Whereas it appears to the appropriate Government that a total of 1.60.00 Hectares of land is required in the M.Adhanoor Village in Kattumannarkoil Taluk and Cuddalore District for puplic purpose, namely Construction of Barrage with head Sluice across River Coleroon in Adhanoor - Kumaramangalam Village of Cuddalore and Nagapattinam District.

It is planned with farsightedness that a Barrage is to be constructed through the above mentioned Barrage plan to store water via coleroon river for the use of agriculture and not to let in the sea water for the sake of farmers. Further, there is no agriculture or Horticulture Plants are Planted in the fields to be acquired under acquisition, as the fields are along the river bank. There is no residential buildings or industrial buildings posing threats to the people's livelihood in the fields to be acquired under acquisition. It has been proposed to acquire land applying of Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013, as the Government proposes the requirement for the public purposes.

No family is displaced due to the land Acquisition. So, no question raised regarding Rehabilitation and Resettlement of the affected families. Therefore, it is notified that for the above said project in the M.Adhanoor Village of Kattumannarkoil Taluk, Cuddalore District, Private land measuring to an extent of 1.60.00 Hectares, whose details are specified in the schedule below, is under acquisition.

The notification is made under sub–section (1) of Section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013), to all whom it may concern.

A plan of the Land may be inspected in the office of the District Collector and Public Works Department on any Working day during the working hours.

The Government is pleased to authorize public Works Department and his staff to enter upon a survey land, take levels of any land, dig or bore into the sub – soil and do all other acts required for the proper execution of their Work as provided and specified in Section 12 of the said Act.

Under sub–section (4) of Section 11 of the said Act, no person shall make any transaction or cause any transaction of land i.e. sale / purchase, etc., or create any encumbrances on such land from the date of publication of this notification in the Tamil Nadu Government Gazette without prior approval of the Collector. Objections to the acquisition, if any, may be filed by the person interested within 60 (Sixty) days from the date of publication of this notification in the Tamil Nadu Government Gazette as provided under Section 15 of the said Act before the Collector.

கடலு}ர் மாவட்டம், காட்டுமன்னார்கோயில் வட்டத்தை சேர்ந்த ம.ஆதனு}ர் கிராமத்தில் மொத்தம் 1.60.00 `ெக்டேர் நிலங்கள் கடலுார் மாவட்டம், காட்டுமன்னார்கோயில் வட்டம், ம. ஆதனுார் கிராமத்திற்கும், மயிலாடுதுறை மாவட்டம், மயிலாடுதுறை வட்டம், குமாரமங்கலம் கிராமத்திற்கும் இடையே கொள்ளிடம் ஆற்றின் குறுக்கே தடுப்பணை கட்டும் திட்டம் எனப்படும் பொதுநலப் பயன்பாட்டிற்காக தேவைப்படுவதாக உரிய அரசு உத்தேசித்துள்ளதாலும் மேற்கண்ட கதவணை திட்டத்தின் %லம் கொள்ளிடம் ஆற்றின் குறுக்கே நீரினை தேக்கி விவசாயத்திற்கு பயன்படுத்தவும் மற்றும் கடல்நீர் உட்புகாமல் இருப்பதற்கும் விவசாயிகளின் நலன்களுக்காகவும் தொலைநோக்கு திட்டத்தில் தடுப்பணை கட்டப்பட உள்ளது. மேலும் கையகப்படுத்தப்படவுள்ள புலங்்கள் அனைத்தும் ஆற்றுப்படுகையினை ஒட்டினாற்்்போல் உள்ளதால் எவ்வித வேளாண்மை பயிர்கள், தோட்டக்கலைத்துறை பயிர்கள் பயிரிடப்படுவதில்லை. கையகப்படுத்தப்படவுள்ள புலங்களில் மக்களின் வாழ்வாதாரத்தை பாதிக்கும் வகையில் குடியிருப்புகள், கட்டிடங்கள், தொழிலியல் நோக்கங்களுக்கான கட்டிடங்கள் ஏதும் இல்லையென்பதாலும் பொதுநல பயன்பாட்டிற்காக தேவைப்படுவதாக உரிய அரசு உத்தேசித்துள்ளதாலும், மேலும் நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு மற்றும் ஒளிவு மறைவின்மை, மறுவாழ்வு மற்றும் மறுகுடியமர்வு உரிமைச்சட்டம் -2013-இன்படி நிலம் கையகப்படுத்த உத்தேசிக்கப்பட்டுள்ளது.

கடலு}ர் மாவட்டம், காட்டுமன்னார் கோயில் வட்டம், ம.ஆதனு}ர் கிராமத்தில் 1.60.00 `ெக்டேர் நிலங்கள் கையகப்படுத்துவதன் காரணமாக எந்தவொரு குடும்பமும் இடமாற்றம் செய்யப்படவில்லை. எனவே, மறுவாழ்வு மற்றும் மறுகுடியமர்வுக்கான வினாக்கள் எழவில்லை. இதில் தனியாருக்கு சொந்தமான 1.60.00 `ெக்டேர் பட்டா நிலங்கள் கையகப்படுத்தப்படவுள்ளது. அதன் விவரம் பின்வருமாறு.

இந்த அறிவிக்கை 2013-ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் மற்றும் ஒளிவு மறைவின்மைக்கும் மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமை சட்டத்தின் (மத்திய சட்டம் 30/2013 ) 11 (1) பிரிவின் கீழ் வழங்கப்பட்டிருக்கும் விதிமுறைகளின் கீழ் தொடர்புடைய அனைவருக்காகவும் வெளியிடப்படுகிறது.

மாவட்ட ஆட்சியர் மற்றும் பொதுப்பணித்துறை அலுவலர்கள் ஆகியோரால் யாதொரு வேலை நாட்களிலும், வேலை நேரங்களிலும் நிலத்தின் திட்டம் குறித்து ஆய்வு செய்யப்படலாம்.

மேற்சொன்ன சட்டத்தின் 12-ஆம் பிரிவில் குறிப்பிடப்பட்டுள்ள மற்றும் வழங்கப்பட்டுள்ளவாறு நிலத்தில் நுழைதல் யாதொரு நிலங்களை அளவெடுத்தல் அடிமண்னை தோண்டுதல் அல்லது ஆழ்துளையிடுதல் மற்றும் இது தொடர்பான அனைத்து செயல்களிலும் முறையாக செயல்படுத்த பொதுப்பணித்துறை அலுவலருக்கும் மற்றும் அவரது பணியாளர்களுக்கும் அதிகாரம் அளிக்குமாறு அரசிடம் கேட்டுக்கொள்ளப்படுகிறது.

இச்சட்டத்தின் 11(4)-ஆம் பிரிவின் கீீழ் யாதொரு நபரும் நிலத்தை விற்பனை செய்தல் / வாங்குதல் போன்ற யாதொரு பரிமாற்றங்களில் ஈடுபடுதல் அல்லது பரிமாற்றங்கள் செய்தல் அல்லது மாவட்ட ஆட்சியரின் முன் அங்கீகாரமின்றி இந்த அறிவிக்கை வெளியிடப்பட்ட நாளிலிருந்து யாதொரு வில்லங்கங்களையும் ஏற்படுத்த இயலாது. கையகப்படுத்துதல் தொடர்பாக மறுப்புரை ஏதேனும் இருப்பின், இச்சட்டத்தின் 15ஆம் பிரிவின் கீழ் தெரிவிக்கப்பட்டுள்ளவாறு இந்த அறிவிக்கை வெளிடப்பட்ட நாளிலிருந்து 60 நாட்களுக்குள் (அறுபது நாட்களுக்குள்ளாக) பற்று உள்ளவர் அதனை மாவட்ட ஆட்சியரிடம் அளிக்கலாம்.

Wherein the Government of Tamil Nadu have originally accorded sanction for acquisition of 572.56.0 Hectares of patta lands and Transfer of 83.78.0 Hectares of Poramboke lands in 19 Villages for implementation of Cauvery Vaigai Gundar Link Canal Scheme in Pudukkottai District as per G.O.(Ms) No.101, Public Works(N2), Department dated 27.04.2020.

Under Section 11(1) of the Act Preliminary Notification was published for Land Acquisition in 2 Villages as listed below.

For Administrative reason Publication of declaration under Section 19(1) of Right to Fair compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act-2013, time extended for 2 Villages for a period of 6 Months with extended date for each village as mentioned in column (6) of the table below as per the provisions given under Section 19(7) of the Act.

தமிழக அரசால் புதுக்கோட்டை மாவட்டத்தில் காவேரி - வைகை - குண்டாறு இணைப்பு கால்வாய் திட்டத்தை செயல்படுத்தும் பொருட்டு 19 கிராமங்களில் 572.56 `ெக்டேர் பட்டா நிலங்களை நிலமெடுப்பு செய்யவும் மற்றும் 83.78 `ெக்டேர் அரசு புறம்போக்கு நிலங்களை நிலமாற்றம் செய்யவும் அரசாணை நிலை எண்.101 பொதுப்பணித் (N2) துறை நாள்: 27.04.2020-ன்வழி நிர்வாக அனுமதி வழங்கி உத்தரவிடப்பட்டுள்ளது.

கீழ்கண்ட அட்டவணையில் உள்ள 2 கிராமங்களில் நிலமெடுப்பு செய்ய பிரிவு 11(1)-கீழ் முதல்நிலை அறிவிக்கை வெளியிடப்பட்டுள்ளது.

மேற்படி நத்தம்பண்ணை மற்றும் செம்பாட்^ர் கிராமங்களில் நிர்வாக காரணங்களுக்காக மேற்படி கிராமங்களின் நிலமெடுப்பு புலங்கள் குறித்து நிலம் கையகம் படுத்துதலில் நியாயமான சரியீடு மற்றும் ஒளிவு மறைவின்மை, மறுவாழ்வு மற்றும் மறுகுடியமர்வு உரிமைச்சட்டம் 2013 (மத்திய சட்டம் 30/2013) பிரிவு 19(1)-கீழ் விளம்புகை செய்வதற்கான கால அவகாசத்தை பிரிவு 19(7)-ன்படி கீழ்கண்ட அட்டவணையில் உள்ள கலம் (6)-ல் குறிப்பிட்டுள்ள தேதி வரை மேலும் 6 மாதங்கள் நீட்டிப்பு செய்யப்படுகிறது.
