संविधान के अनुच्छेद 187 के खण्ड (3) द्वारा प्रदत्त शक्तियों का प्रयोग करके राज्यपाल, सभापति, उत्तर प्रदेश विधान परिषद् के परामर्श से, उत्तर प्रदेश विधान परिषद् सचिवालय सेवा (भर्ती तथा सेवा की शर्तें ) नियमावली, 1976 में संशोधन करने की दृष्टि से निम्नलिखित नियमावली बनाती हैं।

संक्षिप्त नाम 1-(1) यह नियमावली उत्तर प्रदेश विधान परिषद् सचिवालय सेवा (भर्ती तथा सेवा की
और प्रारम्भ शर्तें ) (पंचम संशोधन) नियमावली, 2020 कही जायेगी।
(2) यह दिनांक 14 जनवरी, 2020 से प्रवृत्त हुई समझी जायेगी।
नियम 10 का 2-उत्तर प्रदेश विधान परिषद् सचिवालय सेवा (भर्ती तथा सेवा की शर्तें ) नियमावली,
संशोधन
1976, में नियम 10 में, नीचे स्तम्भ-1 में दिये गये उपनियम (7) के स्थान पर स्तम्भ-2 में दिया
गया उपनियम रख दिया जायेगा, अर्थात् :-

(एक) भारत में विधि द्वारा स्थापित किसी विश्वविद्यालय से स्नातक की उपाधि या सरकार द्वारा उसके समकक्ष मान्यता प्राप्त अर्हता।

(दो) नीलिट (पूर्व डी0ओ0इ0ए0सी0सी0 सोसाइटी) द्वारा प्रदत्त 'ओ' लेवल प्रमाण पत्र अथवा उसके समकक्ष कोई अर्हता।
(तीन) कम्प्यूटर पर हिन्दी टंकण में न्यूनतम
25 शब्द प्रति मिनट की गति :
(तीन) नीलिट (पूर्व डी0ओ0इ0ए0 सी0सी0 सोसाइटी) द्वारा प्रदत्त 'ओ' लेवल प्रमाण पत्र अथवा उसके समकक्ष कोई अर्हता।

न्यूनतम 25 शब्द प्रति मिनट की गति :
प्रतिबन्ध यह है कि अंग्रेजी टंकण का ज्ञान रखने वाले अभ्यर्थियों को अधिमान दिया जायेगा।

IN exercise of the powers conferred by clause (3) of Article 187 of the Constitution, the Governor, in consultation with the Chairman of the Uttar Pradesh Legislative Council, is pleased to make the following rules with a view to amending the Uttar Pradesh Legislative Council Secretariat Service (Recruitment and Conditions of Service) Rules, 1976.
THE UTTAR PRADESH LEGISLATIVE COUNCIL SECRETARIAT SERVICE (RECRUITMENT AND CONDITIONS OF SERVICE) (FIFTH AMENDMENT)
RULES, 2020
Short title
1. (1) These rules may be called the Uttar Pradesh Legislative Council and
Secretariat Service (Recruitment and Conditions of Service) (Fifth Amendment) commencement
Rules, 2020.
(2) They shall be deemed to have come into force with effect from January 14, 2020.
Amendment of
2. In the Uttar Pradesh Legislative Council Secretariat Service (Recruitment rule 10
and Conditions of Service) Rules, 1976, in rule 10 for sub-rule (7) set out in Column-I below, the sub-rule as set out in Column-II shall be substituted, namely :-
