ACQUISITION OF LANDS IN TIRUCHIRAPPALLI DISTRICT

PRELIMINARY NOTIFICATION UNDER SUB-SECTION (1) OF SECTION 11 OF RFCTLARR ACT -2013

Whereas it appears to the Government that the appropriate lands is required in S.Kannanur West Village of Mannachanallur Taluk in Tiruchirappalli District for public purpose, to be acquired for Samayapuram Sri Mariyamman Temple Extension S.Kannanur West Village has given administrative sanction. SA-Asia has submitted a Social Impact Assessment Final Report on 31.07.2024 on the basis of permission granted to SA-Asia Private Company to carry out Social Impact Assessment for land acquisition for of existing road in S.Kannanur West village. A social impact assessment has been carried out under the section of the Right to Fair Compensation and transparency in Land acquisition, Rehabilitation and Resettlement Act of 2013. No family is displaced due to the Land Acquisition. Sub collector /Revenue Divisional Officer, Lalgudi is appointed as administrator for the purpose of Rehabilitation and Resettlement. Therefore, it is notified that for the above said project, in S.Kannanur West Village, Mannachanallur Taluk in Tiruchirappalli District, Land measuring an extent of 3.23.23 hectares of land, details of which are specified in the schedule below, is under acquisition.

4 "This notification is made under sub-section (1) of Section 11 of the Right of Fair Compensation and Transparency in Land acquisition, Rehabilitation and resettlement Act, 2013 (Central Act 30 of 2013), to all whom it may concern.

A plan of the land may be inspected in the office of the Collector, Tiruchirappalli and office of Land Acquisition Officer / District Revenue Officer, Tiruchirappalli on any working day during the working hours. The Government is pleased to authorize the requiring department Joint Director / Project Director, District Rural Development and Panchayatraj Dept., Tiruchirappalli and his staff to enter upon a survey land, take levels of any land, dig or bore into the sub-soil and do all other acts required for the proper execution of their works as provided and specified in Section 12 of the said act.

L Under sub-section (4) of section 11 of the said Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase, etc or create any encumbrances on such land from the date of publication of this notification in the Tamil Nadu Government Gazette without prior approval of the Collector.

Objections to the acquisition, if any may be filed by the person interested within 60 (Sixty) days from the date of publication of this notification

I திருச்சிராப்பள்ளி மாவட்டம், மண்ணச்சநல்லு}ர் வட்டம், ச.கண்ணனு}ர் மேற்கு கிராமத்திற்குட்பட்ட சமயபுரம் அருள்மிகு மாரியம்மன் திருக்கோவில் விரிவாக்க பணிகளுக்கு நிலம் தேவைப்படுவதன் அடிப்படையில், பொது நல பயன்பாட்டிற்காக நிலம் கையகம் செய்ய அரசினால் நிர்வாக அனுமதி வழங்கப்பட்டுள்ளது. ச.கண்ணனு}ர்(மேற்கு) கிராமத்தில், சமயபுரம் அருள்மிகு மாரியம்மன் திருக்கோவில் விரிவுப்படுத்தும் திட்டத்திற்காக நிலம் கையகம் செய்வதில் ச%க பாதிப்பு மதிப்பீட்டாய்வு செய்ய SR-Asia தனியார் நிறுவனத்திற்கு அனுமதி வழங்கப்பட்டதன் அடிப்படையில் SR-Asia நிறுவனம், ச%க பாதிப்பு மதிப்பீட்டாய்வு இறுதி அறிக்கையை 31.07.2024--இல் சமர்ப்பித்தது. 2013-ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு, ஒளிவுமறைவின்மை, மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச்சட்டத்தின்்படி ச%க தாக்க மதிப்பீட்டாய்வு மேற்கொள்ளப்பட்டுள்ளது. இத்திட்டத்திற்காக நிலம் கையகப்படுத்துவதன் காரணமாக குடும்பங்கள் ஏதும் இடமாற்றம் செய்யப்படவில்லை. மறுவாழ்வு மற்றும் மறுகுடியமர்வு வழங்குவதற்காக இலால்குடி வருவாய் கோட்டாட்சியர் நிர்வாகியாக நியமனம் செய்யப்பட்டுள்ளார். எனவே, திருச்சிராப்பள்ளி மாவட்டத்தில் மண்ணச்சநல்லு}ர் வட்டத்தைச் சார்ந்த ச.கண்ணனு}ா(்மேற்கு) கிராமத்தில் மேற்படி திட்டத்திற்காக 3.23.23 `ெக்டேர் பரப்பளவு கொண்ட பட்டா நிலங்கள் கையகப்படுத்தப்படவுள்ளது என அறிவிக்கப்படுகிறது. அதன் விரிவான விவரங்கள் பின்வருமாறு :

இந்த அறிவிக்கை 2013-ஆம் ஆண்டு நிலம் கையகப்படுத்துதலில் நியாயமான சரியீடு, ஒளிவுமறைவின்மை, மறுவாழ்வு மற்றும் மறுகுடியமர்விற்கான உரிமைச் சட்டத்தின் (மத்திய சட்டம் 30/2013) 11(1) பிரிவின் கீழ் வழங்கப்பட்டிருக்கும் விதிமுறைகளை கீழ் தொடர்புடைய அனைவருக்காகவும் வெளியிடப்படுகிறது.

திருச்சிராப்பள்ளி மாவட்ட ஆட்சியர் மற்றும் நில எடுப்பு அலுவலர்/ மாவட்ட வருவாய் அலுவலர்் ஆகியோரால் யாதொரு வேலை நாட்களிலும் வேலை நேரங்களிலும் நிலத்தின் திட்டம்குறித்துஆய்வுசெய்யப்படலாம். மேற்சொன்ன சட்டத்தின் 12 ஆம் பிரிவில் குறிப்பிடப்பட்டுள்ள மற்றும் வழங்கப்பட்டுள்ளவாறு, நிலத்தில் நுழைதல், யாதொரு நிலங்களை அளவெடுத்தல், அடிமண்ணை தோண்டுதல் அல்லது ஆழ்துளையிடுதல் மற்றும் இது தொடர்பான அனைத்து செயல்களையும் முறையாகச் செயல்படுத்த கேட்புத்துறையான, இணைை இயக்குநர் / திட்ட இயக்குநர், மாவட்ட ஊரக வளர்ச்சி மற்றும் ஊராட்சித்துறை, திருச்சிராப்பள்ளி மற்றும் அவரது பணியாளருக்கு அதிகாரமளிக்குமாறு அரசிடம் கேட்டுக் கொள்ளப்படுகிறது.

இச்சட்டத்தின் 11 (4) ஆம் பிரிவின் கீழ், யாதொரு நபரும் நிலத்தை விற்பனை செய்தல்/வாங்குதல் போன்ற யாதொரு பரிமாற்றங்களில் ஈடுபடுதல் அல்லது பரிமாற்றங்கள் செய்தல் அல்லது மாவட்ட ஆட்சியரின் முன் அங்கீகாரம் இன்றி இந்த அறிவிக்கை வெளியிடப்பட்ட நாளிலிருந்து யாதொரு வில்லங்கங்களையும் ஏற்படுத்த இயலாது.

கையகப்படுத்துதல் தொடர்பாக மறுப்புரை ஏதேனும் இருப்பின் இச்சட்டத்தின் 15-ஆம் பிரிவின் கீழ் தெரிவிக்கப்பட்டுள்ளவாறு, இந்த அறிவிக்கை வெளியிடப்பட்ட

N A D U O N நாளிலிருந்து 60 நாட்களுக்குள் (அறுபது நாட்களுக்குள்ளாக) பற்றுள்ளவர் அதனை, மாவட்ட ஆட்சியரிடம் அளிக்கலாம்."
