चू ँकि सेवायें या प्रसुविधायें या सहायिकी प्रदान करने के पहचान दस्तावेज के रूप में आधार के उपयोग से सरकारी परिदान प्र(िcid:7059)याएँ सुगम हो जाती हैं, पारद(cid:7414)शता और दक्षता आ जाती है और लाभार्थी अपनी पहचान साबित करने के लिए ब(cid:7263)विध दस्तावेज प्रस्तुत करने की आवश्यकता से मुक् त होते (cid:7263)ए सुविधाजनक और निर्बाध रीति से सीधे अपना हक प्राप्त करने के योग्य हो जाते हैं;
और, चू ँकि, सू(cid:7023)म, लघु एवं मध्यम m|e तथा निर्यात प्रोत्साहन विभाग (जिसे आगे उक् त विभाग कहा गया है), परम्परागत कर्मकारों यथा – टेलर, नाई, लोहार, मोची, हस्तशिल्पियों आदि की जीविका संवर्धन करने के प्रयोजनार्थ mUgsa प्रशिक्षण प्रदान करने और वृत्तिका तथा टूलकिट का उपबन्ध करने हेतु वि(cid:7393)कर्मा (cid:7088)म सम्मान योजना (जिसे आगे उक् त योजना कहा गया है) को प्रशासित कर रहा है जो m|ksx एवं m|e प्रोत्साहन निदेशालय (जिसे आगे (िcid:7059)यान्वयनकर्ता अभिकरण कहा गया है) के माध्यम से (िcid:7059)यान्वित की जा रही है;
और, चू ँकि, उक् त योजना के अधीन (िcid:7059)यान्वयनकर्ता अभिकरण }kjk fo|eku योजना के मार्गदर्शी fl)kUrksa के अनुसार परम्परागत कर्मकारों यथा – टेलर, नाई, लोहार, मोची, हस्तशिल्पियों आदि (जिन् हें आगे उक् त लाभार्थी कहा गया है) को कौशल उन्नयन, प्रशिक्षण, वृत्तिका एवं टूलकिट (जिन् हें आगे उक् त प्रसुविधा कहा गया है) प्रदान किये जाते हैं;
और, चू ँकि, पूव(cid:7299)क् त योजना में उत्तर प्रदेश संचित निधि से उपगत आवर्ती व्यय अन्त(cid:7414)वष् ट है;
अतएव, अब, आधार (वित्तीय और अन्य सहायिकियों प्रसुविधाओं और सेवाओं का ल(िcid:7023)यत परिदान) अधिनियम, 2016 (अधिनियम संख्या 18 सन् 2016) (जिसे आगे उक् त अधिनियम कहा गया है) की धारा 7 के अनुसरण में उत्तर प्रदेश सरकार ,rn~}kjk निम्नानुसार अधिसूचित करती है, अर्थात:-
2 mRrj izns'k vlk/kkj.k xtV] 6 vçSy] 20231-(1) उक् त योजना के अधीन प्रसुविधायें प्राप्त करने के लिए पात्र व्यक्ति से ,rn~}kjk आधार संख्या धारित करने का प्रमाण प्रस्तुत करने या आधार अधिप्रमाणन कराने की अपेक्षा की जायेगी;
(2) उक् त योजना के अधीन प्रसुविधाओं का उपभोग करने का इच्छु क कोई व्यक्ति, जो आधार संख्या धारित न करता हो या जिसने अभी तक आधार के लिए नामांकन न किया हो, से उक् त योजना को रजिस् ट्रीकृ त करने से पूर्व आधार नामांकन के लिए आवेदन करने की अपेक्षा की जायेगी, परन्तु यह कि वह उक् त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने का हकदार हो और ऐसे व्यक्ति को आधार हेतु नामांकित किये जाने के लिए किसी आधार नामांकन के न् (cid:7076) [भारतीय विशिष् ट पहचान प्राधिकरण (यू0आई0डी0ए0आई0) की वेबसाइट www.uidai.gov.in] पर उपलब्ध सूची पर जाना होगा।
(3) आधार (नामांकन और v|ru) विनियम, 2016 के विनियम 12 के अनुसार विभाग से ऐसे लाभा(cid:7414)थयों जो अभी तक आधार के लिए नामांकित न हों, के लिए आधार नामांकन सुविधायें प्रदान किये जाने की अपेक्षा की जायेगी और यदि सम्बन्धित ब्लॉक या तालुका या तहसील में कोई आधार नामांकन के न् (cid:7076) अवस्थित न हो तो विभाग को अपने (िcid:7059)यान्वयनकर्ता अभिकरण के माध्यम से भारतीय विशिष् ट पहचान प्राधिकरण (यू0आई0डी0ए0आई0) के fo|eku रजिस् ट्रारों के साथ समन्वय करके या स्वयं भारतीय विशिष् ट पहचान प्राधिकरण का रजिस् ट्रार होकर सुविधाजनक अवस् थानों पर आधार नामांकन सुविधायें प्रदान करेगा:
परन्तु यह कि किसी व्यक्ति को आधार समनुदेशित किये जाने के समय तक उक् त योजना के अधीन प्रसुविधायें ऐसे व्यक्ति को निम्नलिखित दस्तावेज प्रस् तुत किये जाने के अध्यधीन प्रदान की जायेगी, अर्थात:-
(क) यदि उसने नामांकन किया है तो उसकी आधार नामांकन पहचान पर्ची; और (ख) निम्नलिखित दस्तावेजों में से कोई एक दस्तावेज, अर्थात:-
(एक) फोटोयुक् त बैंक या पोस् ट आफिस पासबुक; या (दो) स्थायी खाता संख्या (पैन) कार्ड; या
(तीन) पासपोर्ट; या
(चार) राशन कार्ड; या (पk¡च) मतदाता पहचान पत्र; या
(छह) मनरेगा कार्ड; या
(सात) किसान फोटो पासबुक; या
(आठ) मोटरयान अधिनियम,1988 (अधिनियम संख्या 59 सन् 1988) के अधीन लाइसेन्स प्राधिकारी }kjk जारी किया गया (cid:7071)ाइविग लाइसेन्स; या
(नौ) राजपत्रित अधिकारी या तहसीलदार }kjk शासकीय पत्र शीर्षक पर जारी किए गए ऐसे व्यक्ति की फोटोयुक् त पहचान प्रमाण-पत्र; या
(दस) विभाग }kjk यथा fofufnZ"V कोई अन्य दस्तावेज:
परन्तु यह और कि उपरोक् त दस्तावेजोa की जाँच, विभाग }kjk उक् त प्रयोजनार्थ विनि(cid:7416)दष् ट रूप से अभिहित किसी अधिकारी }kjk की जा सकती है।
2-उक् त योजना के अधीन लाभा(cid:7414)थयों को सुविधाजनक रूप से प्रसुविधायें प्रदान करने के उद्देश्य से विभाग को अपने (िcid:7059)यान्वयनकर्ता अभिकरण के माध्यम से यह सुनि(िcid:7391)त करने के लिए समस्त अपेक्षित व्यवस्थाएं करनी होंगी कि मीडिया के माध्यम से लाभा(cid:7414)थयों के लिए व्यापक प्रचार-प्रसार, उन् हें उक् त आवश्यकताओं से अवगत कराने के लिए किया जायेगा।
3-समस्त मामलों में, जहाँ लाभा(cid:7414)थयों के खराब बायोमेट्रिक् स के कारण या किसी अन्य कारण से आधार अधिप्रमाणन विफल हो जाता है, वहाँ निम्नलिखित उपचारात्मक तंत्र अपनाये जायेंगे, अर्थात:-
(क) खराब (cid:7412)फगरप्रिट गुणवत्ता के मामले में, अधिप्रमाणन के लिए एकीकृ त जोखिम सूचना प्रणाली (आई0आर0आई0एस0) स्कै न या फे स अधिप्रमाणन सुविधा, अपनाई जाएगी, जिससे विभाग अपने (िcid:7059)यान्वयनकर्ता अभिकरण के माध्यम से सहज रीति से प्रसुविधायें प्रदान करने के लिए (cid:7412)फगरप्रिट अधिप्रमाणन के साथ ही साथ एकीकृ त जोखिम सूचना प्रणाली (आई0आर0आई0एस0) स्कै नर या फे स अधिप्रमाणन के लिए उपबन्ध करेगा;
(ख) यदि (cid:7412)फगरप्रिट या एकीकृ त जोखिम सूचना प्रणाली (आई0आर0आई0एस0) स्कै न या फे स अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल नह(cid:7277) होता है तो जहाँ कह(cid:7277) सम्भाव्य और अनु(cid:6980)ेय हो, सीमित समय की वैधता के साथ यथास्थिति आधार वन टाइम पासवर्ड या समय-आधारित वन-टाइम पासवर्ड }kjk अधिप्रमाणन प्रदान किया जा सकता है;
mRrj izns'k vlk/kkj.k xtV] 6 vçSy] 2023 3(ग) अन्य समस्त मामलों में जहाँ बायोमेट्रिक या आधार वन टाइम पासवर्ड या समय- आधारित वन-टाइम पासवर्ड अधिप्रमाणन सम्भव न हो, वहाँ उक् त योजना के अधीन प्रसुविधायें, ऐसे भौतिक आधार पत्र के आधार पर दी जा सकती हैं जिसकी अधिप्रमाणिकता, आधार पत्र पर मु(िcid:7076)त (िcid:7332)क रिस् पान्स कोड (क् यू0आर0कोड) के माध्यम से सत्यापित की जा सकती है और (िcid:7332)क रिस् पान्स कोड रीडर की आवश् यक व्यवस्था, विभाग }kjk (िcid:7059)यान्वयनकर्ता अभिकरण के माध्यम से सुविधाजनक अवस्थानों पर प्रदान की जायेगी।
4-उपरोक् त के अतिरिक् त, यह सुनि(िcid:7391)त करने के उद्देश्य से कि उक् त योजना के अधीन कोई वास्तविक लाभार्थी अपनी देय प्रसुविधाओं से वंचित न हो, विभाग अपने (िcid:7059)यान्वयनकर्ता अभिकरण के माध्यम से डी0बी0टी0 मिशन कार्यालय-(cid:6980)ाप, कै बिनेट सचिवालय, भारत सरकार, दिनांक 19 दिसम्बर, 2017 में यथा रेखांकित अपवाद हैण्डलिग तंत्र का अनुसरण करेगा।
5-यह अधिसूचना सरकारी गजट में प्रकाशित किये जाने के दिनांक से प्रभावी होगी।

IN pursuance of the provisions of clause (3) of Article 348 of the Constitution, the Governor is
pleased to order the publication of the following English translation of notification no. 13/XVIII-2–2023,
dated April 6, 2023 :

WHEREAS, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
AND, WHEREAS, the Department of Micro Small Medium Enterprises and Exports Promotion (hereinafter referred to as the Department), is administering the Vishwakarma Shram Samman Yojna (hereinafter referred to as the Scheme) to impart training, provide stipend and toolkit to traditional workmen such as tailor, barber, blacksmith, cobbler, handicraftsmen etc. with the purpose of improving the livelihood of these people which is being implemented through the Directorate of Industries and Enterprises Promotion (hereinafter referred to as the Implementing Agency);
AND, WHEREAS, under the Scheme, Skill Upgradation Training, Stipend and Toolkit (hereinafter referred to as the benefit) is given to the traditional workmen such as tailor, barber, blacksmith cobbler, handicraftsmen etc. (hereinafter referred to as the beneficiaries), by the ImplementingAgency as per the extant Scheme guidelines;
AND, WHEREAS, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Uttar Pradesh;
NOW, THEREFORE, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Government of Uttar Pradesh hereby notifies the following, namely:-
1. (1) An individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar Authentication.
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.
4 mRrj izns'k vlk/kkj.k xtV] 6 vçSy] 2023(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely:-
(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and (b) any one of the following documents, namely :- (i) Bank or Post Office Passbook with Photo; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or (iv) Ration Card; or (v) Voter Identity Card; or (vi) MGNREGA Card; or (vii) Kisan Photo Passbook; or (viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or
(ix) Certificate of identity having photo of such person issued by Gazetted Officer or a Tehsildar on an official letter head; or
(x) any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) in case of poor fingerprint quality, Integrated Risk Information System scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for Integrated Risk Information System scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) in case the biometric authentication through fingerprints or Integrated Risk Information System scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One- Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency. 4. In addition to the above, in order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December 2017.
5. This notification shall come into effect from the date of its publication in the Official Gazette.
