Amendment to Notification.

No.II(2)/CTR/1148/2025.— In exercise of the powers conferred by clause (b) of sub-section (1) of Section 9 of the Indian Stamp Act,1899 (Central Act II of 1899), the Governor of Tamil Nadu hereby makes the following amendment to the Notification No.II(2)/CTR/669/2025 published in page 505 of Part II—Section 2 of the Tamil Nadu Government Gazette No.30, dated 30.07.2025 and extends the validity period upto 31.03.2027.
Amendment
For the expression "Rs. 4,60,00,000/- (Rupees Four Crore Sixty Lakh Only)" appearing in the said notification, the expression, "Rs. 6,60,00,000/- (Rupees Six Crore and Sixty Lakh Only)" shall be substituted.

No.II(2)/HO/1149/2025.—In exercise of the powers conferred by the proviso to sub-section (1) of Section 9 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Central Act 46 of 2023) and in supersession of Home Department Notification No.II(2)/HO/371/2008, published at pages 273 to 274 of Part II—Section 2 of the Tamil Nadu Government Gazette, dated the 20th August, 2008, the Governor of Tamil Nadu, after consultation with the High Court, Madras, hereby establishes the Courts of Judicial Magistrates specified in column (2) of the Schedule below as Special Courts for trial of cases filed under the Essential Commodities Act, 1955 (Central Act X of 1955) in addition to their regular work within the local area of the district specified in column (3) thereof.

Ms. No. 511, Home (Police-XVIII), 30th September 2025, புரட்டாசி 14, விசுவாவசு, திருவள்ளுவர் ஆண்டு-2056.] No.II(2)/HO/1151/2025.—The Governor of Tamil Nadu hereby notifies the following persons as experts for the purpose of clause (c) of sub-section (4) of section 63 of the Bharatiya Sakshya Adhiniyam, 2023 (Central Act 47 of 2023):-
I. Joint Directors, Deputy Directors, Assistant Directors, Scientific Officers and Junior Scientific Officers of the Tamil Nadu Forensic Science Department;
II. Officers in and above the rank of Sub-Inspectors (Technical) in Tamil Nadu Police Telecommunication Branch of the Tamil Nadu Police Department;
III. Police Personnel in and above the rank of Sub-Inspectors of Police (Taluk) of the Tamil Nadu Police Department having Degree or Diploma of Engineering or Science in Electronics and Communication or Electrical and Electronics or Computer Science or Information Technology or Computer Applications and Cyber Security.

c) The contribution for the exempted period, if already paid shall not be refunded.
(2) The employer of the said management shall submit in respect of the period during which that management was subject to the operation of the said Act (hereinafter referred to as "the said period") returns, in such form and containing such particulars as were due from it in respect of the said period under the Employees State Insurance (General) Regulations, 1950.
(3) Any Social Security Officer appointed by the Corporation under Sub-Section (1) of Section 45 of the said Act, or other official authorized in this behalf shall, for the purpose of,-
(i) verifying the particulars contained in any return submitted under Sub-Section (1) of Section 44 of the said Act for the said period; or
(ii) ascertaining whether registers and records were maintained as required by the Employees State Insurance (General) Regulations, 1950 for the said period; or (iii) ascertaining whether the employees continue to be entitled to the benefits provid ed by the employer in cash and in kind, being benefits in consideration of which exemption is being granted under this Notification; or (iv) ascertaining whether any of the provisions of the said Act had been complied with during the period when such provisions were in force in relation to the said workshops and stores be empowered to,-

[G.O.(D) No. 561, Labour Welfare and Skill Development (L1), 25th September 2025, புரட்டாசி 9, விசுவாவசு, திருவள்ளுவர் ஆண்டு-2056.]
No.II(2)/LWSD/1152/2025.—In exercise of the powers conferred by Section 87 read with Section 91-A of the Employees' State Insurance Act, 1948 (Central Act XXXIV of 1948), the Governor of Tamil Nadu hereby exempts M/s. Tamil Nadu State Marketing Corporation Limited, Chennai from the operation of the said Act for the further period of one year from 01.10.2025 to 30.09.2026.
(1) The above exemption is subject to the following conditions, namely:-
a) The aforesaid Management wherein the employees employed shall maintain a Register showing the names and designations of the exempted employees.
b) Notwithstanding the exemption, the employees shall continue to receive such benefits under the said Act to which they might have become entitled to on the basis a) require the principal or immediate employer to furnish to him such information as he may consider necessary; or
b) enter any management, office or other premises occupied by such principal or immediate employer at any reasonable time and require any person found in charge thereof to produce to such Social Security Officer or other official and allow him to examine such documents, books and other documents relating to the employment of persons and payment of wages or to furnish to him such information as he may consider necessary; or
c) examine the principal or immediate employer, his agent or servant, or any person found in such management office or other premises, or any person when the said Social Security Officer or other official has reasonable cause to believe to have been an employee; or735 Oct. 22, 2025] TAMIL NADU GOVERNMENT GAZETTE d) make copies of or take extracts from any register, account book or other document maintained in such management office or other premises

Revision of minimum rates of wages for Employment in

No.II(2)/LWSD/1153/2025.—The following draft Notification, which is proposed to be issued in exercise of the powers conferred by clause (b) of sub-section (1) of Section 3 and sub-section (2) of Section 5 of the Minimum Wages Act, 1948 (Central Act XI of 1948), is hereby published for information of all persons likely to be affected thereby, as required under clause (b) of sub-section (1) of Section 5 of the said Act.
2. Notice is hereby given that the draft Notification will be taken into consideration on or after the expiry of two months from the date of publication of this Notification in the Tamil Nadu Government Gazette and that any objection or suggestion, which may be received from any person with respect thereto, before the expiry of the aforesaid period will be considered by the Government of Tamil Nadu. Objection or suggestion, if any, should be addressed to the Secretary to Government, Labour Welfare and Skill Development Department, Secretariat, Chennai - 600 009 through the Commissioner of Labour, DMS Campus, Chennai - 600 006.

Explanations:-(1) Classification of Zones.- Zones A, B, C and D shall comprise of the following areas:-
Zone A -- Municipal Corporations.
Zone B -- Municipalities.
Zone C -- Town Panchayats.
Zone D -- Villages.
(2) Dearness Allowance.- In addition to the minimum rates of basic wages fixed above, the employees shall be paid dearness allowance as indicated below:-
(i) The dearness allowance is linked to the average Chennai City Consumer Price Index Number for the year 2010 (that is, 161 points with base736 TAMIL NADU GOVERNMENT GAZETTE [Part II—Sec. 2 2001=100) and for every rise of one point over and above 161 points, an increase of Rs.1.55 (Rupee one and paise fifty five only) per day shall be paid as dearness allowance.
(ii) The dearness allowance shall be calculated every year on the first April, on the basis of the average of the indices for the preceding twelve months, that is, from January to December.
(iii) The first calculation of the dearness allowance shall be effective from the date of publication of this Notification in the Tamil Nadu Government Gazette, based on the Average Consumer Price Index Number of the previous year.
(3) Where the same work or work of a similar nature is performed by women, no distinction in the payment of wages shall be made between men and women employees.
(4) To arrive at monthly wages, the daily wages shall be multiplied by 30.
(5) Wherever the existing wages are higher than the minimum wages fixed herein, the same shall be continued to be paid.

Explanations.- (1) The Classification of Zones shall be as follows:-
Zone-A : shall include all Corporations;
Zone-B : shall include all Municipalities;
Zone-C : shall include all places other than those in Zones A and B.
(2) Dearness Allowance: In addition to the minimum rates of basic wages fixed above, the employees shall be paid dearness allowance as indicated below:-
in the Tamil Nadu Government Gazette, based on the average of Chennai City Consumer Price Index Number for the previous year.
(3) Where the nature of work is the same, no distinction in the payment of wages shall be made between men and women employees.
(4) To arrive at daily wages, the monthly wages shall be divid ed by 26.
(5) Wherever the existing wages are higher than the minimum wages fixed herein, the same shall be continued to be paid.
Revision of minimum rates of wages for Employment in
Salt Pans under the Act.
(i) The dearness allowance is linked to the Average Chennai City Consumer Price Index for the year 2016, that is, 255 points (with base year 2001=100) and for every raise of one point over and above 255 points, an increase of Rs.27.61 (Rupees twenty seven and sixty one paise only) per month shall be paid as dearness allowance.
(ii) The dearness allowance shall be calculated on the first April of every year on the basis of the average of the indices for the preceding 12 (twelve) months, namely from January to December.

Explanations.- (1) Dearness Allowance: In addition to the minimum rates of wages fixed above, the employees shall be paid dearness allowance as indicated below:
Average Chennai City Consumer Price Index Number for the previous year.
(2) Where the nature of work is the same, no distinction in the payment of wages shall be made in the case of men and women employees.
(i) The dearness allowance is linked to the Average Chennai City Consumer Price Index for the year 2010, that is, 161 points (with base 2001-100) and for every raise of one point over and above 161 points, an increase of Rs.1.73 (Rupee one and paise seventy three only) per day shall be paid as dearness allowance.
(3) (i) To arrive at the daily rate of wages, the monthly rate of wages shall be divided by 26.
(ii) The dearness allowance shall be calculated on the first April of every year on the basis of the average of the indices for the preceding twelve months, that is, from January to December.
(ii) To arrive at the monthly rate of wages, the daily rate of wages shall be multiplied by 30.
