अधिसूचना
चूँकि सेवायें या प्रसुविधायें या सहायिकी प्रदान करने के पहचान दस्तावेज के रूप में आधार के उपयोग से सरकारी परिदान प्रक्रियाएं सुगम हो जाती हैं, पारदर्शिता और दक्षता आती है और लाभार्थी अपना पहचान साबित करने के लिए बहुविधि दस्तावेज प्रस्तुत करने की आवश्यकता से मुक्त होते हुए सुविधाजनक और निर्बाध रीति से सीधे अपना हक प्राप्त करने के योग्य हो जाते हैं;
और, चूंकि, गन्ना विकास विभाग, उत्तर प्रदेश (जिसे आगे उक्त "विभाग" कहा गया है) नीचे दी गई योजनाएं (जिन्हें आगे "योजना'' कहा गया है) प्रशासित कर रहा है; जो गन्ना विकास विभाग, उत्तर प्रदेश (जिसे आगे क्रियान्वयनकर्ता अभिकरण" कहा गया है), के माध्यम से क्रियान्वित की जा रही है :-
1-राष्ट्रीय —षि विकास योजना।
2-राष्ट्रीय खाद्य सुरक्षा मिशन। 2 उत्तर प्रदेश असाधारण गजट, 4 फरवरी, 2021
1-गन्ना विकास योजना (जिला योजना) राज्य पोषित-
और चूंकि, योजनाओं के अधीन क्रियान्वयनकर्ता अभिकरण द्वारा विद्यमान योजना के मार्गदर्शी सिद्धान्तों के अनुसार —षकों (जिन्हें आगे "लाभार्थी'' कहा गया है) को सीधे सहायिकी प्रसुविधा अंतरण (जिन्हें आगे "प्रसुविधा'' कहा गया है) को प्रदान किया जाता है;
और चूंकि, पूर्वोक्त योजनाओं में उत्तर प्रदेश की संचित निधि से उपगत आवर्ती व्यय अंतर्वलित है;
अतएव, अब, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (अधिनियम संख्या 18 सन् 2016) (जिसे आगे "उक्त अधिनियम" कहा गया है) की धारा 7 के अनुसरण में उत्तर प्रदेश राज्य सरकार एतद्द्वारा निम्नानुसार अधिसूचित करती है, अर्थात् :-
1-(1) उक्त योजना के अधीन प्रसुविधाएं प्राप्त करने के लिए पात्र व्यक्ति से एतद्द्वारा आधार संख्या धारित करने का प्रमाण प्रस्तुत करने या आधार अधिप्रमाणन कराने की अपेक्षा की जायेगी। (2) उक्त योजनाओं के अधीन प्रसुविधाओं का उपभोग करने का इच्छुक कोई व्यक्ति, जो आधार संख्या धारित न करता हो या जिसने अभी तक आधार के लिए नामांकन न किया हो, से उक्त योजना को रजिस्ट्री—त करने के पूर्व आधार नामांकन के लिए आवेदन करने की अपेक्षा की जायेगी, परन्तु यह कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने का हकदार हो, और ऐसे व्यकित को आधार हेतु नामांकित किये जाने के लिए किसी आधार नामांकन केेद्र [भारतीय विशिष्ट पहचान प्राधिकरण (यू0आई0डी0ए0आई0) की वेबसाइट www.uidai.gov.in पर उपलब्ध सूची] पर जाना होगा।
(3) आधार (नामंकन और अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग से अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से ऐसे लाभार्थियों, जो अभी तक आधार के लिए नामांकित न हों, के लिए आधार नामांकन सुविधाएं प्रदान करने की अपेक्षा की जायेगी, और यदि संबंधित ब्लॉक या तालुका या तहसील में कोई आधार नामांकन केंद्र अवस्थित न हो तो विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से भारतीय विशिष्ट पहचान प्राधिकरण (यू0आई0डी0ए0आई0) के विद्यमान रजिस्ट्रारों के साथ समन्वय करके या स्वयं भारतीय विशिष्ट पहचान प्राधिकरण (यू0आई0डी0ए0आई) का रजिस्ट्रार होकर सुविधाजनक अवस्थानों पर नामांकन सुविधायें प्रदान करेगा :
परन्तु यह कि आधार किसी व्यक्ति को समनुदेशित किये जाने के समय तक, उक्त योजना के अधीन प्रसुविधायें, ऐसे व्यक्ति को निम्नलिखित दस्तावेज प्रस्तुत किये जाने के अध्यधीन प्रदान की जाायेंगी, अर्थात्ः-
(क) यदि उसने नामांकन किया है तो उसकी आधार नामांकन पहचान पर्ची; और
(ख) निम्नलिखित दस्तावेजों में से कोई एक दस्तावेज, अर्थात् :-
(1) फोटोयुक्त बैंक या पोस्ट ऑफिस पासबुक; या
(2) स्थायी खाता संख्या (पैन) कार्ड; या
(3) पासपोर्ट; या
(4) मतदाता पहचान पत्र; या
(5) किसान फोटो पासबुक; या
(6) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेज :
परन्तु यह और कि उपरोक्त दस्तावेजों की जांच, विभाग द्वारा उक्त प्रयोजनार्थ विनिर्दिष्ट रूप से अभिहित किसी अधिकारी द्वारा की जा सकती है। उत्तर प्रदेश असाधारण गजट, 4 फरवरी, 2021 3 2-उक्त योजना के अधीन लाभार्थियों को सुविधाजनक रूप से प्रसुविधायें प्रदान करने के उद्देश्य से विभाग को अपने क्रियान्तवयनकर्ता अभिकरण के माध्यम से यह सुनिश्चित करने के लिए समस्त अपेक्षित व्यवस्थाएं करनी होंगी कि मीडिया के माध्यम से लाभार्थियों के लिए व्यापक प्रचार-प्रसार, उन्हें उक्त आवश्यकता से अवगत कराने के लिए किया जायेगा।
3-समस्त मामलों में, जहाँ लार्भार्थियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण में आधार अधिप्रमाणन विफल हो जाता है वहाँ निम्नलिखित उपचारात्मक तंत्र अपनाये जायेंगे, अर्थात्ः-
(क) खराब फिंगरप्रिंट गुणवत्त्ता के मामले में, अधिप्रमाणन के लिए एकी—त जोखिम सूचना प्रणाली (आईरिस) स्कैन या फेस अधिप्रमाणन सुविधा अपनाई जाएगी, जिससे विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से सहज रीति से प्रसुविधायें प्रदान करने के लिए फिंगरप्रिंट अधिप्रमाणन के साथ ही साथ एकी—त जोखिम सूचना प्रणाली (आईरिस) स्कैनर या फेस अधिप्रमाणन हेतु उपबन्ध करेगा ;
(ख) यदि फिंगरप्रिंट या एकी—त जोखिम सूचना प्रणाली (आईरिस) स्कैन या फेस अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल नहीं होता है तो जहाँ कहीं संभाव्य और अनुज्ञेय हो, सीमित समय की वैधता के साथ, यथास्थिति, आधार वन टाइम पासवर्ड या समय आधारित वन-टाइम पासवर्ड द्वारा अधिप्रमाणन प्रदान किया जा सकता है;
(ग) अन्य समस्त मामलों में जहाँ बायोमेट्रिक या आधार वन टाइम पासवर्ड या समय-आधारित वन-टाइम पासवर्ड अधिप्रमाणन संभव न हो वहाँ उक्त योजना के अधीन प्रसुविधाएँ, ऐसे भौतिक आधार-पत्र के आधार पर दी जा सकती हैं, जिसकी अधिप्रमाणिकता, आधार पत्र पर मुद्रित क्विक रिस्पांस कोेड (क्यू0आर0कोड) के माध्यम से सत्यापित की जा सकती है और क्विक रिस्पांस कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से सुविधाजनक अवस्थानों पर प्रदान की जायेगी।
4-उपरोक्त के अतिरिक्त, यह सुनिश्चित करने के उद्देश्य से कि उक्त योजना के अधीन कोई वास्तविक लाभार्थी अपनी देय प्रसुविधाओं से वंचित न हो विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से डी0बी0टी0 मिशन, कैबिनेट सचिवालय, भारत सरकार के कार्यालय-ज्ञाप, दिनांक 19 दिसम्बर, 2017 में यथा रेखांकित अपवाद हैडलिंग तंत्र का अनुसारण करेगा।
5-यह अधिसूचना गजट में प्रकाशित किये जाने के दिनांक से प्रभावी होगी।

IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of notification no. 06/2021/1869–Forty Six-1–2020-1000 (74)-2012, dated February 4, 2021 :

WHEREAS, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies, simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
4 उत्तर प्रदेश असाधारण गजट, 4 फरवरी, 2021AND WHEREAS, the Department of Cane Development, Uttar Pradesh (hereinafter referred to as the Department) is administering the schemes given below (hereinafter referred to as the "Scheme") which is being implemented through the Department of Cane Development, Uttar Pradesh (hereinafter referred to as the "Implementing Agency") :–
Central Schemes :–
1. National Agricultural Development Plan.
2. National food Security Mission.
State Scheme :–
1. Sugarcane Development Plan (District Plan) State funded,–
AND, WHEREAS, under the Schemes, Direct Benefit Transfer of subsidy (hereinafter referred to as the "benefit") is given to the farmers (hereinafter referred to as the "beneficiaries"), by the Implementing Agency as per the extant Scheme guidelines;
AND, WHEREAS, the aforesaid Schemes involve recurring expenditure incurred from the Consolidated Fund of Uttar Pradesh;
NOW, THEREFORE, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Act no. 18 of 2016) (hereinafter referred to as the "said Act"), the State Government of Uttar Prradesh hereby notifies the following, namely :–
1. (1) An individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any individual desirous of availing benefits under the Scheme who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaaer enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centere located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves :
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely :–
(a) If he has enrolled, his Aadhaar enrollment identification slip; and
(b) Any one of the following documents, namely :–
(i) Bank or post office passbook with photo; or
(ii) Permanent Account Number (PAN) card; or
(iii) Passport; or
(iv) Voter ID card; or
(v) Kisan Photo Passbook; or
(vi) Any other document as specified by the department :
उत्तर प्रदेश असाधारण गजट, 4 फरवरी, 2021 5Provided further that the above documents may be checked by an officer specifically designated by the Department for the purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the aforesaid requirements.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely :–
(a) in case of poor fingerprint quality, Integrated Risk Information System (IRIS) scan or face authentication facility shall be adopted for authentication. Thereby, the Department through its Implementing Agency shall make provisions for Integrated Risk Information System (IRIS) scanners or face authentication along with finger-print authentication for delivery of benefits in a seamless manner;
(b) in case the biometric authentication through fingerprints or Integrated Risk Information System (IRIS) scan or face authentication is not successful, wherever feasible and admissible, authentication by Aadhaar One Time Password or time-based One-time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One time Password or time-based One- time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter authenticity of which can be verified through the Quick Response Code printed on the Aadhaar letter and the necessary arrangement of Quick Response Code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above in order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum DBT Mission, Cabinet Secretariat, Government of India dated December 19, 2017.
5. This notification shall come into effect from the date of its publication in the Gazette.
