APPOINTMENT BY TRANSFER FROM POLICE CONSTABLE ( TELANGANA SPECIAL POLICE ) TO POLICE CONSTABLE ( ARMED RESERVE / SPECIAL ARMED RESERVE CENTRAL POLICE LINES ) - AMENDMENT TO THE SPECIAL RULES FOR TELANGANA POLICE SUBORDINATE SERVICE RULES .

Inexercise of the powers conferred by the proviso to article 309 of the Constitution of India , the Governor of Telangana hereby makes the following amendments to the Special Rulesfor Telangana Police Subordinate Service Rules issued in the G.O.Ms.No.1263 , General Administration (Rules) Department , dated: 26-8-1959 and subsequently as amended from time to time .
Theamendments hereby made shall be deemed to have come into force with effect from 01st July , 2023 .
AMENDMENT
Inthe said Rules , in Annexure - I , under class - I category 7 ( b) Constables (Armed Reserve, and Special Armed Reserve , Central Police Lines) in column (1 ) and the corresponding entries in col 2, 3 & 4 thereof, the following shall be substituted , namely : -

Inrespect of Police Districts , the Superintendent of Police concerned and in respect of Police Commissionerates , the Commissioner of Police concerned. In Special Armed Reserve Central Police Lines , the Commandant, Special Armed Reserve Central Police Lines.
(ii) Appointment by transfer from TGSP PCS
(Thedefinition and eligibility criteria of the categories "HG, CPP, CDI and NCC" shall be as per the provisions of the Telangana Police (Stipendiary Cadet Trainee) Rules issued by the Government of Telangana in G.O.Ms.No.315, Home (Police-C) Department, dated: 13-10-1999 and the amendments thereon)
In the said rules , in Annexure - II under class - I in column ( 1) for entries against category 7(b) Constables (Armed Reserve and Special Armed Reserve , Central Police Lines) for the corresponding entries in columns 1 , 2 and 3 thereof, the following shall be substituted namely: -

7(b) Constables (Armed Reserve and Special Armed Reserve , Central Police Lines)
As per Telangana Police ( Stipendiary Cadet Trainee) Rules, 1999
(b) Appointment by transfer:
The Police Constables ( TGSP) (Men ) will be eligible for appointment to the posts of Police Constables (AR) and PoliceConstables ( SARCPL) ( Men ) by transfer provided that;
( i) they are approved probationers ;
No agelimit
(ii ) they have served in the TGSP for not less than ten years on the first day of July of the year in which they are considered for transfer ;
(iii ) they have not come under any of the following categories:
(a) . Any major punishment in the entire service
(b) . Minor punishments - five or more in the entire service
(c) . Any punishment under operation
(d) . Under suspension or facing an oral enquiry
(e) . Declared as Deserter ( suffering desertion)
(f) . Facing any criminal proceedings
Selection procedure :
(i) Vacancies that arise between 1st July of the previous year and 30th June of the year are reckoned as the vacancies of that Panel Year .

(ii) (a) The vacancies of Police Constables (AR) reserved under the quota of ' appointment by transfer' shall be filled with only those who satisfy the definition of local candidate under the Presidential Order . The vacancies of Police Constables (SAR CPL) (Men ) under this quota shall be filled based on the entire state - wide list .
(b) If required number of eligible Police Constables of TGSP is not available to the extent of vacancies meant for Appointment by transfer in a panel year , such vacancies shall be carried forward to the next two (2) panel years.
(c) This provision will become effective for all the vacancies meant for Appointment by transfer effective from 1st July 2021 onwards .
(d) Filling - up of such Vacancies shall be in the chronological order of the vacancies arising in each panel year.
(e) Thereafter, the vacancies which remain unfilled for want of eligible candidates will be added to the vacancies to be filled by direct recruitment .
(iii ) Order of selection in the preparation of the list : Length of service in TGSP will be taken into account and wherever the length of service in TGSP is the same, then the date of birth of the candidate will be taken into account i.e. , the older person will be preferred.
(iv) The selection for appointment by transfer shall be done by the Chairman , Telangana State Level Police Recruitment Board .
TheDirector General of Police, Telangana , Hyderabad shall take further necessary action in the matter accordingly.
