अधिसूचना
उत्तर प्रदेष सहकारी समिति अधिनियम, 1965 (उत्तर प्रदेष अधिनियम संख्या 11 सन् 1966) की धारा 122-क के अधीन शक्तियों का प्रयोग करके, राज्यपाल उत्तर प्रदेेश प्रारम्भिक —षि सहकारी ऋण समिति केन्द्रीयित सेवा नियमावली, 1976 को संंषोधित करने की दृष्टि से निम्नलिखित नियमावली बनाती हैं।

1-(1) यह नियमावली उत्तर प्रदेष प्रारम्भिक —षि सहकारी ऋण समिति केन्द्रीयित संक्षिप्त नाम और प्रारम्भ
सेवा (अट््ठारहवाँ संषोधन) नियमावली, 2020 कही जायेगी।
(2) यह गजट में प्रकाषित किये जाने के दिनांक से प्रवृत्त होगी।
नियम 7 का
2-उत्तर प्रदेश प्रारम्भिक —षि सहकारी ऋण समिति केन्द्रीयित सेवा नियमावली,
संशोधन
1976, जिसे आगे उक्त नियमावली कहा गया है, में, नीचे स्तम्भ-1 में दिये गये नियम 7 के
उपनियम 4 और 5 के स्थान पर स्तम्भ-2 में दिये गये उपनियम रख दिये जायेंगे, अर्थात्ः- 2 उत्तर प्रदेश असाधारण गजट, 31 जुलाई, 2020 स्तम्भ-1 स्तम्भ-2
(4) प्रत्येक जिला में एक जिला प्रशासनिक कमेटी होगी जिसमें निम्नलिखित होंगे :-

(एक) जिला सहकारी बैंक का (एक) जिला सहायक आयुक्त एवं सहायक निबन्धक, सहकारिता - सभापति सभापति - सभापति (पदेन)
(दो) जिला का अपर जिला सहकारी
अधिकारी (बैंकिंग) - सदस्य-सचिव
(दो) जिला सहायक आयुक्त एवं सहायक निबन्धक, सहकारिता - सदस्य- सचिव
(तीन) जिला का अपर जिला सहकारी
अधिकारी (बैंकिंग) - सदस्य
(तीन) सम्बन्धित जिला के बैंक का सचिव/मुख्य कार्यपालक अधिकारी - सदस्य
(चार) जिला के बैंक का सचिव/
मुख्य कार्यपालक अधिकारी - सदस्य
(चार) सम्बन्धित जिला के मुख्य विकास अधिकारी द्वारा नाम निर्दिष्ट राजपत्रित अधिकारी - सदस्य
(पाँच) जिला लेखा-परीक्षा अधिकारी,
सहकारी समितियाँ और पंचायतें - सदस्य (पाँच) जिला लेखा-परीक्षा अधिकारी, सहकारी समितियाँ और पंचायतें - सदस्य
(5) निकाला गया (5) ऐसे जिला के मामले में जहाँ बैंक मुख्यालय स्थित न हों वहाँ जिला प्रशासनिक कमेटी निम्नवत् होगी :-
(एक) जिला सहकारी बैंक का
सभापति - सभापति (पदेन)
(दो) जिला सहायक आयुक्त एवं सहायक निबन्धक, सहकारिता - सदस्य- सचिव
(तीन) सम्बन्धित जिला का अपर जिला सहकारी अधिकारी (बैंकिंग) - सदस्य
(चार) सम्बन्धित जिला के बैंक का सचिव/मुख्य कार्यपालक अधिकारी - सदस्य
(पाँच) सम्बन्धित जिला लेखा-परीक्षा अधिकारी, सहकारी समितियाँ और पंचायतें - सदस्य
3-उक्त नियमावली में नीचे स्तम्भ-1 में दिये गये नियम 13 के उपनियम (3) और नियम 13 का संशोधन
(4) के स्थान पर स्तम्भ-2 में दिये गये उपनियम रख दिये जायेंगे, अर्थात् :-

(3) निकाल दिया गया।
(3) सभापति जब उपस्थित हो, जिला कमेटी की बैठक का सभापतित्व करेगा, उसकी अनुपस्थिति में उप सभापति करेगा और दोनों की अनुपस्थिति में बैठक का सभापतित्व बैठक में उपस्थित सदस्यों द्वारा निर्वाचित सदस्य द्वारा किया जायेगा। 3 उत्तर प्रदेश असाधारण गजट, 31 जुलाई, 2020 स्तम्भ-1 स्तम्भ-2
(4) जिला कमेटी का कार्यालय, सम्बन्धित जिले के सहायक आयुक्त एवं सहायक निबन्धक, सहकारिता के कार्यालय में अवस्थित होगा। जिला कमेटी के कार्यालय व्यय हेतु जिला कमेटी के नाम से एक खाता सम्बन्धित जिला सहकारी बैंक में खोला जायेगा। जिले की लाभ अर्जित करने वाली समितियाँ, उपरोक्त खाते में अपने लाभ के अंश का 0.5 प्रतिशत अंशदान करेंगी। उक्त खाता से समस्त व्यय, सहायक आयुक्त और सहायक निबन्धक द्वारा किया जायेगा।
(4) जिला कमेटी का कार्यालय, सम्बन्धित जिला के सहायक आयुक्त एवं सहायक निबन्धक, सहकारिता के कार्यालय में अवस्थित होगा। जिला कमेटी के कार्यालय व्यय हेतु जिला कमेटी के नाम से एक खाता सम्बन्धित जिला सहकारी बैंक में खोला जायेगा तथा इस खाते का संचालन, सम्बन्धित जिला के सहायक आयुक्त और सहायक निबन्धक द्वारा किया जायेगा। जिला में अवस्थित और वार्षिक लाभ अर्जित करने वाली प्रारम्भिक —षि सहकारी समितियाँ, उस खाता में अपने लाभ का 0.5 प्रतिशत अंशदान करेंगी। संवर्ग कार्यालय के व्यय का प्रबन्ध इस खाता के माध्यम से किया जायेगा। संवर्गीय लिपिक के वेतन का संदाय पूर्व की भाँति बैंक द्वारा किया जायेगा।

IN exercise of the powers under section 122-A of the Uttar Pradesh Co-operative Societies Act, 1965 (U.P Act no. XI of 1966), the Governor is pleased to make the following rules with a view to amending the Uttar Pradesh Primary Agricultural Co-operative Credit Societies centralized Service Rules, 1976.
THE UTTAR PRADESH PRIMARY AGRICULTURAL CO-OPERATIVE CREDIT
SOCIETIES CENTRALIZED SERVICE
(EIGHTEENTH AMENDMENT) RULES, 2020
Short title and
1. (1) These rules may be called the Uttar Pradesh Primary Agricultural
commencement Co-operative Credit Societies centralized Services (Eighteenth Amendment) Rules,
2020.
(2) They shall come into force with effect from the date of their publication
in the Gazette.
Amendment of 2. In the Uttar Pradesh Primary Agricultural Co-operative Credit Societies
rule 7
centralized Service Rules, 1976, hereinafter referred to as the said rules, for sub-rules
(4) and (5) of rule 7 set out in Column-1 below, the sub-rule as set out in Column-2
shall be substituted, namely:-

(5) Omitted.
(5) In case of District where Bank Head Office is not situated, the District Administrative Committee will consist of following :-
(i) Chairman of District
Co-operative Bank – Chairman (Ex- Officio)
(ii) District Assistant Commissioner and Assistant Registrar Co-operative – Member-Secretary
(iii) Concern Additional District Co-operative Officer (Banking) of the District – Member
(iv) Secretary/Chief Executive Officer of the Bank of the District concerned – Member
(v) Concern District Audit Officer Co-operative Societies and panchayats – Member
3. In the said rules for sub-rules (3) and (4) of rule 13 set out in column-1 below, Amendment of rule 13
the sub-rules as set out in column-2 shall be substituted, namely :–

(3) The Chairman when present, shall preside over the meeting of District Committee, in his absence. Vice Chairman and in absence of both, a member shall be elected by the members present in the meeting to preside over the meeting.
5 उत्तर प्रदेश असाधारण गजट, 31 जुलाई, 2020 COLUMN-1 COLUMN-2 Existing Sub-rule Sub-rule as hereby substituted(4) The office of the District Committee shall be located in the office of Assistant Commissioner and Assistant Registrar Co-operative of the District Concerned. For the office expenditure of district committee an account in the name of district committee shall be opened in the respective District Co- operative Bank. The profit earning societies (PACS) of the district having cadre secretaries shall contribute 0.5% of the share of their profit in the above account. All expenditure from the said account will be done by assistant commissioner and assistant Registrar.
(4) The office of the District Committee shall be located in the office of Assistant Commissioner and Assistant Registrar Co-operative of the District Concerned. For the office expenditure of district committee an account in the name of district committee shall be opened in the respective District Co- operative Bank and this account will be operated by the Assistant Commissioner and Assistant Registrar Co-operative of the District Concerned. PACS situated in District and earning annual profit will donate 0.5% of their profit in that account. Expenditure of Cadre office will be managed through this account. Salary of Cadre Clerk will be paid by Bank as earlier.
