STATEMENT OF OBJECTS AND REASONS.

The Panchayats need to be transformed from the conventional infrastructure creating entity to livelihood assuring, livelihood facilitating, institution that ensure real convergence to eliminate poverty, eradicate illiteracy and ensure better standard of living needs of the inhabitants. This decade is focused more on achieving Localisation of Sustainable Development Goals (LSDGs) and the Panchayats are playing major role in driving this agenda.

2. Clause (b) of Article 243-G of the Constitution empowers the State Legislature by Law to endow the Panchayats with such powers and authority as may be necessary to enable them to function as institutions of self-government. Such Law may contain provisions for the devolution of powers and responsibilities upon Panchayats at appropriate level with respect to the implementation of schemes for economic development and social justice including those in relation to matters listed in the Eleventh Schedule to the Constitution. The said Eleventh Schedule lists as many as twenty nine functions which may be entrusted to the Panchayats. In order to empower the Panchayats to effectively handle the functions listed in the said Eleventh Schedule to the Constitution and in order to make the Panchayats function vibrantly and effectively according to the current needs, it has been decided to specify certain additional functions to be performed by the Panchayats. Accordingly, the Government of Tamil Nadu being a leading State in livelihood promotion and sustainable development, have decided to amend sub-section (2) of section 111 and sub-section (2) of section 112 of the Tamil Nadu Panchayats Act, 1994 (Tamil Nadu Act 21 of 1994) suitably, for the purpose.
