ँकि, भारत सरकार }kjk (cid:366)तिवष(cid:330) कृ षकों को उनकी उपज का उचित मू(cid:670) का लाभ सुनि(िcid:686)त करने और, चू के लिए (cid:586)ूनतम समथ(cid:330)न मू(cid:670) की घोषणा की जाती है ताकि कृ षकों को कर(cid:830)थम वि(cid:354)य से बचाया जा सके । इसके लिए आव(cid:692)क है कि कृ षक की सही पहचान की जाय तथा कृ षक }kjk वि(cid:354)ीत फसल की मू(cid:670) का भुगतान पारदश(cid:334) तथा (cid:366)माणिक आधार पर कृ षक के ब(cid:339)क खाते म(cid:336) किया जा सके तथा इस हेतु कृ षक का बायोमैटि(cid:332) क अधि(cid:366)माणन तथा 'आधार' के आधार पर भुगतान (cid:366)णाली सुनि(िcid:686)त की जाये। भारत सरकार }kjk घोषित (cid:586)ूनतम समथ(cid:330)न मू(cid:670) योजना के अधीन रा(cid:789)य सरकार (cid:366)(cid:529)ेक रबी तथा खरीफ सीजन म(cid:336) कृ षकों से खा(cid:552)ा(cid:580) (cid:354)य करने हेतु (cid:354)य नीति जारी करती है;
ँकि, भू-राज(cid:738) विभाग के पोट(cid:330)ल से लिंककृ त खा(cid:552) एवं नाग(cid:303)रक आपूति(cid:330) विभाग के पोट(cid:330)ल पर कृ षक और, चू अपना (cid:830)वत: रजि(cid:830)ट(cid:332) ीकरण करता है। कृ षक का नाम, उसके रकबे तथा कृ षक }kjk वि(cid:354)ीत फसल की मा(cid:361)ा का स(cid:529)ापन राज(cid:738) विभाग }kjk किया जाता है। (cid:354)य के (cid:574) पर कृ षक के बायोमैटि(cid:332) क रजि(cid:830)ट(cid:332) ेशन के आधार पर फसल (cid:354)य की जाती है तथा उसके }kjk वि(cid:354)ीत फसल के मू(cid:670) का भुगतान आधारबे(cid:830)ड (cid:366)णाली के आधार पर कृ षक के ब(cid:339)क खाते म(cid:336) किया जाता है;
ँकि, भारत सरकार }kjk घोषित (cid:586)ूनतम समथ(cid:330)न मू(cid:670) योजना के अधीन रा(cid:475) सरकार विभि(cid:580) (cid:354)य और, चू अभिकरणों के मा(cid:559)म से सीधे कृ षकों से खरीफ एवं रबी फसलों का (cid:354)य करती है तथा के (cid:574) सरकार की योजना का (िcid:354)या(cid:587)यन एवं अनु(cid:373)वण कर रही है;
2 mRrj izns'k vlk/kkj.k xtV] 6 Qjojh] 2023ंकि, खा(cid:552) एवं नाग(cid:303)रक आपूति(cid:330) विभाग, उ(cid:517)र (cid:366)देश (जिसे आगे ʼʼविभागʼʼ कहा गया है) विभि(cid:580) और, चू सहायिकियों एवं (cid:366)सुविधाओं के (cid:349)प म(cid:336) (cid:586)ूनतम समथ(cid:330)न मू(cid:670) योजना को (cid:366)शासित कर रहा है;
ँकि, पूव(cid:342)(cid:779)त (cid:586)ूनतम समथ(cid:330)न मू(cid:670) योजना कृ षकों की (cid:366)सुविधा हेतु (िcid:354)या(cid:304)(cid:587)त की गयी है तथा उ(cid:590)(cid:336) और चू (cid:366)सुविधाओं (जि(cid:590)(cid:336) आगे ʼʼ(cid:366)सुविधाʼʼ कहा गया है) के (cid:349)प म(cid:336) सहायता (cid:366)दान की जाती है;
अतएव, अब, आधार (वि(cid:517)ीय और अ(cid:586) सहायिकियों, (cid:366)सुविधाओं और सेवाओं का ल(cid:304)(cid:409)त प(cid:303)रदान) अधिनियम, 2016 (अधिनियम सं(cid:421)ा 18 सन् 2016) (जिसे आगे ''उ(cid:389) अधिनियम'' कहा गया है) की धारा 7 के अनुसरण म(cid:336) उ(cid:517)र (cid:366)दे श सरकार एत(cid:542)् वारा नि(cid:635)ानुसार अधिसूचित करती है, अथा(cid:330)त्:-
1–(1) उ(cid:389) योजना के अधीन (cid:366)सुविधाएं (cid:366)ा(cid:593) करने के लिये पा(cid:361) कृ षक से ,rn~}kjk आधार सं(cid:421)ा धा(cid:303)रत करने का (cid:366)माण (cid:366)(cid:721)ुत करने या आधार अधि(cid:366)माणन कराये जाने की अपे(cid:407)ा की जायेगी।
(2) आधार (नामांकन और v|ru) विनियमन, 2016 के विनियम 12 के अनुसार, विभाग से अपने (िcid:354)या(cid:587)यनकता(cid:330) अभिकरण के मा(cid:559)म से ऐसे कृ षक, जो अभी तक आधार के लिये नामांकित न हों, के लिये आधार नामांकन सुविधाएं (cid:366)दान किये जाने की अपे(cid:407)ा की जायेगी और यदि स(cid:638)(cid:304)(cid:576)त (cid:624)ॉक या तालुका या तहसील म(cid:336) कोई आधार नामांकन के (cid:574) अव(cid:304)(cid:830)थत न हो तो विभाग को अपने (िcid:354)या(cid:587)यनकता(cid:330) अभिकरण के मा(cid:559)म से भारतीय विशि(cid:700) पहचान (cid:366)ाधिकरण के fo|eku रजि(cid:720)(cid:332) ारों के साथ सम(cid:587)य करके या (cid:738)यं भारतीय विशि(cid:700) पहचान (cid:366)ाधिकरण का रजि(cid:720)(cid:332) ार होकर सुविधाजनक अव(cid:830)थानों पर नामांकन सुविधाय(cid:336) (cid:366)दान करना होगा।
2–उ(cid:389) योजनाओं के अधीन कृ षकों को सुविधाजनक (cid:349)प से (cid:366)सुविधाय(cid:336) (cid:366)दान करने के उ(cid:542)े(cid:692) से विभाग को अपने (िcid:354)या(cid:587)यनकता(cid:330) अभिकरण के मा(cid:559)म से यह सुनि(िcid:686)त करने के लिये सम(cid:721) अपे(िcid:407)त (cid:681)व(cid:830)थाएं करनी होगी कि मीडिया के मा(cid:559)म से कृ षकों के लिये (cid:681)ापक (cid:366)चार-(cid:366)सार, उ(cid:590)(cid:336) उ(cid:389) आव(cid:692)कताओं से अवगत कराने के लिए किया जायेगा।
3–सम(cid:721) मामलों म(cid:336), जहाँ कृ षकों के खराब बायोमेटि(cid:332) (cid:411) के कारण या किसी अ(cid:586) कारण से आधार अधि(cid:366)माणन विफल हो जाता है वहाँ नि(cid:635)लि(cid:304)खत उपचारा(cid:527)क तं(cid:361) अपनाये जाय(cid:336)गे, अथा(cid:330)त्:-
(क) खराब फिं गर (िcid:366)ंट गुणव(cid:517)ा के मामले म(cid:336), अधि(cid:366)माणन के लिए आई(cid:303)रस (cid:715)ै न या फे स अधि(cid:366)माणन सुविधा अपनायी जाएगी, जिससे विभाग अपने (िcid:354)या(cid:587)यनकता(cid:330) अभिकरण के मा(cid:559)म से सहज रीति से (cid:366)सुविधाएं (cid:366)दान करने के लिये फिं गर(िcid:366)ंट अधि(cid:366)माणन के साथ ही साथ आई(cid:303)रस (cid:715)ै नर या फे स अधि(cid:366)माणन के लिए उपबंध करेगा;
(ख) कृ षक, खा(cid:552) एवं नाग(cid:303)रक आपूति(cid:330) विभाग के ई-(cid:366)ो(cid:779)योरम(cid:336)ट पोट(cid:330)ल म(cid:336) रजि(cid:830)ट(cid:332) ीकरण के समय अपना विवरण तथा आधार फीड करके अपने घनि(cid:829)ट पा(cid:303)रवा(cid:303)रक सद(cid:830)यों अथा(cid:330)त माता/पिता, पति/प(cid:797)नी, पु(cid:361)/पु(cid:361)ी, दामाद/पु(cid:361)वधू, सगा भाई/सगी बहन आदि (cid:366)तिनिधि को नामनिदि(cid:330) (cid:829)ट कर सकता है। कृ षक, उ(cid:779)तानुसार नामनिदि(cid:330)(cid:829)ट (cid:366)तिनिधि के मा(cid:559)म से अपने उ(cid:523)ाद का वि(cid:354)य कर सकता है और ऐसी दशाओं म(cid:336) कृ षक }kjk नामनिदि(cid:330) (cid:829)ट संबंधित (cid:366)तिनिधि के आधार अधि(cid:366)माणन के }kjk (cid:354)य के (cid:802)(cid:363) पर (cid:354)य किया जायेगा।
4–उपरो(cid:389) के अति(cid:303)र(cid:389), यह सुनि(िcid:686)त करने के उ(cid:542)े(cid:692) से कि उ(cid:389) योजना के अधीन कोई वा(cid:721)विक लाभाथ(cid:334) अपनी दे य (cid:366)सुविधाओं से वंचित न हो, विभाग को अपने (िcid:354)या(cid:587)यनकता(cid:330) अभिकरण के मा(cid:559)म से भारत सरकार (cid:554)ारा समय-समय पर जारी अनुदेशों का अनुसरण करना होगा।
5–यह अधिसूचना सरकारी गजट म(cid:336) (cid:366)काशित किये जाने के दिनांक से (cid:366)भावी होगी।

WHEREAS the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery process, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
AND, WHEREAS, to ensure that farmers get the benefit of a fair price for their produce, Minimum support price is announced every year by the Government of India so that farmers can be saved from distress sale. For this, it is necessary that the correct identification of the farmer is done and the due payment of the price of the crop sold by the farmer is made to the farmer's bank account, on a transparent and authentic basis and for this, biometric authentication of the farmer and the system of payment on the basis of Aadhaar should be ensured. Under the Minimum Support Price Scheme announced by the Government of India, the State Government issues a purchase policy for the purchase of food grains from the farmers in every Rabi and Kharif season;
AND, WHEREAS, the farmer does his self registration on the portal of the Food and Civil Supply Department which is thereby linked to the portal of the Land Revenue Department. The name of the farmer, his area and the quantity of the crop sold by the farmer are thereby verified by the Revenue Department. The crop is purchased at the purchase center on the basis of biometric authentication of the farmer and the price of the crop sold by him is transferred to the bank account of the farmer on the basis of Aadhaar based system;
AND, WHEREAS, under the Minimum Support Price Scheme announced by the Government of India, the State Government procures Kharif and Rabi crops directly from the farmers through various purchasing agencies and is implementing and monitoring the Central Government's scheme;
AND, WHEREAS, the Food and Civil Supplies Department, Uttar Pradesh (hereinafter referred to as the "Department") is administering the Minimum Support Price Scheme in the form of various subsidies and benefits;
AND, WHEREAS, the aforesaid Minimum Support Price Scheme has been implemented for the benefit of the farmers, and they are provided assistance in the form of benefits (hereinafter referred to as "Benefits");
NOW, THEREFORE, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Act no 18 of 2016) (hereinafter referred to as the "said Act''), the Government of Uttar Pradesh hereby notifies the following, namely:-
1. (1) for receiving the benefits under the Scheme shall hereby a farmers eligible be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication .
(2) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the farmers who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves;
2. In order to provide benefits to the farmers under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the farmers to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the farmers or due to any other reason, the following remedial mechanism shall be adopted, namely :-
(a) in case of poor fingerprint quality, IRIS scan or face authentication facility shall be adopted for authentication. Thereby, the Department through its Implementing Agency shall make provisions for IRIS scanners or face authentication alongwith fingerprint authentication for the delivery of benefits in seamless manner.
4 mRrj izns'k vlk/kkj.k xtV] 6 Qjojh] 2023(b) Farmer may nominate his/her representative from close family members i.e. mother/father, husband/wife, son/daughter, son-in-law/daughter-in-law, real brother/ real sister etc. by feeding their details and Aadhaar at the time of registration in E-procurement portal of Food and civil supplies department. Farmer may sell his produce through the designated representative as elaborated above and in such cases the purchase will be done at the purchase center on the basis of Aadhaar authentication of the concerned representative nominated by the farmer.
4. In addition to the above, for the purpose of ensuring that no genuine beneficiary is deprived of his/her due benefits under the said scheme, the department will follow the instructions issued from time to time by the Government of India through its implementing agency.
5. This notification shall come into effect from the date of its publication in the Official Gazette.
