DISASTER MANAGEMENT – DEFICIT RAINFALL DURING NORTHEAST MONSOON 2023 – DECLARATION OF 22 DISTRICTS IN THE STATE OF TAMIL NADU AS AFFECTED BY HYDROLOGICAL DROUGHT - ORDERS – ISSUED.

The following Goverment Order is published:

[G.O. Ms. No. 111, Revenue and Disaster Management Department, Disaster Management Wing, D.M. III(1) Section,

Read:

From the Additional Chief Secretary/Commissioner of Revenue Administration, Letter No. NC.2(1)/01/397/ 2024, dated: 12.03.2024.

Order : No. 111, Revenue and Disaster Management, 13th March 2024.

In the letter read above, the Additional Chief Secretary/Commissioner of Revenue Administration has stated as follows:-

a) The Northeast Monsoon 2023 commenced in the State on 21.10.2023 and brought overall moderate rainfall during the entire season from 1.10.2023 to 31.12.2023. During the entire Monsoon period, 457.80 mm of rainfall was received against the normal rainfall of 441.20 mm. However, many blocks in 22 districts have recorded deficit to large deficit rainfall resulting in water scarcity.

b) Rainfall plays a crucial role in meeting the drinking water demand of the State. The rainfall is received in two major seasons. The Southwest Monsoon (June to September) accounts for 35% of the total rainfall and Northeast Monsoon accounts for 48% of the rainfall. The rainfall received in Northeast Monsoon ensures recharging of ground water and replenishment of sources of water supply schemes and enables the Government to supply drinking water up to the next year's Northeast Monsoon.

II-1 Ex. (105)

[ 1 ]2 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY c) During the Northeast Monsoon season 2023, 15 districts have recorded deficit rainfall as detailed below:

Sl.No. District Season Normal Actual %
Deficit Rainfall (-20% to -59%) - 15 Districts
1 Pudukkottai 385.6 309.0 -20%
2 Cuddalore 701.5 537.7 -23%
3 Vellore 375.8 286.8 -24%
4 Salem 331.7 229.3 -31%
5 Villupuram 531.3 353.4 -33%
6 Tiruvannamalai 450.4 276.5 -39%
7 Thanjavur 579.4 345.5 -40%
8 Dharmapuri 314.2 182.8 -42%
9 Karur 313.2 181.4 -42%
10 Ariyalur 501.9 284.2 -43%
11 Perambalur 432.0 232.5 -46%
12 Trichy 379.4 202.5 -47%
13 Tirupathur 266.3 141.7 -47%
14 Krishnagiri 278.7 139.1 -50%
15 Kallakurichi 455.5 206.8 -55%

d) The rainfall analysis made above is an aggregated value of the district which reflects only the representative rainfall of the district. This does not reflect the field conditions. The analysis at the block level brings out more granular details and reflects the problem in true scale. Therefore a Block wise analysis of the normal rainfall received during Northeast monsoon 2023, the actual rainfall received, and the percentage of deviation was taken up.

e) The Analysis shows that in the following 22 districts the percentage of deviation is categorised as Deficient (-20% to -59%) and Large Deficient (-59% to-99%) in respect of 174 blocks and 6 blocks respectively.

f) In the 49 blocks which have been classified under Normal Deviation category (-19% to +19%), which is representative for the entire block, the rainfall was not evenly distributed and are subjected to water shortages. The drinking water supply cannot be sustained in March, April and May which are hot weather period and the rains during this period is not significant. The Southwest Monsoon from June to September brings only 35% of the rainfall and significant only in few pockets of the State. Therefore, the above 49 blocks also have to be considered as water stressed blocks. The source of water supply for Coimbatore district is Pilloor Dam and Siruvani Dam and the storage in the above reservoirs are fast dwindling due to poor rains in the catchment areas.

g) The Indian Meteorological Department in its Outlook for the Temperature and Rainfall for the period from March 2024 to May 2024 has indicated the heat wave vulnerability to most part of the State. With the surface water and ground water resources fast depleting, the above districts/ blocks are experiencing drinking water problems and will be affected further due to Hydrological drought in the ensuing summer.

h) This has to be taken into account and all efforts have to be taken up for augmenting drinking water resources to ensure uninterrupted drinking water supply to public. In the above context, taking into consideration of the sensitive issue of drinking water supply, all the 22 districts have to be declared as affected by Hydrological Drought.

i) Therefore, the Additional Chief Secretary/ Commissioner of Revenue Administration has requested the Government to notify the following 22 districts as affected by Hydrological Drought.
