------- संख्या 1086/79-वि-1-21-1-क -36-21 लखनऊ, 21 दिसम्बर, 2021 ------- अधिसूचना ''भारत का संविधान'' के अनुच्छेद 200 के अधीन श्री राज्यपाल ने उत्तर प्रदेश विनियोग (2021-2022 का द्वितीय अनुपूरक) विधेयक, 2021 जिससे वित्त (आय-व्ययक) अनुभाग-2 प्रशासनिक रूप से सम्बन्धित है, पर दिनांक 21 दिसम्बर, 2021 को अनुमति प्रदान की और वह उत्तर प्रदेश अधिनियम संख्या 31 सन् 2021 के रूप में सर्वसाधारण की सूचनार्थ इस अधिसूचना द्वारा प्रकाशित किया जाता है।
उत्तर प्रदेश विनियोग (2021-2022 का द्वितीय अनुपूरक) अधिनियम, 2021 (उत्तर प्रदेश अधिनियम संख्या 31 सन् 2021) [जैसा उत्तर प्रदेश विधान मण्डल द्वारा पारित हुआ]
31 मार्च, 2022 को समाप्त होने वाले वर्ष में व्यय के लिए राज्य की समेकित निधि
में से कतिपय धनराशियों के भुगतान और विनियोग का प्राधिकार देने की व्यवस्था करने के लिये
अधिनियम भारत गणराज्य के बहत्तरवें वर्ष में निम्नलिखित अधिनियम बनाया जाता हैः-
संक्षिप्त नाम 1-यह अधिनियम उत्तर प्रदेश विनियोग (2021-2022 का द्वितीय अनुपूरक)
अधिनियम, 2021 कहलायेगा।
उत्तर प्रदेश राज्य की समेकित निधि में से वर्ष 2021-2022 के लिए 8479,53,00,000 रुपये का दिया जाना 2-ऐसे विविध परिव्यय चुकाने के लिये जो 31 मार्च, 2022 ई0 को समाप्त होने वाले वर्ष के भीतर अनुसूची के स्तम्भ- 2 में दी हुई सेवाओं और प्रयोजनों के सम्बन्ध में देने पडें़गे, उत्तर प्रदेश राज्य की समेकित निधि में से इतनी धनराशि निकाली और काम में लायी जा सकती है जो अनुसूची के स्तम्भ-3 में दी हुई धनराशियों से, जिनका कुल योग 8479,53,00,000 रुपये (रुपये आठ हजार चार सौ उनासी करोड़ तिरपन लाख मात्र) होता है, से अधिक न हो। 2 उत्तर प्रदेश असाधारण गजट, 21 दिसम्बर, 2021 विनियोग 3-इस अधिनियम द्वारा उत्तर प्रदेश राज्य की समेकित निधि में से, जिन धनराशियों को निकालने और काम में लाने का प्राधिकार दिया गया है, उनका विनियोग 31 मार्च, 2022 को समाप्त होने वाले वर्ष के सम्बन्ध में उन सेवाओं और प्रयोजनों के लिये किया जायेगा जो अनुसूची में दिये हुये हैं।
उत्तर प्रदेश असाधारण गजट, 21 दिसम्बर, 2021 3उद्देश्य और कारण
संविधान के अनुच्छेद 204 के साथ पठित अनुच्छेद 205 के अधीन विधान सभा द्वारा अनुपूरक अनुदानों की मांगें स्वी—त किये जाने के बाद, राज्य विधान मण्डल में एक विनियोग विधेयक पुरःस्थापित करना आवश्यक है। यह विधेयक इस बात की व्यवस्था करता है कि वित्तीय वर्ष 2021-2022 के सम्बन्ध में उत्तर प्रदेश विधान सभा द्वारा स्वी—त अनुपूरक अनुदानों तथा राज्य की समेकित निधि पर भारित अनुपूरक व्ययों के लिये जो धन अपेक्षित है, उसका विनियोग उत्तर प्रदेश राज्य की समेकित निधि में से हो सके।
तदनुसार उत्तर प्रदेश विनियोग (2021-2022 का द्वितीय अनुपूरक) विधेयक, 2021 पुरःस्थापित किया जाता है।

IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Viniyog (2021-2022 Ka Dwitiya Anupoorak) Adhiniyam, 2021 (Uttar Pradesh Adhiniyam Sankhya 31 of 2021) as passed by the Uttar Pradesh Legislature and assented to by the Governor on December 21, 2021. The Vitt (Aay-Vyayak) Anubhag-2 is administratively concerned with the said Adhiniyam.
THE UTTAR PRADESH APPROPRIATION
(SECOND SUPPLEMENTARY 2021-2022) ACT, 2021

AN
ACT
to provide for authorising payment and appropriation of certain sums from and
out of the Consolidated Fund of the State to the services for the year ending on
thirty-first day of March, 2022.
IT IS HEREBY enacted in the Seventy-second Year of the Republic of India as
follows:–
Short title 1. This Act may be called the Uttar Pradesh Appropriation (Second
Supplementary 2021-2022) Act, 2021.
Issue of Rs. 8479,53,00,000 out of the Consolidated Fund of the State of Uttar Pradesh for the year 2021-2022 2. From and out of the Consolidated Fund of the State of Uttar Pradesh there may be paid and applied sums not exceeding those specified in column-3 of the Schedule amounting in the aggregate to the sums of Rs. 8479,53,00,000 (Rs. eight thousand four hundred seventy nine crore fifty three lac only) towards defraying the several charges which will come in course of payment during the year ending on the thirty-first day of March, 2022 in respect of the services and purposes specified in column-2 of the Schedule.
Appropriation 3. The sums authorised to be paid and applied from and out of the Consolidated Fund of the State of Uttar Pradesh by this Act shall be appropriated for the services and purposes expressed in the Schedule in relation to the year ending on the thirty-first day of March, 2022.

Under Article 205 read with Article 204 of the Constitution, an Appropriation Bill has to be introduced in the State Legislature after demands for Supplementary Grants have been voted by the Legislative Assembly.
This Bill provides for the appropriation out of the Consolidated Fund of the State of Uttar Pradesh of all moneys required to meet the Supplementary Grants made by the Uttar Pradesh Legislative Assembly and the Supplementary expenditure Charged on the Consolidated Fund of the State in respect of the financial year 2021-2022.
The Uttar Pradesh Appropriation (Second Supplementary 2021-2022) Bill, 2021 is introduced accordingly.
