ACT No. 2 OF 2024.
An Act further to amend the Tamil Nadu Panchayats Act, 1994.
Be it enacted by the Legislative Assembly of the State of Tamil Nadu in the Seventy-fifth year of the Republic of India as follows:—
Short title and
1. (1) This Act may be called the Tamil Nadu Panchayats
commencement. (Third Amendment) Act, 2024.
(2) It shall come into force at once.
Tamil Nadu Amendment of section 239.
Act 21 of
1994. 2. In section 239 of the Tamil Nadu Panchayats Act, 1994, in sub-section (2), for clause (b), the following clause shall be substituted, namely:—
"(b) The Tamil Nadu State Election Commissioner shall hold office for a term of five years from the date on which he enters upon his office or until he attains the age of sixty five years, whichever is earlier and he shall not be eligible for reappointment.".

STATEMENT OF OBJECTS AND REASONS.
(By order of the Governor)
This Bill is introduced in pursuance of Article 206 of the Constitution, to provide for the withdrawal from, and out of, the Consolidated Fund of the State, of certain sums being required to meet--
(a) (a)
S. GEORGE ALEXANDER, Secretary to Government, Law Department. the grants made in advance by the Tamil Nadu Legislative Assembly in respect of estimated expenditure of the State for a part of the financial year commencing on the 1st day of April 2024; and (b) the expenditure charged on the said Fund for the said part of that year, and for the appropriation of the said sums.

A An Act to provide for the appropriation of certain further moneys out of the Bill to provide for the appropriation of certain further moneys out of the Consolidated Fund of the State for the services and purposes of the financial year which commenced on the 1st Consolidated Fund of the State for the services and purposes of the financial year which day of April 2023. commenced on the 1st day of April 2023.

Short title.
1. This Act may be called the Tamil Nadu Appropriation Act, 2024.
2. The State Government may appropriate out of the Consolidated Fund of the State for the services and purposes of the financial year which commenced on the 1st day of April 2023, a further sum not exceeding Thirty Thousand Three Hundred Fifty-Five Crores Thirty-One Lakhs Seventy-One Thousand rupees, being moneys required to meet-
(a) the supplementary grants made by the Tamil Nadu Legislative Assembly for that year, as set forth in column (3) of the Scheduleand
S u p p l e m e n t a r y appropriation out of the Consolidated Fund of the State for the services and purposes of the financial year which commenced on the 1st day of April 2023.
(b) the supplementary expenditure charged on the Consolidated Fund of the State for that year, as set forth in column (4) of the Schedule.

STATEMENT OF OBJECTS AND REASONS.
(By order of the Governor)
This Bill is introduced in pursuance of Article 205, read with clause (1) of Article 204, of the Constitution, to provide for the appropriation out of the Consolidated Fund of the State, of the moneys required to meet--
S. GEORGE ALEXANDER, Secretary to Government, Law Department.
(a) the supplementary grants made by the Tamil Nadu Legislative Assembly for the financial year which commenced on the 1st day of April 2023and
(b) the supplementary expenditure charged on the said Fund of the State for that year.
