चूँकि राज्यपाल की यह राय है कि जिला कारागार, चित्रकूट में दिनांक 14 मई 2021 को बन्दियों 1-मुकीम उर्फ काला, पुत्र मुस्तकीम, 2-मेराज अहमद, पुत्र जलालुद्दीन, 3-अंशू दीक्षित उर्फ सुमित, पुत्र जगदीश की हुई मृत्यु की सम्पूर्ण घटना से संबंधित लोक महत्व के विषय की जाँच आयोजित करना आवश्यक है। 2-अतएव, अब, जाँच आयोग अधिनियम, 1952 (अधिनियम संख्या 60 सन् 1952) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करके राज्यपाल, मा0 उच्च न्यायालय, इलाहाबाद के सेवानिवृृत्त न्यायाधीश, श्री शशि कान्त को एकल सदस्यीय जाँच आयोग, जिसका मुख्यालय चित्रकूट में होगा, के रूप में नियुक्त करती हैं।
3-चूँकि राज्यपाल की राय है कि, की जाने वाली जाँच की प्र—ति और मामले की अन्य परिस्थितियों को ध्यान में रखते हुए ऐसा करना आवश्यक है। अतः राज्यपाल उक्त अधिनियम की धारा 5 की उपधारा (1) के अधीन यह निदेश देती हैं कि उक्त धारा 5 की उपधारा (2), (3), (4) और (5) के उपबन्ध आयोग पर लागू होंगे। 4-आयोग, इस अधिसूचना के जारी किये जाने के दिनांक से 02 मास की अवधि के भीतर अपनी जाँच पूरी करेगा। इसकी अवधि में किसी प्रकार का परिवर्तन, शासन की ओर से किया जायेगा।

WHEREAS the Governor is of the opinion that it is necessary to hold an inquiry with regard to matter of public importance regarding the entire episode relating to death of prisoners 1. Mukeem Alias Kala, S/o Mustkeem, 2. Meraj Ahmad, S/o Jalaluddin, 3. Anshu Dixit Alias Sumit, S/o Jagdeesh on May 14, 2021 in District Jail, Chitrakoot about the death of the aforesaid prisoners.
2. Now, therefore, in exercise of the powers conferred by section 3 of the Commissions of Inquiry Act, 1952 (Act no. 60 of 1952), the Governor is pleased to appoint Justice Shri Shashi Kant (Retd.), High Court, Allahabad as a single member Commission of Inquiry with Headquarters at Chitrakoot.
3. The Governor, being of the opinion that having regard to the nature of the inquiry to be made and other circumstances of the case, it is necessary so to do, is further pleased to direct under sub-section (1) of section 5 of the said Act, that the provisions of sub-section (2), (3), (4) and (5) of section 5 shall apply to the Commission.
4. The Commission shall complete the inquiry within a period of two months from the date of the issue of this notification. Any change in its tenure shall be at the behest of the Government.
