अधिसूचना
चूँकि सेवाएँ या प्रसुविधायें या सहायिकी प्रदान करने के पहचान दस्तावेज के रूप में आधार के उपयोग से सरकारी परिदान प्रक्रियाएं सुगम हो जाती हैं, पारदर्शिता एवं दक्षता आ जाती है, और लाभार्थी अपनी पहचान साबित करने के लिये बहुविध दस्तावेज प्रस्तुत करने की आवश्यकता से मुक्त होते हुये सुविधाजनक और निर्बाध रीति से सीधे अपना हक प्राप्त करने के योग्य हो जाते हैं; और चूंकि अल्पसंख्यक कल्याण एवं वक्फ विभाग, उत्तर प्रदेश (जिसे आगे "उक्त विभाग" कहा गया है) निम्नलिखित तीन योजनायें, (जिन्हें आगे "उक्त योजनायें" कहा गया है), प्रशासित कर रहा है :-
(एक) अल्पसंख्यक पूर्वदशम् छात्रवृत्ति योजना;
(दो) अल्पसंख्यक दशमोत्तर छात्रवृत्ति योजना; तथा
(तीन) अल्पसंख्यक पुत्री की शादी हेतु अनुदान योजना
जो अल्पसंख्यक कल्याण एवं वक्फ विभाग, उत्तर प्रदेश (जिसे आगे क्रियान्वयनकर्ता अभिकरण कहा गया है) के माध्यम से क्रियान्वित की जा रही है;
और, चूँकि, उक्त श्रेणी के पूर्वदशम् और दशमोत्तर कक्षाओं के छात्रों को छात्रवृत्ति और अल्पसंख्यक श्रेणी के माता-पिता को पुत्रियों की शादी हेतु अनुदान (जिसे आगे "प्रसुविधा" कहा गया है), के रूप में वित्तीय सहायता क्रियान्वयनकर्ता अभिकरण द्वारा विद्यमान योजना के मार्गदर्शी सिद्धान्तों के अनुसार उत्तर प्रदेश के पात्र छात्रों एवं आवेदकों (जिन्हें आगे उक्त "लाभार्थी" कहा गया है) को प्रदान की जाती है। 2 उत्तर प्रदेश असाधारण गजट, 8 फरवरी, 2021 और, चूँकि, पूर्वोक्त योजनाओं में उत्तर प्रदेश राज्य सरकार की संचित निधि से उपगत आवर्ती व्यय अन्तर्विष्ट है;
अतएव, अब, आधार (वित्तीय एवं अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (अधिनियम संख्या 18 सन् 2016) (जिसे आगे "उक्त अधिनियम" कहा गया है) की धारा 7 के अनुसरण में, उत्तर प्रदेश सरकार एतद्द्वारा निम्नानुसार अधिसूचित करती है, अर्थात्-
1-(1) उक्त योजना के अधीन प्रसुविधायें प्राप्त करने के लिए पात्र किसी व्यक्ति से एतद्द्वारा आधार संख्या धारित करने का साक्ष्य प्रस्तुत करने या आधार अधिप्रमाणित कराने की अपेक्षा की जायेगी। (2) उक्त योजना के अधीन प्रसुविधाओं का उपभोग करने का इच्छुक कोई व्यक्ति, जो आधार संख्या धारित न करता हो या जिसने अभी तक आधार के लिए नामांकन न किया हो, से योजना को रजिस्ट्री—त करने के पूर्व आधार नामांकन हेतु आवेदन करने की अपेक्षा की जायेगी, परन्तु यह कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने के लिए हकदार हो और ऐसे व्यक्तियेां को आधार नामांकित किये जाने के लिये किसी आधार नामांकन केन्द्र [भारतीय विशिष्ट पहचान प्राधिकरण (यू0आई0डी0ए0आई0) की बेबसाइट www.uidai.gov.in पर सूची उपलब्ध] पर जाना होगा।
(3) आधार (नामांकन और अद्यतन) नियमावली, 2016 के विनियम 12 के अनुसार, विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से ऐसे लाभार्थियों, जो अभी तक आधार के लिये नामांकित न हों, के लिये आधार नामांकन सुविधायें प्रदान किये जाने की अपेक्षा की जाएगी और यदि सम्बन्धित ब्लाक या तालुका या तहसील में कोई आधार नामांकन केन्द्र अवस्थित न हो तो विभाग को अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से भारतीय विशिष्ट पहचान प्राधिकरण (यू0आई0डी0ए0आई0) के विद्यमान रजिस्ट्रारों के साथ समन्वय करके या स्वयं भारतीय विशिष्ट पहचान प्राधिकरण का रजिस्ट्रार होकर सुविधाजनक अवस्थानो ंपर आधार नामांकन सुविधाएं प्रदान करेगा।
परन्तु यह कि किसी व्यक्ति को आधार समनुदेशित किये जाने के समय तक, उक्त योजना के अधीन प्रसुविधायें ऐसे व्यक्ति को निम्नलिखित दस्तावेज प्रस्तुत किये जाने के अध्यधीन प्रदान की जायेगी, अर्थात् :-
(क) यदि उसने नामांकन किया है तो उसकी आधार नामांकन पहचान पर्ची, और
(ख) निम्नलिखित दस्तावेजों में से कोई एक दस्तावेज अर्थात्-
(एक) फोटो युक्त बैंक या पोस्ट ऑफिस पासबुक; अथवा
(दो) स्थायी खाता संख्या (पेन) कार्ड; या
(तीन) पासपोर्ट; या
(चार) राशन कार्ड; या
(पॉच) मतदाता पहचान पत्र; या
(छः) मनरेगा कार्ड; या
(सात) किसान फोटो पासबुक; या
(आठ) मोटर यान अधिनियम, 1988 (अधिनियम संख्या 59 सन् 1988) के अधीन लाइसेंस प्राधिकारी द्वारा जारी ड्राइविंग लाइसेंस; या
(नौ) राजपत्रित अधिकारी या तहसीलदार द्वारा अपने शासकीय पत्र शीर्षक पर जारी किये गये ऐसे व्यक्ति का फोटोयुक्त पहचान प्रमाण पत्र; या
(दस) विभाग द्वारा विनिर्दिष्ट कोई अन्य दस्तावेज;
परन्तु यह और कि उपरोक्त दस्तावेजों की जाँच, विभाग द्वारा उक्त प्रयोजनार्थ विनिर्दिष्ट रूप से अभिहित किसी अधिकारी द्वारा की जा सकती है।
2-पूर्वोक्त योजना के अधीन लाभार्थियों को सुविधाजनक रूप से प्रसुविधाएं प्रदान करने के उद्देश्य से विभाग को अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से यह सुनिश्चित करने के लिये समस्त अपेक्षित व्यवस्थाएं करनी होगी कि मीडिया के माध्यम से लाभार्थियों के लिये व्यापक प्रचार-प्रसार, उन्हें उक्त आवश्यकताओं से अवगत कराने के लिये किया जायेगा।
3-समस्त मामलों में, जहाँ लाभार्थियों के खराब बायोमैट्रिक्स के कारण या अन्य किसी कारण से आधार अधिप्रमाणन विफल हो जाता है, वहाँ निम्नलिखित उपचारात्मक तंत्र अपनाये जायेंगे, अर्थात्ः- उत्तर प्रदेश असाधारण गजट, 8 फरवरी, 2021 3 क्रियान्वयनकर्ता अभिकरण के माध्यम से सहज रीति से प्रसुविधायें प्रदान करने के लिए फिंगरप्रिंट अधिप्रमाणन के साथ ही साथ एकीकृत जोखिम सूचना प्रणाली (आई0आर0आई0एस0) स्कैनर या फेस अधिप्रमाणन के लिए उपबन्ध करेगा;
(ख) यदि फिंगरप्रिंट या एकीकृत जोखिम सूचना प्रणाली (आई0आर0आई0एस0) स्कैन या फेस अधिप्रमाणन के माध्यम से बायोमैट्रिक अधिप्रमाणन सफल नहीं होता है तो जहाँ कहीं संभाव्य और अनुज्ञेय हो, सीमित समय की वैधता के साथ, यथास्थिति, आधार, वन टाइम पासवर्ड या समय आधारित वन टाइम पासवर्ड द्वारा अधिप्रमाणन प्रदान किया जा सकता है।
(ग) अन्य समस्त मामलों में जहाँ बायोमैट्रिक या आधार वन टाइम पासवर्ड या समय आधारित वन टाइम पासवर्ड अधिप्रमाणन सम्भव न हो, वहाँ उक्त योजना के अधीन प्रसुविधायें, ऐसे भौतिक आधार-पत्र के आधार पर दी जा सकती हैं, जिसकी अधिप्रामाणिकता, आधार पत्र पर मुद्रित क्विक रिस्पांस कोड (क्यू0आर0कोड) के माध्यम से सत्यापित की जा सकती है और क्विक रिस्पांस कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से सुविधाजनक अवस्थानों पर प्रदान की जाएगी।
4-उपरोक्त के अतिरिक्त, यह सुनिश्चित करने के उद्देश्य से कि उक्त योजना के अधीन कोई वास्तविक लाभार्थी अपनी देय प्रसुविधाओं से वंचित न हो, विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से डी0बी0टी0 मिशन, कैबिनेट सचिवालय, भारत सरकार के कार्यालय ज्ञाप संख्या डी-26011/04/2017-डीबीटी, दिनांक 19 दिसम्बर, 2017 में यथा रेखांकित अपवाद हैंडलिंग तन्त्र का अनुसरण करेगा।
5-यह अधिसूचना सरकारी गजट में प्रकाशित किये जाने के दिनांक से प्रभावी होगी।

IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of notification no. 1108/LII-3–2020-SA(53)-2019, dated February 8, 2021:

Dated Lucknow, February 8, 2021
WHEREAS, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency an efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
AND WHEREAS, the minority Welfare and Waqf Department, Uttar Pradesh (hereinafter referred to as "the Department"), is administering the following three schemes (hereinafter referred to as "the Scheme"),
(i) Pre-Matric Scholarship Scheme for Minorities;
(ii) Post-Matric Scholarship Scheme for Minorities; and
(iii) Grant for Daughter's Marrige Scheme for Minorities.
which is being implemented through the Minority Welfare and Waqf Department, Uttar Pradesh (hereinafter referred to as the Implementing Agency");
AND WHEREAS, under the aforesaid Schemes, financial assistance in form of scholarship to Pre- matric and Post-matric students belonging to the category and aid for marriage of daughter's, to parents of minority category (hereinafter referred to as "the benetit") is given to the eligible students and applicants 4 उत्तर प्रदेश असाधारण गजट, 8 फरवरी, 2021 of Uttar Pradesh (hereinafter referred to as "the beneficiaries") by the Implementing Agency as per the extant Scheme guidelines;
AND WHEREAS, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of the State Government of Uttar Pradesh;
NOW, THEREFORE, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Sevices) Act, 2016 (Act no. 18 of 2016) (hereinafter referred to as the said Act"), the Government of Uttar Pradesh hereby notifies the following, namely:-
1. (1) an individule eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhar number or undergo Aadhaar authentication.
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar shall be required to make application for Adhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrollment centre (list available at the Unique identification Authority of India (UIDAI) website (www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar(enrolment and Update) regulations, 2016, the department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiares who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely:-
(a) if he has enrrolled, his Aadhaar Enrolment Identification slip; and
(b) any one of the following documents, namely:-
(i) Bank or Post office Passbook with Photo; or
(ii) Parmanent Account Number (PAN) card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) MENREGA card; or
(vii) Kisan Photo Passbook; or
(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (Act no. 59 of 1988); or
(ix) Certificate of indentity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letterhead; or
(x) any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the aforesaid requirements.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
उत्तर प्रदेश असाधारण गजट, 8 फरवरी, 2021 5(a) in case of poor fingerprint quality, Integrated Risk Information System (IRIS) scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for IRIS scanners or face authentication along with fingerprint authentication for delivery of benefits in seamless manner;
(b) in case the biometric authentication through fingerprint or IRIS scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One Time Password or time-based One- Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter authenticity of which can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above, in order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum no. D-26011/04/2017/DBT of DBT Mission, Cabinet Secretariat, Government of India dated 19th December, 2017.
5. This notification shall come into effect from the date of its publication in the Official Gazette.
