In order to facilitate inter cadre movement from one cadre to another cadre and to get exposure to various dimensions of administration within the Department, orders were issued in the G.O.6th read above, reserving 13% posts of Extension Officers (PR&RD) to Senior Assistants of Zilla Praja Parishads and Mandal Praja Parishads. In the similar analogy orders were issued in the G.O.1st read above, providing 10% superintendent posts of Zilla Praja Parishads and Mandal Praja Parishads be reserved for VDO Grade-I by appointment by transfer as per the 2 TELANGANA GAZETTE EXTRAORDINARY [Part VII eligibility. In pursuance of the said orders the A.P. Ministerial Service Rules were also amended to the effect in the G.O.2nd read above. Without examining the above policy of the Government, a wrong clarification was issued in the Govt. Memo.8th read above consequent to the said clarification, opportunity of the VDO Grade-I to get superintendent post in Zilla Praja Parishads and Mandal Praja Parishads was denied.
The Commissioner, Panchayat Raj & Rural Employment, Hyderabad has submitted proposals vide reference 9th read above to , restore the 10% quota of superintendent post to erstwhile VDO Grade-I category now Panchayat Secretaries Grade-I, and considering for amendment to G.O. in the reference 1st read above, by substituting the name of Panchayat Secretary Grade-I in place of VDO Grade-I. The President, Telangana, Panchayat Secretary Association has requested to issue a fresh memo by revising the memo in the reference 8th read above, to continue promotion to the post of Superintendents in MPPs and ZPPs to the VDOs Grade-I.) redesignated as Panchayat Secretaries Grade-I as per G.O. 1st read above.
When Senior Assistants are considered to promote Extension Officer (PR&RD) as per rules in force, there is no point in stopping Pt. Secretary Grade-I (VDO Grade-I) to go as a Superintendent on appointment by transfer since, APMS Rules (amended vide G.O. 2nd read above) clearly stipulated that 10% quota will go to VDO Grade-I now Pt. Secretary Grade-I for promotion to the post of Superintendents in Zilla Praja Parishads and Mandal Praja Parishads.VDOs Grade-I Executive Officers of Gram Panchayat are born in different cadre and the seniority lists of these cadres is being maintained separately while giving promotion to the Extension Officer (PR&RD) Dept. & RD as per the G.O. 7th read above. Hence, Separate seniority list for the VDO Grade-I and Executive Officers of Gram Panchayat are being maintained, Hence, the promotional avenue of VDO Grade-I (Now Panchayat Secretaries Grade-I) shall be continued as was done earlier and after.
Government after careful examination of the matter hereby order to continue and consider to fill up the 10% quota of Superintendent post to Pt. Secretary Grade-I, instead of considering only VDO Grade-I, duly superseding the clarification issued vide Govt. Memo.8th read above. Initially after exhausting the VDO Grade-I the quota remains for considering the Panchayat Secretaries Grade-I.
The Commissioner, Panchayat Raj & Rural Employment, Hyderabad is therefore directed to take further necessary action in the matter accordingly.
VIKAS RAJ,
Principal Secretary to Government (FAC).
