NOTIFICATIONS
No. 100/CS-UP/04/2020(1)ः-WHEREAS, the seat of Shri Amar Singh, in the Council of States, elected by the elected members of the Legislative Assembly of Uttar Pradesh, has become vacant on August 1, 2020 by the reason of his death, before the expiration of his term of office which was up to and including 04.07.2022; and
WHEREAS, a bye-election is to be held for the purpose of filling the vacancy so caused;
NOW, THEREFORE, in pursuance of section 147, sub-section (1) of section 39 and section 56 of the Representation of the People Act, 1951(43 of 1951), the Election Commission of India hereby-
(A) calls upon the elected members of the Legislative Assembly of Uttar Pradesh to elect, before 14th September, 2020 and in accordance with the provisions of the said Act and of the rules and orders made thereunder, a person for the purpose of filling the said vacancy in the Council of States;
(B) appoints, with respect to the said election :—
(a) the 1st September, 2020 (Tuesday), as the last date for making nominations;
(b) the 2nd September, 2020 (Wednesday), as the date for the scrutiny of the nominations;
(c) the 4th September, 2020 (Friday), as the last date for the withdrawal of candidatures;

(e) the 14th September, 2020 (Monday), as the date before which the election shall be completed; and
(C) fixes the hours from 9.00 A.M. to 4.00 P.M. as the hours during which the poll shall, if necessary, be taken on the date specified above for the election.
No. 100/CS-UP/04/2020(2) :– In pursuance of section 21, and in exercise of the powers conferred by sub-section (1) of section 22 of the Representation of the People Act, 1951 (43 of 1951), the Election Commission of India, in consultation with the Government of the State of Uttar Pradesh, hereby-
(i) designates the officer, specified in column (1) of the TABLE below, to be the Returning Officer; and
(ii) appoints the officer, specified in column (2) of the said TABLE, to be the Assistant Returning Officer to assist the Returning Officer in the performance of his functions;
in respect of the bye-election to the Council of States, to be held in the State in pursuance of the Commission's Notification, published in the Gazette of India on 25th August, 2020 :-

अधिसूचनाएं
-यतः, उत्तर प्रदेश राज्य की विधानसभा के निर्वाचित सदस्यों द्वारा राज्य सभा में निर्वाचित श्री अमर सिंह का स्थान जिनकी पदावधि 04.07.2022 सहित उस तारीख तक थी के समाप्त होने से पूर्व उनका निधन होने के कारण 01.08.2020 से रिक्त हो गया है; और
यतः, इस प्रकार हुई रिक्ति को भरने के प्रयोजन से उप-निर्वाचन कराना है;
अतः, अब, लोक प्रतिनिधित्व अधिनियम, 1951 (1951 का 43) की धारा 147, धारा 39 की उपधारा (1), और धारा 56 के अनुसरण में, भारत निर्वाचन आयोग, एतद्द्वारा -
(अ) उत्तर प्रदेश राज्य की विधान सभा के निर्वाचित सदस्यों से यह अपेक्षा करता है कि वे 14 सितम्बर, 2020 से पूर्व तथा उक्त अधिनियम और तदधीन बनाए गए नियमों और उनके तहत जारी किए गए आदेशों के उपबन्धों के अनुसार राज्य सभा में उक्त रिक्ति को भरने के प्रयोजन से एक व्यक्ति निर्वाचित कर दें।
(आ) उक्त निर्वाचन के सम्बन्ध में :-
(क) नामनिर्देशित करने की अन्तिम तारीख : 01 सितम्बर, 2020 (मंगलवार) ;
(ख) नामनिर्देशन की संवीक्षा की तारीख : 02 सितम्बर, 2020 (बुधवार) ;
(ग) अभ्यर्थिताएं वापस लेने की अन्तिम तारीख : 04 सितम्बर, 2020 (शुक्रवार) ;
(घ) वह तारीख, जिसको यदि आवश्यक हुआ : 11 सितम्बर, 2020 (शुक्रवार); और तो, मतदान होगा
(ङ) वह तारीख, जिससे पूर्व निर्वाचन सम्पन्न 14 सितम्बर, 2020 (सोमवार) ;
करा लिया जाएगा
नियत करता है; और
(इ) 9.00 बजे पूर्वा]न से 04.00 बजे अपरा]न तक का समय, उस समय के रूप में नियत करता है जिसको,यदि आवश्यक हुआ तो, विनिर्दिष्ट तारीख को मतदान होगा।
-लोक प्रतिनिधित्व अधिनियम, 1951 (1951 का 43) की धारा 21 के अनुसरण में और धारा 22 की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए भारत निर्वाचन आयोग, उत्तर प्रदेश राज्य सरकार के परामर्श से एतद्द्वारा तारीख 25 अगस्त, 2020 को राज्य के शासकीय राजपत्र में प्रकाशित आयोग की अधिसूचना के अनुसरण में इस राज्य से राज्य सभा के लिए होने वाले उप निर्वाचन के संबंध में एतद्द्वारा- 4 उत्तर प्रदेश असाधारण गजट, 25 अगस्त, 2020 (I) नीचे की सारणी के स्तम्भ (1) में विनिर्दिष्ट अधिकारी को रिटर्निंग आफिसर के रूप में पदाभिहित करता है; और
(II) उक्त सारणी के स्तम्भ (2) में विनिर्दिष्ट अधिकारी को रिटर्निंग आफिसर की उसके —त्यों के पालन में सहायता के लिए सहायक रिटर्निंग आफिसर नियुक्त करता है।
