संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करके राज्यपाल, उत्तर प्रदेश विधि विज्ञान प्रयोगशाला तकनीकी अधिकारी सेवा नियमावली, 2016 को संशोधित करने की दृष्टि से निम्नलिखित नियमावली बनाती हैं।
उत्तर प्रदेश विधि विज्ञान प्रयोगशाला तकनीकी अधिकारी सेवा (प्रथम संशोधन) नियमावली, 2021
1-(1) यह नियमावली उत्तर प्रदेश विधि विज्ञान प्रयोगशाला तकनीकी अधिकारी सेवा संक्षिप्त नाम और प्रारम्भ (प्रथम संशोधन) नियमावली, 2021 कही जाएगी।
(2) यह तुरन्त प्रवृत्त होगी।
नये उपनियम 2-उत्तर प्रदेश विधि विज्ञान प्रयोगशाला तकनीकी अधिकारी सेवा नियमावली, 2016,
का बढ़ाया जाना जिसे आगे उक्त नियमावली कहा गया है, में नियम 3 के उपनियम (3)(ठ) के पश्चात्
निम्नलिखित उपनियम बढ़ा दिया जायेगा, अर्थात् :-
(ड) 'छानबीन समिति' का तात्पर्य नियम 5(1) में यथा उल्लिखित से है। 2 उत्तर प्रदेश असाधारण गजट, 15 नवम्बर, 2021 3-उक्त नियमावली में, नीचे स्तम्भ-1 में दिये गये विद्यमान नियम 5 के स्थान पर नियम 5 का संशोधन
स्तम्भ-2 में दिया गया नियम रख दिया जायेगा, अर्थात् :-
स्तम्भ-1 स्तम्भ-2 -सेवा में विभिन्न श्रेणी के पदों पर भर्ती निम्नलिखित स्रोतों से की जाएगी :-

1-निदेशक-आयोग के माध्यम से
सीधी भर्ती द्वारा :
1-निदेशक-निदेशक पद पर भर्ती, नियम 8 (1) में विहित अर्हताओं को धारित करने वाले उपयुक्त अभ्यर्थियों में से छानबीन समिति द्वारा यथा विहित निबन्धनों एवं शर्तों पर छानबीन समिति द्वारा, सेवा स्थानान्तरण/प्रतिनियुक्ति के माध्यम से की जायेगी। छानबीन समिति में निम्नलिखित सदस्य होंगे :-
(1) मुख्य सचिव, उत्तर प्रदेश शासन-
अध्यक्ष परन्तु यह कि यदि निदेशक के पद पर सीधी नियुक्ति के लिए कोई उपयुक्त अभ्यर्थी उपलब्ध न हो तो रिक्ति ऐसे उपयुक्त अधिकारियों में से, जो नियम 8 में विहित अर्हताएं रखते हों और किसी राज्य या संघ सरकार के अधीन किसी समकक्ष वैज्ञानिक संस्थान में सेवारत हों, सेवा स्थानान्तरण/प्रतिनियुक्ति द्वारा भरी जा सकती है।
(2) अपर मुख्य सचिव/प्रमुख सचिव, गृह, उत्तर प्रदेश शासन- सदस्य
(3) अपर मुख्य सचिव/प्रमुख सचिव, कार्मिक, उत्तर प्रदेश शासन- सदस्य
(4) पुलिस महानिदेशक, उत्तर प्रदेश-
सदस्य
(5) अध्यक्ष द्वारा नामनिर्दिष्ट एक विषय विशेषज्ञ- सदस्य (एक) 50 प्रतिशत आयोग के माध्यम
से सीधी भर्ती द्वारा;
(एक) आचार विज्ञान के क्षेत्र/प्रक्षेत्र के समस्त पद आयोग के माध्यम से सीधी भर्ती द्वारा भरे जायेंगे। :-
(दो) 50 प्रतिशत आयोग के माध्यम से
सीधी भर्ती द्वारा;
(दो) 50 प्रतिशत मौलिक रूप से नियुक्त ऐसे ज्येष्ठ वैज्ञानिक सहायकों में से, जिन्होंने भर्ती के वर्ष के प्रथम दिवस को इस रूप में पाँच वर्ष की सेवा पूर्ण कर ली हो, आयोग के माध्यम से पदोन्नति द्वारा।
(तीन) 50 प्रतिशत आयोग के माध्यम से मौलिक रूप से नियुक्त ऐसे ज्येष्ठ वैज्ञानिक सहायकों, जिन्होंने उस क्षेत्र/प्रक्षेत्र में भर्ती वर्ष के प्रथम दिवस को इस रूप में पाँच वर्ष की सेवा पूर्ण कर ली हो, में से क्षेत्र/प्रक्षेत्र वार पदोन्नति द्वारा। उत्तर प्रदेश असाधारण गजट, 15 नवम्बर, 2021 3 4-उक्त नियमावली में, नीचे स्तम्भ-1 में दिये गये विद्यमान नियम 8 के स्थान पर नियम 8 का संशोधन स्तम्भ-2 में दिया गया नियम रख दिया जायेगा, अर्थात् :-
स्तम्भ-1 स्तम्भ-2
नियम 8-सेवा में विभिन्न पदों पर सीधी भर्ती अथवा सेवा स्थानान्तरण/प्रतिनियुक्ति के लिए अभ्यर्थी के पास निम्नलिखित अर्हताएं होनी चाहिए :-
8-सेवा में विभिन्न पदों पर सीधी भर्ती अथवा सेवा स्थानान्तरण/प्रतिनियुक्ति हेतु अभ्यर्थी के लिए निम्नलिखित अर्हताएं धारित करना आवश्यक है :-
(1) - (1) (क) केन्द्र सरकार/राज्य सरकार/ संघ राज्य क्षेत्र के अधीन विधि विज्ञान प्रयोगशाला अथवा प्रयोगशाला अथवा वैज्ञानिक संस्थान अथवा विश्वविद्यालय में कार्य करने का न्यूनतम 20 वर्षों का अनुभव, जिसमें से वेतन स्तर-12 या उससे अधिक स्तर के वेतन में कार्य करने का अनुभव हो।
(1) किसी मान्यता प्राप्त विश्वविद्यालय से रसायन शास्त्र/भौतिक शास्त्र/वनस्पति विज्ञान/जन्तु विज्ञान/गणित/जैव रसायन विज्ञान/विधि विज्ञान-फोरेन्सिक साइंस/ सूक्ष्म जीव विज्ञान/जैव प्रौद्योगिकी/ अनुवांशिकी/नाभिकीय विज्ञान/कम्प्यूटर विज्ञान/—षि विज्ञान/मनोविज्ञान विज्ञान/ भूगर्भ शास्त्र/वानिकी विज्ञान (फॉरिस्ट साइंस)/पर्यावरण विज्ञान में एम0एस0सी0/ एम0 टेक/एम0 फार्मा/ एम0बी0बी0एस0/ एम0 एस0/एम0 डी0/दन्त विज्ञान में एम0एस0/रेडियोलॉजी/सांख्यिकी/कम्प्यूटर विज्ञान में बी0 टेक/इंजीनियरिंग/सूचना प्रौद्योगिकी में बी0 टेक अथवा बी0एस0सी0 के साथ गणित में एम0 ए0। (ख) भौतिक विज्ञान/रसायन विज्ञान/ वनस्पति विज्ञान/जन्तु विज्ञान/जैव रसायन/जैव प्रौद्योगिकी/सूक्ष्म जीव विज्ञान/विधि विज्ञान/कम्प्यूटर विज्ञान/ सूचना प्रौद्योगिकी/डिजिटल फॉरेन्सिक में से किसी विषय में किसी मान्यता प्राप्त विश्वविद्यालय से डॉक्टरेट (पी0एच0डी0)।
(2) उपर्युक्त खण्ड-(1) में उल्लिखित विषयों में से किसी एक विषय में कम से कम 15 वर्षों के शोध कार्य के अनुभव के साथ उपर्युक्त को सम्मिलित करते हुए किसी मान्यता प्राप्त प्रयोगशाला या संस्थान में कम से कम उप निदेशक और इसके ऊपर अथवा इसके समकक्ष कार्य करने की प्रशासनिक क्षमता का न्यूनतम 5 वर्ष का अनुभव।

उपर्युक्त विषयों में से किसी एक में
डॉक्टरेट (पी0एच0डी0) की उपाधि। वैज्ञानिक अधिकारी के पद पर भर्ती हेतु अभ्यर्थी के लिये निम्नलिखित अर्हताएं धारित करना आवश्यक है :-
(क) (1)
-भौतिक शास्त्र/विधि विज्ञान/गणित (क) (1) -भौतिक शास्त्र/ विधि विज्ञान/ गणित में एम0एस0सी0/एम0 टेक0

(2) - रसायन शास्त्र/विधि विज्ञान में एम0एस0सी0/एम0 टेक0। (3) -भौतिक शास्त्र/विधि विज्ञान/गणित में एम0एस0सी0/एम0 टेक0।
(3) - जन्तु विज्ञान/वनस्पति विज्ञान/विधि विज्ञान में एम0एस0सी0/एम0 टेक0।
(4) (4) -भौतिक शास्त्र/ विधि विज्ञान/गणित में एम0एस0सी0/ एम0 टेक0।
-कम्प्यूटर विज्ञान/सूचना प्रौद्योगिकी/इलेक्ट्रानिक्स एवं क्म्युनिकेशन में बी0 टेक0 अथवा कम्प्यूटर विज्ञान में एम0एस0सी0 अथवा एम0सी0ए0। (5) -रसायन शास्त्र/विधि विज्ञान में एम0एस0सी0/ एम0 टेक0।
(5) - मनोविज्ञान/फोरेन्सिक मनोविज्ञान में स्नातकोत्तर अथवा मनोरोग विज्ञान (साइकाइअट्रिक) में एम0 डी0। (6) -रसायन शास्त्र/विधि विज्ञान में एम0एस0सी0/ एम0 टेक0। (7) -रसायन शास्त्र/विधि विज्ञान में एम0एस0सी0/ एम0 टेक0। (8) -जन्तु विज्ञान/वनस्पति विज्ञान/विधि विज्ञान/ जैव प्रौद्योगिकी में एम0एस0सी0/ एम0 टेक0। (9) -जन्तु विज्ञान/वनस्पति विज्ञान/विधि विज्ञान/ जैव प्रौद्योगिकी में एम0एस0सी0/ एम0 टेक0। (10) -जन्तु विज्ञान/वनस्पति विज्ञान/विधि विज्ञान/ जैव प्रौद्योगिकी में एम0एस0सी0/ एम0 टेक0।
(11) -मनोविज्ञान/ फोरेन्सिक साइकोलॉजी में स्नातकोत्तर उपाधि अथवा मनोरोग विज्ञान (साइकाइअट्रि) में एम0डी0। (12) -मनोविज्ञान/ फोरेन्सिक/साइकोलॉजी में स्नातकोत्तर उपाधि अथवा मनोरोग विज्ञान (साइकाइअट्रिक) में एम0 डी0। उत्तर प्रदेश असाधारण गजट, 15 नवम्बर, 2021 5

(13) -मनोविज्ञान/ फोरेन्सिक/साइकोलॉजी में स्नातकोत्तर उपाधि अथवा मनोरोग विज्ञान (साइकाइअट्रि) में एम0 डी0। (14) - कम्प्यूटर विज्ञान में बी0 टेक0 अथवा इलेक्ट्रानिक्स एवं कम्युनिकेशन में आई0टी0, कम्प्यूटर विज्ञान में एम0एस0सी0/ एम0सी0ए0। (15) - कम्प्यूटर विज्ञान में बी0 टेक0 अथवा इलेक्ट्रानिक्स एवं कम्युनिकेशन में आई0टी0, कम्प्यूटर विज्ञान में एम0एस0सी0/ एम0सी0ए0। (16) - भौतिक शास्त्र/रसायन शास्त्र/जीव विज्ञान/ जन्तु विज्ञान/वनस्पति विज्ञान/गणित/विधि विज्ञान/ जैव प्रौद्योगिकी में एम0एस0सी0/ एम0 टेक0।
(ख) (1) (ख) किसी मान्यता प्राप्त प्रयोगशाला अथवा संस्थान में सुसंगत विषयों में कम से कम तीन वर्षों का विश्लेषणात्मक अथवा अनुसंधान सम्बन्धी अनुभव।
-सुसंगत विषयों में कम से कम तीन वर्षों के शोध कार्य का अनुभव अथवा किसी मान्यता प्राप्त प्रयोगशाला अथवा संस्थान में कम से कम तीन वर्षों का विश्लेषणात्मक अनुभव।
(2) -मनोशरीर विज्ञान/मनोवैज्ञानिक अथवा अपराधिक मनोविज्ञान में कम से कम तीन वर्षों के शोध कार्य का अनुभव। किसी मान्यता प्राप्त प्रयोगशाला अथवा संस्थान में कम से कम तीन वर्षों का व्यवहारिक अनुभव। (1) सुसंगत विषय में पी0एच0डी0। (1) सुसंगत विषय में पी0एच0डी0।
(2) असत्य का पता लगाने वाले (लाई
डिटेक्शन) क्षेत्र हेतु-
(2) (एक) असत्य पता चलाने वाले अनुभाग के अतिरिक्त-किसी विधि विज्ञान प्रयोगशाला में कार्य करने का अनुभव।
पालीग्राफ का उपयोग करने का
अनुभव।

स्तम्भ-2 में दिया गया नियम रख दिया जायेगा, अर्थात् :-
स्तम्भ-1 स्तम्भ-2 सेवा में विभिन्न श्रेणी के पदों पर सीधी भर्ती के लिए आवश्यक है कि अभ्यर्थी ने उस कलेण्डर वर्ष को जिसमें रिक्तियाँ विज्ञापित की जाय, पहली जुलाई को नीचे तालिका में विनिर्दिष्ट न्यूनतम आयु प्राप्त कर ली हो और अधिकतम आयु से अधिक आयु प्राप्त न की हो :-
सेवा में विभिन्न श्रेणियों के पदों पर सीधी भर्ती/सेवा स्थानान्तरण/प्रतिनियुक्ति हेतु किसी अभ्यर्थी के लिए यह आवश्यक है कि वह उस कलेण्डर वर्ष, जिसमें रिक्तियाँ विज्ञापित की जाय, की पहली जुलाई को नीचे प्रदत्त तालिका में विनिर्दिष्ट न्यूनतम आयु प्राप्त कर ली हो और अधिकतम आयु से अधिक आयु प्राप्त न की हो :-

परन्तु यह कि अनुसूचित जातियों, अनुसूचित जनजातियों, और ऐसे अन्य श्रेणियों के अभ्यर्थियों की दशा में, जो सरकार द्वारा समय-समय पर अधिसूचित की जाय, उच्चतम आयु सीमा उतने वर्ष अधिक होगी जितनी विनिर्दिष्ट की जाय।
परन्तु यह कि अनुसूचित जातियों, अनुसूचित जनजातियों, और ऐसी अन्य श्रेणियों जैसा कि सरकार द्वारा समय-समय पर अधिसूचित किया जाय, की दशा में उच्चतम आयु सीमा उतने वर्ष अधिक होगी जितनी विनिर्दिष्ट की जाय।
6-उक्त नियमावली में, नीचे स्तम्भ-1 में दिये गये विद्यमान नियम 15 (1) के स्थान नियम 15 का संशोधन
पर स्तम्भ-2 में दिया गया नियम रख दिया जायेगा, अर्थात् :-

चयन हेतु विचार किये जाने के लिए आवेदन, छानबीन समिति/आयोग द्वारा जारी विज्ञापन में प्रकाशित प्रपत्र में छानबीन समिति/आयोग द्वारा आमंत्रित किये जायेंगे।
7-उक्त नियमावली में, नीचे स्तम्भ-1 में दिये गये विद्यमान नियम 16 के स्थान पर नियम 16 का प्रतिस्थापन

उत्तर प्रदेश लोक सेवा आयोग सपरामर्श चयनोन्नति (प्रक्रिया) नियमावली, 1970 के अनुसार की जाएगी।

Short title and
1. (1) These rules may be called the Uttar Pradesh Forensic Science commencement
