साधारण खण्ड अधिनियम, 1897 (अधिनियम संख्या 10 सन् 1897) की धारा 21 के साथ पठित उत्तर प्रदेश में उसकी प्रवृत्ति के सम्बन्ध में समय-समय पर यथासंशोधित भारतीय स्टाम्प अधिनियम, 1899 (अधिनियम संख्या 2 वर्ष 1899) की धारा 10, 74 और 75 के अधीन शक्तियों का प्रयोग करके राज्यपाल, उत्तर प्रदेश ई-स्टाम्पिंग नियमावली, 2013 को संशोधित करने की दृष्टि से निम्नलिखित नियमावली बनाती हैं।
उत्तर प्रदेश ई-स्टाम्पिंग (द्वितीय संशोधन) नियमावली, 2021
1-(1) यह नियमावली उत्तर प्रदेश ई-स्टाम्पिंग (द्वितीय संशोधन) नियमावली, 2021 संक्षिप्त नाम और प्रारम्भ कही जायेगी।
(2) यह गजट में प्रकाशित किये जाने के दिनांक से प्रवृत्त होगी।
नियम 2 का संशोधन 2-उत्तर प्रदेश ई-स्टाम्पिंग नियमावली, 2013, जिसे आगे उक्त नियमावली कहा गया है, में नीचे स्तम्भ-1 में दिये गये नियम 2 के उपनियम (1) के खण्ड (झ) के स्थान पर स्तम्भ-2 में दिया गया खण्ड रख दिया जायेगा, अर्थात् :-

2 उत्तर प्रदेश असाधारण गजट, 12 जनवरी, 2021 3-उक्त नियमावली में, नियम 25 के उपनियम (3) के पश्चात् निम्नलिखित नियम 25 का संशोधन उपनियम बढ़ा दिया जायेगा, अर्थात् :-''(4) जहाँ डिजिटल ई-स्टाम्प जारी किया जाना है, वहाँ, यह केंद्रीय अभिलेख अनुरक्षण अभिकरण द्वारा आवेदक को, नियुक्ति प्राधिकारी द्वारा विहित प्रारूप में एवं रीति से जारी एवं पारेषित किया जाएगा।''

IN exercise of the powers under sections 10, 74 and 75 of the Indian Stamp Act, 1899 (Act no. 2 of 1899) as amended from time to time, in its application to Uttar Pradesh, read with section 21 of the General Clauses Act, 1897 (Act no. 10 of 1897), the Governor is pleased to make the following rules, with a view to amending the Uttar Pradesh E-Stamping Rules, 2013.
THE UTTAR PRADESH E-STAMPING (SECOND AMENDMENT) RULES, 2021
1. (1) These rules may be called the Uttar Pradesh E-Stamping (Second Short title and commencement
Amendment) Rules, 2021.
(2) They shall come into force with effect from the date of their publication in the Gazette.
Amendment of rule 2
2. In the Uttar Pradesh E-Stamping Rules, 2013, hereinafter referred to as the said rules, for clause (i) of sub-rule (1) of rule 2 as set out in Column-I below, the clause as set out in Column-II shall be substituted, namely:–

Existing clause
Clause as hereby substituted (i) E-stamp means an electronically generated impression on paper to denote the payment of stamp duty;
(i) E-Stamp means an electronically generated impression on paper to denote the payment of stamp duty and includes digital E-Stamp in a dematerialised format.
Amendment of
3. In the said rules, after sub-rule (3) of rule 25 the following sub-rule shall be rule 25
inserted, namely :-
"(4) Where digital E-Stamp is to be issued it shall be issued and transmitted to the applicant by Central Record Keeping Agency (CRA) in the format and manner prescribed by the Appointing Authority."
