In the letter first read above, the Registrar (District Judiciary), High Court,Madras has sent a letter seeking approval for premature condemnation of old Ambassador car bearing Registration No. TN-45-G-0754 which was allotted to the Presiding Officer, Labour Court, Tiruchirappalli after obtaining the recommendations from an Expert Committee and has requested the orders of the Government for premature condemnation of the said old Ambassador car.

ORDER: No.95, Labour Welfare and Skill Development

(D2), dated 25th February 2025.

2. The Government after careful examination of the request in the light of the recommendations made in the letter second read above, hereby accept the proposal of Registrar (District Judiciary), High Court, Madras and issue orders accordingly for the premature condemnation of the old Ambassador car bearing Registration No. TN-45-G-0754 allotted for the use of the Presiding Officer, Labour Court, Tiruchirappalli, subject to the condition that premature condemnation of the vehicle bearing Registration No. TN-45-G-0754 which have not fulfilled the conditions for condemnation imposed in G.O.(Ms). No. 2275, Home (Transport- E) department, dated 24.11.2021 should be scrupulously adhered to other conditions mentioned for disposal of the condemned vehicles issued in G.O.(Ms) No.2275,Home (Transport- E) Department, dated 10.10.1990 and G.O. (Ms) No.529, Home (Transport- IV) Department, dated 24.11.2021.

Draft Notification.

In exercise of the powers conferred by clause (b) of sub-section (1) of Section 3 and sub-section (2) of Section 5 of the Minimum Wages Act, 1948 (Central Act XI of 1948) and in supersession of the Labour and Employment Department Notification No. II(2) LE/378/2019, published at pages 246 and 247 of Part II—Section 2 of the Tamil Nadu Government Gazette, dated the 7th July 2021, the Governor of Tamil Nadu hereby revises the minimum rates of wages payable to the classes of employees in the Employment in Paper and other incidental processes connected with hand made paper Industry in the State of Tamil Nadu specified in column (1) of the Schedule below, as specified in the corresponding entries in column (2) thereof.

Explanations:- (1) Dearness Allowance.- In addition to the minimum raates of basic wages fixed above, the employees shall be paid dearness allowance as indicated below:-

1. The dearness allowance is linked to the Average Chennai City Consumer Price Index for the year 2010, that is 161 points (with base 2001=100) and for every rise of one point over and above 161 points, an increase of Rs. 43.00 (Rupees forty three only) per month shall be paid as dearness allowance.

2. The dearness allowance shall be calculated on the 1st April of every year on the basis of the average of the indices for the preceding twelve months, that is from January to December.

3. The first calculation shall be effective from the date of publication of the Notification in the Tamil Nadu Government Gazette based on the Average Chennai City Consumer Price Index Number for the previous year.

(2) Where the nature of work is the same, no distinction in the payment of wages shall be made between men and women employees.

(3) To arrive at daily rates of wages, the monthly wages shall be divided by 26.

(4) Wherever the existing wages are higher than the minimum wages fixed herein, the same shall be continued to be paid.

(iii) ascertaining whether the employees continue to be entitled to the benefits provided by the employer in cash and in kind, being benefits in consideration of which exemption is being granted under this Notification; or (iv) ascertaining whether any of the provisions of the said Act had been complied with during the period when such provisions were in force in relation to the said workshops and stores be empowered to,-

No.II(2)/LWSD/242/2025.—In exercise of the powers conferred by Section 87 & 88 read with section 91A of the Employees State Insurance Act, 1948 (Central Act XXXIV of 1948), the Governor of Tamil Nadu hereby exempts the Tamil Nadu Co-operative Milk Producers Federation Limited, Chennai from the operation of the said Act for the period of one year from 01.02.2025 to 31.01.2026.

(1) The above exemption is subject to the following conditions, namely:-

(a) The aforesaid Management wherein the employees employed shall maintain a Register showing the names and designations of the exempted employees.

(b) Notwithstanding the exemption, the employees shall continue to receive such benefits under the said Act to which they might have become entitled to on the basis of the contributions paid prior to the date from which exemption granted by this Notification operates.

(a) require the principal or immediate employer to furnish to him such information as he may consider necessary, or

(b) enter any Management, office or other premises occupied by such principal or immediate employer at any reasonable time and require any person found in charge thereof to produce to such Social Security Officer or other official and allow him to examine such documents, books and other documents relating to the employment of persons and payment of wages or to furnish to him such information as he may consider necessary; or (c) examine the principal or immediate employer, his agent or servant, or any person found in such Management office or other premises, or any person when the said Social Security Officer or other official has reasonable cause to believe to have been an employee, or

(d) make copies of or take extracts from any register, account book or other document maintained in such Management office or other premises.

(ii) ascertaining whether registers and records were maintained as required by the Employees State Insurance (General) Regulations, 1950 for the said period; or

During the Expert Committee meetings held on 13.01.2025 and 24.01.2025, the Committee accepted to recommend certain categories of disabilities as suitable for Differently Abled Persons in respect of Social Welfare and Women Empowerment Departments posts namely Noon Meal Organizer, Cook and Cook Assistant, Anganwadi Worker / Mini Angänwadi Worker and Anganwadi Helper.

4. The Government, after careful examination and based on the recommendation of the Expert Committee, decided to identify the following disability categories as suitable for the post of Noon Meal Organizer, Cook and Cook Assistant, Anganwadi Worker / Mini Anganwadi Worker and Anganwadi Helper in Social Welfare and Women Empowerment Department:
