अधिसूचना

राज्यपाल , " भारत के संविधान " के अनुच्छेद 162 , सपठित अनुच्छेद 283 (2) द्वारा प्रदत्त शक्तियों का प्रयोग करके मुख्यमंत्री राहत कोष नियमावली , 2013 में अग्रेत्तर संशोधन करने की दृष्टि से निम्नलिखित नियमावली बनाते हैं:-

मुख्यमंत्री राहत कोष (संशोधन) नियमावली, 2025

संक्षिप्त नाम और प्रारम्भ

1. (1 ) इस नियमावली का संक्षिप्त नाम मुख्यमंत्री राहत कोष (संशोधन) नियमावली, 2025 है ।

(2) यह नियमावली 17 दिसम्बर, 2013 से प्रवृत्त हुई समझी जायेगी ।

नियम 6 में संशोधन

मुख्यमंत्री राहत कोष नियमावली , 2013 के नियम 6 में स्तम्भ -1 में उल्लिखित विद्यमान उपनियम (4) के स्थान पर स्तम्भ 2 में उल्लिखित उपनियम रख दिया जायेगा, अर्थात्ः

एतद्वारा प्रतिस्थापित नियम

(4) कोष हेतु प्राप्त धनराशि की प्राप्ति रसीद आदेश

द्वारा अधिकृत अधिकारी या आहरण वितरण

अधिकारी द्वारा दी जायेगी तथा समस्त एकत्रित धनराशि इस निमित्त खोले गये अनुसूचित वाणिज्यिक बैंक (Scheduled Commercial Bank) के खाते में (4) कोष हेतु प्राप्त धनराशि की प्राप्ति रसीद आदेश द्वारा अधिकृत अधिकारी या आहरण वितरण अधिकारी द्वारा दी जायेगी तथा समस्त एकत्रित धनराशि इस निमित्त खोले गये राष्ट्रीयकृत बैंक के खाते में जमा की जायेगी ।

जमा की जायेगीः 2

परन्तु मुख्यमंत्री राहत कोष की धनराशि बैंकों में निम्न प्रतिबन्धों के साथ विनियोजित की जायेगी:-

(i) धनराशि जमा करते समय प्रतिस्पर्धी सौदे (CompetitiveDeal ) सुनिश्चित कर दिये जायें ।

(ii ) जहाँ तक सम्भव होगा धनराशि को कॉलेबल फिक्सड डिपॉजिट (Callable Fixed Deposit ) के रूप में विनियोजित/ जमा किया जायेगा ।

(iii) यह व्यवस्था State -SNA Sparsh लागू होने तक जारी रहेगी । एक बार State SNA Sparsh लागू हो जाने के बाद भुगतान केवल कोषागार के माध्यम से ही किया जायेगा ।

Inpursuance of the provisions of Clause ( 3 ) of article 348 of 'the Constitution of India' , the Governor is pleased to order the english translation of Notification No. 78 /XXXI - 17 / 32/ 2013-14, dated May 23 , 2025for general information:

In exercise of the powers conferred by article 162 read with article 283 ( 2 ) of the constitution of India, the Governor makes the following rules with a view to further amend the Chief Minister Relief Fund Rules, 2013:-

TheChief Minister Relief Fund (Amendment ) Rules , 2025

Shorttitle and Commencement : - 1. (1) These rules may be called the Chief Minister Relief (Amendment )

Rules, 2025.

(2) These rules shall be deemed to have come into force from the

17th day of December, 2013.

Amendment to Rule 6

2. In rule 6 of the Chief Minister Relief fund Rules , 2013 , for the existing sub- rule( 4) as set out in column - 1, the sub - rule as set out in column - 2 shall be substituted, namely:

(4) A receipt for the money received for the Fund shall be given by the authorised officer or the Drawing Disbursing Officer by order and all money collected shall be deposited in an account with a Scheduled Commercial Bank opened in this behalf:

Provided that the amount of Chief Minister Relief Fund will be appropriated in banks with the following restrictions : -

( i ) Competitive deal should be ensured at the time of depositing funds .

( ii ) To the extent possible, funds shall be appropriated/ deposited in the form of Callable Fixed Deposit .

( iii) This arrangement will continue till the State SNA Sparsh is implemented . Once the State SNA Sparsh is implemented, payments will be made only through the .treasury.
