साधारण ख(cid:7003)ड अधिनियम, 1897 (अधिनियम संख्या 10 सन् 1897) की धारा 21 के साथ पठित उत्तर प्रदेश में उनकी प्रवृत्ति के सम्बन्ध में यथा संशोधित भारतीय स्टाम्प अधिनियम, 1899 (अधिनियम संख्या 2 सन् 1899) की धारा 10, 74 और 75 के अधीन शक्तियों का प्रयोग करके राज्यपाल, उत्तर प्रदेश ई-स्टाम्पिंग नियमावली, 2013 को संशोधित करने की दृष्टि से निम्नलिखित नियमावली बनाती हैं।
उत्तर प्रदेश ई-स्टाम्पिंग (तृतीय संशोधन) नियमावली, 2022
1-(1) यह नियमावली उत्तर प्रदेश ई-स्टाम्पिंग (तृतीय संशोधन) नियमावली, 2022 संक्षिप्त नाम और प्रारम्भ
कही जायेगी।
(2) यह गजट में प्रकाशित किये जाने के दिनांक से प्रवृत्त होगी।
2-उत्तर प्रदेश ई-स्टाम्पिंग नियमावली, 2013 में, नीचे स्तम्भ-1 में दिये गये नियम 13 नियम 13 का संशोधन
के स्थान पर स्तम्भ-2 में दिया गया नियम रख दिया जायेगा, अर्थात्:-

विद्यमान नियम एतद्द्वारा प्रतिस्थापित नियम 2 उत्तर प्रदेश असाधारण गजट, 25 मार्च, 2021 स्तम्भ-2 स्तम्भ-1 विद्यमान नियम एतद्द्वारा प्रतिस्थापित नियम के अध्यधीन भारतीय रिज़र्व बैंक के नियन्त्रणाधीन कोई अनुसूचित बैंक, कोई वित्तीय संस्था अथवा उपक्रम अथवा सरकार द्वारा नियन्त्रित कोई वित्तीय संस्था अथवा उपक्रम अथवा डाकघर अथवा उत्तर प्रदेश स्टाम्प नियमावली, 1942 के अधीन अनुज्ञप्ति धारक और स्टाम्प आयुक्त उत्तर प्रदेश द्वारा विहित शैक्षिक अर्हता धारक स्टाम्प विक्रेता, प्राधि—त संग्रह केन्द्र के रूप में नियुक्ति के लिए पात्र होंगे।
के अध्यधीन भारतीय रिज़र्व बैंक के नियन्त्रणाधीन कोई अनुसूचित बैंक, कोई वित्तीय संस्था अथवा उपक्रम अथवा सरकार द्वारा नियन्त्रित कोई वित्तीय संस्था अथवा उपक्रम अथवा डाकघर अथवा उत्तर प्रदेश स्टाम्प नियमावली, 1942 के अधीन लाइसेंसधारी और स्टाम्प आयुक्त उत्तर प्रदेश द्वारा विहित शैक्षिक अर्हता धारक स्टाम्प विक्रेता अथवा कामन सर्विस सेन्टर ई-गवर्नेन्स सर्विसेज इण्डिया लिमिटेड अथवा उचित दर दुकान स्वामी, प्राधि—त संग्रह केन्द्र के रूप में नियुक्ति के लिए पात्र होंगे।

IN exercise of the powers under section 10, 74 and 75 of the Indian Stamp Act, 1899 (Act no. 2 of 1899) as amended in its application to Uttar Pradesh, read with section 21 of the General Clauses Act, 1897 (Act no. 10 of 1897), the Governor is pleased to make the following rules with a view to amending the Uttar Pradesh E-Stamping Rules, 2013.
THE UTTAR PRADESH E-STAMPING (THIRD AMENDMENT)
RULES, 2022
Short title and
1. (1) These Rules may be called the Uttar Pradesh E-Stamping commencement
(Third Amendment) Rules, 2022.
(2) They shall come into force with effect from the date of their publication in the Gazette.
Amendment of
2. In the Uttar Pradesh E-Stamping Rules, 2013, for rule 13 set out in rule 13
Column-I below the rule as set out in Column-II shall be substituted, namely :-

Undertaking controlled by the Government, or a Post Office or a stamp vendor having license under Uttar Pradesh Stamp Rules, 1942, and possessing educational qualifications prescribed by the Stamp Commissioner, Uttar Pradesh or common Service Center e-Governance Services India Limited or Fair-price shop owner will be eligible for appointment as Authorized Collection Center, subject to the prior approval of the Appointing Authority under rule 12.
