राज्यपाल, भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए 'उत्तराखण्ड विशेष शिक्षा शिक्षक सेवा नियमावली, 2025' में अग्रेत्तर संशोधन करने की दृष्टि से निम्नलिखित नियमावली बनाते है:-
'उत्तराखण्ड विशेष शिक्षा शिक्षक सेवा (संशोधन) नियमावली, 2026'
संक्षिप्त नाम व प्रारम्भ 1. ( 1) इस नियमावली का संक्षिप्त नाम ' उत्तराखण्ड विशेष शिक्षा शिक्षक
सेवा (संशोधन) नियमावली , 2026' है ।
(2) यह तुरन्त प्रवृत्त होगी ।
नियम 8 का संशोधन
2. ' उत्तराखण्ड विशेष शिक्षा शिक्षक सेवा नियमावली, 2025' में नीचे स्तम्भ-1 में दिए गए विद्यमान नियम 8 के स्थान पर स्तम्भ -2 में दिया गया नियम रख दिया जाएगा , अर्थात्:-

8. सेवा में विभिन्न पदों पर नियुक्ति के लिए अभ्यर्थी के पास निम्नलिखित अर्हताएं होनी चाहिएं:-
8. सेवा में विभिन्न पदों पर नियुक्ति के लिए अभ्यर्थी के पास निम्नलिखित अर्हताएं होनी चाहिएं:-
1 . भारत में विधि द्वारा स्थापित विश्वविद्यालय / संस्थान से स्नातक उपाधि ।
2. भारत में विधि द्वारा स्थापित एवं भारतीय पुनर्वास परिषद से मान्यता प्राप्त विश्वविद्यालय / संस्थान से विशेष शिक्षा में बी० एड० की उपाधि के साथ भारतीय पुनर्वास परिषद द्वारा आबंटित वैध आर० सी ०आई० , सी०आर० आर ० संख्या ।
1. भारत में विधि द्वारा स्थापित किसी विश्वविद्यालय या संस्थान जो भारतीय पुनर्वास परिषद से अनुमोदित हो तथा जिसे वैध आर० सी०आई० , सी०आर०आर० संख्या आवंटित हो से विशेष शिक्षा में बी०एड० की उपाधि ।
अथवा
2. समावेशी शिक्षा में कॉस विकलांगता क्षेत्र में छः माह का डिप्लोमा/ प्रशिक्षण ।
3. प्रशिक्षण पाठ्यक्रम राष्ट्रीय अध्यापक शिक्षा परिषद/ भारतीय पुनर्वास परिषद से मान्यता प्राप्त होना अनिवार्य है ।
भारत में विधि द्वारा स्थापित विश्वविद्यालय / संस्थान से बी० एड० एवं भारतीय पुनर्वास परिषद से मान्यता प्राप्त संस्थान से बी०एड० विशेष शिक्षा के समकक्ष सर्टिफिकेट /डिप्लोमा के साथ भारतीय पुनर्वास परिषद द्वारा आबंटित वैध आर० सी ०आई ० , सी०आर० आर० संख्या ।
3. समावेशी शिक्षा में क्रॉस दिव्यांगता क्षेत्र में 06 माह का अध्यापन प्रशिक्षण:
4. अभ्यर्थी को विशेष शिक्षा शिक्षक पद पर नियुक्ति/ चयन हेतु यू०टी०ई० टी०-2/ सी०टी०ई० टी०-2 की परीक्षा उत्तीर्ण होना अनिवार्य होगा ।
परन्तु भारतीय पुनर्वास परिषद द्वारा क्रास दिव्यांगता क्षेत्र में 06 माह का अध्यापन प्रशिक्षण उपलब्ध न होने की स्थिति में उक्त अर्हता को इस . शर्त के साथ शिथिल रखा जाएगा कि सम्बन्धित अभ्यर्थी द्वारा नियुक्ति के उपरान्त भारतीय पुनर्वास परिषद द्वारा उक्त प्रशिक्षण प्रारम्भ किए जाने के दिनांक से 02 वर्ष के भीतर पूर्ण कर लिया जाएगा ।
4. प्रशिक्षण पाठ्यक्रम राष्ट्रीय अध्यापक शिक्षा परिषद/ भारतीय पुनर्वास परिषद से मान्यता प्राप्त होना अनिवार्य है ।
5. अभ्यर्थी को विशेष शिक्षा शिक्षक पद पर नियुक्ति/ चयन हेतु यू० टी० ई ० टी०-2/ सी०टी०ई०टी०-2 की परीक्षा उत्तीर्ण होना अनिवार्य होगा ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor is pleased to make the following rules with a view to further amend The Uttarakhand Special Education Teacher Service Rules , 2025 : -
The Uttarakhand Special Education Teacher Service ( Amendment) Rules , 2025
Short title and Commencement
1. (1 ) These Rules may be called The Uttarakhand Special Education Teacher Service (Amendment) Rules , 2025 .
(2) It shall come into force at once .
Amendment of rule 8 2. In 'The Uttarakhand Special Education Teacher Service Rules , 2025', for the existing rule 8 as set out in Column - 1 below, the rule as set out in Column - 2 shall be substituted, namely: -

8. For appointment to various posts in the service, the candidate must possess the following qualifications : -

1.Graduation from any University or Institution established by law in India.
1. A degree of B.Ed. in Special Education from any University or Institution established by law in India, recognized by the Rehabilitation Council of India and which has been allotted a valid RCI, CRR number .
2. B.Ed. degree in Special Education from a University or Institution established by law in India, recognized by the Rehabilitation Council of India with valid RCI, CRR number allotted by the Rehabilitation Council of India .
or
2. A six-month diploma/training in the field of cross disability under inclusive education .
B.Ed. from a University/Institute established by law in India and certificate/diploma equivalent to B.Ed. Special Education from an Institute recognized by the Rehabilitation Council 3. The training course must be recognized by the National Council for Teacher Education/Rehabilitation Council of India .

4. Candidates for appointment/selection to the post of Special Education Teacher must have passed the UTET - 2/CTET- 2 examination .
3.06 months teaching training in cross disability under inclusive education: Provided that in case the six months teaching training in cross disability area is not available by the Rehabilitation Council of India, the above qualification shall be relaxed with the condition that the said training will be completed by the concerned candidate after appointment within 02 years from the date of commencement of the said training by the Rehabilitation Council of India .
4. The training course must be recognized by the National Council for Teacher Education/ Rehabilitation Council of India.
5. It will be mandatory for the candidate to pass the UTET- 2/CTET- 2 examination for appointment/selection to the post of Special Education Teacher .
