிப்புக்குள்ளாகும் வீடுகளுக்கான உரிமை ஆவணங்கள், நில உரிமையாளர்களால் தாக்கல் செய்யப்படுவதன் அடிப்படையில் அவற்றுக்கான உரிமைக்கூறுகள் மறுவாழ்வு மற்றும் மறுகுடியமர்வுக்கான தீர்வத்தில் இறுதி செய்யப்பட்டு அதன்படி வழங்கப்படும்.

பகுதி-III மறுவாழ்வு மற்றும் மறு குடியமர்வு-பொதுப் பயன்பாட்டுக்கான பணிகள் (மூன்றாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு)

இந்நில எடுப்பினால் நான்கு குடும்பங்கள் மட்டும் இடமாற்றம் செய்யப்பட வேண்டிய நிலை உள்ளது. எனவே மறுகுடியமர்வு பகுதி புதிதாக அமைக்கப்படவில்லை என்பதால் மூன்றாவது அட்டவணையின்படி மறு குடியமர்வு பகுதியில் மேற்கொள்ளப்படவேண்டிய பணிகள் ஏதுமில்லை.

இத்திட்டவரைவு குறித்து பொதுமக்கள் கருத்து கேட்பதற்கான கூட்டம் தேவிபாலா திருமண மண்டபம், வட்டாட்சியர் அலுவலக வட்டாட்சியர் அலுவலக ரோடு, கீரனூர்ரோடு, கீரனூர் என்ற முகவரியில் வைத்து 12.10.2022அன்று முற்பகல் 11.30 மணிக்கு நிர்வாகி மறுவாழ்வு மற்றும் மறுகுடியமர்வு பணிகள் மற்றும் கோட்டாட்சியர் இலுப்பூர் அவர்களால் நடத்தப்படும். இந்நில எடுப்பினால் பாதிப்படைவதாக கருதப்பெறும் குடும்பங்களை சேர்ந்தவர்கள் தங்களது கோரிக்கைகள்/மறுப்புரைகளை எழுத்து மூலமாகவோ, வாய்மொழியாகவோ தெரிவிக்கலாம்.

புதுக்கோட்டை மாவட்டம், குளத்தூர் வட்டம், மருதூர் கிராமத்தில் அமைந்துள்ள 4.06.73 ஹெக்டேர் நஞ்சை, புஞ்சை மற்றும் மானவாரி நிலங்கள் காவேரி-வைகை-குண்டாறு இணைப்புக் கால்வாய் திட்டம் எனப்படும் பொதுநல பயன்பாட்டிற்காக தேவைப்படுவதாக 2013-ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டத்தின்பிரிவு-11(1)- கீழ் முதல் நிலை அறிவிக்கை 04.03.2022 நாளிட்ட 6 ஆம் எண் புதுக்கோட்டை மாவட்ட அரசிதழில் (புதுக்கோட்டை மாவட்ட ஆட்சித்தலைவர் அவர்களின் ந.க.அ2/46/கா/வை/கு/2022- நாள்: 25.02.2022) விளம்பரப்படுத்தப்பட்டுள்ளதை தொடர்ந்து நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டம்-2013 பிரிவு 16(2) மற்றும் தமிழ்நாடு நிலம் கையகப்படுத்துதல் விதிகள் 2017 இல் விதி 15(2) ஆகியவற்றில் குறிப்பிட்டுள்ள விதிமுறைகளின் படி கீழேசொல்லப்பட்டுள்ள அடிப்படைக் கூறுகளை/விபரங்களை (Basis for Scheme) கொண்டதாகவும், மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமை கூறுகளுக்கான பட்டியல் மற்றும் மேற்கொள்ளப் படவேண்டிய பொதுப் பயன்பாட்டு பணிகள் பட்டியல் கொண்டதாகவும் மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டவரைவு கீழ்க்கண்டவாறு மூன்று பகுதிகளை கொண்டதாக வெளியிடப்படுகிறது.

பகுதி-I திட்ட அடிப்படை கூறுகள்/விபரங்கள்:

பகுதி-II பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைக் கூறுகள் அட்டவணை (இரண்டாவது பகுதி-II பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைக் கூறுகள் அட்டவணை (இரண்டாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு) (Entitlements)அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு) (Entitlements)

இந்நில எடுப்பினால் வாழ்வாதாரம் பாதிக்க கூடிய மற்றும் இடமாற்றம் செய்யப்பட வேண்டிய குடும்பங்கள் ஏதும் இல்லை. எனவே அட்டவணை 2-ன்கீழ் மறுவாழ்வு மற்றும் மறுகுடியமர்வு கூறுகள் வழங்க தேவையில்லை.

பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்வுக்கான உரிமைக் கூறுகள்

இந்நில எடுப்பினால் இடமாற்றம் செய்யப்பட வேண்டிய குடும்பங்கள் ஏதும் இல்லை. எனவே மறுகுடியமர்வு பகுதிய ஏதும் புதிதாக அமைக்கப்படும் தேவை எழவில்லை எனவே அட்டவணை III-ன்படி மேற்கொள்ளப்பட வேண்டிய உட்கட்டமைப்பு வசதிகள் மற்றும் பொதுப்பயன்பாட்டுக்கான பணிகள் ஏதும் இல்லை.

கருத்துக்கேட்பு கூட்டம்

இத்திட்டவரைவு குறித்து பொதுமக்கள் கருத்து கேட்பதற்கான கூட்டம் தேவிபாலா திருமண மண்டபம், வட்டாட்சியர் அலுவலக ரோடு, கீரனூர் என்ற முகவரியில் வைத்து 12.10.2022 அன்று முற்பகல் 10.00 மணிக்கு நிர்வாகி மறுவாழ்வு மற்றும் மறுகுடியமர்வு பணிகள் மற்றும் கோட்டாட்சியர் இலுப்பூர் அவர்களால் நடத்தப்படும். இந்நில எடுப்பினால் பாதிப்படைவதாக கருதப்பெறும் குடும்பங்களை சேர்ந்தவர்கள் தங்களது கோரிக்கைகள்/ மறுப்புரைகளை எழுத்து மூலமாகவோ, வாய்மொழியாகவோ தெரிவிக்கலாம்.

பகுதி-I திட்டஅடிப்படைகூறுகள்/விவரங்கள்:

பகுதி-II பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைக் கூறுகள் அட்டவணை (இரண்டாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு) (Entitlements)

மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டத்திற்கான கணக்கெடுப்பு மற்றும் ஆய்வுகளின் அடிப்படையில் புதிய நிலமெடுப்பு சட்டம்-2013 பிரிவு 16(2) மற்றும் இரண்டாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ள விதிமுறைகளின் அடிப்படையில் கீழ்காணும் குடும்பங்கள் இந்நில எடுப்பினால் இடமாற்றம் செய்ய வேண்டிய நிலையில் உள்ளன.

மேற்கண்ட 6 நபர்கள் குடியிருந்துவரும் வீடுகள் நிலஎடுப்பு பகுதிகளுக்குள் வருவதால் நிலஎடுப்பின் காரணமாக அவர்களது குடும்பம் இடமாற்றம் செய்யப்பட வேண்டியுள்ளது. எனவே, இப்புலஎண்ணில் நிலஎடுப்பு தொடர்பாக மறுவாழ்வு மற்றும் மறுகுடியமர்வு அட்டவணை-2 இல் குறிப்பிட்டுள்ளவாறு பின்வருமாறு உரிமைக் கூறுகள் வழங்கப்படவேண்டும். மேலும் நிலஉரிமைக்கான ஆவணங்கள் நிலஉரிமையாளரால் தாக்கல் செய்வதன் அடிப்படையில் பின்வரும் உரிமைக் கூறுகள் மறுவாழ்வு (ம) மறுகுடியமர்வுக்கான தீர்ப்பாணையில் இறுதிசெய்யப்பட்டு அதன்படி வழங்கப்படும்.

பகுதி-III மறுவாழ்வு மற்றும் மறு குடியமர்வு - பொதுப் பயன்பாட்டுக்கான பணிகள் (மூன்றாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு)

மறுகுடியமர்வு பகுதி புதியதாக அமைக்கப்பட தேவையில்லை என்பதால் மூன்றாவது அட்டவணையின்படி மறுகுடியமர்வு பகுதியில் மேற்கொள்ளவேண்டிய பணிகள் ஏதுமில்லை.

இருப்பினும் நிலமெடுப்பு பகுதியில் கவரப்படும் பகுதிகளுக்கு கீழ்க்கண்ட விவரப்படி பொதுப் பயன்பாட்டு பணிகள் மேற்கொள்ளப்பட வேண்டும்.

(இ) பாதிக்கப்பட்ட இடத்தில் இருக்கும் நிலப்பகுதிகளின் பட்டியல் (விதி 15(2)):

எ) தற்போதைய நில எடுப்பின் காரணமாக வாழ்வாதாரம் பாதிப்படையக் கூடிய குடும்பங்கள் (பிரிவு 16 (2)):

மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்டத்திற்கான கணக்கெடுப்பு மற்றும் ஆய்வுகளின் அடிப்படையில் புதிய நிலமெடுப்பு சட்டம்-2013 பிரிவு 16(2) மற்றும் இரண்டாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ள விதிமுறைகளின் அடிப்படையில் பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமை கூறுகள் அட்டவணை புல எண்கள் வாரியாக பின்வருமாறு தயார் செய்யப்பட்டுள்ளது. இந்நில எடுப்பினால் பாதிப்புக்குள்ளாகும் வீடுகளுக்கான உரிமை ஆவணங்கள், நில உரிமையாளர்களால் தாக்கல் செய்யப்படுவதன் அடிப்படையில் அவற்றுக்கான உரிமைக் கூறுகள் மறுவாழ்வு மற்றும் மறுகுடியமர்வுக்கான தீர்வத்தில் இறுதி செய்யப்படும்.

பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்வுக்கான உரிமை கூறுகள் பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்வுக்கான உரிமை கூறுகள்

இந்நிலமெடுப்பினால் ஒரு குடும்பம் மட்டும் இடமாற்றம் செய்யப்படவேண்டியநிலை உள்ளது. எனவே மறுகுடியமர்வு பகுதி புதியதாக அமைக்கப்படவில்லை என்பதால் மூன்றாவது அட்டவணையின்படி மறுகுடியமர்வு பகுதியில் மேற்கொள்ள வேண்டிய பணிகள் ஏதுமில்லை.

இருப்பினும் நிலமெடுப்பு பகுதியில் கீழ்க்கண்டவாறு பொதுப்பயன்பாட்டுப் பணிகள் மேற்கொள்ள வேண்டியுள்ளது

(நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு மற்றும் ஒளிவுமறைவின்மை மறுவாழ்வு மற்றும் மறுகுடியமர்வு உரிமை சட்டம் 2013- பிரிவு 16 (2) மற்றும் தமிழ்நாடுநிலம் கையகப்படுத்துதல் விதிகள் 2017 விதி15(2)-இன் படி) புதுக்கோட்டை மாவட்டம், குளத்தூர் வட்டம், சீமானூர் கிரமத்தில் அமைந்துள்ள 17.46.51 ஹெக்டேர் நஞ்சை, புஞ்சை மற்றும் மானவாரி நிலங்கள் காவேரி-வைகை-குண்டாறு இணைப்புக் கால்வாய் திட்டம் எனப்படும் பொதுநலபயன்பாட்டிற்காக தேவைப்படுவதாக 2013-ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டத்தின் பிரிவு-11(1)-கீழ் முதல் நிலை அறிவிக்கை 04.05.2022 நாளிட்ட 13ஆம் எண் புதுக்கோட்டை மாவட்ட அரசிதழில் (புதுக்கோட்டை மாவட்ட ஆட்சித்தலைவர் அவர்களின் ந.க. 206/அ2/கா.வை.கு/2022-நாள்:28.04.2022) விளம்பரப்படுத்தப்பட்டுள்ளதை தொடர்ந்து நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டம்-2013 பிரிவு 16(2) மற்றும் தமிழ்நாடு நிலம் கையகப்படுத்துதல் விதிகள் 2017 ஆகியவற்றில் குறிப்பிட்டுள்ள விதிமுறைகளின்படி கீழே சொல்லப்பட்டுள்ள அடிப்படைக்கூறுகளை/ விபரங்களை (Basis for Scheme) கொண்டதாகவும், மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமை கூறுகளுக்கான பட்டியல் மற்றும் மேற்கொள்ளப்பட வேண்டிய பொதுபயன்பாட்டு பணிகள் பட்டியல் கொண்டதாகவும் மறுவாழ்வு மற்றும் மறுகுடியமர்வு திட்ட வரைவு கீழ்க்கண்டவாறு மூன்று பகுதிகளை கொண்டதாக வெளியிடப்படுகிறது.

பகுதி-I திட்ட அடிப்படை கூறுகள்/ விபரங்கள்: பகுதி-I திட்ட அடிப்படை கூறுகள்/ விபரங்கள்:

ஆ) பாதிக்கப்பட்ட பகுதியில் இருக்கும் உட்கட்டமைப்பு வசதிகளின் பட்டியல் (விதி 15 (2)):

இ) பாதிக்கப்பட்ட இடத்தில் இருக்கும் நிலப்பகுதிகளின் பட்டியல் (விதி 15(2)):

ஈ) பாதிக்கப்பட்ட இடத்தில் உள்ள வணிக/வியாபார விவரங்களின் பட்டியல்

உ) பட்டியலினத்தவர் அல்லது பட்டியல் பழங்குடியினா; மற்றும் அவற்றின் உறுப்பினர்கள் மற்றும் பாதிக்கப்பட்ட குடும்பங்களைச் சேர்ந்த மாற்றுத் திறனாளி நபர்கள் போன்ற சாதகமற்ற பாதிக்கப்பட்ட குடும்பங்களின் பட்டியல் (விதி 15(2)):

ஊ) கையகப்படுத்த உத்தேசிக்கப்பட்டுள்ள நிலத்தைத் தனது முதன்மை வாழ்வாதாரமாகக் கொண்டிருக்கும், பாதிக்கப்பட்ட பகுதிகளில் வசிக்கும் நிலமற்ற வேளாண் தொழிலாளர்களின் பட்டியல் (விதி 15(2)):

எ) தற்போதைய நில எடுப்பின் காரணமாக வாழ்வாதாரம் பாதிப்படையக்கூடிய குடும்பங்கள் (பிரிவு 16(2);):

பகுதி-II பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைக் கூறுகள் அட்டவணை (இரண்டாவது பகுதி-II பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைக் கூறுகள் அட்டவணை (இரண்டாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு) (Entitlements)அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு) (Entitlements)

இந்நில எடுப்பினால் வாழ்வாதாரம் பாதிக்க கூடிய மற்றும் இடமாற்றம் செய்யப்பட வேண்டிய குடும்பங்கள் ஏதும் இல்லை. எனவே அட்டவணை 2-இன்கீழ் மறுவாழ்வு மற்றும் மறுகுடியமர்வு கூறுகள் வழங்க தேவையில்லை.

பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்வுக்கான உரிமைக் கூறுகள்

பகுதி-III மறுவாழ்வு மற்றும் மறு குடியமர்வு- பொதுபயன்பாட்டுக்கான பணிகள் (மூன்றாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு) பகுதி-III மறுவாழ்வு மற்றும் மறு குடியமர்வு- பொதுபயன்பாட்டுக்கான பணிகள் (மூன்றாவது அட்டவணையில் குறிப்பிடப்பட்டுள்ளவாறு) இந்நில எடுப்பினால் குடும்பங்கள் ஏதும் இடமாற்றம் செய்யப்படவில்லை. எனவே, மறுகுடியமர்வு பகுதி புதியதாக அமைக்கப்படவில்லை என்பதால் மூன்றாவது அட்டவணையின்படி மறுகுடியமர்வு பகுதியில் மேற்கொள்ள வேண்டி பணிகள் ஏதுமில்லை.

இருப்பினும் நிலமெடுப்பு பகுதியில் கீழ்க்கண்டவாறு பொதுப்பயன்பாட்டுப் பணிகள் மேற்கொள்ள வேண்டியுள்ளது.

இத்திட்ட வரைவு குறித்து பொதுமக்கள் கருத்து கேட்பதற்கான கூட்டம் தேவிபாலா திருமண மண்டபம், வட்டாட்சியர் அலுவலக ரோடு, கீரனூர் என்ற முகவரியில் வைத்து 14.10.2022அன்று முற்பகல் 10.30மணிக்கு நிர்வாகி மறுவாழ்வு மற்றும் மறுகுடியமர்வு பணிகள் மற்றும் கோட்டாட்சியர் இலுப்பூர் அவர்களால் நடத்தப்படும். இந்நில எடுப்பினால் பாதிப்படைவதாக கருதப்பெறும் குடும்பங்களை சேர்ந்தவர்கள் தங்களது கோரிக்கைகள்/மறுப்புரைகளை எழுத்து மூலமாகவோ, வாய்மொழியாகவோ தெரிவிக்கலாம்.

இந்நில எடுப்பினால் வாழ்வாதாரம் பாதிக்க கூடிய மற்றும் இடமாற்றம் செய்யப்பட வேண்டிய குடும்பங்கள் ஏதும் இல்லை.

எனவே அட்டவணை 2-இன்கீழ் மறுவாழ்வு மற்றும் மறுகுடியமர்வு கூறுகள் வழங்க தேவையில்லை.

பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்வுக்கான உரிமை கூறுகள் பாதிக்கப்பட்ட குடும்பங்களுக்கு மறுவாழ்வு மற்றும் மறுகுடியமர்வுக்கான உரிமை கூறுகள்

இத்திட்டவரைவு குறித்து பொதுமக்கள் கருத்து கேட்பதற்கான கூட்டம் தேவிபாலா திருமண மண்டபம், வட்டாட்சியர் அலுவலக ரோடு, கீரனுhர் என்ற முகவாயில் வைத்து 14.10.2022 அன்று நண்பகல் 12.000 மணிக்கு நிர்வாகி மறுவாழ்வு மற்றும் மறுகுடியமர்வு பணிகள் மற்றும் கோட்டாட்சியர் இலுப்பூர் அவர்களால் நடத்தப்படும். இந்நில எடுப்பினால் பாதிப்படைவதாக கருதப்பெறும் குடும்பங்களை சேர்ந்தவர்கள் தங்களது கோரிக்கைகள்/ மறுப்புரைகளை எழுத்து மூலமாகவோ, வாய்மொழியாகவோ தெரிவிக்கலாம்.
