चूंकि प्रारम्भिक अधिसूचना संख्या-637/छप्पन - 2020-31-2016 ( एसआईएएस ) लखनऊ , दिनांक 13अप्रैल, 2020 जिला गौतमबुद्ध नगर, तहसील जेवर, परगना जेवर के ग्राम जेवर बांगर में नागरिक उड्डयन विभाग , उत्तर प्रदेश शासन के माध्यम से लोक प्रयोजन अर्थात् " नोएडा इन्टरनेशनल ग्रीनफील्ड एयरपोर्ट, जेवर के विकास हेतु अर्जित क्षेत्रों से विस्थापित कुटुम्बों के पुनर्वास की परियोजना " के लिए 48.0970 हैक्टेयर भूमि अर्जित करने के लिए भूमि अर्जन, पुनर्वासन और पुनर्व्यवस्थापन में उचित प्रतिकर और पारदर्शिता अधिकार अधिनियम, 2013 (अधिनियम संख्या 30 सन् 2013 ) ( जिसे आगे उक्त अधिनियम कहा गया है) की धारा 11 की उपधारा ( 1 ) के अधीन जारी की गई थी और अन्ततः दिनांक 15 अप्रैल, 2020 को प्रकाशित की गयी थी। प्रभावित कुटुम्बों के पुनर्वासन और पुनर्व्यवस्थापन परियोजना के प्रयोजनार्थ उप कलक्टर, जेवर, जिला गौतमबुद्ध नगर को प्रशासक नियुक्त किया गया था ।
2-उक्त अधिनियम की धारा 15 की उपधारा (2 ) के अधीन उपबन्ध के अनुसरण में प्रस्तुत कलक्टर की रिपोर्ट पर विचार करने के पश्चात् राज्यपाल, उक्त अधिनियम की धारा 19 की उपधारा ( 1 ) के अधीन घोषणा करती हैंकिउनका यह समाधान हो गया है कि दी गई अनुसूची "क " में उल्लिखित भूमि का क्षेत्रफल , लोक प्रयोजन के लिए आवश्यक है ।
3 - राज्यपाल अग्रतर उक्त अधिनियम की धारा 19 की उपधारा (2 ) के अधीन जिला गौतमबुद्ध नगर के कलक्टर को इस आशय की घोषणा के प्रकाशन के साथ पुनर्वासन और पुनर्व्यवस्थापन योजना का सारांश प्रकाशित करने के लिए निदेश देती हैं । पुनर्वासन और पुनर्व्यवस्थापन योजना का सारांश इसके साथ संलग्न है। 2

IN pursuance of the provisions of clause ( 3 ) of Article 348 of the Constitution , the Governor is pleased to order the publication of the following English translation of notification no . 1093 /LVI -2020- 31/2016 ( SIAS) . Dated July 11.2020 :

WHEREAS preliminary notification no. 637 / LVI - 2020-31-2016 ( SIAS ) Lucknow dated 13th April . 2020 was issued under sub- section ( 1 ) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition . Rehabilitation and Resettlement Act , 2013 ( Act No. 30 of 2013 ) ( hereinafter referred to as the said Act ) for acquisition of 48.0970 hectares of land in the village Jewar Bangar. Pargana Jewar . Tehsil Jewar, District Gautambuddh Nagar for public purpose , namely " Project of settlement for families displaced from areas acquired for the development of Noida International Greenfield Airport , Jewar " through the Civil Aviation Department, Government of Uttar Pradesh and lastly published on 15th April . 2020. The Deputy Collector , Jewar , District Gautambuddh Nagar was appointed as Administrator for the purpose of Rehabilitation and Resettlement of the project affected families .
2. After considering the report of the Collector submitted in pursuance of provision under sub- section ( 2 ) of section 15 of the said Act , the Governor is pleased to declare under sub section ( 1 ) of section 19 of the said Act , that he is satisfied that the area of the land mentioned is the given Schedule "A " is needed for public purpose .
3. The Governor is further pleased under sub - section ( 2 ) of Section 19 of the said Act ,to direct the Collector of District Gautambuddh Nagar to publish a summary of the Rehabilitation and Resettlement Scheme with publication of the declaration to this effect . The summary of the Rehabilitation and Resettlement Scheme is attached herewith .

नागरिक उड्डयन विभाग उ ०प्र ० शासन द्वारा नोडल अधिकरण यमुना एक्सप्रेसवे औद्योगिक विकास प्राधिकरण के माध्यम से सार्वजनिक प्रयोजन यथा नोएडा अन्तर्राष्ट्रीय ग्रीनफील्ड एयरपोर्ट जेवर, परियोजना हेतु अर्जित भूमि के विस्थापित कुटुम्बों के स्थापन क्षेत्र की परियोजना के लिए जनपद गौतमबुद्धनगर , तहसील जेवर , परगना जेवर , के ग्राम जेवर बांगर में स्थित 48.0970 हेक्टेयर भूमि के लिए प्रकाशित अधिसूचना संख्या-637 /छप्पन- 2020-31 / 2016 ( SIAS) लखनऊ , दिनांक 13.04.2020 के क्रम में मेरे द्वारा घोषणा का प्रकाशन कर दिया गया है तथा सरकारी अधिसूचना के साथ पुनर्वासन एवं पुनर्व्यवस्थापन योजना का सारांश संलग्न कर दिया गया है । पुनर्वासन एवं पुनर्व्यवस्थापन योजना का सारांश निम्नवत् है-
प्रस्तावित नोएडा अन्तर्राष्ट्रीय ग्रीनफील्ड एयरपोर्ट, जेवर की स्थापना हेतु अधिग्रहीत भूमि के अर्जन के विस्थापित कुटुम्बों के स्थापन क्षेत्र की परियोजना के लिए भूमि का अर्जन करने के फलस्वरूप कुल लगभग 592 परिवार/ कुटुम्ब प्रभावित होंगे । प्रश्नगत भूमि के अर्जन से किसी भी कुटुम्ब को विस्थापित करने की आवश्यकता नहीं होगी । प्रभावित कुटुम्बों को भूमि अर्जन अधिनियम -2013 में वर्णित व्यवस्थाओं के अन्तर्गत देय लाभों को ध्यान में रखते हुए पुनर्वासन और पुनर्व्यवस्थापन ( R&R ) प्रारूप स्कीम तैयार की गयी है । पुनर्वासन और पुनर्व्यवस्थापन ( R& R ) स्कीम के मुख्य बिन्दु निम्न प्रकार हैं-
* नोएडा अन्तर्राष्ट्रीय ग्रीनफील्ड एयरपोर्ट , जेवर परियोजना हेतु 06 ग्रामों ( रोही, पारोही , बनवारीवास , किशोरपुर , रन्हेरा व दयानतपुर) की अर्जित भूमि के प्रभावित कुटुम्बों की भांति ही ग्राम जेवर बांगर की भूमि के अर्जन से प्रभावित कुटुम्बों को नोएडा अन्तर्राष्ट्रीय ग्रीनफील्ड एयरपोर्ट , जेवर परियोजना में सृजित होने वाले रोजगारों में प्रभावित परिवारों के एक सदस्य को विभिन्न संस्थाओं ( सरकारी एवं गैर- सरकारी ) के माध्यम से आवश्यक कौशल और प्रशिक्षण प्रदान कराते हुए यथासंभव योग्यतानुसार अनिवार्य रूप से प्राथमिकता देते हुए नोएडा इंटरनेशनल एयरपोर्ट लिमिटेड ( NIAL ) कम्पनी /परियोजना निष्पादन एजेंसी द्वारा प्रभावित कुटुम्बों के एक सदस्य को रोजगार दिये जाने की व्यवस्था सुनिश्चित की जायेगी ।
या
रोजगार न उपलब्ध होने की दशा में प्रति प्रभावित कुटुम्ब को 5.00 लाख रू ० एक ही बार में एक मुश्त 7 उत्तर प्रदेश असाधारण गजट , 11 जुलाई , 2020
या
वार्षिक नितियां जो कृषि श्रमिकों के लिए उपभोक्त कीमत सूचकांक के समुचित सूचकांकन के अनुसार 20 वर्ष तक प्रति कुटुम्ब जो दो हजार रू ० प्रतिमाह से कम नहीं होगी , दी जायेगी ।
* परियोजना हेतु पूर्व में अर्जित 06 ग्रामों की भूमि के प्रभावित कुटुम्बों के लिए देय सुविधा की भांति ही ग्राम जेवर बांगर की भूमि के अर्जन से प्रभावित कुटुम्बों के लिए भी नोएडा इंटरनेशनल एयरपोर्ट लिमिटेड ( NIAL) कम्पनी / परियोजना निष्पादन एजेंसी द्वारा यह भी सुनिश्चित किया जाए कि प्रश्नगत परियोजना के निर्माण में ईंट, बालू, सीमेंट , मिट्टी, भूमि को समतल करने सम्बन्धी कार्य इत्यादि तथा परिवहन आदि में प्रयोग किये जाने वाले वाहनों की आपूर्ति हेतु प्रभावित क्षेत्र के प्रभावित कुटुम्बों के ट्रेक्टर, ट्राली , ट्रक, कार , जीप आदि उपकरणों / वाहनो के गुणवत्तापूर्ण मानक के अनुसार उपलब्ध होने की दशा में आपूर्ति करने हेतु प्राथमिकता दी जाए , जिससे कि प्रभावित क्षेत्र में अर्जन के फलस्वरूप प्रत्यक्ष या अप्रत्यक्ष रूप से रोजगार एवं अवसर इत्यादि से प्रभावित होने वाले परिवारों हेतु रोजगार का सृजन हो सके और उन्हें अवसर उपलब्ध रहे । यदि प्रभावित क्षेत्र में उक्त आपूर्ति निर्धारित मानकों के अनुसार नहीं की जा पा रही हो, तभी अन्य विकल्पों पर विचार किया जाए ।
* नोएडा इंटरनेशनल एयरपोर्ट लिमिटेड ( NIAL) कम्पनी / परियोजना निष्पादन एजेंसी द्वारा यह भी सुनिश्चित किया जाए कि प्रश्नगत परियोजना से प्रभावित परिवारों एवं उनके सदस्यों को एक ऐसा परिचय पत्र जारी किया जाए जिसमें उनके परियोजना से प्रभावित परिवार होने के उल्लेख के साथ-साथ शासकीय /अर्ध शासकीय /निजी /व्यावसायिक/वाणिज्यिक /संस्थागत आदि क्षेत्रों में दी जाने वाली सुविधाएं /प्राथमिकताओं का स्पष्ट उल्लेख हो, जिससे कि परियोजना से प्रभावित परिवार एवं उनके सदस्य उक्त क्षेत्रों द्वारा संचालित की जाने वाली गतिविधियों का लाभ प्राप्त कर सके और उनका जीवन स्तर निर्धारित मानकों के अनुरूप बना रहे ।
* जनपद गौतमबुद्धनगर के नोएडा , ग्रेटर नोएडा एवं यमुना एक्सप्रेस- वे क्षेत्र में कार्यरत विभिन्न संस्थाओं यथा बैंक प्रतिष्ठान, गैर सरकारी संगठन (NGO) बिल्डर्स एशोसिएशन ( CREDAI ) आदि द्वारा भी एयरपोर्ट से प्रभावित परिवारों को कौशल विकास हेतु CSR के अन्तर्गत प्रशिक्षण एवं रोजगार सृजन करने के संबंध में सकारात्मक कदम उठाये जा रहे हैं । जिला प्रशासन द्वारा भी इन संस्थाओं से समन्वय स्थापित कर प्रश्नगत योजना के प्रभावित परिवारों को कौशल विकास हेतु प्रशिक्षण एवं रोजगार उपलब्ध कराने का प्रयास किया जाएगा ।
* चूंकि ग्राम जेवर बांगर की भूमि को नोएडा अन्तर्राष्ट्रीय ग्रीनफील्ड एयरपोर्ट, जेवर परियोजना हेतु भूमि के अर्जन के कारण विस्थापित कुटुम्बों के स्थापन क्षेत्र के रूप में अधिग्रहीत किया जा रहा है , इसलिये ग्राम जेवर-बांगर /स्थापन क्षेत्र में बनाये जाने वाले जन - सुविधा केन्द्रों के संचालन के लिये आवंटन में एवं अन्य ऐसे केन्द्रों में आवश्यकतानुसार दिव्यांग सदस्यों को प्राथमिकता प्रदान किये जाने का दायित्व भी सम्बन्धित विभाग सुनिश्चित करेगा ।
* प्रभावित भू-स्वामियों की भूमि पर स्थित परिसम्पत्तियों का मूल्यांकन एवं भुगतान भूमि अर्जन अधिनियम -2013 (RFCTLARR Act 2013) में निहित प्राविधान के अनुसार कलेक्टर /अपर जिलाधिकारी (भू० अ०) द्वारा दिया जायेगा ।
* प्रत्येक प्रभावित कुटुम्ब को पुनर्व्यवस्थापन भत्ते के रूप में 50,000.00 रुपये की धनराशि एकमुश्त एक बार में दी जायेगी ।
* इसके अतिरिक्त अन्य सुविधाएं जो भूमि अर्जन अधिनियम-2013 की विभिन्न धाराओं एवं अनुसूची-2 में वर्णित हो ।
नोटः- उक्त भूमि का स्थल नक्शा कलेक्टर , गौतमबुद्धनगर के कार्यालय मे भूमि अर्जन के उद्देश्य से देखा जा सकता है ।

NOTIFICATION OF DECLARATION BY COLLECTOR
[ UNDER SUB - SECTION ( 2 ) OF SECTION 19 OF THE ACT]
By the order of declaration made under Government Notification No. 637 / Chhapan - 2020- 31/2016 ( SIAS) Lucknowdated 13.04.2020 for 48.0970 hectare of land in village Jewar Bangar in Tehsil Jewar, District Gautam Buddha Nagar is required for public purpose namely " project of settlement area for displaced families ( PAF's ) " through Civil Aviation department of Govt. of Uttar Pradesh by Project Executing Agency Yamuna Expressway Industrial Development Authority. I hereby published the declaration made therein and summary of Rehabilitation and Resettlement scheme along with Government notification . A summary of the Rehabilitation and Resettlement scheme is given below:
For the said project land is proposed to be acquired in Jewar Bangar area in which around 592 families are expected to be affected because of this acquisition and no family will be displaced in said acquisition. For the project affected families R & Rdraft Scheme has been prepared. The salient features of Resettlement & Rehabilitation Scheme are as follows-
For Noida International Green Field Airport , Jewar land was acquired in Six Villages (Rohi , parohi , Ranhera , Dayanatpur , Banwaribas and kishorepur ). Just like provisions were made for the project affected families in these six villages similarly provisions will be made for families affected due to the present land acquisition in Jewar Bangar area , like that skill development training is to be provided through various Government and non-Government Agencies (NGOs ) . Noida International Airport Limited ( NAIL) /Project Executing Agency shall implement such skill development trainings and will make efforts to provide job , as far as possible , to one member of each affected family in the project .

One time payment of five lakhs rupees per affected family if jobs are not available ;
(OR)
Annuity policies that shall pay not less than two thousand rupees per month per family for twenty years, with appropriate indexation to the Consumer Price Index for Agricultural Labourers .
Similar to the facilities payable for the project affected families of the land of 06 villages previously acquired land for the Noida International Airport Jewar , same shall be provided to families affected by the acquisition of land in Jewar Bangar . In case , the construction material such as bricks , cement , sand , machines etc. and vehicles for transportation such as tractor , truck, cars , jeeps etc needed in the construction of the airport is provided by those who are from project affected families and are as per the laid down standards then Noida International Airport Limited (NIAL) /Project Executing Agency will give preference to them so that either directly or indirectly jobs are provided to those who are from affected families . If the equipments and materials so provided from the affected families are not as per the set standards then only the other options shall be taken into consideration.
Noida International Airport Limited ( NIAL) / Project Executing Agency should also ensure that affected families and members are provided with identity cards mentioning them as project affected families and in addition mention facilities in Govt./Semi Govt./Private/Commercial/ Business /Institutional arrangements that these families are entitled to , so that the families can maintain a decent standard of living as per the set standards .
Positive steps are being taken by various organisations working in Noida , Greater Noida and Yamuna Expressway Industrial Development Authority area such as Banking organisations , Non- Governmental organisations ( NGOs ) , Confederation of Real Estate Developers Association Of India ( CREDAI ) etc. and they have come forward to provide skill development and suitable training activities for project affected families under their CSR activities . administration will also make efforts to provide adequate training for skill development & employment to the project affected families in coordination with the above organisation .
Since the land in Jewar Bangar is proposed to be used for setting up settlement area for those families affected due to land acquisition for Noida International Green field Airport , Jewar , therefore it has to be ensured that in the rehabilitated area for operation and allotment of Common Service Centres or other such centres , differently abled people are to be given preference and the concerned department should be the responsible agency for getting this implemented.
Evaluation and compensation distribution of the assets situated on the land of the affected land owners is to be done as per the provisions laid down under Land Acquisition Act -2013 (RFCTLARR 2013 ) by the Collector / Additional District Magistrate ( LA).
Each affected family shall be given a one - time Resettlement Allowance of fifty thousand rupees only.
Apart from this , other facilities as provided in various sections and schedule -2 of the Land Acquisition Act - 2013 are also to be provided to the project affected families .
The plan for the land may be inspected in the office of the Collector for the purpose of land acquisition.

नोएडा अन्तर्राष्ट्रीय ग्रीनफील्ड एयरपोर्ट , जेवर परियोजना हेतु 06 ग्रामों ( रोही, पारोही, बनवारीवास , किशोरपुर , रन्हेरा व दयानतपुर) की अर्जित भूमि के कारण विस्थापित होने वाले कुटुम्बों के लिए आयुक्त पुनर्वासन और पुनर्व्यवस्थापन द्वारा दिनांक 04.01.2019 को अनुमोदित की गयी पुनर्वासन और पुनर्व्यवस्थापन प्रारूप स्कीम में ग्राम जेवर बांगर की लगभग 50 हेक्टेयर भूमि को पुनर्वास स्थल ( Rehablitation Site ) /स्थापन क्षेत्र (Settlement Area) के रूप में उपयुक्त मानते हुए अधिसूचित कराया गया था । इसलिये वर्तमान पुनर्वासन और पुनर्व्यवस्थापन स्कीम का लक्ष्य जेवर बांगर की अधिसूचित भूमि के अर्जन से प्रभावित हुए कुटुम्बों को भूमि अर्जन अधिनियम -2013 ( RFCTLARR Act 2013) में वर्णित विभिन्न धाराओं एवं अनुसूची-2 तथा भूमि अर्जन , पुनर्वासन और पुनर्व्यवस्थापन में उचित प्रतिकर और पारदर्शिता का अधिकार (उत्तर प्रदेश) नियमावली, 2016 में दी गयी व्यवस्थाओं के निमित्त लाभान्वित करना है ।
प्रश्नगत परियोजना के लिए अर्जन हेतु प्रस्तावित ग्राम जेवर बांगर की भूमि के अर्जन से लगभग 592 कुटुम्ब प्रभावित होंगे तथा किसी भी कुटुम्ब का विस्थापन प्रश्नगत भूमि के अर्जन से नहीं होगा । प्रभावित कुटुम्बों के लिए पुनर्वासन और पुनर्व्यवस्थापन ( R& R) प्रारूप स्कीम का ड्राफ्ट तैयार किया गया है । इस पुनर्वासन और पुनर्व्यवस्थापन ( R& R) प्रारूप स्कीम के मुख्य बिन्दु निम्न प्रकार हैं-
* नोएडा अन्तर्राष्ट्रीय ग्रीनफील्ड एयरपोर्ट , जेवर परियोजना हेतु 06 ग्रामों ( रोही , पारोही, बनवारीवास, किशोरपुर, रन्हेरा व दयानतपुर) की अर्जित भूमि के प्रभावित कुटुम्बों की भांति ही ग्राम जेवर बांगर की भूमि के अर्जन से प्रभावित कुटुम्बों को नोएडा अन्तर्राष्ट्रीय ग्रीनफील्ड एयरपोर्ट , जेवर परियोजना में सृजित होने वाले रोजगारों में प्रभावित परिवारों के एक सदस्य को विभिन्न संस्थाओं ( सरकारी एवं गैर- सरकारी ) के माध्यम से आवश्यक कौशल और प्रशिक्षण प्रदान कराते हुए यथासंभव योग्यतानुसार अनिवार्य रूप से प्राथमिकता देते हुए नोएडा इंटरनेशनल एयरपोर्ट लिमिटेड ( NIAL) कम्पनी / परियोजना निष्पादन एजेंसी द्वारा प्रभावित कुटुम्बों के एक सदस्य को रोजगार दिये जाने की व्यवस्था सुनिश्चित की जायेगी । 10

रोजगार न उपलब्ध होने की दशा में प्रति प्रभावित कुटुम्ब को 5.00 लाख रू ० एक ही बार में एक मुश्त
या
वार्षिक नितियां जो कृषि श्रमिकों के लिए उपभोक्त कीमत सूचकांक के समुचित सूचकांकन के अनुसार 20 वर्ष तक प्रति कुटुम्ब जो दो हजार रू ० प्रतिमाह से कम नहीं होगी , दी जायेगी ।
* परियोजना हेतु पूर्व में अर्जित 06 ग्रामों की भूमि के प्रभावित कुटुम्बों के लिए देय सुविधा की भांति ही ग्राम जेवर बांगर की भूमि के अर्जन से प्रभावित कुटुम्बों के लिए भी नोएडा इंटरनेशनल एयरपोर्ट लिमिटेड ( NIAL) कम्पनी /परियोजना निष्पादन एजेंसी द्वारा यह भी सुनिश्चित किया जाए कि प्रश्नगत परियोजना के निर्माण में ईंट , बालू, सीमेंट, मिट्टी, भूमि को समतल करने सम्बन्धी कार्य इत्यादि तथा परिवहन आदि में प्रयोग किये जाने वाले वाहनों की आपूर्ति हेतु प्रभावित क्षेत्र के प्रभावित कुटुम्बों के ट्रेक्टर, ट्राली , ट्रक , कार, जीप आदि उपकरणों/वाहनो के गुणवत्तापूर्ण मानक के अनुसार उपलब्ध होने की दशा में आपूर्ति करने हेतु प्राथमिकता दी जाए , जिससे कि प्रभावित क्षेत्र में अर्जन के फलस्वरूप प्रत्यक्ष या अप्रत्यक्ष रूप से रोजगार एवं अवसर इत्यादि से प्रभावित होने वाले परिवारों हेतु रोजगार का सृजन हो सके और उन्हें अवसर उपलब्ध रहे । यदि प्रभावित क्षेत्र में उक्त आपूर्ति निर्धारित मानकों के अनुसार नहीं की जा पा रही हो , तभी अन्य विकल्पों पर विचार किया जाए ।
* नोएडा इंटरनेशनल एयरपोर्ट लिमिटेड ( NIAL) कम्पनी/परियोजना निष्पादन एजेंसी द्वारा यह भी सुनिश्चित किया जाए कि प्रश्नगत परियोजना से प्रभावित परिवारों एवं उनके सदस्यों को एक ऐसा परिचय पत्र जारी किया जाए जिसमें उनके परियोजना से प्रभावित परिवार होने के उल्लेख के साथ-साथ शासकीय /अर्थ शासकीय /निजी /व्यावसायिक/वाणिज्यिक /संस्थागत आदि क्षेत्रों में दी जाने वाली सुविधाएं /प्राथमिकताओं का स्पष्ट उल्लेख हो , जिससे कि परियोजना से प्रभावित परिवार एवं उनके सदस्य उक्त क्षेत्रों द्वारा संचालित की जाने वाली गतिविधियों का लाभ प्राप्त कर सके और उनका जीवन स्तर निर्धारित मानकों के अनुरूप बना रहे ।
* जनपद गौतमबुद्धनगर के नोएडा , ग्रेटर नोएडा एवं यमुना एक्सप्रेस- वे क्षेत्र में कार्यरत विभिन्न संस्थाओं यथा बैंक प्रतिष्ठान , गैर सरकारी संगठन (NGO) बिल्डर्स एशोसिएशन (CREDAI ) आदि द्वारा भी एयरपोर्ट से प्रभावित परिवारों को कौशल विकास हेतु CSR के अन्तर्गत प्रशिक्षण एवं रोजगार सृजन करने के संबंध में सकारात्मक कदम उठाये जा रहे हैं । जिला प्रशासन द्वारा भी इन संस्थाओं से समन्वय स्थापित कर प्रश्नगत योजना के प्रभावित परिवारों को कौशल विकास हेतु प्रशिक्षण एवं रोजगार उपलब्ध कराने का प्रयास किया जाएगा ।
* चूंकि ग्राम जेवर बांगर की भूमि को नोएडा अन्तर्राष्ट्रीय ग्रीनफील्ड एयरपोर्ट, जेवर परियोजना हेतु भूमि के अर्जन के कारण विस्थापित कुटुम्बों के स्थापन क्षेत्र के रूप में अधिग्रहीत किया जा रहा है, इसलिये ग्राम जेवर- बांगर /स्थापन क्षेत्र में बनाये जाने वाले जन-सुविधा केन्द्रों के संचालन के लिये आवंटन में एवं अन्य ऐसे केन्द्रों में आवश्यकतानुसार दिव्यांग सदस्यों को प्राथमिकता प्रदान किये जाने का दायित्व भी सम्बन्धित विभाग सुनिश्चित करेगा ।
* प्रभावित भू-स्वामियों की भूमि पर स्थित परिसम्पत्तियों का मूल्यांकन एवं भुगतान भूमि अर्जन अधिनियम -2013 (RFCTLARR Act 2013 ) में निहित प्राविधान के अनुसार कलेक्टर /अपर जिलाधिकारी (भू०अ०) द्वारा दिया जायेगा ।
* प्रत्येक प्रभावित कुटुम्ब को पुनर्व्यवस्थापन भत्ते के रूप में 50,000.00 रुपये की धनराशि एकमुश्त एक बार में दी जायेगी ।
* इसके अतिरिक्त अन्य सुविधाएं जो भूमि अर्जन अधिनियम -2013 की विभिन्न धाराओं एवं अनुसूची-2 में वर्णित हो ।

SUMMARY
For the construction of Noida International Green Field Airport Jewar , land was acquired in Six Villages (Rohi , parohi , Ranhera, Dayanatpur , Banwaribas and kishorepur ) and because of this acquisition , families are to be displaced from these villages . For these displaced families Commissioner , Resettlement & Rehabilitation vide order dated 04.01.2019 approved Resettlement & Rehabilitation scheme in which 50 hectare land in Jewar Bangar which was found to be appropriate was notified as Rehabilitation site/Settlement Site . Therefore the main purpose of the present Resettlement & Rehabilitation scheme is to benefit the affected families according to the various sections and provisions given in schedule - 2 of the Land Acquisition Act - 2013 ( RFCTLARR ACT 2013 ) and as per provisions made in Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement ( Uttar Pradesh) , Rules2016.
For the said project land is proposed to be acquired in Jewar Bangar area in which around 592 families are expected to be affected because of this acquisition and no family will be displaced in said acquisition . For the project affected families R & Rdraft Scheme has been prepared . The salient features of Resettlement & Rehabilitation Scheme are as follows-
For Noida International Green Field Airport , Jewar land was acquired in Six Villages ( Rohi , parohi , Ranhera , Dayanatpur , Banwaribas and kishorepur ) . Just like provisions were made for the project affected families in these six villages similarly provisions will be made for families affected due to the present land acquisition in Jewar Bangar area , like that skill development training is to be provided through various Government and non- Government Agencies (NGOs ). Noida International Airport Limited (NAIL ) /Project Executing Agency shall implement such skill development trainings and will make efforts to provide job , as far as possible , to one member of each affected family in the project.

One time payment of five lakhs rupees per affected family if jobs are not available;

Annuity policies that shall pay not less than two thousand rupees per month per family for twenty years , with appropriate indexation to the Consumer Price Index for Agricultural Labourers .
Similar to the facilities payable for the project affected families of the land of 06 villages previously acquired land for the Noida International Airport Jewar , same shall be provided to families affected by the acquisition of land in Jewar Bangar . In case , the construction material such as bricks , cement , sand , machines etc. and vehicles for transportation such as tractor, truck, cars , jeeps etc needed in the construction of the airport is provided by those who are from project affected families and are as per the laid down standards then Noida International Airport Limited (NIAL)/Project Executing Agency will give preference to them so that either directly or indirectly jobs are provided to those who are from affected families . If the equipments and materials so provided from the affected families are not as per the set standards then only the other options shall be taken into consideration.
Noida International Airport Limited ( NIAL ) /Project Executing Agency should also ensure that affected families and members are provided with identity cards mentioning them as project affected families and in addition mention facilities in Govt./Semi Govt./Private/Commercial/ Business /Institutional arrangements that these families are entitled to , so that the families can maintain a decent standard of living as per the set standards .
Positive steps are being taken by various organisations working in Noida , Greater Noida and Yamuna Expressway Industrial Development Authority area such as Banking organisations , Non- Governmental organisations ( NGOs ) , Confederation of Real Estate Developers Association Of India ( CREDAI ) etc. and they have come forward to provide skill development and suitable 12

training activities for project affected families under their CSR activities . The district administration will also make efforts to provide adequate training for skill development & employment to the project affected families in coordination with the above organisation.
Since the land in Jewar Bangar is proposed to be used for setting up settlement area for those families affected due to land acquisition for Noida International Green field Airport , Jewar , therefore , It has to be ensured that in the rehabilitated area for operation and allotment of Common Service Centres or other such centres , differently abled people are to be given preference and the concerned department should be the responsible agency for getting this implemented.
Evaluation and compensation distribution of the assets situated on the land of the affected land owners is to be done as per the provisions laid down under Land Acquisition Act - 2013 (RFCTLARR 2013 ) by the Collector / Additional District Magistrate ( LA) .
Each affected family shall be given a one - time Resettlement Allowance of fifty thousand rupees only.
Apart from this , other facilities as provided in various sections and schedule - 2 of the Land Acquisition Act- 2013 are also to be provided to the project affected families .
