संख्या 301 / XXXi ( 15 ) G / 2026-13 (सा 0 ) / 2025 -चूंकि, केंद्रीय सरकार, द्वारा अधिसूचना सं०- 89 , दिनांक 7 जनवरी , 2026 में अधिसूचित किया गया है कि जनगणना नियम 1990 के नियम 6 क और नियम 6 घ के साथ पठित जनगणना अधिनियम, 1948 (1948 का 37) की धारा 3 और धारा 17 क द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत के राजपत्र असाधारण , भाग II , खंड 3 उपखंड ( ii ) तारीख 9 जनवरी , 2020 में प्रकाशित भारत सरकार के गृह मंत्रालय (भारत के महारजिस्ट्रार का कार्यालय) की अधिसूचना संख्यांक का.आ. 119 (अ ) तारीख 7 जनवरी , 2020 को उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है , यह घोषणा करती है कि भारत की जनगणना 2027 से संबंधित मकान सूचीकरण का कार्य 1 अप्रैल , 2026 से 30 सितंबर , 2026 के बीच भारत के सभी राज्यों और संघ राज्य क्षेत्रों में प्रत्येक राज्य और संघ राज्य क्षेत्र द्वारा विनिर्दिष्ट तीस दिन की अवधि के दौरान किया जाएगा । स्व- गणना के लिए विकल्प भी उपलब्ध होगा , जो कि तीस दिन की घर - घर जाकर मकानसूचीकरण का कार्य आरंभ होने से ठीक पहले पंद्रह दिन की समयावधि में संचालित किया जाएगा;
2. और चूंकि, भारत के महारजिस्ट्रार और जनगणना आयुक्त ने अपने पत्र दिनांक 8 जनवरी, 2026 में यह अनुरोध किया गया है कि, समय- समय पर संशोधित, जनगणना नियम, 1990 के नियम 8 (iii) के अनुसार, राज्य/ संघ राज्य क्षेत्र से सम्बन्धित मकानसूचीकरण के कार्य की अवधि अधिसूचित की जानी आवश्यक है;
3. अतः अब राज्यपाल , जनगणना नियम के नियम 8 ( iii ) के अधीन प्रदत्त शक्ति का प्रयोग करते हुए यह घोषणा करते हैं कि उत्तराखण्ड राज्य में जनगणना 2027 से सम्बन्धित घर- घर जाकर मकानसूचीकरण का कार्य दिनांक 25 अप्रैल , 2026 से दिनांक 24 मई, 2026 तक सम्पादित किया जाएगा तथा स्व - गणना के लिए भी विकल्प होगा , जो कि तीस दिन की घर- घर जाकर मकानसूचीकरण का कार्य आरंभ होने की अवधि से ठीक पहले 15 दिन की समयावधि अर्थात दिनांक 10 अप्रैल, 2026 से दिनांक 24 अप्रैल, 2026 में संचालित किया जायेगा ।

In pursuance of the provision of clause (3 ) of article 348 of the Constitution of India , the Governor is pleased to order the publication of the following English translation of Notification No - 301 / XXXI ( 15 ) / 2026-13 ( सा० )/2025 , Dated- February 25 , 2026 for general information.

No. 301 /XXXVI ( 15 )/ 2026-13 ( सा ० ) / 2025-Whereas , the Central Government has notified vide Notification No.89 , dated 7th January, 2026 that in exercise of the powers conferred by Section 3 and section 17A of the Census Act , 1948 ( 37 of 1948 ) read with rules 6A and 6D of the Census Rules , 1990 and in supersession of the notification of the Government of India in the Ministry of Home Affairs (Office of the Registrar General , India) number S.O. 119 ( E ) , dated the 7th January , 2020 , published in the Gazette of India , Extraordinary, Part II , Section 3 , Sub- section ( ii ) , dated the 9th January , 2020 , except as respects things done or omitted to be done before such supersession , the Central Government hereby declares that the houselisting operations ofthe Census of India 2027 shall take place between 1st April , 2026 and 30th September, 2026 in all States and Union territories in India during the period of thirty days specified by each State and Union territory;
2. And whereas , the Registrar General & Census Commissioner India has requested in his letter dated 8th January 2026 , that as per rule 8 ( iii ) of the Census Rules , 1990 , as amended from time to time, the period of houselisting operations (HLO) concerning the State /UT needs to be notified ;
3. Now, therefore , in exercise of the power conferred under rule 8( iii ) of the Census Rules 1990 , the Governor declares that house to house Houselisting Operations shall be conducted from 25th April , 2026 to 24th May , 2026 in the State of Uttarakhand and there shall also be an option for self enumeration which shall be conducted in fifteen days ' time period i.e. from 10th April , 2026 to 24th April , 2026 just before the start of house to house houselisting operations of thirty days .
