संख्या-1170 / XV- 1 / 2 ( 13) 6 / 2024 / 64784- राज्यपाल " भारत का संविधान " के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्ति का प्रयोग करते हुए, उत्तराखण्ड पशुपालन विभाग , पशुधन प्रसार एवं कुक्कुट विकास सेवा नियमावली, 2009 में अग्रेत्तर संशोधन करने की दृष्टि से निम्नलिखित नियमावली बनाते हैं, अर्थातः- उत्तराखण्ड पशुपालन विभाग , पशुधन प्रसार एवं कुक्कुट विकास सेवा (संशोधन) नियमावली, 2025
संक्षिप्त नाम और प्रारम्भ 1 .
(1) इस नियमावली का संक्षिप्त नाम उत्तराखण्ड पशुपालन विभाग , पशुधन प्रसार एवं कुक्कुट विकास सेवा (संशोधन) नियमावली, 2025 है । (2) यह तुरन्त प्रवृत्त होगी ।
नियम 10 का संशोधन 2.
(3. ) उत्तराखण्ड पशुपालन विभाग, पशुधन प्रसार एवं कुक्कुट विकास सेवा नियमावली , 2009 (जिसे आगे मूल नियमावली कहा गया है) में , नीचे स्तम्भ-1 में दिये गये विद्यमान नियम 10 के उपनियम (1 ) के विद्यमान प्रस्तर के स्थान पर स्तम्भ -2 में दिया गया प्रस्तर रख दिया जायेगा, अर्थातः-

एतदद्वारा प्रतिस्थापित प्रस्तर
(1) पशुधन प्रसार अधिकारी के पद के लिये चयनित किसी अभ्यर्थी से, नियुक्त्ति के पूर्व नियुक्ति न्यूनतम दो वर्ष की अवधि के अथवा ऐसे प्रशिक्षण, जैसा समय -समय पर सरकार द्वारा विहित किया जाय , पर जाने की अपेक्षा की जायेगी ।
(1 ) नियम 8 अन्तर्गत निर्धारित शैक्षिक योग्यता रखने वाले चयनित अभ्यर्थियों को पशुधन प्रसार अधिकारी के पद पर नियुक्ति से पूर्व 06 माह का प्रशिक्षण विभागीय प्रशिक्षण केन्द्र एवं 06 माह का प्रशिक्षण विभागीय पशुचिकित्सालयों में पशुचिकित्सा अधिकारी के पर्यवेक्षण में प्रदान किया जायेगा, तत्पश्चात सम्बन्धित अभ्यर्थियों को पशुधन प्रसार अधिकारी के रिक्त पदों पर नियुक्त किया जायेगा अथवा ऐसे प्रशिक्षण, जैसा कि समय- समय पर सरकार द्वारा विहित किया जाय, पर जाने की अपेक्षा की जायेगी ।
नियम 16 का संशोधन
(4. ) मूल नियमावली में मीचे स्तम्भ-1 में दिये गये विद्यमान नियम 16 के स्थान पर स्तम्भ 2 में दिया गया नियम रख दिया जायेगा, अर्थातः-

16. सीधी भर्ती के पदों पर भर्ती उत्तराखण्ड अधीनस्थ सेवा चयन आयोग द्वारा लिखित परीक्षा के माध्यम से की जायेगी ।
(एक)नियुक्ति प्राधिकारी-अध्यक्ष
16(1 ) सीधी भर्ती के प्रयोजन के लिये एक चयन समिति गठित की जायेगी, जिसमें निम्नलिखित होंगे :- (दो) भर्ती किये जाने वाले पद की अपेक्षाओं के अनुसार सम्बन्धित क्षेत्र में पर्याप्त ज्ञान रखने वाले एक वरिष्ठ (2)
अधिकारी , को नियुक्ति प्राधिकारी द्वारा नामनिर्दिष्ट किया जायेगा- सदस्य
(तीन) नियुक्ति प्राधिकारी द्वारा नाम निर्दिष्टं अनुसूचित जातियों या अनुसूचित जनजातियों का कोई अधिकारी , यदि अध्यक्ष अनुसूचित जाति या अनुसूचित जनजातियों का न हो । यदि अध्यक्ष अनुसूचित जातियों या अनुसूचित जनजातियों का हो तो नियुक्ति प्राधिकारी द्वारा अनुसूचित जातियों या अनुसूचित जनजातियों अथवा अन्य पिछडे वर्गों से भिन्न कोई भी अधिकारी नामनिर्दिष्ट किया जायेगा- सदस्य
(चार) नियुक्ति प्राधिकारी द्वारा नामनिर्दिष्ट अन्य पिछडे वर्गों का कोई वरिष्ठ अधिकारी , यदि अध्यक्ष अन्य पिछडे वर्गों का ना हो । यदि अध्यक्ष अन्य पिछडे वर्गों का हो तो नियुक्ति प्राधिकारी द्वारा अन्य पिछडे वर्गों या अनुसूचित जातियों या अनुसूचित जनजातियों से भिन्न कोई अधिकारी नामनिर्दिष्ट किया जायेगा-सदस्य
(2) सीधी भर्ती करने के लिए आवेदन-पत्र का प्रारूप , नियुक्ति प्राधिकारी द्वारा न्यूनतम ऐसे दो दैनिक समाचार- पत्रों में , जिनका व्यापक परिचालन हो, प्रकाशित किया जायेगा ।
(3) नियुक्ति प्राधिकारी निम्नलिखित रीति से सीधी भर्ती के लिए आवेदन - पत्र उपनियम (2 ) में प्रकाशित प्रारूप पर, आमन्त्रित करेगा और रिक्तियाँ अधिसूचित करेगा:-
(एक) ऐसे दैनिक समाचार- पत्रों में, जिनका व्यापक परिचालन हो , विज्ञापन जारी करके,
(दो) कार्यालय के सूचना पट पर सूचना चस्पाकर, या रेडियो / दूरदर्शन और अन्य रोजगार समाचार- पत्र के माध्यम से विज्ञापन करके,
(तीन) रोजगार कार्यालय की अधिकारिक वेबसाइट पर प्रदर्शित करके और
(चार) उत्तराखण्ड राज्य की अधिकारिक वेबसाइट पर प्रदर्शित करके ।
(4)चयन के लिए लिखित परीक्षा 100 अंकों की वस्तुनिष्ठ प्रकार (Objective type Questions with multiple Choice ) की होगी ।
(5) लिखित परीक्षा में जीव विज्ञान, कृषि एवं पशुपालन से सम्बन्धित विषय का एक प्रश्नपत्र होगा ।

(6) छंटनी शुदा कर्मचारियों को सेवा में प्रत्येक एक पूर्ण वर्ष के लिए 5 अंक व अधिकतम 15 अंक दिये जायेंगे ।
(7) प्रश्न- पत्र मूल्यांकन में प्रत्येक सही उत्तर का एक अंक व प्रत्येक गलत उत्तर हेतु 1/4 ऋणात्मक अंक दिया जायेगा ।
(8) लिखित परीक्षा की प्रश्न बुकलेट, परीक्षा के पश्चात्, अभ्यर्थियों को अपने साथ ले जाने की अनुमति दी जायेगी ।
(9) लिखित परीक्षा की उत्तर शीट (Answer Sheet) कार्बन प्रति के साथ डुप्लीकेट में होगी तथा परीक्षा के बाद डुप्लीकेट प्रति अभ्यथी को अपने साथ ले जाने की अनुमति दी जायेगी ।
(10) लिखित परीक्षा के पश्चात् लिखित परीक्षा की उत्तरमाला (Answer Key) को उत्तराखण्ड राज्य की आधिकारिक वेबसाइट पर प्रदर्शित या व्यापक परिचालन वाले समाचार पत्रों में प्रकाशित किया जायेगा ।
के (11 ) चयन समिति द्वारा लिखित परीक्षा में प्रत्येक अभ्यर्थी द्वारा प्राप्त अंकों एवं अन्य मूल्यांकनों के कुल योग के आधार पर प्रवीणता के क्रम में अन्तिम चयन सूची तैयार की जायेगी । यदि दो या उससे अधिक अभ्यर्थी कुल योग बराबर- बराबर अंक प्राप्त करें तो लिखित परीक्षा में उच्चतर अंक प्राप्त करने वाले अभ्यर्थी को चयन सूची में ऊपर रखा जायेगा। यदि लिखित परीक्षा में भी दो या उससे अधिक अभ्यर्थियों ने बराबर- बराबर अंक प्राप्त किये हों तो आयु में ज्येष्ठ अभ्यर्थी को चयन सूची में ऊपर रखा जायेगा । चयन सूची में नामों की संख्या, रिक्तियों की संख्या से अधिक (किन्तु पच्चीस प्रतिशत से अनधिक) होगा । चयन समिति द्वारा सूची नियुक्ति प्राधिकारी को प्रेषित की जायेगी ।
(12) चयन का परिणाम घोषित करने के साथ ही सभी अभ्यर्थियों के लिखित परीक्षा के अंकों को उत्तराखण्ड की वेबसाइट www.ua.nic.in पर प्रदर्शित या दैनिक समाचार- पत्र में, जिसका. व्यापक परिचालन है , प्रकाशित किया जायेगा ।

No. 1170 /XV - 1 / 2( 13) 6/ 2024/ 64784--In exercise of the power conferred by the proviso to article 309 of the " Constitution of India " the Governor is pleased to make the following rules with a view to further amend the Uttarakhand Animal Husbandry Department Livestock extension and Poultry Development Service Rules 2009 , namely: -
The Uttarakhand Animal Husbandry Department Livestock Extension and Poultry Development Service (Amendment) Rules , 2025
Short title and commencement 1 .
(1 ) These Rules may be called The Uttarakhand Animal Husbandry Department Livestock Extension and Poultry Development Service ( Amendment ) Rules, 2025 .
(2) They shall come into force at once .
Amendment of rule 10
3. In the principal rules for the existing para of sub rule ( 1 ) of rule 10 as set out in column - 1 below the para as set out in column - 2 shall be substituted, namely-

( 1 ) A candidate selected for the post of Livestock Extension Officer shall be required to undergo such training for a period of minimum two years or such training as my be prescribed by the Government from time to time prior to his appointment :
( 1 ) Before appointment to the post of Livestock Extension Officer, the selected candidates having the prescribed educational qualifications under rule 8 shall undergo 06 months training in the departmental training centre and 06 months training in the departmental veterinary hospitals under the supervision of veterinary officers , thereafter the concerned candidates
shall be appointed to the vacant posts of Livestock Extension Officer or shall be required to attend such training , as may be prescribed by the Government from time to time. :
Amendment of rule 16
4. In the principal rules for the rule 16 as set out in column - 1 below , the rule as set out in column -2 shall be substituted , namely: -

16 ( 1 ) For the purpose of direct recruitment there shall be constituted a selection committee comprising : -
16. The recruitment on the posts of direct recruitment shall be made through written examination conducted by Uttarakhand Subordinate Services Selection Commission .
(A) Appointing Authority- Chairman (5)
(B) A senior officer having adequate knowledge in the related field according to the requirement of the posts for which recruitment each to be made shall be nominated by the Appointing Authority- Member
(C) An officer belonging to the Scheduled Casts or Schedule Tribes , nominated by the Appointing Authority , if the chairman does not belong to Scheduled Casts or Schedule Tribes . If the Chairman belongs to Scheduled Casts or Schedule Tribes an officer belonging to other than Scheduled Casts or Schedule Tribes or Other Backward classes shall be nominated by the Appointing Authority- Member
(D) A senior officer belonging to the other Backward Classes , nominated by the Appointing Authority , if the Chairman does not belong to other Backward classes . If the Chairman belongs to Other Backward classes an officer belonging to other than backward classes or Scheduled Casts or Schedule Tribes shall be nominated by Appointing Authority Member
(2) For the Direct Recruitment , the application in prescribed format shall be published by the Appointing Authority in at least two such daily newspapers which are widely circulated .
(3) For Direct Recruitment the Appointment Authority shall invite applications in the prescribed format published in Sub - section
(2) and notify the vacancies in the following manner : -
( i) By issuing to advertisement in daily newspapers which are widely circulated . By affixing notice on the notice board of office ,
( ii) Advertising through Radio /T.V . and other employment newspaper ,
(iii) Notifying the vacancies to the Employment Exchange and
( iv) By displaying on the official website of the State of Uttarakhand .
(4) The Objective type written test with multiple choice for selection shall carry 100 marks .
(5) The written test shall consist of single question paper which will include question related to Biology , Agriculture and Animal Husbandry .
(6) For retrenched employees five marks will be awarded for each completed year of service and subject to maximum 15 marks .

(7) While evaluating the question paper one mark will be awarded for each correct answer and1 / 4 mark will be deducted for each incorrect answer .

(8) Candidates will be allowed to carry back the question booklet of written examination with them after the examination .
(9) Answer sheet of the written examination shall be duplicate (including the carbon copy) and candidate shall be allowed to carry back the carbon copy with him after the examination .
(10) Answer key of written examination will be published on the official website of the State of Uttarakhand or published in circulated newspapers , after the examination .
(11 ) The selection committee shall prepare the final selection list in order of proficiency on the basis of the aggregate of marks obtained by each candidate in the written examination and other evaluations . If two or more candidates equal marks in the aggregate the candidates obtaining more marks in the written examination shall be pleased higher in the selection list . It two of more candidates obtain equal marks in the written examination also the candidates senior in age will be placed higher in the selection list . The number of names in the selection list shall be more (but not more than 25 percent) than the number of Vacancies . The selection committee will forward the list to the Appointing Authority .
(12) Along with the declaration of selection result , marks of obtained by all the candidate in the written examination will be displayed on Uttarakhand website www.ua.nic.in or published daily newspaper have wide circulation.
