संख्या-366 / XIV- 1 / 2025-09 ( 09 ) / 2010- उत्तराखण्ड सहकारी समिति नियमावली , 2004 के नियम 411 के साथ पठित उत्तराखण्ड सहकारी समिति अधिनियम , 2003 की धारा 122 की उपधारा (1 ) के उपबन्धों के अनुसरण में राज्यपाल उत्तराखण्ड सहकारी संस्थागत सेवा मण्डल (जिसे एतपश्चात् मण्डल कहा गया है) नामक प्राधिकरण को शीर्ष स्तर समितियों, केन्द्रीय समितियों या प्रारम्भिक समितियों, जिनका कार्यक्षेत्र एक से अधिक जिले में हो , जिला सहकारी बैंक या केंन्द्रीय सहकारी बैंक , अर्बन को-ऑपरेटिव बैंकों, जिला सहकारी फेडरेशनों , सहकारी दुग्ध संघों के कर्मचारियों की भर्ती, प्रशिक्षण तथा अनुशासनिक नियन्त्रण के लिए संघटित करते हैं: -

उत्तराखण्ड सहकारी संस्थागत सेवा मण्डल

1- मण्डल में निम्नलिखित होंगेः

(1) निबन्धक, सहकारी समितियां उत्तराखण्ड, सेवामण्डल का पदेन सभापति होगा ।

(2) दो सदस्य राज्य सरकार द्वारा उत्तराखण्ड सहकारी सेवा प्रथम श्रेणी के सेवारत अधिकारियों में से नियुक्त किये जायेंगे , जो संयुक्त निबन्धक से अनिम्न होंगे ।

2- मण्डल का कोई सदस्य अपना पद भार ग्रहण करने के दिनांक से तीन वर्ष की अवधि के लिये पद धारण करेगा और उक्त अवधि इस शर्त के अधीन रहते हुये समय- समय पर बढ़ाई जा सकती है कि ऐसी बढ़ायी गयी कुल अवधि पाँच वर्ष से अधिक न हो अथवा जब तक वह 60 वर्ष की आयु का न हो जाय , इसमें जो भी पहले हो ।

3- ( 1) मण्डल का एक सचिव और उसके अन्य कर्मचारीगण होंगे जिसके सम्बन्ध में राज्य सरकार, मण्डल को अपना कार्य चला सकने के लिये समय - समय पर स्वीकृति देगी ।

(2) मण्डल के सचिव तथा अन्य कर्मचारीगणों की नियुक्ति मण्डल द्वारा की जायेगी और वे सभापति के प्रशासकीय नियन्त्रण में होंगें ।

प्रतिबन्ध यह है कि सभापति प्रशासकीय नियन्त्रण सम्बन्धी अपनी कोई भी शक्ति मण्डल के किसी सदस्य को प्रतिनिहित कर सकता है ।

(3) मण्डल का सचिव उप निबन्धक के पद को धारित करने वाला अधिकारी होगा ।

4- मण्डल के सभापति , सदस्यों तथा कर्मचारीगणों की परिलब्धियां राज्य सरकार द्वारा अवधारित तथा भुगतान की जायेंगी ।

5- सभापति या कोई सदस्य उस दिनांक से, जब से उसमें सभापति या सदस्य , जैसी भी दशा हो , के लिये आवश्यक अर्हतायें न रह जायें , अपने पद पर नहीं रहेगा ।

6- राज्य सरकार , सभापति या किसी सदस्य को हटा सकती है जब उसकी राय में वह

(क) ऐसे सभापति या सदस्य के रूप में अपने कर्तव्य पालन के प्रति दुराचरण अथवा घोर उपेक्षा करने का दोषी हो , या

(ख) विकृत चित्त हो जाए , अथवा बहरा तथा गूंगा या अन्धा अथवा कुष्ठ रोग से ग्रसित हो जाए , या (ग) नैतिक पतन सम्बन्धित किसी अपराध के लिये दोष सिद्ध ठहराया गया हो , या

(घ) किसी सहकारी समिति का किसी ऋण अथवा ऋणों के सम्बन्ध में जो उसने लिये हों (कम से कम छः महीने की अवधि के लिये ) बकायेदार हो, अथवा निर्णीत ऋणी हो, या

(ड.) किसी सहकारी समिति में किसी वैतनिक अथवा अवैतनिक पद पर हो ।

7- मण्डल कर्मचारियों को प्रशिक्षण देने का कार्य केवल तभी ग्रहण करेगा जब उसके सम्बन्ध में राज्य सरकार की पूर्ण अनुज्ञा प्राप्त कर ली जाए ।

8- मण्डल का मुख्यालय देहरादून में रखा जायेगा किन्तु वह अपने कर्तव्यों तथा कृत्यों के सम्पादनार्थ राज्य के भीतर किसी भी स्थान में अपनी बैठकें बुला सकता है ।

9- मण्डल कार्य-

(क) चतुर्थ श्रेणी के पदों को छोड़कर अन्य पदों पर भर्ती मण्डल द्वारा की जायेगी ।

(ख) चतुर्थ श्रेणी कर्मचारियों के पद पर भर्ती निबन्धक द्वारा गठित चयन कमेटी के माध्यम से की जायेगी । उक्त चयन समिति द्वारा किया गया चयन और उसके आधार पर की गई नियुक्तियां अन्तिम होंगी तथा बोर्ड के अनुमोदन के अधीन होंगी ।

(ग) किसी सहकारी समिति में नियुक्तियों के लिये भर्ती मण्डल के अधिकार क्षेत्र में होगी चाहे भर्तीः- 1- सीधी हो , या

2- समिति की सेवा में पहले से कार्यरत कर्मचारियों में से पदोन्नति द्वारा हो , या

3- प्रतिनियुक्ति पर किसी व्यक्ति को, जो अधिनियम के अधीन निबन्धित या निबन्धित समझी जाने वाली किसी अन्य समिति की सेवा में पहले से हो,

(घ) परीक्षा की शुचिता एवं पारदर्शिता सुदृढ़ किये जाने के उददेश्य से सहकारी बैंकों के विभिन्न पदों (चतुर्थ श्रेणी को छोड़कर ) में भर्ती परीक्षा बैंकिंग क्षेत्र में भर्ती परीक्षाएं आयोजित कराये जाने वाले प्रतिष्ठित संस्थान बैंकिंग कार्मिक चयन संस्थान (आई ०बी०पी ० एस० ) के माध्यम से करायी जायेगी ।

10- मण्डल संघटित होने के तीन महीने के भीतर भर्ती, परिलब्धियों, सेवा की शर्तों के सम्बन्ध में जिसके अन्तर्गत अनुशासनिक नियंत्रण भी है, विनियम बनायेगा , जिसे राज्य सरकार द्वारा अनुमोदित किया जायेगा ।

No. 366 / XIV- I / 2025-09 ( 09 ) 2010 -- In pursuance of the provisions of section - 122 ( 1 ) of the Uttarakhand Co - operative Societies Act , 2003 read with rule - 411 of the Uttarakhand Cooperative Societies Rule , 2004 , the Governor is pleased to constitute the following authority known as the Uttarakhand Cooperative Institutional Service Board ( hereinafter referred to as the Board ) for the recruitment , training and disciplinary control of the employees of all Apex Co - operative Societies , Central or Primary societies , whose area of operation extends to more than one district or State Co - operative Bank , District or Central Cooperative Banks , Urban Co - operative Banks , District Co - operative Federations and Co - operative Milk Union:

Uttarakhand Cooperative Institutional Service Board

1. The Board shall constitute of :

( 1 ) The Registrar . Co - operative Societies Uttarakhand shall be the ex - officio

Chairperson of the Board.

(2) Two members , who shall be appointedby the State Government from among serving Class - 1 officers of Uttarakhand Co - operative Service officer, not below the rank of Joint Registrar .

2. Each member of the Board shall hold office for a period of three years from the date of assuming charge . This term may be extended from time to time, subject to a maximum total term of five years or until they attain the age of 60 years , whichever is earlier .

3. ( 1 ) The Board shall have a Secretary and other staff, whose appointments shall be subject to approval by the State Government from time to time for functioning of Board.

(2) The appointment of Secretary and other staff shall be made by the Board and these personnel shall be under administrative control of the Chairperson .

Provided that the Chairperson may delegate any of his/ her power pertainingto Administrative Control to any member of the Board.

(3 ) The Secretary of the Board shall be an officer holding post of Deputy Registrar. Co- operative Societies Uttarakhand.

4. Emoluments of Chairperson , Member and other staff of the Board shall be determined and paid by the State Government .

5. The Chairman or a Member shall cease to hold office from the date he ceases to hold the qualification necessary for his being the Chairman or a Member as the case maybe .

6. State Government may remove Chairperson or any member , if in its opinion he /she: - :.

(a) is convicted of gross misconduct or dereliction of duty as Chairperson or member .

(b) has become of unsound mind , or has become deaf and dumb , or blind or suffers from leprosy .

(d) is in default , for a period of not less than six months , to any co - operative society in respect of any loan or loans availed by him ; or is a judgment debtor .

(e) is holding any honorary or remunerative post in any co - operative society .

7. The Board shall undertake the training of employees only with prior approval of the State Government .

8. The Board's headquarters shall be in Dehradun , but meetings may be held at other places within the State , to carry out its functions and duties .

9. Functions of the Board:

Recruitment for all the post except class fourth category (Group D) shall be conducted by the Board.

a. Recruitment to the post of the Class IV employees shall be made by a Selection Committee constituted by the Registrar. The Selection made by the said selection Committee and the recruitment made on its basis will be final and subjectto the approval of the Board .

b . Recruitment for appointment in a Cooperative society shall be under the purview of the Board whether the recruitment is :

1. Direct , or

2. By promotion from employees already in the service of the society, or 3. Any person on deputation who is already in the service of any other Society registered or deemed to be registered under the Act, (4)

C. In order to strengthen the purity and transparency of the examination , the recruitment examination for various posts ( except Class IV ) in Co- operative banks would be conducted through Institute of Banking Personnel Selection ( IBPS ) which is a recognized institute for conducting recruitment examination in the banking sector . 10. The Board shall , within three months from the constitution of the Board , make regulations regarding recruitment , emoluments , conditions of service including disciplinary control which shall be approved by the State Government .
