अधिसूचना
उत्तर प्रदेश राज्य क्रीड़ा विश्वविद्यालय (संशोधन) विधेयक, 2021, जो उत्तर प्रदेश विधान सभा के दिनांक 16 दिसम्बर, 2021 के उपवेशन में पुरःस्थापित किया गया, उत्तर प्रदेश विधान सभा की प्रक्रिया तथा कार्य-संचालन नियमावली, 1958 के नियम 126 के अन्तर्गत एतद्द्वारा प्रकाशित किया जाता है।
उत्तर प्रदेश राज्य क्रीड़ा विश्वविद्यालय (संशोधन) विधेयक, 2021 उत्तर प्रदेश राज्य क्रीड़ा विश्वविद्यालय अधिनियम, 2021 का अग्रतर संशोधन करने के
लिए
विधेयक भारत गणराज्य के बहत्तरवें वर्ष में निम्नलिखित अधिनियम बनाया जाता है :-
संक्षिप्त नाम 1–यह अधिनियम उत्तर प्रदेश राज्य क्रीड़ा विश्वविद्यालय
(संशोधन ) अधिनियम , 2021 कहा जायेगा।
उत्तर प्रदेश 2–उत्तर प्रदेश राज्य क्रीड़ा विश्वविद्यालय अधिनियम , 2021 2 उत्तर प्रदेश असाधारण गजट, 21 दिसम्बर, 2021 अधिनियम संख्या 8 सन् 2021 की धारा 3 का
संशोधन
(जिसे आगे "मूल अधिनियम " कहा गया है ) की धारा 3 की उपधारा (1) में शब्द "उत्तर प्रदेश राज्य क्रीड़ा विश्वविद्यालय'' के स्थान पर शब्द "मेजर ध्यानचन्द क्रीड़ा विश्वविद्यालय'' रख दिया जाएगा।
धारा 10 का
3–मूल अधिनियम की धारा 10 के स्थान पर निम्नलिखित धारा संशोधन
रख दी जायेगी , अर्थात् :–
10-विश्वविद्यालय के निम्नलिखित अधिकारी होंगे, अर्थात् :-
(एक ) कु लाधिपति ;
(दो ) कु लपति ;
(तीन ) निदेशकगण ; (चार ) संकायाध्यक्ष ; (पाँच) प्रधान कोच ; (छः) कु लसचिव ;
(सात ) परीक्षा नियंत्रक ; (आठ) पुस्तकालयाध्यक्ष ; (नौ ) वित्त अधिकारी ; और (दस ) ऐसे अन्य अधिकारी , जिन्हें विनियमावली द्वारा विश्वविद्यालय का अधिकारी घोषित किया जाये। 4–मूल अधिनियम में , धारा 17 के पश्चात् निम्नलिखित धारा धारा 17-क का बढ़ाया जाना
बढ़ा दी जायेगी :-
वित्त अधिकारी
"17-क (1) वित्त अधिकारी की नियुक्ति राज्य सरकार द्वारा उत्तर प्रदेश वित्त सेवा के अधिकारियों में से की जाएगी और वित्त अधिकारी की निबन्धन और शर्तें , राज्य सरकार की संबंधित सेवा नियमावली के अनुसार शासित होंगी।
(2) वित्त अधिकारी , राज्य सरकार के अनुशासनिक नियंत्रण के अध्यधीन होगा। तथापि , कार्य परिषद समुचित जाँच करने के पश्चात् वित्त अधिकारी के विरुद्ध अनियमितताओं की रिपोर्ट या कार्यवाही की संस्तुति राज्य सरकार को करे गी।
(3) वित्त अधिकारी , वित्त समिति का पदेन सचिव होगा किन्तु वह ऐसी समिति का सदस्य नहीं समझा जाएगा। " उद्देश्य और कारण राज् य में क्रीड़ा सम् बंधी महत् वाकांक्षाओं को गति देने और क्रीड़ा सम् बंधी वातावरण विकसित करने के उद्देश् य से उत् तर प्रदेश के जिला मेरठ में तथा अध् यापन क्रीड़ा के रूप में उत् तर प्रदेश उत्तर प्रदेश असाधारण गजट, 21 दिसम्बर, 2021 3 राज् य क्रीड़ा स् थापित किया जाना प्रस् तावित है। क्रीड़ाओं को मान् यता प्रदान करने के उद्देश् य से यह किया गया है कि पूर्वोक् त क्रीड़ा का नाम मेजर ध् यानचन् द के नाम पर रखा जाए , जिनका भारतीय क्रीड़ाओं के प्रति बहुत बड़ा योगदान है। अग्रतर यह कि उक् त क्रीड़ा के सुचारू संचालन को सुगम बनाने के उद्देश् य से वित् त अधिकारी का पद सृजित करने तथा उसके कार्य एवं को परिभाषित करने की आवश् यकता का भी अनुभव किया गया है । उपरोक् त रखते हुए उत् तर प्रदेश राज् य क्रीड़ा अधिनियम , 2021 (उत् तर प्रदेश अधिनियम संख् या 8 सन् 2021) की धारा 3 एवं 10 में संशोधन करके उक् त अधिनियम में एक नयी धारा 17-क बढ़ाये जाने का किया गया है।
तद् नुसार उत् तर प् रदेश राज् य क्रीड़ा
(संशोधन ) विधेयक , 2021 पुर :स् थापित किया जाता है।

उत्तर प्रदेश राज्य क्रीड़ा विश्वविद्यालय (संशोधन) विधेयक, 2021 द्वारा संशोधित की जाने वाली मूल अधिनियम की संगत धाराओं का उद्धरण।
उत्तर प्रदेश राज्य क्रीड़ा विश्वविद्यालय अधिनियम, 2021 धारा 3-(1) उत्तर प्रदेश राज्य क्रीड़ा विश्वविद्यालय नामक एक विश्वविद्यालय की स्थापना की जाएगी;
धारा 10-विश्वविद्यालय के निम्नलिखित अधिकारी होंगे, अर्थात्ः- (एक) कुलाधिपति;
(दो) कुलपति; (तीन) निदेशकगण; (चार) संकायाध्यक्ष; (पांच) प्रधान कोच; (छः) कुल सचिव; (सात) परीक्षा नियंत्रक; (आठ) पुस्तकालयाध्यक्ष; और (नौ) ऐसे अन्य अधिकारी, जिन्हें विनियमावली द्वारा विश्वविद्यालय का अधिकारी घोषित किया जाये।

THE UTTAR PRADESH STATE SPORTS UNIVERSITY (AMENDMENT) BILL, 2021
A
BILL
further to amend the Uttar Pradesh State Sports University Act, 2021.
IT IS HEREBY enacted in the Seventy-second Year of the Republic of India as
follows:-
Short title 1. This Act may be called the Uttar Pradesh State Sports University (Amendment) Act, 2021.
2. In sub-section (1) of section 3 of the Uttar Pradesh State Sports University Act, 2021 (hereinafter referred to as the "principal Act "), for the words "Uttar Pradesh Amendment of section 3 of U.P. Act no. 8 of 2021
State Sports University", the words "Major Dhyanchand Sports University" shall be substituted.
3. For section 10 of the principal Act, the following section shall be Amendment of section 10
substituted, namely :-
"10. The following shall be the officers of the University, namely:-
(i) the Chancellor;
(ii) the Vice-Chancellor;
(iii) the Directors;
(iv) the Deans;
(v) Head Coaches ;
(vi) the Registrar;
(vii) the Controller of Examinations ;
(viii) the Librarian;
(ix) the Finance Officer; and
(x) such other persons as may be declared by regulations, to be the officers of the University." उत्तर प्रदेश असाधारण गजट, 21 दिसम्बर, 2021 5 section 17-A inserted, namely :- "17-A (1) The Finance Officer shall be appointed by the State Government
from amongst the officers of Uttar Pradesh Finance
Finance Officer
Services, and the terms and conditions of services of
the Finance Officer shall be governed according
to the
concerned service rules of the State Government.
(2) The Finance Officer shall be subject to disciplinary control of the State
Government. However, the Executive Council may report irregularities or
recommend action against the Finance Officer to the State Government after making
appropriate inquiry.
(3) The Finance Officer shall be the ex-officio Secretary of the Finance Committee, but shall not be deemed to be a member of such Committee."

STATEMENT OF OBJECTS AND REASONS
The Uttar Pradesh State Sports University is proposed to be established in Meerut District of Uttar Pradesh as an affiliating and teaching University of sports in order to spearhead sporting ambitions and to develop sports environment in the State.
In order to give sports due recognition, it has been decided that the aforesaid sports University be named after Major Dhyanchand whose contribution to Indian sports is immense .
Further, a need has also been felt to creat e the post of Finance officer and define work and responsibilities thereof in order to facilitate the smooth operation of the said Sports University.
In view of the above, it has been decided to amend sections 3 and 10 of the Uttar Pradesh State Sports University Act, 2021 (U.P. Act no. 8 of 2021) and insert a new section 17-A in the said Act.
The Uttar Pradesh State Sports University (Amendment) Bill, 2021 is introduced accordingly.
