राज्यपाल , भारत का संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्ति का प्रयोग करते हुए , उत्तरांखण्ड महिला एवं बाल विकास अधीनस्थ (सुपरवाईजर ) सेवा नियमावली , 2021 में संशोधन करने की दृष्टि से निम्नलिखित नियमावली बनाते हैः- उत्तराखण्ड महिला एवं बाल विकास अधीनस्थ ( सुपरवाईजर) सेवा (संशोधन) नियमावली,

संक्षिप्त नाम और 1. (1 ) इस नियमावली का संक्षिप्त नाम उत्तराखण्ड महिला

नियमावली , 2025 है ।
(2) यह तुरन्त प्रवृत होगी ।

नियम 5 का संशोधन 2. उत्तराखण्ड महिला एवं बाल विकास अधीनस्थ (सुपरवाईजर ) सेवा नियमावली, 2021 ( जिसे इसमें इसके पश्चात् मूल नियमावली कहा गया है ) , में नीचे स्तम्भ -1 में दिये गये विद्यमान नियम 5 के स्थान पर स्तम्भ 2 में दिया गया उपनियम रख दिया जायेगा, अर्थात्-

5. " सेवा " में सुपरवाईजर के पदों पर भर्ती निम्नलिखित स्रोतों से की जायेगीः-
5. " सेवा " में सुपरवाईजर के पदों पर भर्ती निम्नलिखित स्रोतों से की जायेगी:-
(1 ) सुपरवाइजर के 50 प्रतिशत, पद महिला अभ्यर्थियों में से आयोग द्वारा प्रतियोगिता परीक्षा के माध्यम से सीधी भर्ती द्वाराः
(i ) सुपरवाइजर के 50 प्रतिशत, पद महिला अभ्यर्थियों में से उत्तराखण्ड अधीनस्थ सेवा चयन आयोग द्वारा प्रतियोगिता परीक्षा के माध्यम से सीधी भर्ती द्वारा ।
(ii ) सुपरवाईजर के 50 प्रतिशत पद ऐसी कार्यरत आंगनवाड़ी कार्यकर्तियों में से भरे जायेंगे जो कि स्नातक या समकक्ष योग्यता धारित हों और भर्ती वर्ष के प्रथम दिवस को आंगनवाड़ी कार्यकर्ती के पद पर दस वर्ष की निरन्तर संतोषजनक मानदेय सेवा पूरी कर ली हो, मेरिट या विभागीय परीक्षा के द्वाराः
( ii ) सुपरवाइजर के 40 प्रतिशत पद ऐसी कार्यरत आंगनवाड़ी कार्यकर्तियों तथा 10 प्रतिशत पद ऐसी कार्यरत मिनी आंगनबाडी कार्यकर्तियों में से जो कि स्नातक या समकक्ष योग्यता धारित हों , और जिसने भर्ती वर्ष के प्रथम दिवस को आंगनबाड़ी कार्यकर्ती / मिनी आंगनबाड़ी कार्यकर्ती के पद पर दस वर्ष की निरन्तर संतोषजनक मानदेय सेवा पूरी कर ली हो, मेरिट या विभागीय परीक्षा के द्वारा ।
परन्तु यह कि यदि उपयुक्त पात्र अभ्यर्थी उपलब्ध नहीं हैं, तो रिक्तियों सीधी भर्ती के माध्यम से भरी जा सकेंगी ।

In exercise of the power conferred by the provision to article 309 of " the Constitution of India " the Governor with the view to ammend the Uttarakhand Women and Child Development Subordinate ( Supervisor ) Service, Rules , 2021 , makes the following rules: -

Short title and commencement
1. ( 1 ) These rules may be called the Uttarakhand Women and Child Development Subordinate ( Supervisor ) Service ( Amendment ) Rules, 2025 .
(2) It shall come into force at once .
Amendment of rule 5
2. In the Uttarakhand Women and Child Development Subordinate (Supervisor ) Service ( Amendment ) Rules , 2025 ( herein after referred to as the principal rules) , for the existing rule as set out in column 1 below, the rule as set out in column 2 , shall be substituted .

5: - Recruitment to the posts of Supervisor in " Services " shall be done from the following sources : -

( i) 50% of the posts of Supervisor shall be filled by direct recruitment from amongst female candidates through competitive examination by the Commission .
( i ) 50% of the posts of Supervisor, by direct recruitment through competitive examination by the Uttarakhand Subordinate Service Selection Commission from amongst female candidates .
( ii) 40 percent of the posts of Supervisor are such working Anganwadi workers and 10 per cent of the posts from among such working Mini Anganwadi workers who are graduates or possess equivalent qualification , and first day of the recruitment year she should have
