PRELIMINARY NOTIFICATION
Under Sec 11(1) of the Right to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement Act 2013.

Whereas it appears to the appropriate Government that a total of 757 Sq.Mtr of land is required in Arasakulam Village Kariyapatti Taluk, Virudhunagar District, for the public purpose, namely, formation of Road from Arasakulam to Maniyapillai.
Social Impact Assessment Study was not carried out as no family was displaced due to the land acquisition.The Government have accorded sanction for land acquisition under the provisions of sub-section of (1) of Section 11 of Tamil Nadu Acquisition of Lands Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013 (RFCTLARR Act 2013) or through Private Negotiation.
Therefore it is notified that for the above said project in Arasakulam Village Kariyapatti Taluk, Virudhunagar District, land measuring an extent of 757 Sq.Mtr, whose details are specified in the Schedule below, is under acquisition:

This notification is made under sub-section (1) of Section 11 of the Right to Fair Compensation and Transparency in Land acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013), to all whom it may concern.
A plan of the land may be inspected in the office of the Collector and the Land Acquisition Officer / Revenue Divisional Officer, Aruppukottai on any working day during the working hours.
The Government is pleased to authorize Land Acquisition Officer / Revenue Divisional Officer, Aruppukottai and his staff to enter upon and survey of any land, and do all other acts required for the proper execution of their work as provided and specified in Section 12 of the said Act.
Under sub-section (4) of Section 11 of the said Act, no person shall make any transaction or cause any transaction of land i.e. sale / purchase, etc or create any encumbrances on such land from the date of publication of this notification in the Tamil Nadu Government Gazette without prior approval of the Collector.
Objections to the acquisition, if any, may be filed by person interested within 60 (Sixty) days from the date of publication of this notification in the Tamil Nadu Government Gazette as provided under Section 15 of the said Act before the Land Acquisition Officer / Revenue Divisional Officer, Aruppukottai.

2013 ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு மற்றும் ஒளிவு மறைவின்மை மறுவாழ்வு மற்றும்
மறுகுடியமர்வு உரிமைச் சட்டம்

விருதுநகர் மாவட்டம், காரியாபட்டி வட்டம் மற்றும் அரசகுளம் கிராமத்தில் மொத்தம் 757 ச.மீட்டர் நிலம் அரசகுளம் கிராமத்திலிருந்து மணியப்பிள்ளை வரை அமைந்துள்ள பாதையில் உள்ள புல எண்களில் சாலை அமைக்கும் பொதுநலப் பயன்பாட்டிற்காக நிலம் தேவைப்படுவதாக அரசு உத்தேசித்துள்ளது.
இத்திட்டத்தினால் எந்தவொரு குடும்பமும் இடமாற்றம் செய்யப்படாததால் ச%கத்தாக்க மதிப்பீட்டாய்வு மேற்கொள்ளப்படத் தேவையில்லை. இத்திட்டத்திற்காக 2013 ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு மற்றும் ஒளிவுமறைவின்மை, மறுவாழ்வு மற்றும் மறுகுடியமர்வு உரிமைச் சட்டம் 30/ 2013 -ன் பிரிவு 11 உட்பிரிவு 1 -ன் கீழ் அல்லது தனிநபH நேரடி பேச்சுவார்த்தை %லம் நிலங்களை கையகப்படுத்த அரசு அனுமதி வழங்கி ஆணையிட்டுள்ளது.
எனவே விருதுநகர் மாவட்டத்தின் காரியாபட்டி வட்டம் அரசகுளம் கிராமத்தில் மேற்சொன்ன திட்டத்திற்காக 757 சதுரமீட்டர் பரப்பளவு கொண்ட நிலப்பகுதி கையகப்படுத்தப்படவுள்ளது. அதன் விரிவான விவரங்கள் பின்வருகின்றன.

இந்த அறிவிக்கை, 2013 ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமாக சரியீடு பெறுவதற்கும் மற்றும் ஒளிவுமறைவின்மைக்கும், மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச்சட்டத்தின் (மத்தியச் சட்டம் 30/2013) 11(1) பிரிவின் கீழ் வழங்கப்பட்டிருக்கும் விதிமுறைகளின் கீழ் தொடர்புடைய அனைவருக்காகவும் வெளியிடப்படுகிறது.
மாவட்ட ஆட்சியர் மற்றும் நில எடுப்பு அலுவலர் / வருவாய்க் கோட்டாட்சியH, அருப்புக்கோட்டை ஆகியோரது அலுவலகங்களில் யாதொரு வேலை நாட்களிலும் வேலை நேரங்களிலும் நிலத்தின் திட்டம் குறித்து ஆய்வு செய்யப்படலாம்.
மேற்சொன்ன சட்டத்தின் 12-ம் பிரிவில் குறிப்பிட்டுள்ள மற்றும் வழங்கப்பட்டுள்ளவாறு நிலத்தில் நுழைதல், யாதொரு நிலங்களை அளவெடுத்தல் மற்றும் இது தொடHபான அனைத்துச் செயல்களையும் முறையாகச் செயல்படுத்த நில எடுப்பு அலுவலH / வருவாய்க் கோட்டாட்சியH, அருப்புக்கோட்டை மற்றும் அவரது பணியாளருக்கு அதிகாரம் அளிக்கப்பட்டுள்ளது.
இச்சட்டத்தின் 11(4) ஆம் பிரிவின் கீழ், யாதொரு நபரும் நிலத்தை விற்பனை செய்தல்/ வாங்குதல் போன்ற யாதொரு பரிமாற்றங்களில் ஈடுபடுதல் அல்லது பரிமாற்றங்கள் செய்தல் அல்லது மாவட்ட ஆட்சியரிடன் முன் அங்கீகாரம் இன்றி இந்த அறிவிக்கை தமிழ்நாடு அரசிதழில் வெளியிடப்பட்ட நாளிலிருந்து யாதொரு வில்லங்கங்களையும் ஏற்படுத்த இயலாது.
கையகப்படுத்துதல் தொடர்பாக மறுப்புரை ஏதேனும் இருப்பின், இச்சட்டத்தின் 15ஆம் பிரிவின் கீழ் தெரிவிக்கப்பட்டுள்ளவாறு இந்த அறிவிக்கை தமிழ்நாடு அரசிதழில் வெளியிடப்பட்ட நாளிலிருந்து 60 நாட்களுக்குள் (அறுபது நாட்களுக்குள்ளாக) பற்றுள்ளவர் அதனை, நில எடுப்பு அலுவலர் / வருவாய் கோட்டாட்சியர் அருப்புக்கோட்டை அவர்களிடம் அளிக்கலாம்.

2013 ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் ஒளிவுமறைவின்மைக்கும், மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டத்தின் (மத்தியச் சட்டம் 30/2013) 15 ஆம் பிரிவின் கீழ் வகை செய்யப்பட்டவாறு பற்றுள்ள நபரின் மறுப்புரைகளைக் கேட்ட பின்னரும் உரிய விசாரணைக்குப் பின்னரும் இந்த விளம்புகை தயாரிக்கப்பட்டுள்ளது.
நிலம் கையகப்படுத்துவதன் காரணமாக மறுவாழ்வு மற்றும் மறுகுடியமர்வு இழப்பீடுகள் பெற தகுதியான நபர்கள் எவரும் இல்லை.
திருச்சிராப்பள்ளி மாவட்டத்திலுள்ள திருவெறும்பூர் வட்டம்/வட்டாரத்திலுள்ள (பொருந்தக் கூடியவாறு) சூரியூர் (பகுதி-3) கிராமத்தில் 15.01.78 ஹெக்டேர் பரப்பளவு கையகப்படுத்தப்பட்டுள்ள நிலத்தில் கனிமவளங்கள் இருப்பின் மேற்சொன்ன திட்டத்தின் நோக்கத்திற்காக கட்டுமான நிலையின் போது அத்தகைய நிலப்பரப்பை தோண்டும் போது (அ) அகற்றும் போது அல்லது பயன்படுத்தக் கூடிய சுரங்கங்கள் (அ) கனிமங்கள் நீங்கலாக, மேற்சொன்ன நிலப்பகுதியில் படிந்துள்ள நிலக்கரி, இரும்பு (அ) ஏனைய கனிமங்கள் தேவையில்லை.

Suriyur (Block-4) village in Thiruverumbur Taluk in Thiruchirappalli District an Area 13.18.82 (in hectares) Mines of coal, iron-stone, slate or other minerals lying under the said land or any particular portion of the said land, except such parts of the mines and minerals which may be required to be dug or removed or used during the construction phase of the project for the purpose of which the land is being acquired, are not needed.

2013 ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு பெறுவதற்கும் ஒளிவுமறைவின்மைக்கும், மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டத்தின் (மத்தியச் சட்டம் 30/2013) 15 ஆம் பிரிவின் கீழ் வகை செய்யப்பட்டவாறு பற்றுள்ள நபரின் மறுப்புரைகளைக் கேட்ட பின்னரும் உரிய விசாரணைக்குப் பின்னரும் இந்த விளம்புகை தயாரிக்கப்பட்டுள்ளது.
நிலம் கையகப்படுத்துவதன் காரணமாக மறுவாழ்வு மற்றும் மறுகுடியமர்வு இழப்பீடுகள் பெற தகுதியான நபர்கள் எவரும் இல்லை.
திருச்சிராப்பள்ளி மாவட்டத்திலுள்ள திருவெறும்பூர் வட்டம்/வட்டாரத்திலுள்ள (பொருந்தக் கூடியவாறு) சூரியூர் பகுதி-4 கிராமத்தில் 13.18.82 ஹெக்டேர் பரப்பளவு கையகப்படுத்தப்பட்டுள்ள நிலத்தில் கனிமவளங்கள் இருப்பின் மேற்சொன்ன திட்டத்தின் நோக்கத்திற்காக கட்டுமான நிலையின் போது அத்தகைய நிலப்பரப்பை தோண்டும் போது (அ) அகற்றும் போது அல்லது பயன்படுத்தக் கூடிய சுரங்கங்கள் (அ) கனிமங்கள் நீங்கலாக, மேற்சொன்ன நிலப்பகுதியில் படிந்துள்ள நிலக்கரி, இரும்பு (அ) ஏனைய கனிமங்கள் தேவையில்லை.
