चू ँकि सेवाएं या प्रसुविधाएं या राज्य सहायता प्रदान करने के लिए पहचान दस्तावेजों के रूप में आधार का उपयोग किये जाने से सरकारी परिदान प्र(िcid:7059)याओं में सुगमता होती है, पारद(cid:7414)शता एवं दक्षता आती है और लाभार्थी इस बात के लिए समर्थ हो जाते हैं कि वे किसी (cid:7390)क्ति की पहचान सि(cid:7373) करने के लिए ब(cid:7263)विकल्पीय दस्तावेज प्रस्तुत करने की vk/kkj dh आवश्यकता का निराकरण करते (cid:7263)ए सुविधापूर्वक और अबाध रूप से सीधे अपना हक प्राप्त कर सकें ।
और, चूंकि, उत्तर प्रदेश सरकार का बाल विकास सेवा एवं पुष्टाहार विभाग, किशोरी बालिकाओं के सर्वांगीण विकास के उद्देश्य से (11 वर्ष से 14 वर्ष की आयु तक की स्कूल न जाने वाली समस्त किशोरियों पर केन्द्रित) किशोरी बालिकाओं के लिए योजना संचालित कर रहा है और जो एकीकृत बाल विकास सेवा (ICDS) योजना के अधीन आंगनबाड़ी केन्द्रों के नेटवर्क के माध्यम से राज्य सरकार द्वारा कार्यान्वित की जा रही हैं उक्त योजना के दो प्रमुख घटक हैंः पोषण और गैर पोषण घटक। योजना के पोषण घटक के अधीन , किशोरी बालिकाओं को अनुपूरक पोषण प्रदान किया जाता है, जिसमें एक वर्ष में 300 दिनों के लिए प्रतिदिन 600 कैलोरी, 18-20 ग्राम प्रोटीन और सूक्ष्म पोषक तत्व होते हैं। पोषण खाद्यान्न, देशी घी, स्किम्ड मिल्क पाउडर एवं रेसिपी बेस्ड टेक होम राशन (THR) दिया जाता है। गैर पोषण घटक के अधीन 11-14 वर्ष की आयु की स्कूल न जाने वाली किशोरी बालिकाओं को आयरन एवं फोलिक एसिड अनुपूरक के साथ विटामिन सी की गोली, स्वास्थ्य जाँच और रेफरल सेवाऐं, पोषण और स्वास्थ्य शिक्षा, औपचारिक शिक्षा, ब्रिज कोर्स/कौशल प्रशिक्षण, जीवन कौशल शिक्षा एवं गृह प्रबन्धन और सार्वजनिक सेवाओं तक पहुँच 2 उार प्रदेश असाधारण गजट, 18 नवम्बर, 2020 बनाने के लिए परामर्श और मार्गदशन प्रदान किया जा रहा है। इसका उद्देश्य स्कूल की बालिकाओं को स्कूल प्रणाली की मुख्य धारा में सम्मिलित करना है;
और चूंकि, किशोरी बालिका योजना में उत्तर प्रदेश की संचित निधि से उपगत आवर्ती व्यय अंतर्वलित है;
अतएव, अब आधार (वित्तीय एवं अन्य राज्य सहायता प्रसुविधाओं तथा सेवाओं का लक्षित परिदान) अधिनियम, 2016 (अधिनियम संख्या 18 सन् 2016) (जिसे आगे उक्त अधिनियम कहा गया है) की धारा 7 के उपबंधों के अनुसरण में, उत्तर प्रदेश सरकार एतद्द्वारा निम्नलिखित को अधिसूचित करती है, अर्थात्-
1-(1)- उक्त किशोरी बालिका योजना के अधीन प्रसुविधाएं प्राप्त करने के लिए पात्र किसी व्यक्ति से एतद्द्वारा आधार संख्या धारित करने का साक्ष्य प्रस्तुत करने अथवा आधार अभिप्रमाणन से गुजरने की अपेक्षा की जायेगी।
(2) उक्त योजना के अधीन प्रसुविधाएं प्राप्त करने का इच्छुक कोई व्यक्ति, जो आधार संख्या धारित न करता हो या जिसने अभी तक आधार के लिए नामांकन न किया हो, से योजना को रजिस्ट्रीकृत करने के पूर्व आधार नामांकन हेतु आवेदन करने की अपेक्षा की जायेगी, परन्तु यह कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने के लिए हकदार हो और ऐसे व्यक्तियों को आधार नामांकन कराने हेतु किसी आधार नामांकन केन्द्र (भारतीय विशिष्ट पहचान प्राधिकरण की वेबसाइट www.uidai.gov.in पर उपलब्ध सूची) पर जाना होगा।
(3) आधार (नामांकन और अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग से अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से ऐसे लाभार्थियों, जो अभी तक आधार के लिए नामांकित न हों, के लिए आधार नामांकन सुविधाएं प्रदान करने की अपेक्षा की जायेगी, और यदि संबंधित ब्लॉक या तालुका या तहसील में कोई आधार नामांकन केंद्र अवस्थित न हो तो विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से भारतीय विशिष्ट पहचान प्राधिकरण के विद्यमान रजिस्ट्रारों के साथ समन्वय करके या स्वयं भारतीय विशिष्ट पहचान प्राधिकरण का रजिस्ट्रार होकर सुविधाजनक अवस्थानों पर नामांकन सुविधायें प्रदान करेगाः
परन्तु यह कि आधार किसी व्यक्ति को समनुदेशित किये जाने के समय तक, उक्त किशोरी बालिका योजना के अधीन प्रसुविधायें, ऐसे व्यक्ति को निम्नलिखित दस्तावेज प्रस्तुत किये जाने के अध्यधीन प्रदान की जायेंगी अर्थातः -
(क) यदि उसने नामांकन किया है, तो उसकी आधार नामांकन पहचान पर्ची; और (ख) निम्नलिखित दस्तावेजों में से कोई एक दस्तावेज अर्थातः- (1) फोटोयुक्त बैंक या पोस्ट ऑफिस पासबुक; या (2) स्थायी खाता संख्या (पैन) कार्ड; या (3) पासपोर्ट; या (4) राशन कार्ड; या (5) मतदाता पहचान पत्र; या (6) मनरेगा कार्ड; या (7) फोटोयुक्त किसान पासबुक; या (8) मोटर यान अधिनियम, 1988 (अधिनियम संख्या 59 सन् 1988) के अधीन लाइसेंस प्राधिकारी द्वारा जारी किया गया ड्राइविंग लाइसेंस; या
(9) शासकीय शीर्षनामा पर किसी राजपत्रित अधिकारी या तहसीलदार द्वारा जारी व्यक्ति का फोटोयुक्त पहचान प्रमाण-पत्र; या
(10) विभाग द्वारा यथाविनिर्दिष्ट कोई अन्य दस्तावेजः परन्तु यह और कि उपरोक्त दस्तावेजों की जाँच राज्य सरकार द्वारा उक्त प्रयोजनार्थ विनिर्दिष्ट रूप से अभिहित किसी अधिकारी द्वारा की जा सकती है।
2-उक्त योजना के अधीन लाभार्थियों को सुविधाजनक रूप से प्रसुविधायें प्रदान करने के उद्देश्य से विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से यह सुनिश्चित करने के लिए समस्त अपेक्षित व्यवस्थाएं करेगा कि मीडिया के माध्यम से लाभार्थियों के लिए व्यापक प्रचार प्रसार, उन्हें उक्त आवश्यकता से अवगत कराने के लिए किया जायेगा।
3-समस्त मामलों में, जहां लाभार्थियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार अधिप्रमाणन विफल हो जाता है, वहाँ निम्नलिखित उपचारात्मक तंत्र अपनाये जायेंगे, अर्थातः- उत्तर प्रदेश असाधारण गजट, 18 नवम्बर, 2020 3 (ख) यदि फिंगर-प्रिंट या आईरिस स्कैन या फेस अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल नहीं होता है, तो सीमित समय की वैधता के साथ यथास्थिति आधार वन टाइम पासवर्ड या समय-आधारित वन टाइम पासवर्ड द्वारा साध्य और अनुज्ञेय अनुरोध अधिप्रमाणन, प्रस्तावित किया जा सकता है।
(ग) अन्य समस्त मामलों में, जहां बायोमेट्रिक या आधार वन टाइम पासवर्ड या समय-आधारित वन-टाइम पासवर्ड अधिप्रमाणन संभव न हो, वहां उक्त योजना के अधीन प्रसुविधाएं, ऐसे भौतिक आधार पत्र के आधार पर दी जा सकती हैं जिसकी अधिप्रमाणिकता, आधार पत्र पर मुद्रित क्विक रिस्पांस कोड (क्यू0आर0कोड) के माध्यम से सत्यापित की जा सकती है और क्विक रिस्पांस कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से सुविधाजनक अवस्थानों पर प्रदान की जायेगी। 4-उपरोक्त के अतिरिक्त, यह सुनिश्चित करने के उद्देश्य से कि उक्त योजना के अधीन कोई वास्तविक लाभार्थी अपनी देय प्रसुविधाओं से वंचित न हो, विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से डी0बी0टी0 मिशन कैबिनेट सचिवालय, भारत सरकार के कार्यालय ज्ञाप दिनांक 19 दिसम्बर, 2017 में यथा रेखांकित अपवाद हैंडलिंग तंत्र का अनुसरण करेगा।
5-यह अधिसूचना गजट में प्रकाशित किये जाने के दिनांक से प्रभावी होगी।

S.O. ……(E):– WHEREAS, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar by obviates the need for producing multiple documents to prove one's identity;
AND, WHEREAS, the Bal Vikas Seva Evam Pushtahar Department in the Government of Uttar Pradesh is administering Scheme for Adolescent Girls aiming at all-round development of adolescent girls (with a focus on all out-of school adolescent Girls in the age group of 11 years to 14 years) and is being implemented by the State Government through the network of Anganwadi Canters under the integrated Child Development Services (ICDS) scheme. The scheme has two major components: Nutrition and Non Nutrition Component. Under the Nurtrition component of the scheme, the Adolescent Girls are provided Suppplementary Nutrition containing 600 calories, 18-20 grams of protein and micronutrients per day for 300 days in a year. The Nutrition is given in the form of Desi ghee, skimmed milk powder, grains and recipe based Take Home Ration (THR). Under the Non Nutrition Component, out-of-school Adolescent girls in the age group of 11 to 14 years are being provided IFA supplementation with Vitamin C tablets, Health check-up and Referral services, Nutrition and Health Education, formal education, Bridge Course/Skill Training, life skill education and home management, counselling and guidance on accessing public services. It also aims at mainstreaming out-of-school girls to school system;
AND, WHEREAS, the Scheme for Adolescent Girls involves recurring expenditure incurred from the Consolidated Fund of Uttar Pradesh;
NOW, THEREFORE , in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (Act no. 18 of 2016) (hereinafter refferred to as the said Act), the Uttar Pradesh Government hereby notifies the following, namely:-
1. (1) An individual eligible for receiving the benefits under the Scheme for Adolescent Girls shall 4 उार प्रदेश असाधारण गजट, 18 नवम्बर, 2020 (2) Any individual desirous of availing the benefits under Scheme, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrollment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individual shall visit any Aadhaar enrolment centre [list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.
(3) As per Regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment center located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in co-ordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the Individual, benefits under the Scheme for Adolescent Girls shall be given to such individual subject to the production of the following identification documents, namely:-
(a) if she has enrolled, her Aadhaar Enrolment ID slip; and (b) any one of the following documents, namely:- (i) Bank or Post Office passbook with photo; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or (iv) Ration Card; or (v) Voter Identity Card; or (vi) MGNREGA Card; or (vii) Kisan passbook with photo; or (viii) Driving licence issued by the Licencing Authority under the Motor Vehicles Act, 1988 (Act no. 59 of 1988); or
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar or an official letter head; or
(x) Any other document as specified by the Department: Provided further that the above documents may be checked by an officer specifically designated by State Government for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirements.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely :-
(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication. The Department through its implementing Agency shall make provisions for iris scanners or face authentication along with fingerpirnt authentication for delivery of benefits in seamless manner;
(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or time- based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One time Password or Time-based One-time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity be verified through the Quick Response Code printed on the Aadhaar letter and the necessary arrangment of Quick Response Code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above, in order to ensure that no bona-fide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December, 2017.
5. This notification shall come into effect from the date of its publication in the Gazette.
