IN pursuance of the provisions of clause (3) of Article 348 of the Constitution, the Governor is pleased to order the publication of the following English translation of notification no. 2362/SLAO/AYODHYA/2023 dated April 3, 2023:

Under sub-section (1) of Section 11 of the Right to Fair Compensation and Transparency in Rehabilitation and Resettlement Act, 2013. Whereas, the Government of Uttar Pradesh/Collector (for the purpose of Appropriate Government) is satisfied that a total of 8.4901 Hectares of land is required in the village Janaura (B.N.P.), Ganja, Dharampur Sahadat, Pura Husainkhan and Kushmaha, Pargana- Haveli Avadh, Tehsil- Sadar, District- Ayodhya for public purpose, namely, project Maryada Purshottam Sri Ram Airport, Ayodhya through Director, Civil Aviation, Uttar Pradesh, Lucknow.

2. Social Impact Assessment Study was carried out by the Social Impact Assessment agency and submits its recommendations to the Appropriate Government which has approved its recommendation on dated 03.04.2023.

3. The summary of the Social Impact Assessment Report as follows:-

This project will strengthen the way to regional development, i.e. employment, education, health, social activities etc. The maximum affected families will suffer of the productivity of land. Hence the proper irrigation and other facilities will have to be increased for the development of rest unaffected land.

Due to the expected loss of agricultural land in affected villages, the farming machinery, irrigation and other facilities will have to be increased for the affected land owners by the land compensation amount as per provisions of Land Acquisition Act, 2013, to develop the rest land. Village- Dharampur Sahadat, Rajabodh Ka Purwa of village Janaura and Patiyariya Ka Purwa of village Ganja are being affected, for which the proper rehabilitation facilities as per rules is essential. The lack of fertile soil will be recovered by the expected employment development, proper housing facilities, development in transportation and agricultural facilities.

4. A total of 14 families are likely to be displaced due to the land acquisition. The reason necessitating such displacement is as under:-

Because the land on which the above noted families are residing, is proposed to be acquired for the project. So the rehabilitation of the above houses/families is essential. Sub-Divisional Magistrate/Joint Magistrate, Sadar, Ayodhya has been appointed as the Administrator for the rehabilitation and resettlement of the affected families.

5. Therefore, the Governor is pleased to notify for general information that the land mentioned in the Schedule below is needed for public purpose.

6. The Governor is also pleased to authorized the Collector for the purpose of land acquisition to takes necessary steps to enter upon and survey of land, lake levels of any land, dig or sub soil into the sub- oil and do all the acts required for the proper execution of work as provided and specified under Section 12 of the Act.

7. Under Section 15 of the Act, any person interested in the land may within 60 days after the publication of this notification, make an objection to the acquisition of land in the locality in writing to the Collector.

8. Under Section 11(4) of the Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase, specified in the preliminary notification or create any encumbrances on such land from the date of publication of such notification till such time as the proceedings of land acquisition is completed, without prior approval of the Collector.

Note:- A plan of land may be inspected in the office of the Collector, Ayodhya for the purpose of acquisition.
