राज्यपाल , " भारत का संविधान" के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करके उत्तराखण्ड राजस्व परिषद्, समीक्षा अधिकारी एवं सहायक समीक्षा अधिकारी सेवा नियमावली , 2021 में संशोधन करने की दृष्टि से निम्नलिखित नियमावली बनाते हैं:-

संक्षिप्त नाम 1.
और प्रारम्भ
(1 ) इस नियमावली का संक्षिप्त नाम " उत्तराखण्ड, राजस्व परिषद्, समीक्षा अधिकारी एवं सहायक समीक्षा अधिकारी सेवा (संशोधन) नियमावली, 2026 " है ।
(2) यह तुरन्त प्रवृत्त होगी ।
नियम 8 का
संशोधन
2. उत्तराखण्ड, राजस्व परिषद्, समीक्षा अधिकारी एवं सहायक समीक्षा अधिकारी सेवा नियमावली , 2021 में नीचे , स्तम्भ -1 में दिये गये विद्यमान नियम 8 में-
(क) उपनियम (1 ) में-
(i ) खण्ड (तीन) के स्थान पर स्तम्भ -2 में दिया गया खण्ड रख दिया जायेगा, अर्थात्- 2
उत्तराखण्ड असाधारण गजट , 26 मई , 2026 ई० (ज्येष्ठ 05 , 1948 शक सम्वत्)
स्तम्भ-1 विद्यमान खण्ड
स्तम्भ-2 एतद्वारा प्रतिस्थापित खण्ड
( तीन) कम्प्यूटर
(
पर अंग्रेजी टंकण कर सकने वाले अभ्यर्थी को अधिमान दिया जायेगा ।
तीन) कम्प्यूटर पर अंग्रेजी टंकण कर सकने वाले अभ्यर्थियों को अधिमान दिया जायेगा, जिसमें कम्प्यूटर पर अंग्रेजी टंकण में न्यूनतम 8000 की-डिप्रेशन ( Key Depression) प्रति घण्टा की गति होनी अनिवार्य है ।
(ii) खण्ड (तीन) के पश्चात निम्नलिखित खण्ड अन्तःस्थापित कर दिया जायेगा , अर्थात्-
(
चार) कम्प्यूटर के आधारभूत ज्ञान का परीक्षण किया जायेगा , जिसमें निम्नलिखित सम्मिलित होंगे-
1. विण्डो एवं इंटरनेट
2. एम०एस ० वर्ड
3. एम० एस० एक्सेस
4. एम०एस ० एक्सेल
5. एम०एस ० पावर प्वांईट
स्पष्टीकरण - कम्प्यूटर के आधारभूत ज्ञान की अर्हकारी प्रकृति (Qualification Nature) की परीक्षा में न्यूनतम 40 प्रतिशत अंक प्राप्त करना अनिवार्य होगा ।
(ख) उपनियम (2) में-
(i ) नीचे स्तम्भ-1 में दिए गए विद्यमान खण्ड (तीन) के स्थान पर स्तम्भ-2 में दिया खण्ड रख दिया जायेगा, अर्थात्-

स्तम्भ-2 एतद्वारा प्रतिस्थापित खण्ड
(तीन) कम्प्यूटर अंग्रेजी (तीन)
पर टंकण करने वाले अभ्यर्थी को अधिमान दिया जायेगा ।
कम्प्यूटर पर अंग्रेजी टंकण कर सकने वाले अभ्यर्थी को अधिमान दिया जायेगा, जिसमें कम्प्यूटर पर अंग्रेजी टंकण में न्यूनतम 8000 की-डिप्रेशन ( Key Depression) प्रति घण्टा की गति होनी अनिवार्य है ।

In exercise of the powers conferred by Article 309 of the Constitution of India , the Governor is pleased to make the following rules with a view to further amend theUttarakhand Revenue Board , Review Officer and Assistant Review Officer Service Rules , 2021 : -
The Uttarakhand Revenue Board , Review Officer and Assistant Review Officer ( Amendment) Service Rules , 2026
1.
Short Title and Commencement
( 1 ) These rules may be called the " Uttarak hand Revenue Board Review Officer and Assistant Review Officer ( Amendment ) Service Rules , 2026 .
(2) It shall come into force at once .
Amendment of rule 8
2. In the Uttarakhand Revenue Board Review Officer and Assistant Review Officer Service Rules , 2021 , in the existing rule 8 as set out be in Column - 1 below,
(A) In sub rule ( 1) -
( i) For clause ( iii ) the clause as set out in Column - 2 shall be substituted , namely: - 4

( iii) The candidate who ( can type in English on Computer shall be given preference .
iii) The candidate who can type in English on Computer shall be given preference in which it is mandatory to have a minimum speed of 8000 key depressions per hour in English typing Computer . on
(ii ) After clause ( iii) , the following clause shall be inserted , namely
( iv) Basic knowledge of Computer shall be tested , which shall include :
1. Windows & Internet .
2. MS Word .
3. MS Access .
4. MS Excel .
5. MS Power Point .
Explanation- It shall be mandatory to obtain minimum 40 % marks in the qualifying nature examination of basic knowledge of Computer .
(B) In sub - rule ( 2) -
(i) For existing clause ( iii) as set out in column - 1 below, the clause as set out in column - 2 shall be substituted , namely :
