सरकारी प(cid:303)रदान (cid:366)(िcid:354)याएं सुगम हो जाती ह(cid:339), पारदशि(cid:330)ता एवं द(cid:407)ता आती है और लाभाथ(cid:334) अपनी पहचान साबित करने के लिये ब(cid:352)विध द(cid:721)ावेज (cid:366)(cid:721)ुत करने की आव(cid:692)कता से मु(cid:389) होते (cid:352)ये सुविधाजनक और निबा(cid:330)ध रीति से सीधे अपना हक (cid:366)ा(cid:593) करने के यो(cid:438) हो जाते ह(cid:339)

और, चू ँ कि, पिछड़ा वग(cid:330) क(cid:670)ाण विभाग, उ(cid:797)तर (cid:366)दे श (जिसे आगे उ(cid:389) विभाग कहा गया है) नीचे सा(cid:303)रणी म(cid:336) उ(cid:304)(cid:671)(cid:304)खत योजनाओं को (cid:366)शासित कर रहा है।

जो पिछड़ा वग(cid:330) क(cid:670)ाण विभाग, उ(cid:797)तर (cid:366)देश (जिसे आगे (िcid:354)या(cid:587)यनकता(cid:330) अभिकरण कहा गया है) के मा(cid:559)म से (िcid:354)या(cid:304)(cid:587)त की जा रही है;

और, चू ँकि, पूव(cid:342)(cid:779)त योजनाओं के अधीन उ(cid:517)र (cid:366)देश के मूल निवासी अ(cid:586) पिछड़े वग(cid:344) के छा(cid:361)ों को और गरीबी रे खा की (cid:373)ेणी से नीचे आने वाले पिछड़े वग(cid:330) के प(cid:303)रवारों को उनकी पु(िcid:361)यों की शादी के लिए और भारत सरकार के नीलिट (cid:554)ारा मा(cid:586)ता (cid:366)ा(cid:593) सं(cid:830)थाओं के मा(cid:559)म से इ(cid:796)टरमीडिएट अह(cid:330)ता(cid:366)ा(cid:810)त बेरोजगार पु(cid:348)ष/महिला हेतु (cid:366)शि(cid:407)ण (cid:366)दान करने के लिए छा(cid:361)वृ(िcid:517) और वि(cid:797)तीय सहायता (जिसे आगे ''(cid:366)सुविधा'' कहा गया है) (cid:366)दान की जाती है;

और, चू ंकि, पूव(cid:342)(cid:389) योजनाओं म(cid:336) भारत की संचित निधि और उ(cid:517)र (cid:366)दे श रा(cid:475) की संचित निधि से उपगत आवत(cid:334) (cid:681)य अ(cid:802)तवि(cid:330)(cid:829)ट ह(cid:339);

अतएव, अब, आधार (वि(cid:517)ीय और अ(cid:802)य सहायिकियों, (cid:366)सुविधाओं और सेवाओं का ल(cid:304)(cid:409)त प(cid:303)रदान) अधिनियम, 2016 (अधिनियम सं(cid:421)ा 18 सन् 2016) (जिसे आगे उ(cid:389) अधिनियम कहा गया है) की धारा 7 के अनुसरण म(cid:336), उ(cid:517)र (cid:366)दे श सरकार, एतद(cid:554)ारा नि(cid:817)नानुसार अधिसूचित करती है, अथा(cid:330)त्:-

1-(1) उ(cid:389) योजना के अधीन (cid:366)सुविधाएं (cid:366)ा(cid:593) करने के लिए पा(cid:361) (cid:681)(cid:304)(cid:389) से एतद(cid:554)ारा आधार सं(cid:421)ा धा(cid:303)रत करने का (cid:366)माण (cid:366)(cid:721)ुत करने या आधार अभि(cid:366)माणन कराने की अपे(cid:407)ा की जाएगी।

(2) उ(cid:389) योजनाओं के अधीन (cid:366)सुविधाओं का उपभोग करने का इ(cid:453)ु क कोई (cid:826)य(cid:304)(cid:389), जो आधार सं(cid:783)या धा(cid:303)रत न करता हो या जिसने अभी तक आधार के लिए नामांकन न किया हो, से उ(cid:779)त योजना को रजि(cid:720)(cid:332) ीकृ त करने के पूव(cid:330) आधार नामांकन के लिए आवेदन करने की अपे(cid:407)ा की जाएगी, पर(cid:566)ु यह कि वह उ(cid:389) अधिनियम की धारा 3 के अनुसार आधार (cid:366)ा(cid:593) करने लिए हकदार हो और ऐसे (cid:681)(cid:304)(cid:389)यों को आधार नामांकित किये जाने के लिए किसी आधार नामांकन के (cid:574) भारतीय विशि(cid:829)ट पहचान (cid:366)ाधिकरण (यू0आई0डी0ए0आई0) की वेबसाइट www.uidai.gov.in पर जाना होगा ।

(3) आधार (नामांकन और अ(cid:552)तन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग से अपने (िcid:354)या(cid:802)वयनकता(cid:330) अभिकरण के मा(cid:801)यम से ऐसे लाभाथि(cid:330) , जो अभी तक आधार के लिए नामांकित न हों, के लिए आधार नामांकन सुविधाय(cid:336) (cid:366)दान किये जाने की अपे(cid:407)ा की जायेगी और यदि स(cid:817)ब(cid:304)(cid:576)त (cid:813)लॉक या तालुका या तहसील म(cid:336) कोई आधार नामांकन के (cid:802)(cid:363) अव(cid:304)(cid:830)थत न हो तो विभाग को अपने (िcid:354)या(cid:802)वयनकता(cid:330) अभिकरण के मा(cid:801)यम से भारतीय विशि(cid:700) पहचान (cid:366)ाधिकरण (यू0आई0डी0ए0आई0) के वि(cid:552)मान रजि(cid:830)ट(cid:332) ारों के साथ सम(cid:802)वय करके या (cid:830)वयं भारतीय विशि(cid:700) पहचान (cid:366)ाधिकरण का रजि(cid:720)(cid:332) ार होकर सुविधाजनक अव(cid:830)थानों पर आधार नामांकन सुविधाएं (cid:366)दान करे गा:

पर(cid:566)ु यह कि किसी (cid:826)य(cid:304)(cid:389) को आधार समनुदेशित किये जाने के समय तक, उ(cid:779)त योजना के अधीन (cid:366)सुविधाय(cid:336) ऐसे (cid:826)य(cid:304)(cid:389) को नि(cid:817)नलि(cid:304)खत द(cid:830)तावेज (cid:366)(cid:830)तुत किये जाने के अ(cid:801)यधीन (cid:366)दान की जाय(cid:336)गी, अथा(cid:330)त् :-

(क) यदि उसने नामांकन किया है तो उसकी आधार नामांकन पहचान पच(cid:334), और

(ख) नि(cid:635)लि(cid:304)खत द(cid:721)ावेजों म(cid:336) से कोई एक द(cid:721)ावेज अथा(cid:330)त्:-

(एक) फोटोयु(cid:389) ब(cid:339)क या पो(cid:720) आफिस पासबुक; या

(दो) (cid:830)थायी खाता सं(cid:421)ा (पैन) काड(cid:330); या

(तीन) पासपोट(cid:330); या

(चार) राशन काड(cid:330); या

(पॉंच) मतदाता पहचान प(cid:361); या

(छ:) मनरेगा काड(cid:330); या

(सात) किसान फोटो पासबुक; या

(आठ) मोटरयान अधिनियम, 1988 (अधिनियम सं(cid:421)ा 59 सन् 1988) के अधीन लाइसे(cid:802)स (cid:366)ाधिकारी (cid:554)ारा जारी किया गया ड(cid:332) ाइविंग लाइस(cid:336)स; या

(नौ) राजप(िcid:361)त अधिकारी या तहसीलदार (cid:554)ारा अपने शासकीय प(cid:361) शीष(cid:330)क पर जारी किए गए ऐसे (cid:681)(cid:304)(cid:389) की फोटोयु(cid:389) पहचान (cid:366)माण-प(cid:361); या

(दस) विभाग (cid:554)ारा यथा विनिदि(cid:330)(cid:700) कोई अ(cid:586) द(cid:721)ावेज:

पर(cid:566)ु यह और कि उपरो(cid:389) द(cid:721)ावेजों की जांच, विभाग (cid:554)ारा उ(cid:779)त (cid:366)योजनाथ(cid:330) विनिदि(cid:330) (cid:829)ट (cid:349)प से अभिहित किसी अधिकारी (cid:554)ारा की जा सकती है।623 RPH (Pichhda Varg Kallyan Anubhag-2)-2021 Data 4e उत्तर प्रदेश असाधारण गजट, 11 जनवरी, 2021 3 2-पूव(cid:342)(cid:779)त योजना के अधीन लाभाथि(cid:330)यों को सुविधाजनक (cid:349)प से (cid:366)सुविधाएं (cid:366)दान करने के उ(cid:542)े (cid:827)य से विभाग को अपने (िcid:354)या(cid:802)वयनकता(cid:330) अभिकरण के मा(cid:801)यम से यह सुनि(िcid:686)त करने के लिए सम(cid:721) अपे(िcid:407)त (cid:681)व(cid:830)थाएं करनी होंगी कि मीडिया के मा(cid:559)म से लाभाथि(cid:330)यों के लिए (cid:826)यापक (cid:366)चार-(cid:366)सार, उ(cid:802)ह(cid:336) उ(cid:779)त आव(cid:827)यकताओं से अवगत कराने के लिए किया जायेगा।

3-सम(cid:721) मामलों म(cid:336), जहॉं लाभाथि(cid:330)यों के खराब बायोमैटि(cid:332) (cid:411) के कारण या अ(cid:586) किसी कारण आधार अधि(cid:366)माणन विफल हो जाता है वहॉं नि(cid:635)लि(cid:304)खत उपचारा(cid:527)क तं(cid:361) अपनाये जाय(cid:336)गे, अथा(cid:330)त्-

(क) खराब फिं गर(िcid:366)ंट गुणव(cid:517)ा के मामले म(cid:336), अधि(cid:366)माणन के लिए एकीकृ त जो(cid:304)खम सूचना (cid:366)णाली (आई0आर0आई0एस0) (cid:715)ै न या फे स अधि(cid:366)माणन सुविधा अपनाई जाएगी, जिससे विभाग अपने (िcid:354)या(cid:802)वयनकता(cid:330) अभिकरण के मा(cid:559)म से सहज रीति से (cid:366)सुविधाय(cid:336) (cid:366)दान करने के लिए फिं गर (िcid:366)(cid:564) अधि(cid:366)माणन के साथ ही साथ एकीकृ त जो(cid:304)खम सूचना (cid:366)णाली (आई0आर0आई0एस0) (cid:715)ै नर या फे स अधि(cid:366)माणन के लिए उपब(cid:802)ध करे गा;

(ख) यदि फिं गर (िcid:366)ंट या एकीकृ त जो(cid:304)खम सूचना (cid:366)णाली (आई0आर0आई0एस0) (cid:715)ै न या फे स अधि(cid:366)माणन के मा(cid:559)म से बायो टि(cid:332) क अधि(cid:366)माणन सफल नही होता है तो जहां कही ं संभा(cid:826)य और अनु(cid:466)ेय हो, सीमित समय की वैधता के साथ, यथा(cid:304)(cid:830)थति, आधार वन टाइम पासवड(cid:330) या समय आधा(cid:303)रत वन टाइम पासवड(cid:330) (cid:554)ारा अधि(cid:366)माणन (cid:366)दान किया जा सकता है।

(ग) अ(cid:586) सम(cid:721) मामलों म(cid:336) जहॉं बायोमैटि(cid:332) क या आधार वन टाइम पासवड(cid:330) या समय-आधा(cid:303)रत वन-टाइम पासवड(cid:330) अधि(cid:366)माणन स(cid:641)व न हो, वहॉं उ(cid:779)त योजना के अधीन (cid:366)सुविधाय(cid:336), ऐसे भौतिक आधार-प(cid:361) के आधार पर दी जा सकती है, जिसकी अधि(cid:366)माणिकता, आधार-प(cid:361) पर मु(िcid:363)त क्विक (cid:303)र(cid:830)पांस कोड ((cid:779)यू0आर0कोड) के मा(cid:801)यम से स(cid:797)यापित की जा सकती है और क्विक (cid:303)र(cid:830)पांस कोड रीडर की आव(cid:692)क (cid:681)व(cid:830)था, विभाग (cid:554)ारा अपने (िcid:354)या(cid:802)वयनकता(cid:330) अभिकरण के मा(cid:559)म से सुविधाजनक अव(cid:830)थानों पर (cid:366)दान की जाएगी।

4-उपरो(cid:389) के अति(cid:303)र(cid:389), यह सुनि(िcid:686)त करने के उ(cid:542)े (cid:827)य से कि उ(cid:779)त योजना के अधीन कोई वा(cid:830)तविक लाभाथ(cid:334) अपनी दे य (cid:366)सुविधाओं से वंचित न हो, विभाग अपने (िcid:354)या(cid:802)वयनकता(cid:330) अभिकरण के मा(cid:559)म से डी0बी0टी0 मिशन, कै बिनेट सचिवालय, भारत सरकार के काया(cid:330)लय (cid:466)ाप सं(cid:783)या डी-26011/04/2017-डी0बी0टी0, दिनांक 19 दिस(cid:817)बर, 2017 म(cid:336) यथा रे खांकित अपवाद ह(cid:339)डलिंग त(cid:568) का अनुसरण करे गा।

5-यह अधिसूचना सरकारी गजट म(cid:336) (cid:366)काशित किये जाने के दिनांक से (cid:366)भावी होगी।

IN pursuance of the provisions of clause (3) of Article 348 of the Constitution, the Governor is pleased to order the publication of the following English translation of notification no. 8/LXIV-2–2021- 819-2017 (T.C.), dated January 11, 2021 :

No. 8/LXIV-2–2021-819-2017 (T.C.)

Dated Lucnkow, January 11, 2021

WHEREAS the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

AND, WHEREAS, the Department of Backward Class Welfare, Uttar Pradesh (hereinafter referred to as the "Department"), is administering the schemes (hereinafter referred to as the "Scheme") mentioned in the Schedule below.

SCHEDULE

which is being implemented through the Department of Backward Class Welfare, Uttar Pradesh (here in after referred to as the "Implementing Agency") ;

AND, WHEREAS, under the aforesaid Schemes assistance is given in the form of Scholarship and Financial assistance (hereinafter referred to as "the benefit") to Other Backward Class students who are native of Uttar Pradesh, families of backward classes falling below poverty line category for marriage of their daughters, and to intermediate qualified unemployed male/female for providing training through the institutions recognized by NIELIT of Government of India;

AND, WHEREAS, the aforesaid Schemes involve recurring expenditure incurred from the Consolidated Fund of India and the Consolidated Fund of State Government of Uttar Pradesh;

NOW, THEREFORE, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Act no. 18 of 2016) (hereinafter referred to as the said Act), the Government of Uttar Pradesh hereby notifies the following, namely:-

1. (1) An individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016,the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in co-ordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely :-

(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and

(b) any one of the following documents, namely :-

(i) Bank or Post office Passbook with Photo; or

(ii) Permanent Account Number (PAN) Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MANREGA card; or(vii) Kisan Photo passbook; or 623 RPH (Pichhda Varg Kallyan Anubhag-2)-2021 Data 4e उत्तर प्रदेश असाधारण गजट, 11 जनवरी, 2021 5 (viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (Act No. 59 of 1988); or

(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or

(x) any other document as specified by the Department:

Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-

(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;

(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One-Time Password or time-based One-Time Password with limited time validity, as the case may be, shall be offered;

(c) in all other cases where biometric or Aadhaar One-Time Password or time based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.

4. In addition to the above, in order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism asoutlined in the Office Memorandum no. D-26011/04–2017-DBT of DBT Mission, Cabinet Secretariat, Government of India dated 19th December 2017.

5. This notification shall come into effect from the date of its publication in the Official Gazette.
