The following Government order is published:-

WHEREAS, complaints have been received from a number of depositors that Messrs PDF Estates India Limited, Kanniyakumari District, a financial establishment, has defaulted the return of deposits made by the depositors after maturity;

AND WHEREAS, it is alleged that the accused No.4-A.Ramadhas of the said financial establishment has procured the immovable properties specified in serial numbers 3 and 4 of the Schedule to this Order in the name of his wife Tmt.Thamarai Selvi, from and out of the deposits collected by the financial establishment;

AND WHEREAS, since, the immovable properties specified above are not sufficient to repay the deposits to the depositors, it is proposed to attach other properties of Miss.Karunya, D/o.M.Raphael (A2) (property settled to his daughter) and Thiru.G.Visuvasam (A5) of the said financial establishment as specified in serial numbers 1 and 2 of the Schedule to the Order, respectively which were purchased prior to the commencement of business of the said financial establishment.

NOW, THEREFORE, in exercise of the powers conferred by Section 3 of the Tamil Nadu Protection of Interests of Depositors (in Financial Establishments) Act, 1997 (Tamil Nadu Act 44 of 1997), the Governor of Tamil Nadu hereby makes an ad-interim Order attaching the immovable properties in the name of the Directors of the defaulted financial establishment Messrs PDF Estates India Limited, functioned at Thangam Building, Bharathiyar Street, Marthandam, Kanniyakumari District, as specified in the Schedule to this Order and transfers the control over the said immovable properties to the Competent Authority, namely, the Competent Authority and District Revenue Officer, Kanniyakumari District appointed under the said Act.

The Competent Authority and District Revenue Officer, Kanniyakumari District is requested to pursue further action in accordance with the procedure laid down in sub-sections (3) and (4) of section 4 of the said Act and also the formalities prescribed in the Tamil Nadu Protection of Interests of Depositors (in Financial Establishments) Rules, 1997.

This Notification shall come into force with effect on and from the date of its publication in the Tamil Nadu Government Gazette.

(3) Wherever the existing wages are higher than the minimum wages fixed herein, the same shall be continued to be paid.

Revision of minimum rates of wages for the employment

Dhoti.- Extra wages shall be paid for the extra work. The rate of extra wages vary from 5% to 15% or even more on the basic wages depending upon the size of the pattu border design.

Sarees.- Extra wages shall be paid for the extra work. The rate of extra wages vary from 5% to 20% or even more on the basic wages depending upon the Merit/Technique involved in the extra work (Border, Butta and Mundhi design etc.,)

Explanations.- (1) Dearness Allowance.- In addition to the minimum rates of basic wages fixed above, dearness allowance shall be paid as indicated below:-

(i)Dearness allowance shall be paid at the rate of 10% of the basic wages plus extra wages linked with the productivity from the date of publication of this Notification in the Tamil Nadu Government Gazette.

(ii)Additional increase of 5% on the prevailing basic wages plus extra wages shall be granted every year on the first April till the next revision.

(2) Where the nature of work is the same no distinction in the payment of wages shall be made between men and women employees.

2. This Notification shall come into force with effect on and from the date of its publication in the Tamil Nadu Government Gazette.

No.II(2)/LWSD/61/2025.—In exercise of the powers conferred by section 27 of the Minimum Wages Act, 1948 (Central Act XI of 1948), the Governor of Tamil Nadu hereby makes the following amendment to Part – I of the Schedule to the said Act, the intention to do so having been previously published as required by the said section of the said Act.

*Note: Employee who works for 4 hours or less than 4 hours during a day shall be treated as a part-time worker.

Explanation.- (1) Dearness Allowance.- In addition to the minimum rates of basic wages fixed above, the employees shall be paid dearness allowance as indicated below:-

(i)The dearness allowance is linked to the average Chennai City Consumer Price Index for the year 2010, that is for Chennai 161 points with base year 2001=100 and for every raise of one point over and above 161 points, an increase of Rs.1.37 (One rupee and thirty seven paise only) per day shall be paid as dearness allowance.

(ii)The dearness allowance shall be calculated on the first January, first April, first July and first October of every year based on the average Consumer Price Index of Chennai City with base year 2001=100, for the second previous quarter beginning from first July, first October, first January and first April respectively.

(iii)The first calculation shall thus be effective from the date of publication of this Notification in the Tamil Nadu Government Gazette, based on the method as prescribed above
