संख्या -326451 / XXX( 2 ) / 2025- ई 77916 - राज्यपाल " भारत का संविधान " के अनुच्छेद 309 के परन्तुक सपठित अनुच्छेद 162 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , उत्तराखण्ड राज्य के मूल / स्थायी निवासी ऐसे पूर्व अग्निवीर , जो कि भारतीय सेना ( थल सेना, नौ सेना एवं वायु सेना) से अग्निवीर के रूप में सेवामुक्त हुए हों , को राज्याधीन सेवाओं में समूह "ग " के सीधी भर्ती के वर्दीधारी पदों पर सेवायोजित करने के उद्देश्य से निम्नलिखित नियमावली बनाते हैं , अर्थात्: -

उत्तराखण्ड, राज्याधीन सेवाओं में समूह "ग" के सीधी भर्ती के वर्दीधारी पदों पर सेवायोजन हेतु सेवामुक्त अग्निवीरों को क्षैतिज आरक्षण नियमावली, 2025

संक्षिप्त नाम एवं प्रारम्भ

(1 ) इस नियमावली का संक्षिप्त नाम उत्तराखण्ड, राज्याधीन सेवाओं में समूह " ग " के सीधी भर्ती के वर्दीधारी पदों पर सेवायोजन हेतु सेवामुक्त अग्निवीरों को क्षैतिज आरक्षण नियमावली, 2025 है ।

यह तुरन्त प्रवृत्त होगी ।

नियमावली का लागू होना

यह नियमावली राज्य सरकार के नियंत्रणाधीन राज्याधीन सेवाओं में, उत्तराखण्ड राज्य के मूल / स्थायी निवासी ऐसे पूर्व अग्निवीर जो कि भारतीय सेना (थल सेना, नौ सेना एवं वायु सेना) से अग्निवीर के रूप में सेवामुक्त हुए हों, की परिशिष्ट-1 पर उल्लिखित (आयोग की परिधि के अन्तर्गत एवं आयोग की परिधि के बाहर ) समूह "ग " के वर्दीधारी पदों पर सीधी भर्ती के सम्बन्ध में ही लागू होगीः

परन्तु यह कि भारतीय सेना / अर्द्धसैनिक बलों के शहीद सैनिक (उत्तराखण्ड के स्थायी निवासी) के आश्रितों की राज्याधीन सेवाओं में अनुकम्पा के आधार पर सेवायोजन नियमावली, 2018 (समय- समय पर यथासंशोधित ) के अन्तर्गत सेवायोजित व्यक्ति के संदर्भ में इस नियमावली के उपबन्ध लागू नहीं होंगे ।

अध्यारोही प्रभाव

इस नियमावली के प्रारम्भ होने के समय प्रवृत्त किन्ही नियमों, विनियमों या आदेशों के अन्तर्विष्ट किसी प्रतिकूल बात के होते हुए भी, यह नियमावली प्रभावी होगा ।

परिभाषाएँ

( 2)

4. जब तक कि विषय या सन्दर्भ में कोई प्रतिकूल बात न हो , इस नियमावली में-

( क) "नियुक्ति प्राधिकारी " से सम्बन्धित सेवा नियमावली में किसी ऐसी श्रेणी अथवा श्रेणियों के पदों के सम्बन्ध में जिस पर यह नियमावली लागू होती है, में उल्लिखित नियुक्ति प्राधिकारी अभिप्रेत है;

(ख ) "आयोग " से उत्तराखण्ड लोक सेवा आयोग एवं उत्तराखण्ड अधीनस्थ सेवा चयन आयोग अभिप्रेत है;

(ग) "सक्षम प्राधिकारी " से सम्बन्धित जिले के जिला सैनिक कल्याण अधिकारी अभिप्रेत है ;

"संविधान" से भारत का संविधान अभिप्रेत है;

(घ)

(ङ) "पूर्वअग्निवीर" से रक्षा मंत्रालय भारत सरकार के अन्तर्गत भारतीय सेना (थल सेना, वायु सेना एवं नौ सेना ) से अग्निवीर के रूप में सेवामुक्तं उत्तराखण्ड के मूल / स्थायी निवासी अग्निवीर अभिप्रेत है;

(च) "सरकार " से उत्तराखण्ड की राज्य सरकार अभिप्रेत है;

(छ) "भारतीय सेना " से रक्षा मंत्रालय भारत सरकार के अंन्तर्गत भारतीय सेना (थल सेना, नौ सेना एवं वायु सेना) अभिप्रेत है ;

पूर्व अग्निवीरों को राज्याधीन सेवाओं में सेवायोजन हेतु क्षैतिज आरक्षण एवं प्रमाण पत्र

पूर्व अग्निवीर जिन्हें भारतीय सेना से अग्निवीर के रूप में सेवामुक्त होने का प्रमाण- पत्र निर्गत हुआ हो और जिनकी पुष्टि अपेक्षित अभिलेखों से सक्षम प्राधिकारी द्वारा समुचित रूप से की गई हो तथा जो सम्बन्धित जनपद के सक्षम प्राधिकारी के कार्यालय में पंजीकृत हो , को राज्याधीन सेवाओं में परिशिष्ट-1 पर उल्लिखित (आयोग की परिधि के अन्तर्गत एवं आयोग की परिधि के बाहर) समूह ' ग ' के वर्दीधारी पदों पर सेवायोजन में 10 प्रतिशत क्षैतिज आरक्षण प्रदान किया जायेगा ।

शारीरिक दक्षता परीक्षा में छूट

6. पूर्व अग्निवीर को सीधी भर्ती की प्रक्रिया में शारीरिक दक्षता परीक्षा से छूट प्रदान की जायेगी ।

अधिकतम आयु सीमा में छूट

7. पूर्व अग्निवीर को सीधी भर्ती हेतु भारतीय सेना में अग्निवीर के रूप में की गई कुल सेवा अवधि के बराबर अधिकतम आयु सीमा में छूट प्रदान की जायेगी ।

In pursuance of the provision of Clause (3 ) of Article 348 of " the Constitution of India " , the Governor is pleased to order the publication of the following English translation of Notification No. 326451 / XXX ( 2 ) / 2025 - E 77916 , dated September 01 , 2025 for general information .

No. 326449 /XXX ( 2 ) / 2025 - E 77916-- In exercise of the powers conferred by Proviso to Article 309 read with the Article 162 of the Constitution of India , the Governor is pleased to make the following rules for the purpose of employment of such Ex - Agniveers , who are native / permanent residents of the State of Uttarakhand and have retired from service as Agniveers from the Indian Armed Forces (Army, Navy, and Air Force ) , to uniformed posts of direct recruitment of Group ' C ' in the service under the State , namely : --

The Uttarakhand , Horizontal Reservation for Ex- Agniveers for Employment on Uniformed Posts of Direct Recruitment of Group ' C' in the service under the State Rules , 2025 .

Short title and commencement

(1 ) These rules may be called The Uttarakhand , Horizontal Reservation for Ex -Agniveers for Employment on Uniformed Posts of Direct Recruitment of Group ' C ' in the service under the State Rules , 2025 .

(2) These rules shall come into force at once .

Commencement of rules

These rules shall be applicable only in respect of direct recruitment to uniformed posts of Group "C" mentioned in Appendix - 1 (within and outside the purview of the Commission) on Ex- Agniverrs who are native /permanent Uttarakhand State and who have retired from the Indian Armed forces (Army, Navy and Air Force ) as Agniveers, in the State Services under the control of the State Government; residents of

Provided that the provisions of these rules shall not apply in respect of the Dependent of martyred soldiers of the Indian Army/Paramilitary Forces (permanent resident of Uttarakhand) on Compassionate basis in State services Employment Rules , 2018 ( as amended time to time) .

Overriding Effect

3. These rules shall have effect notwithstanding anything inconsistent contained in any rules , regulations or orders in force at the time of commencement of these rules .

Definitions

Unless there is anything repugnant in the subject or context, in these rules : -

(a) "Appointing Authority " means the appointing authority mentioned in the relevant service rules in relation to a such category or categories of posts to which these rules apply;

(b) " Commission " means the Uttarakhand Public Service Commission and Uttarakhand Subordinate Services Selection Commission ;

(d) " Constitution " means the Constitution ofIndia;

a (e) "Ex-Agniveer " means Agniveer who is origin/permanent resident of Uttarakhand and retired from the Indian Armed Forces (Army, Air Force , and Navy) as Agniveers under the Ministry of Defence , Government ofIndia;

(f) "Government " means the State Government of Uttarakhand ;

(g) " Indian Armed Forces " means the Indian Armed Forces (Indian Army , Navy, and Air Force ) under the Ministry of Defence , Government of India

5. Ex-Agniveers , who have been issued a discharge certificate from the Indian Armed Forces as Agniveers and whose credentials have been duly verified by the competent authority based on the requisite documents , and who are registered with the office of the competent authority of the concerned 6.

district, shall be granted 10% horizontal reservation in employment to Group ' C' uniformed posts (within and outside the purview of the Commission) under State services as mentioned in Appendix- 1 .

Ex-Agniveers shall be exempted from the Physical Efficiency Test in the process of direct recruitment .

Ex-Agniveers shall be granted relaxation in the upper age limit for direct recruitment equivalent to the total period of service rendered as an Agniveer in the Indian Armed Forces .
