राज्यपाल भारत का संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करके उत्तराखण्ड वित्त सेवा नियमावली , 2002 में अग्रेत्तर संशोधन करने की दृष्टि से निम्नलिखित नियमावली बनाते हैं; अर्थात :-

संक्षिप्त नाम

और प्रारम्भ
(1 ) इस नियमावली का संक्षिप्त नाम उत्तराखण्ड वित्त सेवा (संशोधन) नियमावली, 2026 है ।
(2) यह तुरन्त प्रवृत्त होगी ।

नियम 16 का संशोधन
उत्तराखण्ड वित्त सेवा नियमावली, में नीचे स्तम्भ-1 में दिये गये 2002 विद्यमान नियम 16 के स्थान पर स्तम्भ-2 में दिया गया नियम रख दिया जायेगा, अर्थात्ः- 2 उत्तराखण्ड असाधारण गजट, 31 जुलाई, 2026 ई ० (श्रावण 09 , 1948 शक सम्वत्)
स्तम्भ-1 विद्यमान नियम
स्तम्भ-2 एतद्वारा प्रतिस्थापित नियम
16. सेवा में साधारण श्रेणी में पदोन्नति द्वारा भर्ती, योग्यता के आधार पर, समय-समय पर यथासंशोधित उत्तरांचल लोक सेवा आयोग की | सपरामर्श चयनोन्नति (प्रक्रिया) नियमावली के अनुसार की जायेगी ।
16. साधारण श्रेणी के पद पर पदोन्नति उत्तराखण्ड लोक सेवा आयोग सपरामर्श चयनोन्नति ( प्रक्रिया) नियमावली, 2003 (समय- समय पर यथासंशोधित) के अनुसार की जायेगी ।

In exercise of the powers conferred by the proviso to article 309 of the " Constitution ofIndia, the Governor is pleased to make the following rules with a view to further amend the ' Uttarakhand Finance Service Rules , 2002 ' namely : -
The Uttarakhand Finance Service (Amendment) Rules , 2026
Short title and commencement
(1) (1 )These rules may be called ' The Uttarakhand Finance Service (Amendment) Rules , 2026
(2) It shall come into force at once .
Amendment of rule 16
(2) In the Uttarakhand Finance Service Rules , 2002, for rule 16, as set out in column 1 below, the rule as set out in column 2, shall be substituted ; namely-

16. Recruitment by promotion to the ordinary Grade in the Service shall be made on the basis of merit, in accordance with the Promotion by Selection in Consultation with the Public Service commission (Procedure) Rules , as amended from time to time .
16. Promotion to the post of ordinary Grade shall be done as per the Uttarakhand Promotion by Selection in Consultation with Public Service Commission (Procedure) Rules , 2003 as amended from time to time .
