NOTIFICATION OF THANTHAI PERIYAR WILDLIFE SANCTUARY, ERODE DISTRICT UNDER THE WILD LIFE (PROTECTION) ACT, 1972

WHEREAS, the Reserve forest areas of Anthiyur taluk of Erode district, as speciﬁ ed in the Schedule, are located between the Sathyamangalam Tiger Reserve in Tamil Nadu, the Male Mahadeshwara Wildlife Sanctuary and the Cauvery Wildlife Sanctuary in the State of Karnataka. The area has adequate ecological, faunal and ﬂ oral signiﬁ cance and should be managed as a wildlife sanctuary for protecting and conserving wildlife habitat and to mitigate human wildlife conﬂ ict;

AND WHEREAS, the reserved forest areas of the Anthiyur taluk of Erode district are a complex hilly tract and form an important part of the Eastern Ghats before they meet the Western Ghats at the Nilgiris;

AND WHEREAS, the area speciﬁ ed in the Schedule will form a large, contiguous network of protected areas, enabling uniform legal status and protection in this landscape. This landscape maintains continuity from Cauvery Wildlife Sanctuary in the State of Karnataka to the Nilgiri Biosphere through Sathyamangalam Tiger Reserve and Biligiri Rangaswamy Temple Tiger Reserve. This provides suﬃ cient area for the conservation of the varied and rich biodiversity of the region;

AND WHEREAS, the area speciﬁ ed in the Schedule is a vast elephant landscape comprised of diverse ﬂ ora and fauna. The landscape is connected to the Nilgiris and the Kollegal forests of the State of Karnataka, which further connect to the Wyanaad and Cauvery forests scapes, respectively, making it one of the most diverse habitats for various life-forms;

AND WHEREAS, the area speciﬁ ed in the Schedule is the heart of this contiguous and diverse landscape. It forms an important corridor connecting Sathyamangalam Tiger Reserve to Male Mahadeshwara Wildlife Sanctuary and Cauvery Wildlife Sanctuary, respectively, making it a landscape crucial for healthy tiger populations;

AND WHEREAS, the area speciﬁ ed in the Schedule facilitates unhindered genetic exchange among many species and forms the nuclear axis of the conservation of species in the entire wildlife habitat. It is an important corridor for the dynamic tiger populations migrating to the Male Mahadeshwara Wildlife Sanctuary and Cauvery Wildlife Sanctuary, and this forest area is one of the tiger corridors approved by the National Tiger Conservation Authority (NTCA) and it holds a signiﬁ cant tiger population;

[ 1 ]2 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY AND WHEREAS, the area speciﬁ ed in the Schedule has a good diversity of ﬂ ora and fauna, such as ﬁ sh, amphibians, reptiles, birds, and mammals. There are about 70 species of butterﬂ ies, 35 species of ﬁ sh, 10 species of amphibians, 25 species of reptiles, 5 terrestrial invertebrates, 233 species of birds and 48 species of mammals reported;

AND WHEREAS, signiﬁ cant populations of large herbivores have been recorded in this region, and the areas are part of the Nilgiris-Eastern Ghats Elephant Reserve (Nilgiri Elephant Reserve);

AND WHEREAS, the area speciﬁ ed in the Schedule is an important catchment of the Palar River that drains into the Cauvery River at Stanley Reservoir and it is an important source of water for agriculture. It is an important natural sandal-bearing belt and an actively sandal-regenerating forest;

NOW, THEREFORE, in exercise of the powers conferred by clause (b) of sub-section (1) of section 26-A of the Wild Life (Protection) Act, 1972 (Central Act 53 of 1972), the Governor of Tamil Nadu, having considered that the area, the boundaries of which are speciﬁ ed in the Schedule below, is of adequate ecological, faunal, ﬂ oral, natural and zoological signiﬁ cance, for the purpose of protecting, propagating and developing Wildlife and its environment, hereby declares that the areas speciﬁ ed in the Schedule below, shall be a Sanctuary, namely Thanthai Periyar Wildlife Sanctuary with eﬀect on and from 30.01.2024.

BOUNDARY DESCRIPTION

North. – The boundary starts from cairn No. 1 at the point where the Anthiyur – Kollegal road crossed the Palar River and the line generally runs along the south bank of the Palar River till it reaches the common tri-junction point of North Bargur reserved forest in Erode district, Emmanur hamlet of No. 32 Nagamarai Village in Dharmapuri district, and No.01. Kaveripuram village in Salem district.

East.– Thence, the boundary generally runs towards the south along the western boundary of No. 01 Kaveripuram village and Pachapalamalai reserved forest and reaches the tri-junction point of Pachapalamalai reserved forest and No. 02. Lakkampatti village in Salem district and North Bargur reserved forest in Erode District. Thence, the boundary generally runs towards the east along the northern boundary of No. 02 Lakkampatti village and turns south along the western boundaries of No. 02 Lakkampatti village, turning east and northeastward along the southern and southwestern boundaries of No. 02. Lakkampatti village reaches the junction point of Pachapalamalai reserved forest and 02. Lakkampatti Village in Salem district. Thence, the boundary runs towards the south-east along the common boundary between Pachapalamalai reserved forest in Salem District and North Bargur reserved forest in Erode district and reaches the junctionTAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY 3 point of Pachapalamalai reserved forest and No. 06. Alamarathupatty village in Salem district. Thence, the boundary runs towards the south-east along the northeastern boundary of No. 06. Alamarathupatty village and turns south along the western boundary of No. 06. Alamarathupatty village and reaches the junction point of No. 06. Alamarathupatty village in Salem district and No. 02. Komarayanur village in Erode District. Thence, the boundary generally runs towards the southwest along the northwest boundary of No. 02. Komarayanur village.

South.–Thence the boundary generally runs southwest along the northern boundaries of No. 03. Pudur village, No. 04. Chennampatti village and reaches the junction point of No. 04. Chennampatti village and No. 06. Vellitirupur village. Thence, the boundary generally runs towards the southwest along the northern boundary of No. 06. Vellitirupur village and turns towards the north, then runs along the village's northern, western, and southwestern boundaries. Then, it turns south along the northwestern and northern boundaries of No. 07 Mathur village.Thence, the boundary generally runs towards the east along the northern boundary of No. 08 Ennamangalam village, turns towards the north, and then runs along the eastern, northern, western, and then northern boundaries of 08 Ennamangalam village. Thence, the boundary continues towards the east along the northern boundaries of No. 08 Ennamangalam village, 09. Sankarapalayam village, No. 11. Anthiyur village, No. 12. Nagalur village, and No. 13 Athani village.Thence the boundary runs towards the east along the northern, eastern, and northeastern boundaries of No. 11. Perumugai village. Thence, it runs towards the west along the northern boundaries of No. 10. Kanakkampalayam village.

West.– Thence, the boundary runs towards the north along the common boundary between Guthiyalathur reserve forest and South Bargur reserved forest. Thence it generally runs towards the north along the common boundaries between Guthiyalathur reserved forest and South Bargur (Part) reserved forest. Thence it runs towards the north along the common boundaries between Guthiyalathur reserved forest and North Bargur reserved forest and reaches the south-western corner of No. 02. Koothampalayam village. Thence It generally runs towards north along the eastern boundary of No. 02.Koothampalayam village and reaches the northeastern corner of the said village along the Tamil Nadu – Karnataka interstate border. The boundary continues towards the northeast along the south bank of the Palar River before turning south near Guddaiyur hamlet. It runs along the western, southern, southeast and northeastern boundaries of Guddaiyur hamlet and rejoins the interstate boundary along the river Palar. Thence the boundary generally follows the river Palar, which is the interstate boundary between the State of Tamil Nadu and Karnataka, leaving the hamlets of Mattimarathahalli and Velampttai, which are situated on the south bank of the river Palar, until it reaches the starting point.

The admitted rights mentioned in the notiﬁ cations issued under Section 16 of the Tamil Nadu Forest Act, 1882 (Tamil Nadu Act V of 1882) for declaring forests to be reserved in the area that now forms part of this Sanctuary and the rights conferred under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (Central Act 2 of 2007) shall remain and continue to be enjoyed by the persons concerned.

ஈரோடு மாவட்டம், அந்தியூர் வட்டத்தில் உள்ளதும், அட்டவணையில் குறிப்பிடப்பட்டுள்ளதுமான காப்புக்காடு பகுதிகள், தமிழ்நாட்டின் சத்தியமங்கலம் புலிகள் காப்பகம், கர்நாடகா மாநிலத்தில் உள்ள மலை மாதேஸ்வரா வனஉயிரின சரணாலயம் மற்றும் காவிரி வன உயிரின சரணாலயம் ஆகியவற்றுக்கு இடையே அமைந்துள்ளது. இப்பகுதி சூழலியல், தாவர மற்றும் வனவிலங்கு வாழ்விட முக்கியத்துவம் வாய்ந்தபகுதியாகும். இந்த வன உயிரினங்களின் வாழ்விடத்தைப் பாதுகாப்பதற்கும், மேம்படுத்துவதற்கும் மற்றும் மனித வனஉயிரின மோதலைத் தணிக்கும் நோக்கங்களுக்காகவும் இப்பகுதி வன உயிரின சரணாலயமாக நிருவகிக்கப்பட வேண்டும்;

மேலும், ஈரோடு மாவட்டம், அந்தியூர் வட்டத்தில் உள்ள காப்புக்காட்டு பகுதிகள் தொடர்ச்சியான மலைக் குன்றுகளால் இணைக்கப்பட்ட மலைப்பகுதியாகவும், கிழக்கு மலைத் தொடர், மேற்கு மலைத் தொடர் நீலகிரியில் இணைவதற்கு முன் உள்ள முக்கியமான மலைப் பகுதியாக உள்ளது;

மேலும், இணைப்பில் குறிப்பிடப்பட்டுள்ள பகுதிகள், அதனை தொடர்ந்து அமைந்துள்ள பிற பாதுகாக்கப்பட்ட வனஉயிரின வாழ்விடங்களோடு இணைக்கப்படுமாயின், இந்த நிலப்பரப்பு அனைத்தும் ஒரே மாதிரியான சட்ட ரீதியான பாதுகாப்பு பெற்ற வன உயிரின வாழ்விடப் பகுதியாக அமையும். இப்பகுதிகள் கர்நாடக மாநிலத்தில் உள்ள காவேரி வன உயிரின சரணாலய பகுதிகளை நீலகிரி உயிர்கோள காப்பகத்திற்குட்பட்ட சத்தியமங்கலம் புலிகள் காப்பகம், கர்நாடக மாநிலத்தில் உள்ள பிலிகிரி-ரங்கசாமி கோவில் புலிகள் காப்பகம் போன்றவற்றை இணைத்து ஒரு தொடர்ச்சியான வனஉயிரின வாழ்விட நிலப்பரப்பாக ஏற்படுத்தும். இதன் மூலம் மாறுபட்ட மற்றும் செழுமையான பல்லுயிர்த்தன்மை பாதுகாக்கப்படுவதற்கான சூழல் ஏற்படுத்தப்படும்;

மேலும், இணைப்பில் குறிப்பிடப்பட்டுள்ள பகுதிகள், பல்வேறு தாவரங்கள், வனவிலங்குகள் நிறைந்த யானைகளின் முக்கிய வாழ்விட பகுதியாகும். இந்நிலப்பரப்பு நீலகிரியை அடுத்துள்ள கேரளா மாநிலத்தில் உள்ள வயநாடு மற்றும் கர்நாடகா மாநிலத்தில் உள்ள காவேரி வனப்பகுதிகளுடன் இணைக்கும் முக்கிய பிணைப்பாக உள்ளது. இது வேறுபட்ட வாழ்விடப் பகுதியாகவும் பல்வேறு உயிரினங்களின் முக்கிய வாழ்விடப் பகுதியாகவும் உள்ளது;

மேலும், இணைப்பில் குறிப்பிடப்பட்டுள்ள பகுதிகள், இந்த தொடர்ச்சியான மற்றும் மாறுபட்ட வன உயிரின வாழ்விட நிலப்பரப்பின் மையமாக உள்ளது. இப்பகுதி சத்தியமங்கலம் புலிகள் காப்பகத்தை முறையே மலை மாதேஸ்வரா வன உயிரின சரணாலயம் மற்றும் காவிரி வன உயிரின சரணாலயத்துடன் இணைக்கும் ஒரு முக்கியமான வழித்தடத்தை உருவாக்கி, புலிகளின் வளமான வாழ்விட பகுதியான நிலப்பரப்பாக அமைகிறது;

மேலும், இணைப்பில் குறிப்பிடப்பட்டுள்ள பகுதிகள், பல உயிரினங்களுக்கிடையில் தடையற்ற மரபணு பரிமாற்றத்தை எளிதாக்குவதுடன் மற்றும் முழு வன உயிரின நிலப்பரப்பிலும் வன உயிரினங்களின் பாதுகாப்பிற்கான மையத்தினை உருவாக்குகிறது. மலை மாதேஸ்வரா வன உயிரின சரணாலயம் மற்றும் காவேரி வன உயிரின சரணாலயம் ஆகியவற்றிற்கு இடையே இடம்பெயர்ந்து வரும் புலிகளின் முக்கிய வழித்தடமாக இப்பகுதி உள்ளது. மேலும், இந்த வனப்பகுதி தேசிய புலிகள் பாதுகாப்பு ஆணையத்தால் அங்கீகரிக்கப்பட்ட புலிகள் வழித்தடங்களில் ஒன்றாவதுடன், குறிப்பிடத்தக்க எண்ணிக்கையிலான புலிகளின் வாழ்விடமாகவும் உள்ளது;

மேலும், இணைப்பில் குறிப்பிடப்பட்டுள்ள பகுதிகள், செழுமையான பன்முகத்தன்மை கொண்ட தாவரங்கள் மற்றும் வன உயிரினங்களான மீன்கள், இருவாழ்விகள், ஊர்வன, பறவைகள் மற்றும் பாலூட்டிகள் போன்றவற்றின் வாழ்விடமாக உள்ளது. இங்கு சுமார் 70 வகையான பட்டாம்பூச்சிகள், 35 வகையான மீன்கள், 10 வகையான இருவாழ்விகள், 25 வகையான ஊர்வன, 5 வகையான நிலத்தில் வாழும் முதுகெலும்பற்றவை, 233 வகையான பறவைகள் மற்றும் 48 வகையான பாலூட்டிகள் பதிவு செய்யப்பட்டுள்ளன.

மேலும், இப்பகுதியில் குறிப்பிடத்தக்க எண்ணிக்கையிலான முக்கிய தாவர உண்ணிகள் பதிவு செய்யப்பட்டுள்ளன. மேலும், இப்பகுதிகள் நீலகிரி-கிழக்கு மலைத் தொடர் யானைகள் காப்பகத்தின் (நீலகிரி யானைகள் காப்பகம்) ஒரு பகுதியாகவும் அமைந்துள்ளது;

மேலும், இணைப்பில் குறிப்பிடப்பட்டுள்ள பகுதிகள், பாலாற்றின் முக்கியமான நீர்ப்பிடிப்புப் பகுதியாக உள்ளது. இந்த ஆறு, ஸ்டான்லி நீர்த்தேக்கத்தில் காவேரி ஆற்றுடன் சங்கமிக்கிறது. காவேரி ஆறு மாநிலத்தின் வேளாண் வளர்ச்சிக்கு முக்கிய பங்காற்றுகிறது. இப்பகுதி, மதிப்பு மிக்க சந்தன மரங்கள் வளரும் இயற்கை வனப்பகுதியாகவும், இதன் பாதுகாப்பு இயற்கை சந்தன மரங்களை மீள் உற்பத்திக்கு முக்கிய பங்காற்றும்;
