GUIDELINES FOR CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT

In exercise of the powers vested under section 3,6 and 25 of the Environment (Protection) Act, 1986 (Central Act 29 of 1986), this Central Government have made the Solid Waste Management rules, 2016 to regulate the Management of Construction & Demolition Waste. The Construction & Demolition Waste Management rules, 2016 shall apply to every Municipal authority which shall, within their territorial area be responsible for the implementation of the provisions of these rules, and for any infrastructure development for collection, storage, segregation, transportation, processing and disposal of Construction & Demolition Waste.

In exercise of the powers conferred under section 199 of TNULB ACT and the Construction & Demolition Waste Management rules, 2016 and in order to ensure effective Construction & Demolition Waste Management in the Corporation of Chennai, the council hereby makes the Construction and demolition waste management Guidelines 2025.

Whereas, the Construction & Demolition Waste Management Rules 2016, specify that Construction and Demolition Waste or Debris shall be separately collected and disposed off. Consequently, the following guidelines are issued.

01. Definitions:- In these Guidelines unless the context, otherwise requires:

(a) Construction and Demolition Waste

C&D waste means, wastes from building materials, debris and rubble resulting from construction, re-modeling, repair and demolition operation. It excludes steel, aluminum, wood and other components currently being salvaged for reuse or re-cycling.

(b) Construction/Demolition Waste Collection Centres

C&D waste Site means, a site designated by GCC for each zone, fulfilling the request parameters.

(c) Debris and Rubbish(Inerts): Includes dust, road sweepings, drain silt, ashes, broken bricks, mortar, broken glass, Construction and Demolition Waste and similar siliceous non-compostable and non-combustible waste but does not include non-recyclable wastes and rejects and hazardous wastes, such as (explosive and related products, fuels and heating oil, chemical admixtures, transformers, Tar and Tar products etc) and those indicatively listed in Annexure-2.

[ 1 ]2 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY (d) Demolition: means dismantling, razing, destroying or wrecking of a building or structure or any part thereof by any means.

(e) Dismantling: means reverse construction so as to obtain segregated types of C and D waste which will facilitate its reuse or recycling and shall be invariably practiced when bringing down or removing part or all of an existing structure.

(f) Empanelled Vendor: means a party approved by GCC after scrutiny and listed on its website as eligible to transport and/or process and/or recycles Construction and Demolition waste and Debris from an occupier's site to a GCC specified destination as in Annexure 1and may include the lorry owners register in GCC for transporting Construction & Demolition waste mentioned in GCC website.

(g) Occupiers: includes builder/developer or any person for the time being owning or occupying any site, constructed portion or paying or liable to pay to the owner, the rent or any portion of the rent of any vacant land or building or part of the same or a party defined as Occupier in any building contractor - Joint Development Agreement.

(h) Waste Generator: is defined by the C&D Rules as any person or association of persons or instructs residential and commercial establishments including Indian railways, airport, port and harbor and defence establishments who undertakes construction or demolition of any civil structure which generate C&D Waste. For this purpose "waste generators" shall be divided into four types and the definition for different types of waste generators are follows.

i. Micro generators: The small generation who occasionally generate C&D Waste less than 1 MT from minor house repairs, broken ceramic sanitary ware like tiles, bathtubs, commodes, washbasins etc. may dump in the locations specified in Annexure 3 other wise inform to GCC toll free number 1913 and get free service.

ii. Small Generators: Those that generate C&D waste during building renovation, remodeling or repairor maintenance works etc. where the total amount of C&D Waste generated in the entire project is more than 1 MT and less than 20 MT per day.If the C&D Waste generation is less than 1 MT may dump in the location as in Annexure 3 and more than 1 MT to dispose at the processing centre as in Annexure 1. It is clarified that if the project generates (a) an aggregate of 300 MT of C&D Waste per month and/or (b) pertains to demolition work covering an area equal to or more than 600 square metres, and/or (c) construction or building repair work covering an area equal to or more than of 6000 square metres, the waste generator will not be considered as a "Small Generator" and will have to comply with the requirements of a "Bulk waste generator"

iii. Bulk waste generators: Waste generators who generate (a) 20 MT or more in one day or 300 MT per project in a month as identified separately in the C&D Rules and/or (b) demolition work covering an area equal to or more than 600 square metres, and/or (C) construction or building repair work covering an area equal to or more than 6000 square metres. They shall dispose the C&D waste at the location as in Annexure 1.

iv. Service Providers: They are defined as authorities who provide services like water, sewerage, electricity, telephone, roads, drainage etc. who often generate C&D Waste during their activities, which include excavation, demolition and civil work. For Greater Chennai Corporation, the following and their subsidiary organisations shall be indicatively considered as "Service Providers":

• Public Works Department (PWD) and Central Public Works Department (CPWD) • Chennai Metro Rail Corporation (CMRL)

• National Highways Authority of India (NHAI)

• Airport Authority of India, Chennai (AAI, Chennai)

• Indian Railways

• Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB)

• Chennai Metropolitan Development Authority (CMDA)

• Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO)TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY 3 • Tamil Nadu Road Development Corporation (TNRDC)

• Tamil Nadu Electricity Board (TNEB)

• Tamil Nadu Urban Habitat Development Board (TNUHDB)

• Tamil Nadu Water Supply and Drainage Board (TWADB)

It is highlighted that GCC can introduce additional categories of waste generators for better management of C&D Waste if they deem fit.

02. No wastes of any kind shall be deposited at any time by occupiers on streets/besides the streets, pavements, drains, public spaces or vacant sites, or any location which will lead to nuisance to the public.

03. No waste of any kind shall be deposited at any time in any low lying areas other than those listed in Annexure-1 and Annexure 3 notified by GCC as processing sites as it would affect movement of surface water, ground water recharge. Violations will attract fines as specified from time to time.

04. The respective occupiers/owners/developers of a construction project shall be solely responsible for removal/transport/disposal of their C and D waste.

05. For occupiers generating small quantities of C and D waste and debris during repair or minor renovation the occupiers shall keep all types of C and D wastes, inerts and debris within their own premises until arranged so by the occupier for collection by their own or by GCC authorized Construction and Demolition waste transporters or empanelled vendors or lorry owners authorized by GCC to collect Construction & Demolition waste from door steps. The occupiers can contact GCC's website for hiring services of the Construction and Demolition waste transporters or empanelled vendors or the GCC authorized Concessionaires and to pay necessary collection and transportation charges to transporters and pay for processing fee as given in Annexure -5 to Greater Chennai Corporation.

06. All generators shall not mix such Construction and Demolition wastes, inerts and debris with any other category of waste like wet waste, recyclable waste or any other types of wastes such as MSW, Plastic, Packaging material, gypsum, etc.

07. All hazardous wastes (explosive and related products fuels and heating oil, chemical admixtures, transformers Tar and Tar products etc) like those indicated in Annexure - 2 shall not be mixed with C and D waste but sent separately to TNPCB authorized recyclers or to hazardous waste disposal sites at their own cost and furnish proof of compliance whenever demanded.

08. Inert (especially Construction and Demolition waste) lying un-transported for 7 days(for small and bulk waste generators) or after the completion of work (for micro-generators) will be removed by the GCC and the cost of such removal will be collected with penalty, as indicated in Annexure – 6 from the owner/ occupier of the site by the respective ward Engineers.

09. The matters concerning roles and responsibilities of GCC are provided in Annexure – 4.

10. Non compliance of getting Constructions and Demolition Waste Management plan and payment of user charges will attract the penalties as per Annexure – 6.

11. It is Inevitable to penalize those who generate Construction and Demolition waste who do not comply with the one mentioned frame work as per Annexure - 7

LOCATION OF C&D WASTE COLLECTION CENTERS:

From the list below please select the preferred authorized location of disposal. Additional sites may be added to this list from time to time by the GCC. Kindly check the GCC website for additional options. A receipt has to be obtained for disposal from the transport service provider or the gate office of the disposal site where the Construction and Demolition waste is disposed by the Micro generators those generate less than 1 MT.

Period of safe disposal of waste shall be as in Point I below. The Safe disposal report shall be submitted to the concerned office.

I. Period of Reporting

a. For quantity less than 1 MT : After completion.

ROLES AND RESPONSIBILITIES OF GCC

 Awareness programs to be initiated for the public, which will mainly focus on spreading information about the construction waste management practices & guidelines.

 A user friendly customer service helpline (toll free number) will be created exclusively for this program.

 Helpline will be operational in one central location in Chennai.

 Once call lands in the helpline, the intimation will be given to the respective zonal office of GCC.

 The GCC authorities will in turn send the vehicles to pick up the wastes from multiple locations in one go.

 After pick up, disposal of the waste in the designated debris disposal area will be carried out.

 Once disposal is completed, GCC authority will report back to the call centre location who will in turn record the completion of work.

ANNEXURE –5

ILLUSTRATIVE RATES FOR SERVICE CHARGES

* These rates are indicative and, in the event, the GCC wants to change the Service fee from the above-mentioned rates due to any reason, it should cover the following costs for the GCC and /or private service provider on an aggregate basis:

1. Loading of C&D waste (manpower and equipment such as JCB) and Transportation costs from waste generation point to C&D waste collection centres / waste processing facilities (i.e fuel, maintenance costs of the vehicles and manpower) @ Rs.2500/- per MT

2. Costs of processing C&D Waste at the processing facilities @ Rs.800/- per MT GCC will prescribe separate service charges fees for different C&D Waste management activities whenever new technologies are implemented. All payment gates will be available in GCC website.

சுற்றுச்சூழல் (பாதுகாப்பு) சட்டம், 1986 (மத்திய சட்டம் 29, 1986) பிரிவு 3,6 மற்றும் 25ன் கீழ் வழங்கப்பட்டுள்ள அதிகாரங்களைப் பயன்படுத்தி, கட்டுமானம் மற்றும் இடிபாட்டு கழிவுகளை நிர்வகிப்பதற்காக, திடக்கழிவு மேலாண்மை விதிகள், 2016ஐ மத்திய அரசு உருவாக்கியுள்ளது. கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவு மேலாண்மை விதிகள், 2016 ஒவ்வொரு நகர்புற உள்ளாட்சி அமைப்புகளுக்கும் பொருந்தும். இது அவர்களின் பிராந்திய பகுதிக்குள், இந்த விதிகளை செயல்படுத்துவதற்கும், கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவுகளை சேகரித்தல், சேமித்தல், பிரித்தெடுத்தல், போக்குவரத்து, செயலாக்கம் மற்றும் அகற்றுவதற்கான எந்தவொரு உள்கட்டமைப்பு மேம்பாட்டிற்கும் பொறுப்பாகும்.

TNULB ACT இன் பிரிவு 199 இன் கீழ் வழங்கப்பட்ட அதிகாரங்களைப் பயன்படுத்தி மற்றும் கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவு மேலாண்மை விதிகள், 2016 வழிகாட்டு முறைகள்ஆகியவற்றை பின்பற்றி பெருநகர சென்னை மாநகராட்சியின் கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவு மேலாண்மை வழிகாட்டுதல்கள் 2025 தயாரிக்கப்பட்டுள்ளது.

கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவு மேலாண்மை விதிகள் 2016–ன்படி, கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவுகள் அல்லது குப்பைகள் தனித்தனியாக சேகரிக்கப்பட்டு அகற்றப்பட வேண்டும் என்று குறிப்பிடுகிறது. இதன் தொடர்பாக, பின்வரும் வழிகாட்டுதல்கள் வெளியிடப்படுகின்றன.

01. வரையறைகள்:- இந்த வழிகாட்டுதல்களில் இருப்பதைத் தவிர கீழ்கண்ட வரையறைகள்:

(அ) கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவுகள்(அ) கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவுகள்

கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவுகள் என்றால், கட்டுமானப் பொருட்கள், குப்பைகள் மற்றும் இடிபாடுகள் ஆகியவற்றின் கழிவுகள், கட்டுமானம், புனரமைத்தல், பழுது மற்றும் இடிமானத்தின் இதில் எஃகு, அலுமினியம், மரம் மற்றும் மறுபயன்பாட்டுக்கு பெறப்படும் கழிவுகள் அல்லது மறுசுழற்சிக்காக தற்போது மீட்கப்படும் பிற கூறுகள் அடங்காது.

(ஆ) கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவுகள் சேமிக்க நியமிக்கப்பட்ட மையங்கள். (ஆ) கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவுகள் சேமிக்க நியமிக்கப்பட்ட மையங்கள்.

கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவு தளம் என்பது, உரிய அளவுருக்களைப் பின்பற்றி ஒவ்வொரு மண்டலத்திற்கும் பெருநகர சென்னை மாநகராட்சியால் நியமிக்கப்பட்ட மையம் ஆகும்.

(இ) கழிவுபொருட்கள் மற்றும் குப்பைகள் (செயலற்றவை): (இ) கழிவுபொருட்கள் மற்றும் குப்பைகள் (செயலற்றவை):

தூசி, சாலையினை சுத்தம் செய்த கழிவுகள், மழைநீர் வடிகால் வண்டல், சாம்பல், உடைந்த செங்கற்கல், சிமெண்ட் கலவை, உடைந்த கண்ணாடி, கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவுகள் மற்றும் மெல்லிய மக்காத மற்றும் மக்கும் கழிவுகள் ஆகியவை அடங்கும். ஆனால் மறுசுழற்சி செய்ய முடியாத கழிவுகள் நிராகரிக்கப்பட்ட அபாயகரமான கழிவுகள் (வெடிப்பொருட்கள் அதன் தொடர்புடைய பொருட்கள், எரிப்பொருள்கள், இரசாயன கலவைகள், மின்மாற்றிகள், தார் மற்றும் தார் பொருட்கள் போன்றவைகள்) மற்றும் இணைப்புல்–2 ல்இணைப்புல்–2 ல் சுட்டிக்காட்டப்பட்ட கழிவுகள் இதில் அடங்காது.

(ஈ) இடிமானம்: (ஈ) இடிமானம்:

ஒரு கட்டிடம் அல்லது கட்டமைப்பு போன்றவற்றை முழுவதுமாகவோ அல்லது பகுதியாகவோ இடித்தல் அல்லது தரைமட்டமாக்குதல்.

(உ) அகற்றுதல்: (உ) அகற்றுதல்:

மறுபயன்பாடு அல்லது மறுசுழற்சிக்கு உதவும் வகையில் பிரிக்கப்பட்ட கட்டிட மற்றும் இடிபாட்டுக் கழிவுகளைப் பெறுவது Reverse construction என்று பொருள்படும். மேலும் ஏற்கனவே உள்ள ஒரு கட்டமைப்பின் ஒரு பகுதி அல்லது முழுவதுமாக அகற்றும் போது இந்த நடைமுறை தவறாமல் நடைமுறைப்படுத்தப்படும்.

(ஊ) அங்கீகரிக்கப்பட்டவணிகர்: (ஊ) அங்கீகரிக்கப்பட்டவணிகர்:

உரிய ஆய்வுக்குப் பிறகு பெருநகர சென்னை மாநகராட்சியால் அங்கீகரிக்கப்பட்ட ஒரு தரப்பினர் மற்றும் பெருநகர சென்னை மாநகராட்சி இணையதளத்தில் பட்டியலிடப்பட்ட லாரி உரிமையாளர்கள், ஒரு கட்டிட உரிமையாளரின் தளத்திலிருந்து பெருநகர சென்னை மாநகராட்சியால் இனங்காணப்பட்ட கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவுகள் மற்றும் மறுசுழற்சி செய்ய கூடிய கட்டிட இடிபாடுகள் சேகரிக்க தகுதியுடையவர்களால் இணைப்பு 1-ல்இணைப்பு 1-ல் குறிப்பிட்ட இடங்களுக்கு கொண்டு செல்வது.

(எ) உரிமையாளர்: (எ) உரிமையாளர்:

பில்டர்/டெவலப்பர் அல்லது எந்தவொரு நபரையும் உள்ளடக்கியது. மேலும் தற்போது எந்தவொரு இடத்தையும் சொந்தமாகவோ, உரிமையாளருக்கு வாடகை செலுத்தி ஒருவரின் பயன்பாட்டில் ஆக்கிரமித்துள்ள கட்டிடம், கட்டிடங்களின் ஒரு பகுதி மற்றும் காலிமனை ஆகியோர் அடங்குவர். மேலும் கூட்டு ஒப்பந்தம் மூலம் உரிமைப்படுத்தப்பட்டவர், ஒரு கட்டிடம் மற்றும் காலி மனையினை பயன்படுத்தும் நபரும் இதில் அடங்குவர்.

(ஏ) கழிவுகள் உருவாக்குவோர். (ஏ) கழிவுகள் உருவாக்குவோர்.

எந்தவொரு தனி நபர் சங்கம் , இந்திய ரயில்வே, விமான நிலையம், துறைமுகம் கட்டிட மற்றும் இடிபாட்டுக் கழிவுகளை உருவாக்கும் அனைத்து கட்டுமானங்கள், இடிமானங்கள் மேற்கொள்ளும் குடியிருப்பு மற்றும் வணிக நிறுவனங்கள் ஆகியோர் கழிவுகள் உருவாக்குவோர் என கட்டிட மற்றும் இடிபாட்டுக் கழிவுகள் மேலாண்மை விதிகளில் குறிப்பிடப்படுகிறது. "கழிவுகள் உருவாக்குவோர்" நான்கு வகைகளாகப் பிரிக்கப்பட்டு அவர்களின் வெவ்வேறு வகையான கழிவு உற்பத்தியாளர்களுக்கான வரையறைகள் கீழ்கண்டவாறு :-

i. மிகச்சிறிய அளவில் கழிவுகள் உருவாக்குவோர்: i. மிகச்சிறிய அளவில் கழிவுகள் உருவாக்குவோர்:

சிறிய வீடுகள் பழுதுபார்ப்பு, ஓடுகள், குளியல் தொட்டிகள், அலமாரிகள், வாஷ்பேசின்கள் உடைந்த பீங்கான் சானிட்டரி பொருட்கள் மூலம் 1000 கிலோவுக்கும் குறைவாக கட்டிட மற்றும் இடிபாட்டுக் கழிவுகளை எப்போதாவது உருவாக்கும் மிகச்சிறிய அளவில் கழிவுகள் உருவாக்குவோர் இணைப்பு 3 இல்இணைப்பு 3 இல் குறிப்பிடப்பட்டுள்ள இடங்களில் கழிவுகளை அளிக்கலாம் அல்லது பெருநகர சென்னை மாநகராட்சியின் இலவச புகார் எண் 1913 ல் தெரிவித்து இலவச சேவையை பெறலாம்.

ii சிறிய அளவில் கழிவுகள் உருவாக்குவோர்: கட்டிடம் புதுப்பித்தல், மறுவடிவமைப்பு, பழுதுபார்ப்பு மற்றும் பராமரிப்பு ii சிறிய அளவில் கழிவுகள் உருவாக்குவோர்: பணிகள் போன்றவற்றின் போது கட்டிட மற்றும் இடிபாட்டுக் கழிவுகள் உருவாகின்றன. ஒரு திட்டத்தின் மூலம் மொத்த கட்டிட மற்றும் இடிபாட்டுக் கழிவுகள் ஒரு மெட்ரிக் டன்னிற்கு அதிகமாகவும் ஒரு நாளைக்கு 20 MT க்கும் குறைவாக உருவாக்குவோர் இதில் அடங்குவர். கட்டிட மற்றும் இடிபாட்டுக் கழிவு உற்பத்தி ஒரு மெட்ரிக் டன் வரை இருந்தால், இணைப்பு 3இணைப்பு 3 இல்இல் உள்ள இடத்திலும், ஒரு மெட்ரிக் டன்னிற்கு கூடுதலாக இருந்தால் இணைப்பு 1 இல்இணைப்பு 1 இல் உள்ள செயலாக்க மையத்திலும் அளிக்க வேண்டும்.

மேலும், ஒரு திட்டங்கள் மூலம் (அ) ஒரு மாதத்திற்கு 300 மெட்ரிக் டன் கட்டிட மற்றும் இடிபாட்டுக் கழிவுகளை உருவாக்கினாலோ மற்றும்/அல்லது (ஆ) 600 சதுர மீட்டருக்கு சமமான அல்லது அதற்கு மேற்பட்ட பரப்பளவு கொண்ட கட்டிடத்தினை இடிக்கும் பணி மற்றும்/அல்லது (இ) கட்டுமானம் அல்லது பழுதுபார்க்கும் பணிகள் 6000 சதுர மீட்டர் பரப்பளவிற்கு சமமான அல்லது அதற்கு மேற்பட்ட பரப்பளவை உள்ளடக்கியதாக இருந்தால், பெருமளவிலான கழிவுகள் உருவாக்குவோர் வகையினைச் சார்ந்தவராக கருதப்படும் தேவைகளுக்கு இணங்க வேண்டும்.

iii. பெருமளவு கழிவுகள் உருவாக்குவோர்: ஒரு நாளில் (அ) 20 மெட்ரிக் டன் அல்லது அதற்கு மேல் அல்லது iii. பெருமளவு கழிவுகள் உருவாக்குவோர்: ஒரு மாதத்திற்கு 300 மெட்ரிக் டன் கழிவு உற்பத்தி செய்யும் கழிவுகள் உருவாக்குவோர், மற்றும்/அல்லது (ஆ) 600 சதுர மீட்டருக்கு சமமான அல்லது அதற்கு மேற்பட்ட பரப்பளவு கொண்ட கட்டிடத்தின் இடிக்கும்பணி, மற்றும்/அல்லது (இ) 6000 சதுர மீட்டர் பரப்பளவில் கட்டுமானம் அல்லது பழுதுபார்க்கும் பணிகளை மேற்கொள்பவர்கள் கட்டிட மற்றும் இடிபாட்டுக் கழிவுகளை அவர்கள் இடத்திலேயே சேமித்து, இணைப்பு 1 ல் குறிப்பிட்டுள்ள இடத்திற்கு சென்று சேர்க்க வேண்டும்.

iv. சேவை வழங்குநர்கள்: குடிநீர், கழிவுநீர், மின்சாரம், தொலைபேசி, மற்றும் சாலைகள், போன்ற சேவைகளை iv. சேவை வழங்குநர்கள்: வழங்கும் நிறுவனங்கள் சேவை வழங்குநர்களாக வரையறுக்கப்படுகின்றனர். பெருநகர சென்னை மாநகராட்சியில் பின்வரும் மற்றும் அவற்றின் துணை நிறுவனங்கள் "சேவை வழங்குநர்கள்" எனக் குறிக்கப்படும்:

• பொதுப்பணித்துறை (PWD) மற்றும் மத்திய பொதுப்பணித் துறை (CPWD)

• சென்னை மெட்ரோ ரயில் கார்ப்பரேஷன் (CMRL)

• இந்திய தேசிய நெடுஞ்சாலைகள் ஆணையம் (NHAI)

• இந்திய விமான நிலைய ஆணையம், சென்னை (AAI, சென்னை)

• தமிழ் நாடு நகர்ப்புற வாழ்விட மேம்பாட்டு வாரியம் (TNUHDB)

• இந்திய ரயில்வே

• சென்னை பெருநகர குடிநீர் வழங்கல் மற்றும் கழிவுநீர் வாரியம் (CMWSSB)

• சென்னை பெருநகர வளர்ச்சி ஆணையம் (CMDA)

• தமிழ்நாடு மின்உற்பத்தி மற்றும் விநியோகக் கழகம் லிமிடெட் (TANGEDCO)

• தமிழ்நாடு சாலை மேம்பாட்டு நிறுவனம் (TNRDC)

• தமிழ்நாடு மின்சார வாரியம் (TNEB)

• தமிழ்நாடு நகர்ப்புற வாழ்வாதார மேம்பாட்டு வாரியம் (TNUHDB)

• தமிழ்நாடு குடிநீர் வடிகால் வாரியம் (TWAD)

கட்டிடம் மற்றும் இடிபாட்டு கழிவுகளை சிறப்பாக நிர்வகிப்பதற்காக, பெருநகர சென்னை மாநகராட்சியிலேயே கூடுதலாக சேவை வழங்குனர்கள் தேவைப்படின் இணைக்கலாம்.

02. தெருக்கள், நடைபாதைகள், மழைநீர் வடிகால்கள், பொது இடங்கள் அல்லது காலி மனைகள் மற்றும் பொதுமக்களுக்கு இடையூறு விளைவிக்கும் வகையில் எந்த ஒரு இடத்திலும் உரிமையாளர்களால் கட்டிடக் கழிவுகள் எந்த வகையிலும் எந்த நேரத்திலும் கொட்டக்கூடாது.

03. நீரின் போக்கு , நிலத்தடி நீர் ரீசார்ஜ் ஆகியவற்றைப் பாதிக்கும் வகையில், செயலாக்கத் தளங்களாக பெருநகர சென்னை மாநகராட்சியால் அறிவிக்கப்பட்ட இணைப்பு–1 மற்றும் இணைப்பு 3 இல் பட்டியலிடப்பட்டுள்ள இடங்கள் தவிர, தாழ்வான பகுதிகளில் எந்த விதமான கழிவுகளும் எந்த நேரத்திலும் கொட்டக்கூடாது. விதிமீறல்களுக்கு அவ்வப்போது குறிப்பிட்டபடி அபராதம் விதிக்கப்படும்.

04. ஒரு கட்டுமானத் திட்டத்தின் சம்பந்தப்பட்ட ஆக்கிரமிப்பாளர்கள் / உரிமையாளர்கள்/ டெவலப்பர்கள், ஆகியோர் அவர்களால் உருவாக்கப்படும் மற்றும் கழிவுகளை அகற்றுதல்/செயலாக்கம் ஆகியவற்றிற்கு அவர்களே பொறுப்பாவார்கள்.

05. பழுதுபார்க்கும் போது அல்லது சிறிய சீரமைப்பு பணியின் போது சிறிய அளவிலான கட்டிடம் மற்றும் இடிபாட்டு கழிவுகள் மற்றும் குப்பைகளை உருவாக்கும் கட்டிடஆக்கிரமிப்பாளர்கள்/உரிமையாளர்கள் அனைத்து வகையான கட்டிடம் மற்றும் இடிபாட்டுகழிவுகள், செயலாக்க முடியாத குப்பைகளை தங்கள் சொந்த வளாகத்தில் குறிப்பிட்டஇடத்தில் சேமித்து வைத்திருக்க வேண்டும். கட்டிட வளாகத்தில் இருந்து கட்டுமானமற்றும் இடிப்பாட்டு கழிவுகளை அகற்றுதல் கட்டிட ஆக்கிரமிப்பாளர்கள் / உரிமையளர்கள், கட்டுமானம் மற்றும் இடிபாட்டுக் கழிவுகளை அகற்றும் வாகன ஒப்பந்ததாரர், அங்கீகரிக்கப்பட்ட விற்பனையாளர்கள் மற்றும் பெருநகர சென்னை மாநகராட்சியால் அங்கீகரிக்கப்பட்ட ஒப்பந்ததாரர்களின் சேவைகளைப் பெறுவதற்கும், டிரான்ஸ்போர்ட்டர்களுக்கு தேவையான அகற்றுதல் மற்றும் போக்குவரத்துக் கட்டணங்களைச் செலுத்துவதற்கும், பெருநகர சென்னை மாநகராட்சியின் செயலாக்க கட்டணத்கை செலுத்துவதற்கும் இணைப்பு–5 இல்இணைப்பு–5 இல் கொடுக்கப்பட்டுள்ள வழிமுறைகளை பயன்படுத்தி கட்டணத்தை செலுத்தலாம். மேலும் கட்டணத்தை செலுத்துவதற்கு பெருநகர சென்னை மாநகராட்சியின் இணையதளத்தைத் தொடர்பு கொள்ளலாம்.

06. கட்டுமான மற்றும் இடிப்பாட்டுக் கழிவுகளை செயலாக்க முடியாத குப்பைகள் ஈரக் கழிவுகள், மறுசுழற்சி செய்யக்கூடிய கழிவுகள் மற்றும் வேறு எந்த வகை கழிவுகளானதிடக்கழிவுகள், நெகிழிபொருட்கள், சிப்பங்களுக்காக பயன்படுத்துப்படும் பொருட்கள், ஜிப்சம் போன்றவை கலக்கக் கூடாது.

07. இணைப்பு-2இணைப்பு-2 இல்இல் குறிப்பிடப்பட்டுள்ள அனைத்து அபாயகரமான கழிவுகளும் கட்டிட மற்றும் இடிபாட்டுக் கழிவுகளுடன் கலக்ககூடாது, மேற்கண்ட அபாயகரமான கழிவுகள் (வெடிப்பொருட்கள் அதன் தொடர்புடைய பொருட்கள், எரிபொருள்கள், இரசாயன கலவைகள், மின்மாற்றிகள், தார் மற்றும் தார் பொருட்கள் போன்றவைகள்) TNPCB அங்கீகரிக்கப்பட்ட மறுசுழற்சி செய்பவர்களுக்கோ அல்லது அபாயகரமான கழிவுகளை அகற்றும் தளங்களுக்கோ அவற்றின் கட்டிட உரிமையாளர்/ஆக்ரமிப்போர் தங்களின் சொந்த செலவில் தனித்தனியாக அனுப்ப வேண்டும். மற்றும் தேவைப்படும் போதெல்லாம் இணக்க சான்றுகளை வழங்க வேண்டும்.

08. சிறய மற்றும் அதிக அளவில் கழிவு உருவாக்குபவர்கள் அல்லது மிகச் சிறிய அளவிலான கழிவுகள் 7 நாட்களுக்குள் அகற்றப்படாமல் இருக்கும் கழிவுகள் (குறிப்பாக கட்டுமான மற்றும் இடிப்பாட்டுக் கழிவுகள்) பெருநகர சென்னை மாநகராட்சியால் அகற்றப்படும்.மேற்கண்ட கழிவுகள் அகற்றலுக்கான செலவு, அந்தந்த வார்டு பொறியாளர்களால், இணைப்பு–6 இல்இணைப்பு–6 இல் குறிப்பிடப்பட்டுள்ளபடி, அபராதத்துடன் வசூலிக்கப்படும்.

09. இதன் தொடர்பான விஷயங்களில் கடமைகள் மற்றும் பொறுப்புகள் இணைப்பு–4 ல்இணைப்பு–4 ல் குறிப்பிடப்பட்டுள்ளது.

10. கட்டுமானம் மற்றும் இடிபாடு கழிவு மேலாண்மை திட்டம் மற்றும் பயனாளர் கட்டணங்களை செலுத்தாமல் இருக்கும் பட்சத்தில் இணைப்பு 6 ன்இணைப்பு 6 ன் படி அபராதங்கள் விதிப்பது தவிர்க்க இயலாது.

11. கட்டிட மற்றும் இடிபாட்டுக் கழிவுகளை உருவாக்குபவர்கள் மேற்கூறிய வரை முறைகளுக்கு இணங்காதபோது, இணைப்பு 7 ல்இணைப்பு 7 ல் உள்ளவாறு அபரதங்கள் விதிப்பது தவிர்க்க இயலாது.

ஒரு மெட்ரிக் டன்னிற்கு குறைவாக கழிவுகள் உற்பத்தி செய்யும் மிகச் சிறிய அளவில் கழிவுகள் உருவாக்குவோர் இத்தளத்திலேயோ அல்லது பெருநகர சென்னை மாநகராட்சி வலைத்தளங்களில் பதிவு செய்தால், கட்டிட கழிவுகள் இலவசமாக எடுத்துச் செல்லப்படும்

கழிவுகளை பாதுகாப்பாக அகற்றுவதற்கான காலம் கீழே உள்ள வரிசை எண்1 இல் உள்ளதைப் போன்று இருக்க வேண்டும்.

பாதுகாப்பான கழிவு அகற்றல் அறிக்கை சம்பந்தப்பட்ட அலுவலகத்திற்கு சமர்ப்பிக்கப்பட வேண்டும்.

 இந்தத் திட்டத்திற்காக பிரத்தியேகமாக ஒரு பயனாளர் நட்பு வாடிக்கையாளர் சேவை உதவி எண் (கட்டணமில்லா எண்) உருவாக்கப்படும்.

 சென்னையில் ஒரு மைய இடத்தில் உதவி மையம் செயல்படும்.

 உதவி எண்ணை அழைத்தவுடன், அந்தந்த பெருநகர சென்னைமாநகராட்சி மண்டல அலுவலகத்திற்கு தகவல் தெரிவிக்கப்படும்.

 பெருநகர சென்னைமாநகராட்சி அதிகாரிகள் ஒரே நேரத்தில் பல இடங்களிலிருந்து கழிவுகளை எடுக்க வாகனங்களை அனுப்புவார்கள்.

 கழிவுகளை எடுத்த பிறகு, பெருநகர சென்னை மாநகராட்சியின் கழிவுகளை செயலாக்கம் செய்யும் பகுதியில் சேர்க்கும் பணி மேற்கொள்ளப்படும்.

 கழிவுகள் அகற்றும் பணி முடிந்ததும், பெருநகர சென்னைமாநகராட்சி அதிகாரிகள் அழைப்பு மைய இடத்திற்குத் மீண்டும் பணி முடிவுற்ற அறிக்கையினை அளிப்பார்கள்.

* இந்த விகிதங்கள் மாறுதலுக்குட்பட்டது, ஏதேனும் காரணத்தால் பெருநகர சென்னை மாநகராட்சியில் மேலே குறிப்பிடப்பட்ட விகிதங்களிலிருந்து சேவைக் கட்டணத்தை மாற்ற விரும்பினால், பெருநகர சென்னை மாநகராட்சி மற்றும் தனியார் சேவை வழங்குநருக்கான மொத்த செலவுகளை அது ஈடுகட்ட வேண்டும்:

1. கட்டிட இடிபாட்டுக் கழிவுகளை (மனிதவளம் மற்றும் JCB போன்ற உபகரணங்கள்) ஏற்றுதல் மற்றும் கழிவு உற்பத்தி இடத்திலிருந்து கட்டிட இடிபாட்டுக் கழிவு சேகரிப்பு மையங்கள் / கழிவு பதப்படுத்தும் வசதிகளுக்கு அனுப்புவதற்கான போக்குவரத்துச் செலவு(அதாவது எரிபொருள், வாகனங்கள் மற்றும் மனிதவளத்தின் பராமரிப்பு செலவுகள்) ரூ.2500 /- 1 MT/

2. கட்டிட இடிபாட்டுக் கழிவுகளை செயலாக்கப்படுத்தப்படும் செயலாக்கக் செலவு ஒரு MTக்கு ரூ.800/- புதிய தொழில்நுட்பங்கள் செயல்படுத்தப்படும் போதெல்லாம் பெருநகர சென்னை மாநகராட்சி வெவ்வேறு கட்டிட இடிபாட்டுக் கழிவு மேலாண்மை நடவடிக்கைகளுக்கு தனித்தனி சேவை கட்டணங்களை பரிந்துரைக்கும்.
